Pennsylvania’schildrenareourmostvaluableresource.Theyneedsupportfromtheirfamiliesandthecommunitiestohelpthemgrowintosuccessfuladults.Unfortunately,thisisnotalwaysthecaseforouryoungpeople,andweallhaveanobligationtohelpthembackontothepathofsuccess .

Withapproximately15,000childreninthecustodyofthecountychildrenandyouthsystem,caseworkers,fosterandadoptivefamiliesandpublicandprivateorganizationshavededicatedcountlesshourstogiveeachchildthecaretheyneedtothrive.Witharecordnumberofadoptionsin2010andaconsistentlyhighnumberofadoptionssince2000,Pennsylvaniacontinuestolaytherightfoundationforthechildrenwhoneedusmost.

Atanyonetimethereareasmanyas3,000youngpeopleinPennsylvaniawaitingforapermanenthome,andwiththepassageofAct101of2010,thesechildrennowhavetheopportunitytobetterunderstandtheirpastanditsimpactontheirlivesandtheirdescendants.Act101givesadoptivechildrentheabilitytomaintainlifelongconnectionswiththeirbiologicalfamilyandtohaveaccesstoinformationthatmaynothavebeenreadilyavailableinthepast.

Iamhonoredtosharethesuccessesinthisreportwithyou.TheeffortsbythosewhoworkonbehalfofPennsylvania’schildrenarecriticaltoprovidingaloving,safeandpermanenthomeandbuildingastrongerandmorestablefutureforPennsylvania’schildren.

Researchhasshownthatchildreninthefostercaresystemwhoareadoptedinatimelymannerwillbemoresuccessfuleconomically,sociallyandemotionally.Inaddition,itisproventhatchildrenwhoareplacedinapermanentandlovinghomewillgrowuptobesuccessfulparentsandproductivecitizens.Withthatinmind,DepartmentofPublicWelfarestaff,partneringorganizationsanddedicatedfosterandadoptiveparentsworkeachdaytomaketherealityofaforeverfamilycometrueforthethousandsofwaitingPennsylvaniachildren.

In2010,Pennsylvaniaadoptionsreachedarecordnumberof2,388childrenplacedinpermanenthomes.Resultsliketheseincludedinthisreport,showthetremendousdedicationfromstaffandourpartnersinensuringasafeandlovinghomeforchildreninneed.Despiteasignificantdecreaseinthenumberofchildrenplacedinfostercaresince2008,Pennsylvaniahascontinuedtofinalizeover2,000adoptionseachyear.

ThousandsofdedicatedPennsylvaniansworkeverydaytogivechildreninouradoptionandpermanencynetworktheopportunitytobeapartofalovingandnurturingfamily.Ihopeyouwilltakethetimetolearnmoreabouttheirworkbyfurtherexploringthisyear’sreport.

Statewide Adoption and Permanency Network, SWANTheStatewideAdoptionandPermanencyNetworkworkstofindapermanenthomeforchildreninPennsylvania’sfostercaresystem.Thenetworkisrecognizednationallyforitsaccomplishmentsinhelpingthesechildrenfindfamilies.

SWANhelpsimplementthepermanencyprocessbycoordinatingtheworkofthevariousprofessionalswhohelpfosterchildrenfindpermanenthomes.ThenetworkisledbytheDepartmentofPublicWelfare,DPW,andiscomposedof:aprimecontractor;countychildrenandyouthagencies;publicandprivatechildwelfareagencies;organizations;advocates;attorneys;familycourt;foster,kinship,permanentlegalcustodianshipandadoptiveparents;andotherswhorecognizethatallchildrenneedanddeservepermanentlovinghomes.

Pennsylvania Adoption Exchange, PAEThePennsylvaniaAdoptionExchange,establishedin1979,hasplayedakeyroleinPennsylvania’sadoptionsystemforthepast32years.PAEprovidesadoptionmatchingservicesforchildren:

• Whoarelegallyfreefor90daysandhavenoreportofintenttoadoptfiled;and

• Forwhomterminationofparentalrightsisbeingpursued.

ServicesprovidedbyPAEincluderegisteringchildrenandfamiliesinthedatabasesoelectronicmatchingcanbeperformed,referringpotentialmatchestothechild’sandthefamily’sagenciesandprovidingtrainingforworkersandfamiliesatSWAN/IndependentLivingquarterlymeetingsandconferences .

ThechildrenservedbyPAEoftenfacechallenges,suchasahistoryofabuseandneglect,ahistoryofmultipleplacements,drugandalcoholexposure,specialeducationneeds,emotionaldisturbance,intellectualdisability,specialmedicalcare,physical

disabilityandrunawayhistory.Thesechildrenoftenfacemorethanoneofthesechallenges.

ThedatacontainedinthisreportreflectsinformationaboutthechildrenandfamiliesservedbyPAEfromJan.1,2010throughDec.31,2010andfromJan.1,2011throughDec.31,2011.

Infederalfiscalyear2009-2010,Pennsylvaniafinalized2,388adoptions.Ofthesefinalizations,1,143werechildrenregisteredwithPAE.

Infederalfiscalyear2010-2011Pennsylvaniafinalized2,013adoptions.Ofthesefinalizations,1,074werechildrenregisteredwithPAE.

NotallchildrenwhoareadoptedrequirePAE’sservices .

Registering Children and FamiliesPAEacceptsregistrationofwaitingchildrenfromPennsylvania’scountychildrenandyouthagenciesandfromprivateadoptionagencies.PAEalsoacceptsregistrationsfromagency-approvedadoptivefamilies,regardlessofthestatewheretheadoptivefamilylives.ThispolicyhelpsPennsylvaniameettheAdoptionandSafeFamilyActrequirementstoeliminateallgeographicboundariesthatmayhinderpermanencyforachild.SWANpolicyrequiresthatallwaitingfamilieswhoreceivefamilyprofilespaidbytheprimecontractorberegisteredwithPAEtomaximizetheopportunityforthesewaitingchildrentofindafamily.Databasesearchesforwaitingchildrenand families are conducted regularly to also maximizeplacementopportunities.

Referrals for Waiting ChildrenPAEmakesreferralsforpotentialmatchesforPennsylvania’swaitingchildrenwithregisteredfamilies.Usingdemographicandbehavioralcharacteristics,computer-suggested“matches”betweenregisteredchildrenandfamiliesareforwardedtotheirrespectiveagencies.TelephoneandInternetinquiriesreceivedfromfamiliesoradoptioncaseworkersaboutspecificchildrenorfamiliesarealsoforwardedtotheappropriateagencyforpotentialmatchingconsiderations.

Training and Recruitment at SWAN/Independent Living Quarterly Meetings and ConferencesPAEprovideseducationandtrainingtopermanencyprofessionalsatSWAN/IndependentLivingquarterlymeetingsandtheSWAN/IndependentLivingAnnualPermanencyConference.PAE’strainingandrecruitmentinitiativesinclude:

• ProvidingmonthlyreviewsofwaitingchildrenwithSWANcountycontactsandquarterlyreviewsofallrecruitmenteffortswiththechild’scountycaseworker;

• Providingsemi-annualonsitereviewsofallchildrenwithagoalofadoption;

• Assistingagenciestodeveloprecruitmenttools,suchaspostersandthoroughchildbiographieswithhighqualityphotos;

• Assistingwithcomputersearchesforsuggestedmatches;

Providingchildren’spostersforlocalcommunityrecruitment;

• ContributingarticlestotheSWAN/IndependentLivingNetwork News and thePennsylvaniaStateResourceFamilyAssociation’snewsletter;

• ShowcasingwaitingchildrenonthePAEwebsite,www.adoptpakids.org;

• Providingphoto-listingbooksofPennsylvania’swaitingchildrentomorethan170agencies;

• Facilitatingtelevisionfilmingofwaitingchildrenonlocalstations;

• FacilitatingmatchingeventsatthesummerandwinterSWAN/IndependentLivingstatewidemeetings;and

• Assistingagencieswithlocalrecruitmentefforts .

Adoption Medical History Registry, AMHRPennsylvaniawasthefirststateinthenationtoallowbirthparentstovoluntarilysubmitimportantgeneticandothermedicallyrelevantinformationtoadopteesbornwithinthestate.TheAMHRwascreatedin1997tomeetamendmentstotheadoptionlawenactedbyAct76of1995,P.L.685.ThefocusoftheAMHRwasonbirthparentswhogavebirthinPennsylvaniaandthenrelinquishachildforadoptionandPennsylvania-bornadoptees.TheAMHRreleasedmedicalhistoryinformationconfidentially;itdidnotreleaseidentifyinginformationofthebirthparentortheadoptee.

Pennsylvania Adoption Information Registry, PAIROnOct.27,2010,SenateBill1360wassignedintolaw.ThisamendmenttotheAdoptionAct,knownasAct101of2010,wentintoeffectonApril25,2011.Act101of2010willhavefar-reachingeffectsontheabilityofadoptedchildrentomaintainlifelongconnectionswiththeirbiologicalfamilyandtohaveaccesstoinformationwhenappropriateauthorizationsareonfilethatmaynothavebeenreadilyavailableinthepast.Act101of2010establishesthePennsylvaniaAdoptionInformationRegistry,PAIR,a

statewideinformationregistryforrecordsanddocumentsassociatedwithalladoptionsfinalizedorregisteredinPennsylvania.PAIRallowsadoptivechildrenandbirthparentstoregisterinformationaboutthemselvessochildrencanbetterunderstandtheirownpastanditspotentialimpactontheirlivesandthelivesoftheirdescendents.TheDepartmentofPublicWelfaredevelopedproceduresandformsforbirthparentsandchildrentoregisterwiththePAIRandallowsthemtospecifyifidentifyingornon-identifyinginformationmaybe released .

PAIRexpandstheregistrationandsearchcapabilitiesofthoseimpactedbytheadoption.Siblings,ifbothareover21,mayregisterandsearchforeachother.Descendantsofdeceasedadopteesmayregisterandsearch.Forchildrenunder18yearsold,anadoptiveparentorlegalguardianmaysearchonbehalfoftheadoptee.AllagenciesinvolvedinthefinalizationofachildarerequiredtoregistermedicalandsocialinformationwithPAIR(effectiveApril25,2011).UnlikeAMHR,bothidentifyingand non-identifyinginformationmaybereleasedwiththeproperlysignedformsbybothadopteeandfamily.

PAIRreplacestheAMHR.AllinformationoriginallyobtainedthroughtheAMHRisnowmaintainedandincorporatedintoPAIR.

Resource Family Registry, RFRThedepartmentisrequiredtomaintainaResourceFamilyRegistryinwhichallfosterandadoptiveparentapplicantsmustberegistered.Currently,supportfortheRFRisprovidedbytheStatewideAdoptionandPermanencyNetwork’sprimecontractwithDiakonLutheranSocialMinistriesinpartnershipwithFamilyDesignResources.Atotalof59,949applicantshavebeenregisteredwiththeRFR.Ofthattotal,17,117appliedforadoption,44,044appliedforfostercareand11,469appliedforkinshipcare.TheOfficeofChildren,YouthandFamiliesBulletin#00-03-03,KinshipCarePolicy,definesKinshipCareas:Thefull-timenurturingandprotectionofachildwhoisseparatedfromhisparentsandplacedinthehomeofacaregiverwhohasanexistingrelationshipwiththechildand/orthechild’sfamily.Theexistingrelationshipinvolvesoneofthefollowingcharacteristics:

• Relativeofthechildthroughbloodormarriage;

• Godparentofthechildasrecognizedbyanorganizedchurch;

• Memberofthechild’stribalorganization;or

• Significantpositiverelationshipwiththechildorthechild’sfamily.

AswecontinuedtopromotetheconceptofresourcefamiliesinPennsylvania,wecontinuetoseeatrendthatfosterparentsaretheprimaryadoptersofchildrenintheircarewhobecomeavailableforadoption.

SWAN Helpline 1-800-585-7926 (SWAN)Thetoll-freeSWANHelpline,1-800-585-7926,beganin1996torespondtoinquiriesaboutadoption.Today,theSWANHelplineisacentralpathwayforSWAN’soutreacheffortstofamilies,oftenservingasthefirstpointofcontactforinquiringparentsandpotentialadoptiveandfosterfamilies.TheSWANHelplineaverages249callsperweek,withhighervolumesduringmediacampaigns.Callsarefieldedbyateamofinformationandpermanencyreferralspecialists.Inadditiontoansweringincomingcalls,thespecialistsalsomakefollow-upcallstofamilieswhohaverequestedadditionalsupportinthepermanencyprocess,providecallerswithinformationalSWANFamilyPacketsandmakereferralstootheragencies.

Pennsylvania Heart GalleryThePennsylvaniaHeartGalleryisatravelingartexhibithighlightingtheprofessionalportraitsandpersonalstoriesofchildreninPennsylvania’sfostercaresystemwaitingtobeadopted.TheHeartGalleryisdesignedtoraiseawarenessaboutfosterchildreninneedofpermanentfamilies.Professionalphotographersfromacrossthestatedonatedtheirservicestocreateportraitsthatspotlighteachchildinapersonalway.Eachphotoisaccompaniedbyadetailedprofileofthefeaturedchild,includinginformationabouthisorherinterests,personalityanddreamsforthefuture.

ThegallerywasunveiledonMay24,2006,attheWhitakerCenterforScienceandtheArtsinHarrisburg.Theexhibittraveledacrossthestateforayearandprovedtobesuccessfulincreatingawarenessaboutspecialneedsadoptionandinfindingpermanenthomesforthosechildrenfeatured.Twenty-onemoreportraitswereaddedtotheexhibitinJuly2010.SinceMay2006,45ofthe129children

Media Campaign 2011In2011,thedepartmentdevelopedanewmediacampaigntorecruitmorefosterandadoptivefamilies.Threenewtelevisioncommercialsandonenewradiocommercialweredeveloped.
