Introduction

1. This is the third biannual environment and social monitoring for Town Electrical

Investment Project Tranche 2 (TEIP T2). The report covers the monitoring period

from January to June 2020. TEIP T2 is part of a Multi tranche Funding Facility (MFF)

for TEIP funded by the Asian Development Bank and Government of PNG (GoPNG).

The sub projects involved are; (i) Yonki Toe of Dam Surge Tank and other remedial

works (YTOD) located in the Eastern Highlands Province, (EHP) (ii) Warangoi

hydropower refurbishment located in East New Britain (ENB) (iii) Ramazon Hydro

Power Project Located in the Autonomous Region of Bougainville.

2. PNG Power Limited is the implementing Agency and the MFF is managed by the

Town Electrification Investment Program (TEIP) PPL. The objective of TEIP is to

improve power supply in the provincial centres through replacement of high cost

diesel power generation with sustainable renewable power generation, and to

improve supply of clean electricity.

3. This semi-annual report incorporates EMP implementation status updates and social

safeguard requirements and compliance updates for the three subprojects of

Tranche 2 identified for the construction of RHPP, refurbishment of WHP, and

construction of YTOD Surge Tank and other remedial works.

Background of Subprojects

4. The tranche 2 sub projects were selected by PPL for energy power station rehab and

improvement in addition to T1. Due to delays in tranche 1 land acquisition process,

and the MFF deadline ending in December 2020, two brown field projects were

selected. RHPP was included due to delays in bidding process in T1 that it was

transferred to T2. Unfortunately for RHPP, this project was cancelled due to no

competent contractors meeting the requirements of ADB. Table 1 below shows the

subprojects of T2 and their Environment and Social Compliance status so far.

5. YTOD and WHP are brown field projects with existing environment permits issued by

CEPA. Both subprojects are categorised as Level 2B and requires assessment of

activity and an EMP. YTOD has an existing permit covering YTOD issued in 2010

and expires in 2060. This permit is valid and covers the construction works for YTOD

provided that an EMP and CEMP is approved to monitor the current works done.

WHP has a water used permit that expired in 2007. A notification of Intention was

submitted to CEPA in 2018 to renew the water use permit into an environment

permit, however, CEPA is yet to renew this permit to date. Renewed environmental

permit application for the two projects has been tasked to PPL HSE team to obtain

from CEPA since the projects are brown field and under PPL operation.

Warangoi

Refurbishment

Refurbishment of the existing hydro. Main works on replacing of old equipment at the intake and powerhouse.

An IEE approved in September 2016. EMP was included in the bid documents during contract bidding process in April 2017. The contractor EMP was reviewed by PMU and approved on 22nd of March 2019.

Similarly, for Warangoi to YTOD the project had a due Diligence conducted also in 2016 and concluded that there would be no land acquisition since project is also brown field.

Ramazon Hydro

Power

Construction of a 3MW hydro power station

RHPP IEE was approved in 2010. Followed by bidding of sub project in 2014 and rebidding in 2016, EMP was included in both bidding documents and contract negotiations respectively. However, due to delayed procurement of the EPC contractor sub project is cancelled

6. RHPP is a green field project and categorised by CEPA as level 2B as well requiring

assessment of activity and an EMP. It has an Existing Permit issued in 2014 and will

expire in 2054.

Environmental and Social Category

7. ADB classified the subprojects of tranche 2 as Category B for environment because

the potential adverse environmental impacts were site-specific. Very few, if any, are

irreversible, and most case mitigation measures can be readily designed. The

appropriate level of assessment for Category B subprojects requires IEEs and EMP.

An environmental feasibility study was carried out in June 2016 for YTOD and WHPP

prior to commencement of works and documentation of the IEEs completed and

disclosed on ADB website. RHPP IEE was approved in 2010 and disclosed as well

on ADB website.

8. The social safeguards for WHPP and YTOD are categorized as Category C for

involuntary resettlement and indigenous peoples. This indicates the social risk are

very low. And there is no resettlement or Ingenious peoples plan needed. Ramazon

is categorised as B for social and include involuntary resettlement and indigenous

people impacts that are not deemed significant. The Resettlement Action Plan (RAP)

was prepared and disclosed on the ADB website.

Institutional Arrangements

9. The environment and social safeguard unit within the PIU consist of an environment

officer, a gender specialist and two lands officers. Assistance also is sought from an

International specialist consultant from Multi Consult. The contractors for both

project of T2 also have units set up to monitor environment and safeguard and report

to the PIU. This unit closely monitors the compliance with all safeguard’s

requirements during the implementation of the TEIP T2. Table 2 shows the persons

responsible and their responsibilities for monitoring and reporting of environment and

social safeguards.

Work in Progress

10. Works progressive on both projects has had some setbacks due to the corona virus

pandemic. Most works to be competed in the first six months of 2020 will be pushed

back to latter 2020. However, updates have been provided by the contractor on the

progressive monthly reports and PIU Project Engineer.

YTOD Surge tank Construction Progressive works

11. The overall progress of the project was still behind the progress due to delay in

commencing the construction activities and slow progress of the procurement

activities as well as fabrication works because of the pandemic COVID-19 issue. The

Procurement and fabrication activities are now carried out slowly until situation in the

overseas operation get to normal.

12. The project progress highlights achieved during this reporting period includes but not

limited to the Surge Tank Foundation excavation works, maintenance of installed

Gabion Baskets slope protection for the excavation as well as sumps and water

pumps. Geological mapping at Surge tank excavation pit was conducted by a

Contract Geologist on the 5th to 6th May 2020. Steel UB, channels and pipes to

support lateral earth pressures for the Surge Tank Concrete Top Beam and piles

during the excavation works were all in place but still collapsed. New access road

was constructed at southeast and southwest areas while drainages to divert water

away from the excavation areas were also constructed. Excavation and removing of

top loose soil and formation of slope and berm at the landslide areas has

commenced and in progress as of this reporting period. Continues production of

aggregates for concrete at Crusher Plant has been implemented for day and night

shift.

ENVIRONMENTAL AND SOCIAL MONITORING

Social Monitoring

13. Social monitoring for tranche 2 subprojects is not effective because Warangoi and

YTOD are brown field projects with no LARP or GAP prepared during inception.

However, a GRM was approved to address grievances arising during the

construction period. PPL has employed Lands Officer and Public Relations Officers

for each sub project site to address/ manage the grievances and maintain peace

between PPL, the Contractor and Landowners.

14. Ramazon HP has been cancelled however, monitoring of associated works on the TL

is ongoing. Activities monitored during this reporting period are compensation and

benefits. As these are ongoing activities that needs to be monitored until the project

is completed.

Compensation

15. According to the LARP for Ramazon HP compensation was required as replacement

cost for damaged of crop trees such as cocoa and coconut within the project area

proposed to establish the project infrastructures. However, due to no compensation

policy enforced by the ABG, there was no tree compensation paid for tree crops

along the RoW for the TL erection of Ramazon. To date the intake or weir site has

been given freehold land of 12.117ha to be used to establish the intake, K27,000 was

given to landowners to compensate tree crops on land of 0.5 ha where the

powerhouse will be situated. This piece of land is owned by the Anakes land group.

The MOA was signed between the landowner group and PPL to pay a lease K10,000

per month over 25 years. However, the MOA is now under review to be cancelled as

the Ramazon HP project was cancelled.

Some of Project Benefits

16. Benefits that were identified and monitored.

• Employment – this comes in the form of community base contracts (CBC) as small

contract works given to the communities living along the TL RoW as small incentives

in the form of labour works. Labour work includes clearance vegetation or trees and

pole hole digging for the erection of pole and stringing of HV and LV lines. Gender

equality is encouraged with 30 percent of the workforce must include women. So far,

a lot of the youths have benefited from these CBC works. As of end of this monitoring

period 73 CBC have been awarded, 1,944 participants have benefitted.

• HH connections- as part also of these benefits to the communities. Each affected HH

along the RoW will be connected for free and provided a free SMK as well. So far,

713 houses have been energised and have excess to electricity out of the 1,224-

target number of households to be energised by Japan and NZ Grants. That is 58%

of the total targeted HH connected.

Environment Monitoring Activities

17. Monitoring of the environmental issues identified in the EMP and CEMP have been

going during the construction period for each sub project. Contractor’s monthly

reports for T2 sub projects have been up to date especially for Warangoi. YTOD’s

first CEMP report was submitted for the monitoring period November to December

2019.

Monitoring Methods

18. Each sub project site follows a standard monitoring process listed below.

a. Carryout Site Inspection of camp site, specific working areas at intake and

powerhouse

b. Review of Contractors EMP monthly reports

c. Review Contractors’ progress monthly report

d. Meeting with Contractors’ Environment Officers

Monitoring Schedule

19. The monitoring schedule for T2 projects according to the implementation period for

the YTOD Surge Tank and WHPP Rehab is spread over two years. Expected end

date for project to be completed is on December 2020. Contractors’ monthly reports

will be monitored for the whole duration of the project construction phase.

20. The Contractors representative will submit reports every end of the month to PIU.

Environment audits will be conducted by PIU once in each quarter to ensure all

monitoring parameters and requirements are met by the contractor.

Environment Monitoring Results

21. For this monitoring period monitoring activities were covered from January to June

2020. The following observations were done at the sub project site at Warangoi and

YTOD. No site visits to Warangoi during this reporting period. Only one site visits to

YTOD.

WHP Construction Monitoring Results

22. Civil works for WHP has commenced and is well underway. CEMP monthly reports

have been submitted from January to June 2020 by the contractor’s Environment and

Health Safety Officer.

23. The monitoring includes daily inspections, monthly checklist, observing and

assessing behaviours of workers and ensuring all monitoring areas are in

compliances. The inspection confirmed no environment related issues raised during

this monitoring period and this practices to be maintained regularly. Other minor

environment issues identified have been rectified and addressed during the

monitoring periods.

Environment Practices according to the CEMP Requirements

24. Below is the summary of the environment practices observed at project sites for this

reporting period. Construction works mainly concentrated at the powerhouse and the

intake.

Impact of Air Quality, dust and Gas

• From continuous monitoring of air quality, there is no impact of construction air pollution been observed

• Minimum dust is produced during transportation of materials to site however residents and villages near roadside have not been impacted by the dust produced. This is due to the wet season experienced every month.

• No residential properties or villagers have been impacted by dust emanating from the construction activities.

• Workers who are expose to dust materials such as cement, crusher worker, drillers, housekeepers and others who are doing demolition works and other remedial works causing dust are all issued with mediated PPE (Dust Masks).

Inspection and Monitoring will continue to rectify any potential nuisances’ during construction period.

Impact of Noise and Vibration

• Noise was monitored physically during construction period at noisy areas including gen set area, crusher plant, drilling sites, tunnel area.

• From physical observation, the noise produced at site is below 33 decibels however if exposed overtime it can be a hazard to workers. Therefore, all workers were issued with Ear protection such as ear plugs.

• Impact of vibration is rare at construction site; however, for workers who are handling vibrating equipment are all issued with hand gloves to use while handling vibrating equipment.

-Monitoring, inspection and observation will continue to ensure noise produce is maintained and workers and people nearby are not impacted by the construction noise.

• All petro-chemicals products are stored inside warehouse, shed and workshops.

• Proper handling and disposal of petro-chemical wastes are emphasised to workers.

Social Impacts

No complaints were raised during this reporting period.

Will ensure the good public relation is maintained between the landowners and the contractor

• Continue awareness on Corona Virus (COVID-19) and HIV/AIDS were conducted during toolbox meeting at intake and powerhouse sites with the employees.

Occupational; Health and Safety for Warangoi HP

Safety Induction Conducted

25. Safety Inductions conducted to sixteen (16) new employees at Powerhouse site.

Induction topic discussed was based on waste management at construction area and

project sites in relation to waste segregation, hygiene and sanitation, housekeeping

and waste disposal area. The three (3) project areas including powerhouse, intake

and headrace tunnel were explained to them including the type of construction

activities undertaken.

Toolbox Meeting

26. Toolbox meeting is conducted every morning between 06:45am to 07:00am by PPL

Safety Officer and AG environment and safety officer. Every tool box meetings is to

discuss and emphasis on the risks within the working area and how to avoid these

risks maybe in the tunnel, working at heights, housekeeping practices, waste

management, slip trap and fall hazards, or inappropriate behavior at each working

area. Driver safety and material transportation are all discussed and present to

workers before any work is carried out.

Medical, Fire and Emergencies

27. First Aid kits are available on site. Fire and emergencies drills are displayed on notice

boards and inducted to all employees. Emergency procedure inside the tunnel are

printed and displayed at tunnel entrances. Assembly areas are also displayed at all

worksites.

Safety Trainings

28. Safety trainings were conducted in January to March. However, not from April to

June due to the COVID19.

YTOD Surge Tank and Repairs Construction Monitoring Results

29. The main construction works on the YTOD is on the Surge tank and Powerhouse.

Based on the site visit to YTOD conducted from 22nd to 25th June 2020 the following

observation were recorded. Most of the issues raised during the last reporting period

have been corrected.

Occupational; Health and Safety for YTOD surge tank works

External Training 30 The HSE officer attended two sessions of training conducted by the Kassam

COVID19 Response team.

Safety Meeting 31. The team continued the Weekly Monday morning Safety awareness and talks. The

topic of COVID19 had now been part of the routine Weekly talks.

Medical Case Recorded 32. There was no medical case recorded for the month of April 2020.

PPE 33. There was no issue of PPEs this month but continuous awareness on the importance

of PPEs were carried out.

ENVIRONMENTAL MANAGEMENT

Environment Management System

36. PIU EO carries out on-site monitoring to check environmental compliance of

construction works and effectiveness of supervisory company‟ s activities. Records

of on-site environmental monitoring are kept at PPL site project office. The

contractors are responsible for submit monthly monitoring reports and keeping

records of their checklist, GRM registry and their employees Health and Safety

records.

37.. The environmental officer has created a project environmental safeguard files and an

electronic track record system. From the contractor for WHP and YTOD the following

documents were received and approved by PIU.

38. Site inspections are carried out two times during the six-monthly period or on quarterly

basis. Site inspections are conducted in association with the PE and Contractors site

HSE or Environment Officer. For this monitoring period first visit was conducted by PIU

EO in conjunction with the contractor’s HSE officer. Site Inspection was conducted in

YTOD only however, not in WHRP.

39. Monthly monitoring reports and audits are carried out by the contractor and reports

submitted to the PIU.

Non- Compliances and Corrective Actions

40. During the environment audit conducted in June 2020 for YTOD there was no

issuance of compliance notice due to minimal works carried out on site. The issues

identified were.

• Scrap metals to be stockpiled in one area

• General clearance of vegetation overgrowth around the camping and office facilities\

• These issues will be monitored closely in the next monitoring period.

Consultation and Grievances Redress Mechanism

41. For this reporting period there was an issue at YTOD with the landowners over the

AVDA election of new executive members. During the election of the new board of

directors the project area was under tense presence as the election was carried out.

This led to a short abruptness of work at the construction site. However, this issue was

resolved through meetings and consultation with PRO officers, PPL Lands Officers

and PPL Management.

42. Another issue at Warangoi included demands and complaints of heavy machinery

driven by the contractor along the road by the local landowners along the main road.

Demands of aggrieved party included spin off benefits. Construction works was not

disturbed during this time. However, this was resolved through effective

communication with our PRO and Management team on the ground.

43. No consultations were held in both T2 subproject sites due to the corona virus

pandemic that required total lock down and no social gathering.

CONCLUSION AND RECOMMENDATIONS

44. T2 subprojects are well underway and construction works has commenced. Due to the

corona virus pandemic environmental audit for WHP was not conducted and only for

YTOD. As well as progress on the project construction works have been delayed by

six months. Monitoring of CEMP is a priority for PIU. Warangoi HP is well under

construction and the environment compliance for WHP is at 80 percent. YTOD

environment compliance has improved and is at 80 percent as well.
