e Canadian Institute of Planners- 2017 Award for Planning Excellence, Recreation Planning - Britannia Farm Master Plan Refresh

The Peel District School Board is pleased to announce that The Canadian Institute of Planners (CIP) Awards Committee has selected the Britannia Farm Master Plan Refresh as the Winner of the 2017 Award of Planning Excellence in the category of Recreation Planning. This award was received Saturday, June 17, 2017 on behalf of the Board by Urban Strategies Inc., acting as the Board's prime consultant for the Master Plan Refresh.

CIP represents over 6,300 active planners nationally and has served as Canada's main professional planning association since 1919. CIP hosted the annual conference in Calgary Alberta this year and included awards for innovation, positive impact on the community, the profession, implementation potential and overall presentation.

Board staff requested Urban Strategies Inc., to submit the Britannia Farm Master Plan Refresh to CIP for the Award of Excellence in February 2017 in recognition of the Board's planning for student instructional and recreational programs on the Britannia Farm.

This is one of CIP's highest planning awards and it respects the Board of Trustee's time honoured stewardship of the Britannia Farm.

• CFUW Mississauga University Entrance Awards

The Peel District School Board is proud to extend congratulations to graduating student Raisa Sayed, Cawthra Park Secondary School on being selected by the Canadian Federation of University Women (Mississauga) to receive a CFUW Mississauga University Entrance Award in the amount of $2000 to assist with her university tuition .

. CFWU is an organization of women university graduates with both national and international affiliations. The CFUW club members raise and disburse funds annually for scholarships to promote university education for young women.

The awards recognize the students' high levels of academic achievement, involvement in school activities and/or athletics and their extensive community service.

I am writing to you today on behalf of Trillium lakelands District School Board to inform you of motions we have approved that are intended to demonstrate our position on Executive Compensation.

As a member board, we have been most impressed with the leadership and collaboration shown by the Ontario Public School Boards' Association (OPSBA) on this issue. Alongside the three other Trustee associations and CODE, OPSBA has clearly taken the matter of Executive Compensation very seriously and respectfully from the start of the process that was initiated last fall. An Executive Compensation Framework was developed in good faith and was respectful of the spirit of the legislation.

Treasury Board President Sandals correctly defended significant salary increases to many public servants following a lengthy freeze period in late 2016 by stating, "We need the ability to attract highly skilled and talented people into public life." TLDSB agrees with Ms. Sandals, and wishes to point out that these same principles hold true for school boards in all four systems. The framework developed by OPSBA and its partners, through the thoughtful and expert guidance of Mercer, is fair and reasonable in our view. In fact, the framework proposed for school boards does not contemplate increases at the same level provided to many public servants, including Deputy Ministers, as a result of Order in Council1724/2016.

As a school board, we understand the role of locally elected Trustees. The Education Act bestows specific responsibilities upon us, including accountability to the province and to our electorate in a number of ways that are intended to support the Ministry of Education's renewed vision. One of these many responsibilities is the recruitment and retention of a Director of Education and by extension, other executives. We believe the framework developed by OPSBA and other associations is an excellent resource and should be supported in its current form and substance.

At the May 2, 2017 Board meeting of the Rainy River District School Board, Trustees passed the following motion:

That the Rainy River District School Board write a letter to the Honourable Mitzie Hunter in support of the Thames Valley District School Board letter to lower the minimum number of resident pupils for Indigenous language classes funding.

language is central not only to First Nation culture, but also to identity, territory, and governance. Ojibwe language instruction is very important to the Rainy River District School Board, its students, parents/guardians, and First Nation communities. Studies have shown that the learning of a second language strengthens students' English language skills while also building their mental flexibility and creative thinking. In addition, students benefit from increased communication and cultural and economic opportunities.

The Board's efforts to support Ojibwe language instruction are seen in the provision of Heather Campbell Ojibwe language instruction at the same time as French as Second Language is

scheduled. This means that students do not have to choose between learning Ojibwe language over participating in math, language arts, health and physical education, art, or any other subject instruction. In order to do this, schools have small classes for Ojibwe language instruction.

The enhancement to the Native language funding is presently triggered by having 12 or more resident pupils enrolled in Ojibwe instruction. This is particularly challenging for schools and for school boards with significant student .populations that reside on First Nation communities, as students living on reserve do not attract this funding in the Grants for Student Need.

The Rainy River District School Board urges the Provincial Government to work with the Federal Government to properly fund First Nations Language classes and reduce the class size to a minimum of five (5) students to ensure more students will have access to learn and celebrate their language and culture.

On behalf of the Board of Trustees of the Peel District School Board, I am writing in regards to hiring practices at the Peel Alternative School - Central (PAS-Central), a secondary Section 23 program administered by the Peel District School Board and located in the Roy McMurtry Youth Detention Centre in Brampton.

PAS-Central is a school that serves some of the highest needs students in the Province of Ontario. On any given day, the school serves approximately 100 male youth who have been incarcerated for the most serious of youth and adult crimes. School for these youth is a sanctuary where they can continue the educational programs that they have left behind in their home communities. Each of the 100 students studies on an individual program and the teachers and teaching assistants at the school are highly trained and highly specialized in curriculum delivery, differentiated instruction, classroom management, restorative practices, non-violent crisis intervention and individual assessment. Teaching at PAS-Central is not for everyone, and it is only those teachers who have a strong desire to work with youth at this risk level who can be successful in the setting and provide the kinds of specialty programming that is required to assist these students.

As you are aware, Regulation 274 requires district school boards to hire Long-Term Occasional teachers into vacant contract positions based on their seniority on the L TO list. Because teachers working at PAS-Central cannot be successful without the kind of specialized training mentioned above, it is the belief of the Board of Trustees of the Peel District School Board that a setting such as this one, and others like it across the province, should be exempted from the hiring practices outlined in Regulation 274. I think we can all agree that youth attending this school deserve the very best that the board has to offer in terms of staff, resources and facilities. We believe that the Regulation 274 restrictions placed upon the Principal when hiring her staff severely limit her ability to always place the right staff in PAS-Central classrooms .

MG Architects having examined the bids and supplementary tender information, recommend that Tambro Construction Ltd., be awarded the contract to construct Tony Pontes Public School.

Century Group Inc., has extensive experience working for school boards in other jurisdictions. They have successfully qualified through our tending process to carry out work in this construction value category.

The project is comprised of 2 new permanent Kindergarten classrooms (which replaces the temporary Kinderpak) 2 new regular classrooms (replaced classroom space) 2 new staff washrooms, orthopedic washroom, renovated administrative office area and electrical/mechanical improvements.

NG Architects having examined the bids and supplementary tender information, recommend that Century Group Inc. be awarded the contract to construct Herb Campbell Public School Addition & Renovation.

Re-Naming of School

Recommendations:

It is recommended that the report be received.

Background:

At the April 12, 2017 Regular Meeting of the Board (Resolution No. 17 -116), the Board approved the recommendation that Kennedy Road Public School be re-named Tony Pontes Public School.

Schools will be named in accordance with the guidelines provided in Policy #27, Naming of Schools. The Policy provides that a school be named, at the discretion of the Board, after a distinguished member of the community, or other worthy individual not of the community, but deserving recognition. Such nomination may only be dealt with in In Committee until permission is given.

Tony Pontes has been the Director of Education for the Peel District School Board since March 2010. He began his career in 1978 as a teacher of mathematics and woodworking at the then J. A. Turner Secondary School. After his time as a teacher, department head and vice-principal, Director Pontes became principal of Chinguacousy Secondary School, followed by Mayfield Secondary School. In 2000, he became a superintendent of education, where he had the opportunity to serve as both an elementary and secondary superintendent. In 2009, he became superintendent of staff development and school support services at the HJA Brown Education Centre.

In his role as Director of Education, Tony Pontes has worked tirelessly with a strong sense of commitment to public education and is recognized as a true leader of education in the province. He has relentlessly advocated for Peel's students at the local, provincial and national levels of government, and has successfully led the Peel board through challenging times. His many years with the Board have been marked with distinction and quality, which have made a positive difference to education in Peel.
