The importance of standardization

• Standards exist for products, services and processes across a wide range of sectors

• They benefit safety, quality and reliability, support spread of new technologies and innovation

• Standards are key in design, building and maintenance of infrastructures!

• Three levels: – Global: ISO/IEC– Europe: CEN/CENELEC– National: BSI, DIN, NEN, etc.

C3S General Assembly – 8 March 2017

Some figures on European standards

• ±20.000 standards published• ±320 Technical Committees• A network of 50.000 experts (e.g. industry,

government, institutes, NGOs)• Standards cover a broad range of sectors

Some examples

• EN ISO 15927 series - Hygrothermal performance of buildings - Calculation and presentation of climatic data– needs to be completed or changed to build in climatic data

representative for climate change

• ISO/AWI 20325 Service activities relating to drinking water supply and wastewater systems - Guidelines for stormwater management in urban areas

EU strategy on Adaptation to Climate Change

• Priority 1: Promoting action by Member States• Priority 2: Better informed decision making • Priority 3: Adaptation in key vulnerable sectorsaction: ensuring a more resilient infrastructure

C3S General assembly – 8 March 2017

EC Standardization request

Objective: contribute to building and maintaining a more climate resilient infrastructure throughout the EU in three priority sectors

• Transport infrastructure• Energy infrastructure• Buildings/construction

Also consider ICT infrastructuresI

Planning and organisation

Planning• Phase 1 (2015-2016): identify standards most

relevant for climate change adaptation• Phase 2 (2017-2020): revise selected standards

Organisation• Coordination group (±30 people)• Chairman: M. Wang (DGV)• Secretariat: NEN• 3 priority sector experts (buildings, energy, transport)

What have we done?

• Desk-study: inventory of 200 most relevant standards• Questionnaire to 50 TCs• 15 interviews• 3 workshops (Berlin, Delft, Madrid)• 4 meetings with the Coordination Group

Results so far

• Awareness varies strongly; some TCs consider CCA to be relevant, others not

• Pro-active role of TCs for:– Gas-infrastructures– LNG-storage (Liquified natural gas)– Thermal performance of buildings– Sustainable construction works

• Most standards refer to historical climate-data• Pre-selection of 37 standards• 13 standards will be revised

Climate data needs – 1st insights

Weather effect Example of infrastructure time scale

time horizon

Direct Indirect 1 hour 1 day 1 month

year < 10 Yrs

10-50 yrs >50 yrs

Rain √ √ √ √ √ √

Drainage Surface drainage *increased intensity of rainfall events)Impacts on dams and especially dam on rivers with flooding potential problem over the river's bed.

√ √ √

Flood Transformators, pylons (power line, wind turbines, etc..Power lines (both aerial and underground)

√ √ √

Soilstability

soil stability can be very affected, and infrastructures as well as their support (foundations) become vulnerable (incl. gas pipelines, …)Same for ICT related grids and built equipmentsi.e. data centers)

Also relevant

Developing ‘tailored guidance’ for:• Finding and using relevant future climate data• Dealing with uncertainties (vulnerability assessment)

Questions arising

• When will climate data be available?• Where can we find these data?• Are the data detailed enough?• Will they provide for useful specifications? (e.g.

hourly data?• How to deal with uncertainties in climate data?
