A fragile truce has been restored follow-ing peace talks in Manenberg.The area had been volatile recently
with various shooting incidents that injuredand killed some residents.Police spokesperson Lieutenant Ian Ben-
nett confirms that no-one has been injuredin shootings in the area since Tuesday lastweek. “It is quiet at the moment. We stillhave reports of sporadic shootings but no re-ports of people being injured or shot at themoment,” he says.After what residents called a “black
Christmas”, peace had been restored in Jan-uary, following community intervention inwhich two meetings were held in the area(“Fighting back”, People’s Post, 27 January).Thesemeetingswere facilitatedby theMa-
nenberg Safety Forum. Forum coordinatorRugshanda Pascoe said at the time it wastime to take back the streets.The residents attending marched through
the streets after both meetings as a sign ofdisapproval of the shootings.The meetings were followed by a safety
campaign aided by the City of Cape Town’ssecurity services and local police in Februa-ry.Bennett confirms that 11 attempted mur-
ders are being investigated.One of these cas-es was changed to murder after the victimdied in hospital on Friday.Bennett also confirms 24 people were
brought in for questioning in connectionwith gang violence.In one of the first incidents, on Sunday 5
April, a 14-year-old boywas shot in thehead.He is still recovering in hospital.Later the same day three people were in-
jured in a shooting.At about 16:45 two men were standing in
RenosterRoad,Bennett tells. “Themenwereapproached by unknown suspects who shotat them several times. Both were shot in thebuttocks but survived the incident,” he says.A 21-year-old woman was also hit by the
suspects when a bullet entered the window
of a nearby flat in Olga Court.“The woman had been sitting in the
lounge when the stray bullet hit her in thechest,” Bennett says.In light of these incidents the Manenberg
Safety Forum called for an urgent march onTuesday last week. “The march was orga-nised because of the gang violence. We didit to unite the people of Manenberg becauseno battle can be won if we are not united,”Pascoe says.However, the march was interrupted by
violence. “While waiting at the circle in Ma-nenberg Avenue a fight broke out and wemoved closer to see what was happening,”Pascoe says.She says an alleged gangster was attempt-
ing to extort money from amanwho refusedand fought him.The alleged gangster then waited a few
minutes before pulling out a firearm andshooting in the man’s direction.“Bullets came flying toward us and as we
moved away to get cover one of ourmembersgot shot in the leg,” she says.The injuredmanwas taken tohospital and
later discharged with the bullet still lodgedin his calf. He is awaiting treatment by anorthopedic surgeon. A case was not opened.Waheed Sookool, another coordinator of
the Forum, says the march was a necessity.“The level of anxiety and trauma suffered
by the community is immense, and activistsfelt that itwasnecessary to get ordinary resi-dents onto the streets so that gangsters couldwitness the unhappiness and displeasure,”Sookool says.Police suspect that the spate of shootings
started after a gambling disagreement.“From what we hear two men were gam-bling on a corner and the one could not standto lose. He then went home, fetched a gunand shot the other man,” Bennett says.People’s Post was informed that shootings

Amendments to the Firearms ControlActmaybring harsher sentences forcriminals and new tracking sys-
tems, but gun owners believe they are be-ing treated unfairly.The amendment bill proposes a mini-
mum sentence for crimes committed witha firearmaswell as a new tracking systemfor guns by rolling out the use of micro-dots and ballistic sampling.Gun Free South Africa spokesperson
ClaireTaylor believes the newbillwill ad-dress the use of guns by the police.The amendments propose increased
oversight and responsibility by policecommand structures for the use and mis-use of firearms by officers. They also spellout the duties of designated firearms offi-cers, who are specifically appointed po-lice officers at station level responsiblefor managing firearms.Ballistic sampling and microdots will
be used on all guns held by official institu-tions, including the police.John Welch, spokesperson of the South
African Gunowners’ Association, saysthe new tracking system is impracticaland has “huge financial and security im-plications”.“We are currently in discussions with
experts in this technology and, unless weare ensured that these processes willachieve the intended objective, we shalloppose them.We are of the view that theseadditional securitymeasures only need toapply to the police and other state depart-ments since more firearms are probably
lost or stolen from these officials thanfrom private license holders,” he says.Quarterly reports will also be submit-
ted to theminister of police on the loss andtheft of police weapons.The amendments will go a long way in
preventing the leak of firearms from thelegal to the illegal pool, says Taylor.“Thepolice annual reports show that al-
most 350 000 firearms were reported aslost or stolen by civilians and police be-tween 1994 and 2014.This is an average of17 500 guns each yearor 48 guns every dayover the past 20years,” she says.Since the Firearms
Control Act was im-plemented, gun deathsin the country havesteadily declined, Taylor believes.“Nevertheless, data shows that 18 peo-
ple are shot and killed every day. While18 a day is very high, indications are thatgun deaths and injuries have been in-creasing since 2011; we believe this is be-cause of poor implementation of the act,”she says.The bill will also see tighter controls for
gun owners.The amendments will shift more re-
sponsibility to gunowners todemonstratetheir “fit and proper” status and to haveto continue to do so while owning a gun.“The current Firearms Control Act al-
ready includes this shift, whereas underthe previous gun law – the Arms and Am-munition Act, the state was required toprove the person was not fit. This princi-
ple is deepened and widened in theamendment,” Taylor explains.Taylor adds that between 2001 and 2014,
eight times as many guns were lost by orstolen from civilians than police officers.“The most recent figures show that in
2013/14 civilians reported the loss or theftof 18 guns per day and police two guns aday,” she says.Welch objects to the “heavy burden on
law-abiding firearm owners” the amend-ments create.“Some firearm
owners might findthe new provisionsimpractical andfinancially too cum-bersome and then de-cide to rather notcomply. This mustnot happen,” he says.
The association promotes the lawful,safe and responsible possession and useof firearms by people who are competentto possess them, Welch says.“We support all reasonablemeasures to
rid society of crime and to make societya safer place for all to live in and to enjoytheir freedom, rights and privileges. Free-dom, however, comes at a price and oftenone needs tomeasure the price of freedomagainst safety,” he says.The organisation believes that people
must be free to decide what hobbies orsport to participate in, Welch says.“This includes the right to choose
whether or not they wish to lawfully pos-sess firearms, provided they live ahealthy lifestyle and do not do crime,” hesays.

A dance pair from the Southern Sub-urbs is finally starting to reap the fruitof all their hard work, sweat and tears
after they were chosen to represent SouthAfrica at the Senior Ballroom World Cham-pionships in Italy in July.
The dance couple, who have been dancepartners for the past 14 years, were crownedthe South African dance champions at thenational competition that was held in De-cember.
According to Valencia Kannemeyer fromMitchell’s Plain she met her dance partner,Leon Mactavie from Athlone, at a jazz classand they have been dancing together since.
“I think the key to our successful partner-ship as dancers is due to great understand-ing, communication, and having a commongoal in sight – to become world dancechamps,” says Valencia.
The dance pair normally trains sevendays a week for about two to three hours,and are continuing with this scheduledespite their busy lives.
“It is sometimes a bit difficult, as we bothwork full-time and Leon works shifts,” saysValencia. “Although it’s hectic, if you lovewhat you do and have a passion for some-thing, you just make it work.”
“We have been very fortunate and blessedto be able to compete internationally somany times. They (international dancers)are just so much more advanced than uswhen it comes to the sport, so we alwayshave new things to learn and experiencewhen competing with them,” says Leon.
The dance couple has been competing in-ternationally at the world championshipssince 2009, which is held in a different coun-try each year.
In preparation for the championships inItaly, Valencia says as dancers they have tofocus on and perfect their choreography,technique, fitness and mindsets. “I believethe biggest part of the dancing and compet-ing, especially internationally, is yourmindset because you have to express posi-tivity in order to do well. It’s not alwayseasy, because you still have your daily lifeand challenges to deal with too,” she says.
However, the pair still needs to raise theR25 000 needed each for the trip overseas.
Determined they would qualify for thechampionships, they started early withfundraising and have, among others, held asnack dance to help cover travel expenses.
But the costs don’t end there. Valencianeeds new outfits and dance shoes, whichcan cost anything between R3 500 and R6 000per dress. Her specially imported danceshoes can cost anything between R700 and
R1500, she says.“When you are passionate about some-
thing, you create a way,” says Valencia.Leon says the best part of competing in-
ternationally is the experience you gain andpeople you meet.
“You try and absorb as much as possibleat the competitions, during workshops andby watching the professionals in action.That is what we bring back and plough backinto our communities,” says Leon.
To share their talent, the dance partnershave started with dance classes at a localschool to uplift and engage the youth.
Classes are presented every Monday andWednesday at Ned Doman School from 17:00to 18:30 and on Fridays from 16:00 to 19:00.
A small monthly fee is charged to helpcover the venue cost, and fundraisingevents are held to raise money for costumes,entry fees for competitions and to covertravel. “We have kids from Mitchell’s Plain,Manenberg and the greater Athlone areawho attend dance classes. They are greatand show great talent and commitment. Wewant to groom them to become championdancers and achieve great success in life.It’s our way of giving back,” says Valencia.
They currently coach about 24 youngstersranging from ages five to 23 years.
The South African ballroom champions Leon Mactavie and Valencia Kannemeyer will berepresenting the country at the Senior Ballroom World Championships in Italy in July.

About 50 students from South Notting-ham College in the United Kingdom trav-elled to South Africa to host clinics andhandout soccer balls in disadvantaged com-munities in the Western Cape. The pro-gramme kicked off with coaching clinics on5 April.The programme has been running for the

(BTC) recently announced its newlyappointed board and two new produc-
tions to be staged this year.The BTC will hold auditions for actors,
singers, musicians and dancers betweenthe ages of 12 and 70 years for two produc-tions: The comedy Loadshedding and themusical dance drama Cool. They are to bestaged across the Western Cape in July andAugust.
No previous acting, dancing or music ex-perience is required.
The successful performers will have to beavailable for rehearsals on Tuesdays andThursdays from18:00 to 20:00 andSaturdaysfrom 11:00 to 14:00 from 2 May.
The newly elected board members areVernon Piedt (chairperson), Fowzia Khan(vice chairperson), Shariefa Wagner (fi-nance), ZeldaHintsa (marketing) and ZionaTheron and Carmen Mentor (both projectcoordinators).
According to Piedt the vision for the BTCis to bring about “meaningful change” forall involved in the local creative (arts) sec-tor. “We want the public to share in our vi-sion to realise our goal of making the artsand culture accessible to all communities
and especially building a new legacy in thearts and culture fraternity for our futuregeneration,” Piedt says.
“OurBridgetown andwhole of Athone ar-eamight not have the infrastructure and fa-cilities that are synonymous with many ofCape Town’s affluent areas, but one of themany good things it has going for it, is thatit has an arts and culture history it can beproud of,” says Mentor.
The BTC teaches people to become per-formers of music (singing and instru-ments), aswell as all forms of dance and act-ing.
The BTC has staged many productionssince its inception in 2009, such as themusi-cal Engliekaans, comedies Four weddingsen ’n Janaazah and Blowing candles anddance drama Strive to move. Felix from Silvertown, Athlone who cele-brated her 100th birthday on Wednesdaylast week. She says it feels great to be thiswise, not old, and gives all thanks andpraise to the Lord.Mamma Jane was born on 8 April 1915 in
District Six. She later moved to Athloneafter the forced removals from the DistrictSix area.She has 14 kids, of whom two are de-
ceased. She also has 114 grandchildren,great grandchildren and great great grand-children.Mamma Jane boasts great health for
someone who is a century old. She only has“a little high blood pressure”, but no choles-terol or any other serious health problems.She only uses her reading glasses some-
times to read her favourite book, the Bible,and loves to listen to Radio Tygerberg.Her favourite foods include sugar bean
curry, homemade soup and bananas. Andshe still does needle work.“As her grandchild I feel extremely bless-
ed and highly favoured. My gran alwayssaid that she wanted to live to see 100,” saysoneof her granddaughters,NatashaWilkin-son.“I fondly tell my friends that I’ll be their
friend for life, because of my granny’s ageand great genes that I hope I have inherit-ed.”She describes her grandmother as a gen-
erous and God-fearing person who nevermisses church andwho believes one shouldlove they neighbour.“She’s very ladylike in the way she wears
her dresses and is soft-spoken.”According to Natasha the birthday mile-
stone was celebrated with a prayer meetingon her grandmother’s actual birthday, aluncheon at the Baptist Church (of whichshe is the eldest church member) the dayafter her birthday and a big family bash thispast Sunday.Although she lives with some of her chil-
dren, “she is very independent and self-suf-ficient. She needs assistance here and thereasher legs are starting to giveherproblems,but prefers and is very capable of doingthings for herself,” says Natasha.

easy for disabled peopleI have witnessed how Metrorail and thePassenger Rail Agency of South Africa(Prasa) do not value disabled people.I have been in the Western Cape for a
long time now and my experience isbased here.I’m not an engineer, but I can use
common sense to analyse the situation,which should apply to most of theengineers/senior officials of Prasa andMetrorail.From 2009 towards 2010 and the Soccer
World Cup Prasa and Metrorail did someserious renovations of the stations forthe occasion. This was done to impressthe tourists that were here for the WorldCup. But they forgot our own peoplewho use trains on a daily basis through-out the year.To be specific, in southern suburbs I
will mention a few train stations fromWynberg train station to Observatory.For people with disabilities it is extreme-ly difficult or even impossible to usethese stations. They are not disabled-friendly for people, especially those inwheelchairs and the blind with guidedogs, sticks and crutches.Only Claremont has a wheelchair
facility, but only for platform one. Itmeans if you want to go to platform twoit will be extremely difficult to do so. Allof the train stations I have mentionedeither have a subway or a bridge, whichis not accessible to the disabled.Currently there are a few stations that
are under construction or being re-vamped, but in my view I do not believethat Prasa or Metrorail are thinkingabout the issue I’m raising.I think it will take them some time to
realise that they are not taking peoplewith disabilities seriously and to makesure that train stations are conducivefor them so that they can use trainstations and trains. In fact, it is veryclear that they do not even take theirown employees with disability seriously,
because some of them are using trainson a daily basis.The significant question that Prasa
and Metrorail have no choice but toanswer is when they are going to dealwith such an unconducive environment.Prasa’s slogan or motto says “be moved”but in reality they are not inclusive toall customers.For the trains themselves are shoddy
because they are not user-friendly forpeople with disabilities, for evidentreasons. I’m raising this issue, becausePrasa and Metrorail are parastatals sothey have no choice but to lead byexample before we can even talk aboutother means of transport.Maybe I should give them the benefit
of the doubt for the new trains that aregoing to be launching next year, 2016 or2017.Lastly, I saw one or two train stations
with a toilet for people with disability.This is the outcome of the recentrenovations. Such improvement must beacknowledged. I hope all train stationswill have such facilities. Example:Mowbray station has such a facility.In simple terms, Prasa or Metrorail
must make sure that such concerns areaddressed finish and klaar. This is not arequest but this is their obligation to dosuch!

The process is driven byPrasa corporate office as it affects all ofthe company’s services (bus, longdistance passenger and commuter rail aswell as facilities).Under the auspices of Prasa Group
(Metrorail’s principal) a universal accesspolicy inclusive of design, norms,standards and guidelines is beingfinalised. Universal accessibility is oneof the acknowledged priorities and allnew assets and facilities will have levelsof access as determined by the policy.The policy document includes prioriti-
sation of corridors, park and ridefacilities, prioritisation of target groups,the process and funding for upgrades,appropriate signage, security elements,rolling stock requirements, developmentof a training manual for employees todeal with travelers with special needsand special needs passenger (SNP) desksat major information centres whereliterature, accessible information andassistance will be available.The director of universal design in
Ppublic transport (responsible foruniversal design in public transport inthe national department of transport)assists Prasa to deal with universalaccess issues and works with Prasa andthe ministry of women, children andpeople with disabilities to help resolvethe matters listed.Until Prasa’s policy interventions are

year-old Cape Town girl was removed from a flight toJohannesburg. It is suspected she was attempting tojoin Islamic State (ISIS), a fundamentalist grouping inNorthern Syria infamous for recruiting terrorists.Media reports claim around 550 youngwomen are al-
ready settled in ISIS areas, with a steady flow of re-cruits from over 83 countries. Girls between the agesof 15 and 19 appear to be targeted, with promises of anidealistic, and even romantic, life.This recruitment is made even easier through social
media.Teenagers will always be teenagers. Idealistic, pas-
sionate and inclined to rebel.But just because they are adolescents, we should not
forget that they are still children who need protection.It falls to us – parents, teachers and communitymem-
bers – to take an interest in what our children are ex-posed to online.We need to monitor what sites they visit and whom
they speak to. While this might seem overbearing tosome, parents need to realise that not everyone on theother end of the chat is innocent.The best way to do this is to educate yourself on the
dangers of the internet. We can no longer be “technolo-gy challenged” parents.Communication is thenext strongest tool to ensuring
children remain safe. Don’t be afraid to ask your chil-dren about their online activities and whom they chatto. Set guidelines for using the internet and remindthem frequently to never give out personal details.There is even software that will allow you to monitorand limit internet use.Weare the first defence against thosewhowouldprey
on children, online or otherwise, and it falls to us todo everything in our power to protect them.

theWestern Province Rugby Football Union(WPRFU) Super League B.For Violets this has been a remarkable
rise out of the dungeons of club rugby afterfinding itself in the lowest league the unioncould offer. Violets responded by winningpromotion five times in as many years, tofind themselves in the second highest league– the Super League B.Club chairperson Ismail Isaacs says that
the club is firmly rooted in the surroundingcommunity that it serves. As the club hasgrown, so too have the players that havestood by the club through good and bad
times, he says.Violets is based at Chucker Road sports
complex andmost of the players are from thesurrounding areas, such as Lansdowne,Hanover Park and Wynberg.“The club plays an important role in the
community as it aides in keeping the young-sters occupied away from other ills that arerife in our community,” says Isaacs.The club already has a junior structure
which comprises U-9, U-10, U-12, U-14 andU-16. The senior youth structure is made upof U-19 and U-20.Isaacs adds that the success of the club is
a direct result of the huge investmentsmadeby the club in its own youth structures.Isaacs is very chuffed after thisweekend’s
win, but he is aware that lots of hard worklies ahead for the rest of the season.
