ATHLONE residents are up in armsover increases in crime, including thesale of drugs and housebreaking.
Residents say crime in the area near theCBD has spiralled out of control for the pastthree months and they are urging police totake hold of the situation.
The Athlone/Crawford Community Devel-opment Forum called a meeting recently todiscuss the problems.
Major General Robbie Roberts, head of theNyanga Police Cluster, which includes Ath-lone,Lansdowne,Manenberg,Nyanga,Philip-pi, Gugulethu and Philippi East, also attendedand says measures will be taken to alleviatethe situation.
Muriel Susa, chairperson of the Athlone/Crawford Community Development Forum,say crime has become problematic.
Drug dealers have become so bad that theyare now targeting young children in schools,pushing them to buy drugs. This needs to be
stopped because these childrens future willbe destroyed.
The dealers approach the scholars as theyare on their way to school or home. We needthe police to do something as soon as possi-ble.
She says another problem is ongoing house-breaking.
Numerous homes have been broken intoand outside taps are also being stolen. Peoplesay they refuse to report these crimes to thepolice as the justice system will only set theperpetrators free, says Susa.
Robberies have also been on the increase,especially at the railway station, as people areon their way to work or coming home fromwork.
Roberts says the top four priorities whichpolice will concentrate on are drugs, firearms,liquor and crimes against women and chil-dren.
These are receiving attention now. A spe-cial focus has been placed on drug outlets. Weneed to get the suppliers and not just the peo-ple who have one or two units of drugs on
them. We are also working on the repeat of-fenders who are staying on council propertyand will work on getting them out of the area.
Roberts says since hearing the residentsconcerns, reservists have already been de-ployed to Athlone CBD to stop robberies andother crime.
He says they also need to work with securitycompanies and law enforcement to improveservice delivery to the people.
Another plan is to have NeighbourhoodWatch members patrol the area and to havemeetings with members of CIDs.
Roberts encourages people to come forwardand report all crime or people who could beinvolved in crime in the area. The communi-ty needs to stand together to make the areasafe, he says.

Andy C is a product design company, spe-cialising in exclusive homeware and corpo-rate gifts, says Tina Cartwright, managingdirector of Andy C.
The company has grown and developedand there has been a need to diversify intotwo different divisions, namely the Spirit ofAfrica Collection, with Tina Cartwright asMD, and Andy C Design House, which hasAndy Cartwright at the helm.
Design House is developing a range of cut-ting edge contemporary designs and also as-sists companies with custom large volumeprojects. The Spirit of Africa collection con-sists of theTribal, EmergeandElephant rang-es, which are mostly made from lead-freepewter and are designed and manufacturedlocally.
She says the Andy C range is sold in retailoutlets nationally andbypromotional compa-nies around the country to the corporate mar-ket, where they choose from the existingrange or the company customises gifts tomeet their needs.
It has been very inspiring seeing our busi-ness grow over the years and seeing how ourstaff has grown with us, says Cartwright.
It is humbling to meet people who knowus from the start of our journey, when wewere working out of my in-laws garage, whoare so proud to see how much we havegrown.
She says the company decided to becomeProudly South African because they are pas-sionate about the country and have alwaysbeen really proud.
She added that all South African consum-ers should consider the difference they canmake by checking where something is manu-factured and buying local first when groceryshopping or buying a gift.
To entrepreneurs, keep carrying on, evenif you cant see the light at the end of the tun-nel or youre not sure whether youre making
the correct decisions. Treat people as if theywere what they ought to be, and you helpthem to become what they are capable of be-ing. She says entrepreneurship can be devel-oped over time. I am an example of that proc-ess, where it has taken me 10 years to feel con-fident enough to manage my own division.
However, it is much quicker to nurtureentrepreneurship in our youth. Andy Cart-wright, the founder of Andy C, is a prime ex-ample of this; he was making his own Christ-mas presents probably before he even startedschool; he was taught to think out of the box;to make a plan and to be confident that hecould achieve anything in the world that heput his mind to. This shows that if parents,the education system and even the govern-ment concentrated more of their efforts onthe youngest in our society, we would haveless reliance on the state and far more entre-preneurs creating jobs and wonderful newproducts, says Cartwright.

BUSTED: Manenberg police arrested a 32yearold man on Tuesday for the possessionof drugs. Police received information of illegal drug activities at a house in Ivy Street,says Lieutenant Ian Bennett, Manenberg police spokesperson. Officers executed asearch and when they entered the back yard of the house the members saw two plasticcontainers lying on the ground. After checking the containers they found 67 units ofheroin, three packets of uncut tik and 17 units of tik with an estimated street valueof R4 000. Elderly womanbeaten and robbedREYANA STEYN
AN elderly woman and her domes-tic worker were left traumatisedafter three men gained entry to aCrawford home and stole jewellery worthR100 000.
The men forced their way into the FlaviaStreet home of the 70-year-old woman lastweek. They attacked her domestic workerand dragged her into a room, and demandedmoney from the elderly woman who was stillin bed at the time.
When the elderly woman said she did nothave any money, the robbers told her theywould kill her, says Constable Zita Norman,Athlone police spokesperson.
One of the robbers then approached herand took her earrings, bangles and ringswhile the other two men searched her ward-robes and the chest of drawers.
The domestic worker attempted to press thepanic button, but one of the men saw her andpushed her against the bed and continued tohit her.
He cut the phone wires and tied the ladyand thedomesticworker toa chair, saysNor-man.
The intruders then found a box in the cup-board which contained around R10 000 incash and jewellery worth R100 000 before theymade off.
The women managed to untie themselvesand the police were alerted.
Anybody with information is urged to con-tact investigating officer Detective WarrantOfficer Ely on (021) 697-9238.. In a similar incident, an elderly womanwas beaten and robbed on Friday in herGatesville home after three men gained entry.
The men forced their way into the Shaanti
Crescent home and threatened the woman.The incident happened at 13:30, says Lieu-tenant Ian Bennett, Manenberg policespokesperson.
The 65-year-old woman heard a noise atthe door and on investigating, the front doorwas pushed open. There were three men atthe door and they forced her back into thehouse.
The robbers threatened the woman with acrowbar and demanded money.
They then started beating and pushing heraround.
The men dragged her down the passage asthey were looking for money, says Bennett.They searched the house and stole R2 000cash, R8 000 worth of jewellery and two cell-phones valued at R3 000.
The men then fled on foot.The woman received medical treatment.
Her granddaughter, who was also inside thehouse, was unharmed.
Police urge people to safeguard themselvesand their homes.
People need to keep their homes locked atall times and ensure that all alarms are inworking conditions, says Bennett.
If there homes are not fully secured theyneed to jack up all security measures to en-sure their safety.
The police also encourage the communityto report suspicious people in the neighbour-hood.
It is also important to report people whobeg for food, says Bennett.
It has often happened that perpetrators ofrobberies have been seen in the area beforethe robbery occurs and people need to be onthe lookout for this and contact the police.

Men hijacked in AthloneREYANA STEYN
TWO MEN man were hijacked by brazenrobbers in Athlone on Thursday.
The incident happened at 11:30, at thecorner of Johnstone Road and CollegeRoad says Lieutenant Ian Bennett,Manenberg police spokesperson.
Two men approaching a vehicle fromeither sides.
The robbers threatened both men in-side the car and pulled them out of thevehicle.
The men then got into the vehicle andsped off.
Members of the Railway Police werepatrolling the area when they were alert-ed to the hijacking and followed the vehi-cle.
A high-speed car pursuit took themthrough Manenberg, says Bennett.
The suspects tried to make their waytoTambovillagebut they crashed the carinto the canal along Duinefontein Road.
The two suspects fled on foot into Tam-bo Village.
Police found a 9mm firearm on thescene and this has been identified as astolen police firearm.
During the incident, no shots werefired and no one was injured.

The sale andtransfer of landA SALE agreement comes into effectwhen a prospective buyer makes awritten offer to a seller and the seller ac-cepts that offer to purchase his/her prop-erty on the terms and conditions agreedupon.
The next step is to give effect to this saleby formally transferring the property fromthe seller to the buyer as registered and re-corded in our Deeds Office.
The seller, either directly or through an es-tate agent or auctioneer, then instructs a con-veyancing attorney to transfer the propertyin terms of the sale agreement.
The average expected time period for theprocess from sale to transfer is approximate-ly 12-14 weeks.
However, this time period may vary andquite possibly increase due to the particularcircumstances of each case, eg: where a de-ceased estate or divorce matter is involvedand additional documents will need to be pre-pared.
Once instruction has been received by theattorney (ie: the transferring attorney), a fileis opened and the attorney will first ensurethat the suspensive conditions have beencompliedwithbeforeproceedingany further.
A suspensive condition is a conditionwhich must be complied with in order for thetransfer to take place, for example, the pay-ment of a deposit.
The transferring attorney will now pro-ceed to draft the transfer documents in prepa-ration for signature by the seller and buyer.
Five basic documents are required for thetransfer of an immovable property, namelythePowerofAttorney, the existingTitleDeedin terms of which the seller is the current reg-istered owner, the new Deed of Transfer intermsofwhich thebuyerwill become thenewregistered owner, the Transfer Duty Receiptand Rates Clearance Certificate.
Transfer Duty is a tax payable by the buyer
on the purchase and transfer of immovableproperty.
Note though that this cost is in addition tothe transferring attorneys transfer costs.
However, the transaction may be exemptfrom transfer duty tax if the purchase priceis R600 000 or less (as per current legislation).Thus, transfer duty tax is calculated as fol-lows:
R0-R600 000 = no transfer duty payableR600 000 R1-million = 3% of the value be-
tween these amountsR1-million R1,5-million = 5% + R12 000Above R1,5-million = 8% + R37 000A Rates Clearance Certificate is a certifi-
cate issued by the City of Cape Town to thetransferring attorney upon settlement of thesellers rates clearance balance, which in-cludes advance collections on the rates ac-count for a period of 120 days.
This cost is payable by the seller.Once the documents are in order the trans-
ferring attorney will contact the bond attor-neys and the bond cancellation attorney andarrange a date to lodge their respective deedssimultaneously at the Deeds Office.
The documents are examined and usuallybecome available for registration within 10-12 working days from date of lodgement.
The transfer, bond and bond cancellationare then simultaneously registered resultingin the transfer being effected between theseller and buyer.
This is but a basic overview of the transferprocess and circumstances may vary accord-ing to the particularities of each transaction.
Be advised that the buyer will be liable forthe bond attorneys registration costs in addi-tion to the transfer costs and the seller willbe liable for the settlement amount of thebond as well as the bond cancellation attor-neys costs.
It would be advisable for prospective buy-ers to request a cost quotation in advance sothat they are able to budget.
STOKED: Some of the surfboards that were decorated by 13 of SA's top artists, including Zapiro,Brett Murray, Guy Tillim, Peter van Straaten and Kim Longhurst. The surfboards were auctionedoff at the launch of the Wavescape Film Festival on Thursday 8 December at the Field Officein Barrack street. Proceeds will go towards the National Sea Rescue Institute, the Shark Spotters and the Isiqalo Foundation. The reserve price on each of the boards was R7 500.

A THANK YOU lunch was given bythe St Francis Home in Crawford forall the families who have given their timeand love to host children from the home.
These remarkable families assist with the45 boys aged from three to 16 who are in needof care for a day, weekend or holidays.
More than 50 people who have become hostfamilies were invited to the lunch, so thehome could show their appreciation.
The home decided two years ago to havean annual lunch to thank all the people whohave made a difference with the children,
says Sharon van der Heyden, director of theSt Francis Home.
These families do great work with the chil-dren. Hosting is especially valuable as itgives the children who do not have parentsand families a chance to experience normalfamily life something that has been lackingin their lives and this can sometimes devel-op into a long-term relationship, such as fos-ter care, if this is desired.
The youths, some of whom have been ne-glected, abused, abandoned or orphaned, re-ceive care at St Francis through culturally di-verse programmes where they are taught tobecome independent, responsible and pro-ductive members of society.
Van der Heyden says some of the childrenrequire special medical or scholastic atten-tion too, which is provided.
We try to provide a high standard of carefor the children and the necessary therapeu-tic services within the home and outside. Ed-ucation is very important at St Francis. Eachchild attends school, whether it is nurseryschool, primary or high school.
They attend local schools and attend thelocal Anglican Church or the church denomi-
nation which they belong to. We encourageour children to participate in sport and theyare involved in playing football, cricket,bowls and karate.
She says families are always welcome tocome to the home and host a child. Before thishappens, the families will need to be screenedto ensure that the child is placed in a safe andcaring environment.

DESPITE various setbacks, an annuallocal festival turned out to be a re-sounding success but the accomplish-ment did not stop the organisers fromspewing venom at the City of Cape Townwhich tried to make it a failure.
The Proudly Manenberg Peoples Festivaldrew over 10 000 locals to the celebration,which aims to allow poorer people enjoy thecheer if they are unable to travel to experi-ence the festive spectacle Cape Town has tooffer.
The annual event kicked off at the Manen-berg Waterfront of Friday, and on Saturdaya full-day of sport activities at The Greenskept people active. On Saturday evening, ajazz concert took place at the Waterfront andon Sunday the event was rounded off with a12-hour street party.
However, various stumbling blocks cast ashadow on the plans.
The planned fireworks display was can-
celled and no Christmas lights were availableforManenberg all because thisCity doesntwant to work with the people, said MarioWanza, chairperson of Proudly Manenberg.
We followed the correct processes with theCity and once again they disappointed thepoor, an irate Wanza states.
Wanza continues that the organisation hasbeen corresponding with the City for weeksand after filling in stacks and stacks of pa-perwork, permission was denied.
Black bags, bins and toilets were also notprovided as the City expected us to pay forit. Further, the council also didnt provide uswith electricity for the street party, or for theevents on the Waterfront.
These expenses were instead sponsored bynational government, which also covered thesound, stage and performers costs throughthe national Community Workers Pro-gramme. The ANC helped us because the DAand its administration is trying to break thework we are doing in Manenberg. The DA hasplenty of cash to light up and entertain thosewho can go to Adderley Street but when it
comes to those who arent fortunate, we aresnubbed.
The festival is one of the only big events
which take place annually in Manenberg, hesays.
We will not let the council take it awayfrom the people, no matter what stumblingblocks they throw at us. This is the one eventwhere people can have fun, while they contin-ue to struggle for the rest of the year. We willfight to keep this going.
Grant Pascoe, the Citys Mayoral Commit-tee Member for tourism, events and market-ing, confirmed that an events application wassubmitted to the Citys Events Permit Officein October, while an application for a fire-works display was made in November.
Pascoe said a meeting with the event organ-isers was held on 16 November where a clearindication of all event requirements was giv-en. On 9 November, he continues, the EventsOffice requested that the safety plans for theevent be submitted.
The failure by the event organiser in sub-mitting these requirements resulted in a Let-ter of Non-Compliance being issued to Wanzaon 5 December. For this reason, the fireworksdisplay could not be permitted because the re-quirements had not been met and the eventpermit was not granted, Pascoe said.
Wanza indicated that the event would pro-ceed, whether he received a permit or not.The City was not a partner in this event andthe event organiser was therefore accounta-ble for the cost of black bags, bins, toilets,power, and other expenses. This is standardpractice. He said that from the outset, theCity guided Wanza about due process to befollowed during applications in order toavoid this scenario.
The Citys Events Office also explained toWanza exactly how to approach City servicesfor possible sponsorship, he concluded.

Artistic way tosave the rhinoHANRIE BOSCH
MORE than 400 rhi-nos were poachedthroughoutSouth Africa this year, ac-cording to SA NationalParks (SANParks), andwith a few more days to gotill theendof theyear,whoknows where the tally willend.
The number of rhinospoached, 405, is up by ap-proximately 21.6% from the333 of the previous year,against an increase of 173%and 47% for 2010 and 2009 re-spectively, said SANParks.
The Kruger National Parkhad the most losses with 229reported incidents, and incomparison the WesternCape came off the lightly withonly four incidents in 2011.
The scale of the problemseems insurmountable, but Capetonian art-ist Guy Clark is making a difference and try-ing to ensure that the rhinos are still aroundnext year.
Humans identify with different animals.At Shamwari I literally had my hands intheir midden (faeces) trying to decipherwhether it was a black or a white rhino, saysrhino warrior Guy Clark.
Dressed in corporate clothes, Clark seemsmore like a real estate agent than a conserva-tionist/artist.
After spending two months in Shamwaritraining as a game ranger, Clark fell in lovewith the bush, not game ranging.
Coming back to Cape Town, Clark was ada-mant to do his bit to save the rhinos.
Clark uses sustainable pine, responsiblyfarmed in South Africa, for his canvas, witha clear vinyl print of a rhino on top, creatingthe effect that the rhino is disappearing intothe background as the wood shines through.
His works are limited editions, with onlyfive of each print. His ambitious project todo his bit to save South African wildlife isalso creating an employment opportunity fora disabled homeless man, who builds the can-
vas, and 80% of the funds are going to theWildLifeACT fund,which focuses oneducat-ing upcoming generations about rhinos, anddispelling the myth that rhino horns, madefrom the same material as fingernails andhair, have medicinal value.
Everybody is now focusing on Christmaspresents, but our focus should be on our chil-dren and our childrens children, by helpingthose who cannot speak for themselves. It isour responsibility as humans to right thewrongs of others.
The killing of rhinos comes down to su-perstition. The key to change is education.Without education we are sure to lose the rhi-no forever, and that is why giving funds tothe Wild Life ACT Fund is so important.

Blocked drains cost City R60m a yearTHE City of Cape Town incurs aroundR60 million annually to clear sewerblockages, which are primarily causedby building material.
Sand, blocks, bricks are being dumped in-to drains, sewer gullies and broken stackpipes.
This results in damaged infrastructure,sewageoverflowsandexposure tounhealthyconditions.
In an attempt to eradicate this problem,the Water Pollution Control Unit of the Wa-ter and Sanitation Department encouragesthe public to report sewer manholes that arenot fitted with a suitable covers.
Also, builders are asked to:. Immediately report broken or missing
drain covers and gully grids. Ensure thatsewer drains are not left open to preventsand/debris from entering the system.. Ensure that missing/broken cleaning
eyes and rodding eyes are replaced with ap-propriate fitted caps.
. During construction or when incom-plete, stack pipes must be fitted with endcaps to prevent any materials from fallinginto the pipes.. Cement bags must not be used to cover
stack pipes..Heavy duty machinery must not be oper-
ated until servitudes or service locationshave been established, to prevent damage tothe underground sewer reticulation system.. Take care not to cause damage to exist-
ing sewer covers or infrastructure.. Legally dispose of unwanted or leftover
building material.In terms of the Waste water and Industrial

CPF split on safety planLIAM MOSES
Community Policing Forums aroundCape Town have reacted to news thatthey will soon be able to exercise a smallamount control over the Citys law en-forcement departments.
Alderman J P Smith, chairman of the may-oral committee (Mayco) for safety and secu-rity, said that from next year CPFs would beable to assign specific tasks to the Citys met-ro police and traffic department.
Smith said that the point of the programmewas tohelp improve thepartnershipbetweenCape Towns law enforcement agencies andCPFs, and to make better use of the limitedresources available to the City.
What I want is an accountability mecha-nism, where the community can hold mystaff accountable, said Smith.
I want them to be able to assign specificduties and priorities to the traffic law en-forcement and metro police. So we are givingthem a time sheet and every day they can al-locate a priority to each one of these services.The following month my staff must then re-port on what they have done.
The programme is still in its developmen-tal phase and the finer details will be workedout in January next year when Smith and therest of the Safety and Security Mayco meetwith CPF heads.
However, Smith envisions that it will in-volve the CPF leaders meeting with a metropolice and traffic services representativeand then filling in a timesheet to say howwhat they would like the law enforcement of-ficers to concentrate on.
Smith believes that the city, CPFs and theneighbourhoods they serve will benefitgreatly once this system is implemented.
For the community, the benefit is that thestaff are held accountable.
They will fill in the timesheet with whatthey want the law enforcement to do and thestaff thenwill report backat thenextmeetingon what stats were generated, and what hap-pened, and what they found there, saidSmith. For the city, the plus side is that wewont be just sitting with the communityshotgunning a large list of requests. At theCPF meetings what usually happens is thatone person will say this and another will say
that. And you end up with a list of about 20things that are priorities and that you haveto be responsible for, and, quite frankly, youend up not being responsible for any of them.
The benefit for the city is that it will com-pel the CPF to exercise its mind on what thepriorities are, and to allocate the resourcesavailable to them accordingly.
Senior CPF leaders in Cape Town do notall share Smiths confidence that the projectwill help to reduce crime in their areas, orimprove co-operation between themselves,the Citys law enforcement agencies and thepolice.
While some welcomed the move, otherscriticised it heavily.
Hanif Loonat, chairperson of the WesternCape Community Police board, was ecstaticupon hearing the news from the PeoplesPost.
Im lost for words. If thats what he(Smith) told you then he needs to be applaud-ed for taking such a stance. He is now comingto the same page, said Loonat.
That is what we have been asking for allalong (for the city) to start using the CPFs.CPFs legally represent their communities.We are excited that he has decided to use usas his partner.
We appeal to him to let this be a lastingrelationship, and one that befits our commu-nities.
But Michael Jacobs, Mitchells Plain clus-ter CPF chairperson, said he was scepticalabout how effective the plan would be.
He criticised the city for not includingCPFs in the planning process and said theMetro Polices inability to bring chargesagainst criminals could result in the systembreaking down.
The plans that JP Smith put on the tableare not attainable. I dont think they will befully realised, said Jacobs.
When it comes to law enforcement, they(the Metro Police) dont have the powers toinvestigate crimes and they dont have thepower to take the suspects to court. Theyhave to hand the suspects to the SAPS.
That calls for greater co-operation be-tween law enforcement agencies, which isthe ideal situation, which to my knowledgeisnt currently happening. Everybody is hav-ing their own little operations.
Cassiem Christians, Athlone CPFs chair-person, criticised the Citys law enforcementfor their past failures, but welcomed themove if it resulted in more co-operation be-tween the city and CPFs.
We welcome the fact that there can be amuch closer working relationship betweenthe CPFs and the city law enforcement, said
Christians.If we can have
this particular closerelationship we canmake the implemen-tation of crime pre-vention operationsmuch more effec-tive. We welcomehis (Smiths) posi-tion that there needsto be this partner-ship.
We need to startplanning on a long-term basis how weare going to dealwith not only crime,but with crime pre-vention.
The programmewill also give teethto neighbourhoodwatches around thecity, by training andappointing some oftheir members asfully-fledged metropolice reservists.
Smith said thatthe reservists wouldbe embedded in theneighbour watchesthey came from oncethey had completedthe training andpassed all necessarytests.
The officers wouldthen be armed, legal-ly be allowed to con-duct search and sei-zures and would beable to make arrests.
