38% of all land in Little Village is a manufacturing district. Recently, the City of Chicago proposed the “Industrial Corridor Moderniza-tion Plan” led by Mayor Rahm Emanuel to address opportunities in each of Chicago’s 26 Industrial Corridors. This plan, along with oth-ers, pushes for changes in Little Village that could affect the com-munity. This zine will tell you what you need to know about possible changes in your neighborhood. You can talk with your neighbors and let city planners know what future you want for Little Village!

turing. Planned Manufacturing District (PMD): A zoning district that

protects the manufacturing industry from being pushed out. Displacement: The process of pushing out current residents of

a neighborhood and inviting new ones. Plan: A detailed study of an area or community that shows

ideas of what could be developed there in the future.

What is Zoning?

Zoning is a set of rules that divide land into different types of uses. These policies state what can be built -- like housing, retail, or man-ufacturing -- in each zoning district. Zoning exists to ensure that new developments fit well with other parts of the neighborhood. Two zoning districts are important to know: Industrial Corridors and Planned Manufacturing Districts.

El 38% de toda la tierra en La Villita es un distrito de manufactura. Recientemente, la ciudad de Chicago propuso el "Plan de moderni-zación del corredor industrial" dirigido por el alcalde Rahm Emanuel para abordar las oportunidades en cada uno de los 26 corredores industriales de Chicago. Zonificación: Reglas o pólizas que dividen la tierra en distritos y explican las formas de usar esa tierra.

Corredor Industrial: Un área de tierra marcada y utilizada para la fabricación y manufactura.

Distrito de Manufactura Planeada (PMD por sus siglas en inglés): Un distrito de zonificación que protege a la industria manufac-turera de ser expulsada.

Desplazamiento: el proceso de expulsar a los residentes actu-ales de un vecindario e invitar a otros nuevos.

Plan: un estudio detallado de un área o comunidad que mues-tra ideas de lo que podría desarrollarse allí en el futuro.

¿Quiénes es la zonificación? La zonificación es un conjunto de reglas que dividen la tierra en diferentes tipos de usos. Estas pólizas establecen qué se puede con-struir -- como la vivienda, venta al por menor, o fabricación -- en ca-da distrito de zonificación. La zonificación existe para garantizar que los nuevos desarrollos se adapten bien a otras partes del vecindario. Dos distritos de zonificación son importantes de conocer: Corredores Industriales y Distritos de Manufactura Planeada.

What is an Industrial Corridor?

There are 26 areas in the City named for manufacturing and produc-tion called Industrial Corridors. These Corridors can include ware-houses, freight and recycling facilities, for example. They are typically located on the land near highways, railroads, and waterways. Our community’s Corridor is North of the Chicago Sanitation and Ship Ca-nal.

Chicago's industrial land use policies have not been updated in the past 25 years. This presents an opportunity to change the process of what might be developed in the Industrial Corridor.

 

¿Qué es un Corredor Industrial?

Hay 26 áreas en la ciudad nombradas para fabricación y produc-ción llamadas corredores industriales. Estos corredores pueden incluir almacenes, instalaciones de carga y reciclaje, por ejemplo. Por lo general, se encuentran cercas de autopistas, ferrocarriles y canales de agua. El corredor de nuestra comunidad está al norte del canal de saneamiento y navegación de Chicago.

What is a Planned Manufacturing District?

Planned Manufacturing Districts -- or PMDs -- are districts with strict zoning rules, unlike Industrial Corridors. PMDs were created by the City to help protect manufacturing and industry where those jobs are wanted. Chicago has 15 PMDs, but there are none in Little Village.

 In other PMDs around the city, many businesses have asked to change the zoning rules to build what they want, including hotels and bike paths. This presents a conflict between the manufactur-ing use and recreational use. Either way, the City aims to grow in-coming jobs in the technology field and preserve more historic industrial jobs within all PMDs. 

 

¿Qué es un Distrito de Manufactura Planeada?

Los distritos de fabricación planificada (o PMD) son distritos con reglas de zonificación estrictas, a diferencia de los corredores industriales. Los PMD fueron creados por la Ciudad para ayudar a proteger la fabricación y la industria donde se necesitan esos trabajos. Chicago tiene 15 PMD, pero no hay ninguno en Little Village.    En otros PMD de la ciudad, muchas empresas han pedido cambiar las reglas de zonificación para construir lo que quieren, incluyendo hoteles y carriles para bicicletas. Esto presenta un conflicto entre el uso de fabricación y el uso recreativo. De cualquier manera, la Ciu-dad tiene como objetivo aumentar los empleos entrantes en el cam-po de la tecnología y preservar más trabajos industriales históricos en todos los PMD.  

Why care about Zoning and our Industrial Corridor?

The industry currently in our Corridor has a great impact on the health of our community, but new industries are coming to Chicago. This could change our neighborhood. New indus-tries might change zoning and bring in new people to work here. The cost of living could go up because of the interest in development, which forces the community to leave if they cannot afford the change. This is called displacement. Getting involved and understanding zoning changes can improve our community instead of dis-place it. People from around the city have been interested in three different, valuable parts of Lit-tle Village: creating new bike lanes, developing around the Chi-cago River, and introducing new industry in the Industrial Corri-dor. Understanding what plans have been made so far will help us decide what is best for the community and speak out for the future of the Industrial Corridor.

¿Por que nos debemos preocupar por la Zonificación y nuestro Corredor

Industrial?  La industria actualmente en nues-tro Corredor tiene un gran impacto en la salud de nuestra comunidad, pero nuevas industrias están llegando a Chicago. Esto podría cambiar nuestro vecindario. Las nuevas industrias podrían cambiar la zonificación y atraer a nuevas personas para trabajar aquí. El costo de la vida podría aumentar debido al interés en el desarrollo, lo que obliga a la comunidad a irse si no pueden permitirse el cambio. Esto se llama desplazamiento. Par-ticipar y comprender los cambios de zonificación puede mejorar nuestra comunidad en lugar de desplazarla. Personas de toda la ciudad han es-tado interesadas en tres partes diferentes y valiosas de La Villita: crear nuevos carriles para bicicletas, desarrollar alrededor del río Chicago e introducir nueva industria en el Corredor Industrial. Comprender qué planes se han realizado hasta ahora nos ayudará a decidir qué es lo mejor para la comunidad y a hablar sobre el futuro del Corredor Industrial.

What are the Plans in the Industrial Corridor?

The Chicago Department of Planning and Development (DPD) and the Chicago Metropolitan Agency for Planning (CMAP) are organizations that cre-ate plans. A plan is a proposal for what could be built in the city. These plans are not final, but they explain what the city wants to hap-pen with the community. The plans that have been made so far and we should pay attention to are: The Little Vil-lage Action Plan, The Great Rivers Chicago Plan and The Industrial Corridor Modernization Plan. Each of these focuses on a different as-pect of development. In the Action Plan, there is talk about creating bike lanes that connect our community to other neighbor-hoods. Mayor Rahm Emanuel has named this opportunity “El Paseo.” The Great Rivers Chicago Initiative is an effort by the City to create opportunities to play and be around the Chicago River. Our part of the River is still highly polluted, es-pecially at the 31st Street Collat-eral Channel, which is not healthy to be around. But other parts of the River are being used in differ-ent ways. We have to keep in mind that new people could be interested in these opportunities.

¿Cuáles son los Planes en el Corredor Industrial?

El Departamento de Planificación y Desarrollo de Chicago (DPD por sus siglas en inglés) y la Agencia Metropolitana de Planificación de Chicago (CMAP por sus sig-las en inglés) son organizaciones que crean planes. Un plan es una propuesta de lo que po-dría construirse en la ciudad. Estos planes no son definitivos, pero explican lo que la ciudad quiere que suceda con la comunidad. Los planes que se han realizado hasta el mo-mento y que debemos prestarle atención son: el Plan de Acción de Little Village, el Plan Great Rivers Chicago y el Plan de Modernización de Corredor Industrial. Cada uno de estos se centra en un aspecto diferente del desarrollo. En el Plan de Acción, se habla de crear carriles para bi-cicletas que conectan nuestra comunidad con otros vecindarios. El alcalde Rahm Emanuel ha nombrado esta opor-tunidad como "El Paseo." La Iniciativa Great Rivers Chicago es un esfuerzo de la Ciudad para crear oportunidades para jugar y estar cerca del río Chicago. Nuestra parte del río todavía está muy contamina-da, especialmente en el canal co-lateral de la calle 31, la cual no es sa-ludable o seguro acercarse. The Industrial Corridor Modernization Plan

Lastly, the Industrial Corridor Plan hopes to create new jobs and keep some of the heavy industry that is there. This plan could bring a great opportunity to cut down the pollution and bring dif-ferent opportunities to work in the community. We are interested in making a transition that is just. This requires the changes of in-dustry to be for members of our community who will work safely in our Industrial Corridor. In order to do this, we demand the con-versation to shift from the economy based on fossil fuels to one that supports clean energy. The Future Energy Jobs Act, signed into Illinois law in late 2016, will help environmental justice communities in this transition. This law creates the Illinois Solar for All program and a job train-ing pipeline for workers. A just transition will help work-ers develop their skill set and earn living wages.

Plan de Modernización del Corredor Industrial

Por último, el Plan del Corredor Industrial espera crear nuevos puestos de trabajo y mantener parte de la industria que está allí. Este plan po-dría brindar una gran oportunidad para reducir la contaminación y brindar diferentes oportunidades para trabajar en la comunidad. Es-tamos interesados en hacer una transición que sea justa. Esto requiere que los cambios de la industria sean para los miembros de nuestra comunidad que trabajarán de manera segura en nuestro Corredor Industrial. Para hacer esto, exigimos que la conversación pase de la economía basada en los combustibles fósiles a una que apoye la energía limpia. La Ley de Empleos en Energia del Futuro, firmada en la ley de Illinois a fines de 2016, ayudará a las co-munidades de justicia ambien-tal en esta transición. Esta ley crea el programa Illinois Solar Para Todos y un canal de ca-pacitación laboral para traba-jadores. Una transición justa ayudará a los trabajadores a desarrollar sus habilidades y ga-nar salarios dignos.

City officials, industrial businesses, and local representatives will make these decisions with or without community comments. Talk to your neighbors! Contact your alderman, Ricardo Muñoz (22nd Ward) or George Cardenas (12th Ward). Tell city planners what you want to happen in Little Village. YOU know what is best for YOUR neighborhood.
