The City of Cape Town is investigatingthe air quality in Primrose Park.This comes after locals raised the
alarm of a pungent diesel and sulphur smellpermeating the area for the past few weeks.And while council says it is too early to
identify the source of the odour, homeown-ers are pointing fingers at the Consol Glassmineral mine, which is based in Silica Roadand stretches to Vygiekraal Road in Manen-berg.But Consol’s human resources manager
Thami Mkhuzangwe says no formal objec-tions have been lodged.“We have not received any official com-
plaints in the last decade regarding anysmells emanating from the plant,” he says.A reliable source who works for the com-
pany and does not want to be named says itis unlikely the plant is emitting any gassesas it primarily uses water for its processes.But this does not mean it is impossible, he
says.“The dredger uses diesel to operate, so I
can understand if the residents are com-plaining about the odour as the wind doesblow in that direction.”But Mkhuzangwe says the dredger is “the
size of a mid-truck”.“It has a diesel engine, but is operating
more than 300m away from the nearest com-munity and the drying plant is roughly a kil-ometre away from Primrose Park,” he says.Mayoral Committee member for Health
Benedicta van Minnen says it is too soon todetermine who is at fault.“We have not conclusively identified the
odour source, but we are following up on anumber of potential industries within thearea,” she says.Although residents see Consol as themost
likely cause, Van Minnen says residentsshould wait for the outcome of the tests.“Once the source of the odour emissions
has been identified the responsible partieswill be given the opportunity to prove thattheir emissions are not causing a health haz-
ard or impacting negatively on the environ-ment,” she says.And if they are proven to be at fault, gas
monitoring systems needed to continuouslyexamine the air quality won’t be immediate-ly implemented as the required R1.5m is notin the City’s budget, Van Minnen adds.But while council investigates the source,
locals are becoming increasingly worriedabout their health.And with good reason, says occupational
medicine specialist Dr Randall Ortel.He confirms there are possible side effects
to extended exposure to gasses such as dieseland sulphur.“Diesel creates carbon monoxide which
can have serious long-term effects on thebody. It affects the blood cells, so you do nothave enough oxygen in your bloodstream
and will have trouble breathing,” he says.“You would need to be exposed to sulphur
in high concentrations for it to have seriousimplications on the body. These symptomscould include memory loss and damage toyour veins. In smaller concentrations theywill burn your nose or irritate your eyes.”Homeowner Ridwaan Stemmet says the
problem needs to be resolved as a matter ofurgency. “I have young children and I amscared they will get sick,” he says.The smell is most prominent from 6:00 to
18:00 on weekdays, Stemmet claims, and hedescribes it as “pungent and strong”.But Mkhuzangwe contends surrounding
residents have nothing to worry about.“The fuel we are using for the drying proc-
ess has medium sulphur levels as opposedto high levels such as that found in heavy
furnace oil,” he says.As per protocol, Consol will investigate if
complaints are forwarded to their offices,Mkhuzangwe adds.Van Minnen encourages homeowners to
lodge official grievances.“Weare requesting complainants to notify
our Air Quality Management Unit of theirobservations. Please include the dates,times, duration of emissions, intensity of theodours and prevailing climatic conditionssuch as wind direction and speed. This willhelp pinpoint the odour source,” she says.Forward information to Andre.Be-

Call forhumaneslaughterWith the annual Islamic celebration of Eid-ul-adha (Eid of Sacrifice) days away, guide-lines for humane slaughtering have beenissued.This is according to the Cape of Good
Hope SPCA.The celebration takes place between Fri-
day 3 and Monday 6 October.The SPCA is calling on those planning to
slaughter sheep or cattle to follow theseguidelines to ensure the animals donot suf-fer unnecessarily.According to the Animals Protection Act
(No.71 of 1962):. All animals must be confined in such
amanner that allows them adequate space,ventilation, shelter, food and water;
. No animal should be picked up by itsfleece, dragged, chased or prodded;
. Animals should be restrained hu-manely while being transported and whenbeing slaughtered;
. No animal should be tied by its legswith bailing twine and crammed into theback of car boots or laid on their sides onthe back of bakkies;
. When due to be slaughtered, animalsshould be laid on their sides and not ontheir backs to avoid distress. Animalsshould also not be forced to stand or kneelduring slaughter;
. Knives used for the slaughter must al-so remain extremely sharp so that theslaughtering remains as humane as possi-ble;
. Only experienced people should per-form the slaughtering. Inexperienced laypersons who attempt to perform theslaughters often cause horrific trauma andpain to the animal.The SPCA advises individuals who are
inexperienced, but want to participate inQurbani, to contact the SPCA inspectorateon (021) 700 4158/59 or after hours on083 326 1604 for referral to such establish-ments.Anyone who wishes to perform Qurbani
at their residential premises are urged toensure that animals are slaughtered hu-manely by an experiencedperson andmustobtain permission from their local City ofCape Town environmental health office.The SPCA strongly discourages the slaugh-ter of cattle in places without adequate in-frastructure to adequately restrain the ani-mals prior to slaughter.The SPCA inspectorate will also bemon-
itoring the transportation, handling andhousing of the estimated 5 000 animals des-tined for slaughter as part of this festival.

Patience is running thin atthe new Heideveld TraumaUnit. This as the govern-
ment health facility carries theburden of two emergency units.Fed-up patients say they have
had it with long queues, extendedwaiting periods and overworkednursing staff.The provincial health depart-
ment is in the process of employ-ing eight additional staff to helpease the burden. But patients aredemanding immediate action.Laurian Bennedict says she
waited for six hours to be assistedbecause her condition wasn’tconsidered “serious enough”.After spendingmost of the day in excruci-
ating pain, she travelled from Tambo Vil-lage after she startedvomiting late the after-noon.“I was expecting to be helped immediate-
ly as my condition was bad,” she says.“Instead I was given a number and told
my symptoms don’t seem high risk. Thenurse said I would be assisted as soon asthey have cleared the more serious cases.I didn’t mind waiting but after three hoursI was still in pain, waiting my turn.”Bennedict says what infuriated her the
most was that gangsters with stab and bul-let wounds were given immediate assist-ance while other emergency cases were puton hold.“There are old people who have to sit
there all day so that gangsters are assisted.The staff get rude when people enquire
about their spot on the waiting list.”Elderly patient Jacobus Miller says the
facility is unable to manage its load.“This one trauma unit is servicing
Manenberg, Heideveld and the surrounds.It is the only emergency room for all thesehigh violent crime areas. This means theskollies have to be helped, as well as sickpeople in need of medical care,” he fumes.“Weneedmore doctors and nurses so that
people are seen quickly and the waiting listcan be cleared faster. Even though my casemight not be as serious as someone else’s,to me my pain is the worst.”The unit has not only been servicing the
immediate areas surrounding the hospitalbut has also taken over services offered bythe GF Jooste Hospital after it closed for re-building in July.But this is not the only facility struggling
to keep up with a high demand.Emergency centres across
the province are once again ex-periencing unrelenting pres-sure, says provincial healthminister Theuns Botha.Last weekend 4 745 patients
were seen at emergency centresacross the province, with only24%of the total cases seenbeingconsidered as life-threatening.“The statistics are still being
submitted but the available da-ta paints a true reflection of thistrend, which points toward theinefficient utilisation of healthcare facilities on weekends.The emergency centres such asHeideveld Trauma Unit are theentry points into the public hos-pitals and therefore face thebrunt of the pressure, particu-
larly overweekends,whendealingwithmo-tor vehicle accidents and other trauma-re-lated incidents,” he says.“We are in the process of employing eight
additional staff to assist with the high de-mand in the emergency unit in Heideveld.It will be six nursing staff and two doctors.”Emergency centres are built to perform
their core function,which is to renderquickand efficient emergency medical care, andare staffed accordingly. “When less-than-urgent cases flood this emergency facility,it causes a reduction in efficiency of boththe emergency service and the routinemed-ical care provided, simply because the facil-ity is not built to deal optimally with non-emergency cases,” he says.V What are your thoughts on service delivery at yourlocal health facility? Street people living under the Krom-boom Road bridge say they are beingused as scapegoats.
This as Crawford homeowners demandincreased police patrols to monitor thegroup, fearing that the makeshift sheltersare housing petty criminals.Police confirm an increase in burglaries
in the vicinity surrounding the bridge.But the street people say they are being
used as an easy target because of their so-cial standing.Five families have made the space under
the bridge their home. One man claims tohave been there for 15 years.Despite the street people claiming they
“do not bother anyone”, homeowners insistthey need to move.Complaints of illegal dumping, crime and
public indecency have been laid with theCity of Cape Town and Lansdowne police.Resident Terana McAnder says the set-
tlers are aggressive.“People feel threatened by them,” she
says. “They pester us. They demandmoneyor food and become intimidating if youdon’t hand it over. Most of them look suspi-cious. This used to be a quiet neighbour-hood but now crime is filtering in.”Maurene van Wyk says she has been liv-
ing in Crawford for more than 20 years andhas “never experienced this level of crimebefore”.“There was always an odd incident or so
but never to this extent. Since the vagrantsstarted sleeping under the bridge, crime inthe area has spiked,” she insists.Properties immediately adjacent to the
bridge are themost affected, VanWyk says.“It brings down the property value and
has a direct influence on the crime rate,”she argues.
WhenPeople’s Postvisited the site, homesmade from wood offcuts lined the walls.Human faeces dotted the “village”.When this reporter attempted to speak to
the shackdwellers, they refused to com-ment, insisting that they were “tired of be-ing bothered and blamed for everything”.VanWyk says their living conditions are
affecting ratepayers living around them.“You get a horrible smell that blows over
from the bridge. In summer it is worse be-cause it is hot and the food and dumpeditems start to rot. The place reeks of urineand faeces,” she laments.Lansdowne police spokesperson Ser-
geant Nkululeko Mnyaka says while nu-merous complaints have been receivedfrom residents claiming the vagrants areinvolved in crime, none of them have yetbeen arrested.“There are many business and residen-
tial burglaries in the vicinity of the bridgebut none so far have been linked to any ofthe people living under the bridge. Policepatrol the area daily andmonitor any suspi-cious behaviour,” he says.Crawford Neighbourhood Watch spokes-
person Mohamed Cassiem says the organi-sation is currently negotiating with theCity for a more permanent solution for thesquatters. “You move them away and a fewhours later they are back. It is a continuouscycle because some people give them mon-ey. We need to stop giving the vagrantshandouts because that is what’s keepingthem here,” he says.Ward councillor Magadien Davids says
the area has been flagged as a priority areafor Law Enforcement to patrol but insiststhat vagrancy is not resolved overnight.“I have offered shelter for themat various
havens but most don’t want to move,” hesays. “We are exploring different ideas onhow to resolve the problem but no perma-nent solution has yet been found.”

Police are formulating an action planto decrease the number of truant pupilsstanding on street corners while theyshould be in class.Nyanga Cluster Commander Major-
General Robbie Robberts explains chil-dren of school-going age will be taken toa holding area at the nearest police sta-tion, where their school and parents willbe contacted to collect them.“We cannot allow the children to be
left vulnerable on the streets. For the re-mainder of the school year and especial-ly during the exams – which is when allchildren must be in school – there willbe dedicated offices set up at each policestation to try and curb the problem,” hesays.“The idea is to create an areawith ded-
icated staff. I have been in contact withthe education department and variousother structures to get the ball rolling.”Thehighest truancy rate in the cluster
is in Athlone and Manenberg, Robbertssays.Bunking children and teen dropouts
are being targeted by drug lords, saysAthlone Community Policing Forumchairperson Azizah Kannemeyer.“Every week there is a new batch of
children standing on the corners duringschool time or wandering aimlessly
through the streets,” she says.“Children get killed, raped, kidnapped
and hurt because they are not beingwatched. They are the prime targets ofcriminals looking for runners at a cheaprate.”Since the beginning of the year, the
Bokmakierie Youth Organisation hasbeenkeeping track of the number of chil-dren not enrolled at school.So far, they have counted 56.“This is either as a result of financial
difficulties or social problems withintheir household,” Kannemeyer says.Provincial education department
spokesperson Paddy Attwell confirmsthat the department has been in contactwith police.Manenberg Community Policing Fo-
rum spokesperson Randall April says heis hopeful that this project will preventmore innocent children from beingkilled.“While it’s needed, the success of this
plan remains to be seen,” he says.“Police don’t have the resources avail-
able to pick up each child found walkingaround when they should be in school.There aren’t enough vans and there areother incidents that require more seri-ous attention. Unless we have positiveassistance from parents, it won’t be suc-cessful.”It is the parents’ responsibility to en-
sure their child is in school, April adds.“Don’t make it the police’s job.”

It’s second time unlucky for Willy’s Place.Licensed shebeen owner William Pe-
tersen made another application for ex-tended trading hours, this time for a Sun-day.TheHeron Crescent establishment is cur-
rently permitted to operate until 11:00, butapplied to the Fezeka Subcouncil to tradeuntil 18:00. The application was denied.This after two local churches, neighbour-
hood watches as well as residents objectedto the application.Petersen declined to comment.In March, Petersen applied for an exten-
sion in trading hours for weekdays, from18:00 to 20:00.Subcouncil denied this application owing
to allegations of rowdy behaviour at thepremises and not complying to tradinghours.Residents are elated at what they consid-
er a victory.One homeowner, who asks not to be
named, says weekends in Heron Crescentare already a nightmare. “His customerspark their cars on any available space, in-cluding the park, and drink. They make anoise and urinate in public,” she says.Elaine Stanley says she doesn’t approve
of any liquor traders operating in a residen-tial area.“Social issues and substance abuse is a
big problem in this community. Allowingpeople to operate later makes the problemworse. It is also very disrespectful to sell al-cohol on a Sunday,” she argues.Ward councillor Suzette Little says the
application was turned down because of ob-jections received.“It is important for communities to take
ownership of their areas again and supportone another. The voice and opinion of peo-
ple immediately affected by an applicationhas a direct effect on the outcome of thevote,” she says.“There have also been many complaints
received in the past regarding this estab-lishment. Substance abuse and social issuesremain problems in the ward and I will notsupport liquor applications until we areable to stabilise the core problems.”Bridgetown Neighbourhood Watch
spokesperson Terry Arendse says there arealready too many legal and illegal shebeensoperating in the neighbourhood.Approving extended trading hours or
new liquor outlets willmake it harder to po-lice the area, he believes. “We have to lookat the safety of residents.Onweekends espe-cially crime spikes and it is a direct effectof drug and alcohol abuse.”Athlone police spokesperson Sergeant Zi-
ta Norman confirms the station has re-ceived complaints of public indecency andnoise at Willy’s Place. “Officers conductregular patrols to ensure that liquor storesare compliant,” she says.

The year 1994 was a momentous one forSouth Africans.The country held its first democratic
elections inwhich all citizenswere allowedto cast their vote.It was also the year in which a mission-
ary couple from America, along with theirthree children, left their home to start achurch in the heart of Kewtown.Founding Pastor Dale Reece and his wife
Jan landed in Johannesburg and proceededto scout for a suitable community in whichto start the NewDestiny Christian Church,current youth pastor Wesley Marshall ex-plains.“They travelled through the streets of Jo-
hannesburg, but Pastor Dale’s heart wasnot stirred,” he says.They then headed to Pretoria and Port
Elizabeth, but still did not find their perfectplace.“Then one day, while driving down Klip-
fontein Road, he discovered Kewtown anddecided that this would be where he wouldstart the church.Withmuch prayer, God fi-nally settled this family in the heart of Kew-town, at the BABS Centre.”Since the church's inception, it has un-
dergone several changes including the ven-ue, pastors, and even the name.But despite this, the core message has al-
ways remained unchanged.“We strive to create a place where Jesus
Christ is changing lives. This is shown inthe various programmes run by the churchin the formof outreaches into the local com-munity, soup kitchens and mission trips tolocal and overseas destinations,” he says.“The church also hosts crusades and con-
ferences, leadership training and disciple-ship classes, all geared to help the individu-al in their spiritual growth in Christ.”After two decades of changing lives,Mar-
shall says the congregation looks forwardto many more years of service.“The church has given back to the great-
er Athlone community for many years andwill continue to do so for many more tocome,” he says.To celebrate its 20th anniversary, a week
of activities has been planned between Sun-day 5 and Sunday 12 October.These events include various worship
services, a youth extravaganza, a seniorscelebration and a gala dinner.Community programmes running at the
church include a winter soup kitchen, Bi-ble clubs and a single parents supportgroup.“Over the past weekendwe’ve hosted our
first Single Parent Family Conferencewhere single parents were equipped withparenting skills and encouraged.”The church also offers marriage enrich-
ment classes, gender specific ministry aswell as assistance to orphans within thecommunity.The church was originally started under
the banner of The Potters House ChristianChurch before chang-ing the name to theNewDestiny ChristianChurch.The congregation
was started at theBABS Centre, andmoved to the JosephStone Auditorium,Azar Mini Mall, Mur-way Centre, the Ath-lone High School halland now theBridgevillePrimary School hall.The current pastor is

Death hikeon pay dayTwelve people die on average every pay
day weekend on the province’s roadsalone.
This is according to Donald Grant, pro-vincial minister of transport and publicworks.Analyses of this year’s fatalities data in-
dicates that road deaths on pay day week-ends spike by as much as 23.6% comparedto other weekends.“While, on average, 3.6 people are killed
every day onWesternCape roads, this risesto an average of 6.2 people per day over payday weekends,” he says.Last month was the worst weekend re-
corded this year, with 26 fatalities over theweekend of 1 August.The following pay day weekend, which
started on 29 August, saw a further 20 peo-ple killed, Grant confirms.He advises motorists, pedestrians and
road users to not become another statistic
by taking the necessary precautions.“Do notmix alcohol and road use,” Grant
warns.“Driving or walking on the roads while
intoxicated is aquickway toanearly grave.Use public transport if you intend drinkingalcohol.”If you are travelling in a vehicle, always
wear your seatbelt and never exceed thespeed limit, he continues.“Exercise extreme caution while driving
on Fridays from 18:00 until midnight, onSaturdays from 06:00 until 10:00, on Satur-days from 18:00 until 04:00 and on Sundaysfrom 15:00 until 21:00.”Greater mobility and increased access to
alcohol are reflected in spikes in the deathrate over pay day weekends, Grant adds.“While further data analysis is required
to isolate all of the factors involved, thepublic is warned to please exercise extracaution over this time.”

The youngest gangster in Manenberg is on-ly eight years old.
The child has on three occasions beencaught in possession of firearms, policeconfirm.
But a new multi-sectoral approach is be-ing proposed to turn around the lives ofchildren at risk so that they aren’t used aspawns by gangsters.
The plan, which is being compiled byPhilippi andManenberg police, targets eve-ryone from toddlers to adults under 25.
Extramural activities, youth seminars,counselling, job placements and sport de-velopment are but some of the suggested so-lutions being submitted to various provin-cial government departments for buy-in.
Painting a bleak picturePoverty is one of the biggest contributors
to gangsterism, says Philippi Police Stationcommander Lieutenant-Colonel DesmondLaing. “Gangsterism will never go away. Ithas been around since the 1980s and will al-ways be a reality,” he says.
But this doesn’t make the cycle of gang-sterism an accepted reality, Laing insists.
“Youthare enticedby thepowerandmon-ey theyget throughgang involvement.Mur-der and attemptedmurders happenbecausethe root problems – like unemployment anda lack of education – are not addressed.”
Gangs are expensive “businesses”, Laingcontinues. “The youth are cheap labour intheir eyes. They entice them with drugs,money, name brands and women. To someof these children it is a big deal as they comefrom [backgrounds where they have] verylittle,” he says.
Different community, same realityGangsterism is a social problem, says
Manenberg police spokesperson Lieuten-ant Ian Bennett. “We see children as youngas six on drugs,” he says.
An eight-year-old boy has been releasedback into the care of his parents despite be-ing caught with guns and drugs on threetimes. He is a suspected gun runner for theAmericans.
“Gangstersmake use of these young chil-dren because they know they cannot beprosecuted. Parents look to the police to fixit, but we cannot do it alone.”
Starting from the bottomThe multi-sectoral approach should in-
volve community organisations, schools,government departments, residents andlaw enforcement agencies, Laing explains.
“The roleplayers have the resources toimplement structures and programmesthat will help us get the kids back at school,active and off the streets,” he says.
Police hope to include the departments ofJustice, Correctional Services, Education,Sport and Recreation as well as Arts andCulture in the implementation of the plan.
“There just aren’t enough activities forthe youth in these areas,” Bennett insists.
Laing hopes the approach will impact onmore than just the youth.
“We hope to see more parents come for-wardwith informationandgain abetter un-derstanding of the prosecuting process.This is where the Department of Justicewould come in. We need swift prosecutionand assurance that the whistleblowers willbe protected. Many times residents with-draw their testimony because they areafraid,” he says.
Forward thinkingPolice will meet with provincial govern-
ment this week to solidify a partnership.“This will not only benefit the police but
the community as well,” Laing says.

Thursday 9 October.The tournament is an extension of Vuka
Rugby, a rugby development project, on aprovincial level.“Our development projects, under the
nameofVukaRugby, focus onyoungplayersin disadvantaged communities who havetraditionally been excluded from structured
rugby training and grassroots level competi-tion,” saysVukaRugby spokesperson IsmailTeladia.“Our broad aim is to uplift individuals,
and by extension communities, create ad-vancement opportunities for talented play-ers and build a deeper, broader pool of pro-fessional level talent.”The tournament is a joint venture be-
tween the South African Rugby Union andthe South African Rugby Legends Associa-
tion. “[It aims to create] a gateway for play-ers from new, introductory, small, rural,lower-league and non-traditional rugbyschools to participate in a tournament equalin stature to that of the National CravenWeek,” Teladia says.A total of 14 provincial unions – hosts
Western Province, Boland, South WesternDistricts, Eastern Province, Border, KwaZu-lu Natal, Lions, Griquas, Free State, Grif-fons, Blue Bulls, Leopards, Falcons and Pu-
mas – will participate in this year’s instal-ment. “The week promises to be veryexciting and a lot of interest has been shownin it. The coaches and directors from the topfive rugby playing schools in each of the 14rugby unions have been invited to attend toobserve the immense talentwhichwill be ondisplay,” Teladia says.“[It’s] a great opportunity for these young
players to showcase the incredible talentthat is so prevalent in their communities.”
