The Open Session commenced with an acknowledgement that the meeting is being held on the traditional territory of the Mississaugas of the New Credit First Nation, and singing of OCanada.

A moment of silence was held to honour the victims, survivors, families, and the first responders of the Toronto van attack.

2. Approval of Agenda

The following changes were made to the agenda:

Chair McDougald referred to Item 9.6, Notice of Rescission of Resolution No. 18-76 regarding Renewing Peel DSB's Commitment to the Peel Children's Charter of Rights and clarified that the intent had been to confirm the Board's commitment to the Peel Youth Charter. She requested that the Notice be waived and the Rescission of Resolution No. 18-76 be dealt with today. She also requested that a motion to support the Peel Youth Charter be added to the agenda and dealt with today. Chair McDougald apologized for any misunderstanding that may have been caused.

Students of Robert H. Lagerquist Senior Public School performed a Latin Fusion dance. Chair McDougald expressed appreciation for the impressive performance and the efforts of the teachers in organizing the presentation.

2. Good News (Principal Neerja Punjabi appointed to the 2018-2020 Minister's Principal Reference Group)

3. Police Appreciation Week: May 14-18, 2018

Referring to Item 8.2, Good News, trustees speaking spoke appreciatively on the professionalism and work of Neerja Punjabi, Principal at James Grieve Public School, who has been appointed for a 2-year term to the 2018-2020 Minister's Principal Reference Group.

Arising from Item 8.3, Police Appreciation Week, a trustee spoke about upcoming initiatives in schools to acknowledge the work done by police officers in schools, such as a fundraiser at Central Peel Secondary School, and a sports team to play against the police team. He thanked officers in Peel who work in partnership with schools to build relationships with students and risk their lives to protect the community. Another trustee acknowledged Police Appreciation Week, and advised that Peel Regional Police have recently appointed two new Deputy Chiefs, Superintendent Ingrid Berkeley-Brown and Superintendent Marc Andrews .

9. Education Week

Chair McDougald stated that Education Week runs from April23- 27, 2018, with numerous events throughout the school system, such as, open houses, plays, art showcases, etc. The Awards of Excellence event will be held on April30, 2018 at the H.J.A. Brown Education Centre, to celebrate students, volunteers and staff who have made outstanding contributions, and to remind each one of the part they play in inspiring success, confidence and hope in students.

Director of Education, Peter Joshua, echoed the sentiments of Chair McDougald. He stated that he has witnessed the collaboration between schools and the community and he acknowledged the efforts at schools and work sites. Peter Joshua expressed pride in the work done to explore interests, develop schools and pay attention to diversity. He remarked positively on the art displays and creations of the Invention Convention event held at the H.J.A. Brown Education Centre as an example of empowering modern learners.

10. Response to Delegation by Kashif Ahmad Pannu re Junior Kindergarten/Senior Kindergarten Outdoor Play Guidelines during Winter Months

Trustee Singh thanked staff for taking time to research the matter with various agencies. He noted the flexibility with regard to accommodations for medical needs and expressed the hope that parents and the community are satisfied with the response.

14. Appointment of Peel District School Board Student Trustees: 2018-2019

Resolution No. 18-1 00 moved by Rick Williams seconded by Sue Lawton

Resolved, that Amanpreet Chonkrian and Laura Oris-Naidenova be appointed as Peel District School Board Student Trustees for the 2018-2019 school year.

In accordance with Peel DSB Policy #66, two students are elected by their peers to be student trustees for the coming school year. Amanpreet Chonkrian, from Harold M. Brathwaite Secondary School, will represent Peel schools north of Highway 401, and Laura Oris-Naidenova, from Clarkson Secondary School, will represent Peel schools south of Highway 401. Chair McDougald congratulated the student trustees on their election and thanked all students who participated in the elections. She spoke about the student trustee role, leadership opportunities, activities, and learning experiences. She welcomed student voice and input in student-related Board decisions. Student Trustee, Carolyn Mahr, congratulated the new student trustees and thanked Stacy Wilson, School Services Officer, and Communications department staff who ensured that every student's voice was heard .

15. Notice of Appointment of Two Trustees and Two Alternates to the OPSBA Board of Directors • June 2018 to June 2019

The constitution of OPSBA allows member school boards to appoint one trustee to its Board of Directors and, if a school board's pupil enrolment is more than 5% of total enrolment of all member boards, an additional trustee can be appointed. Notice is being given that the appointments of the trustees and alternates will be made at the next Regular Meeting of the Board.

20. Reports from Trustee Representatives on Councils/Associations

Trustee Williams reported on a recent OPSBA Board of Directors' meeting that he and Trustee Andrews attended, when information regarding upcoming elections was received. He advised that OPSBA has put together an Elections Guide with regard to holding all-candidates meetings. Trustee Williams encouraged the trustees to review information in the email which has been sent to them, to understand their role.

Trustee Green provided updated information on STOPA procurement contracts for transportation. He expressed confidence that based on the new contracts there will be bus drivers for September 2018. He stated that there will be a significant increase in transportation costs to the Board which will be addressed when preparing the budget, and added that the Board will continue to communicate with the Ministry in terms of funding needs to meet transportation expenses.

21. Comments or Questions from Board Members

Student Trustee Pawar reported on conferences and events he attended recently. He spoke in appreciation of the speakers and work done by organizers of the State of Mind Conference, which was attended by over 1 00 participants. He reported that Harold Brathwaite Secondary School's mock trial team, won first place at the Ontario Bar Association (OBA) mock trial competition. He shared information on a Peel-wide eco initiative by Harold Brathwaite Secondary School's human impact team, which included a conference with Great Lakes Public School students, and he thanked Tracy Appleton, Sustainability Specialist, and the trustees, for their support in these events.

Student Trustee Mahr reported that Peel Students' Presidents Council (PSPC) also known as Peel's Youth Council, held their Annual Spring leadership Conference. She spoke appreciatively about the conference experiences and thanked trustees for their support. In response to Chair McDougald's questions regarding elections, a semi-annual update, and introduction of the PSPC Executive Members to trustees, Student Trustee Mahr advised that the PSPC elections will take place in May 2018, the PSPC constitution is being re-written, and semi-annual updates will be brought to the Board next year.

Trustee Crocker advised that April281h is a National Day of Mourning, honouring workers who have been killed, injured, or disabled on the job, or who suffer from occupational diseases. He provided historical background information on the Workers' Compensation Act in Canada and spoke about the importance of observing this day to renew commitment as a school board to improve health and safety, and prevent injuries and deaths. He advised that flags will be at half-mast across the country to honour these workers, and he urged everyone to attend the Day of Mourning event at 10.00 a.m. on Saturday April28, 2018 at the Milestones of Labour Monument. Trustee McDonald suggested that trustees attend the National Day of Mourning on April281

h and she inquired about the possibility of laying a wreath at the event. Chair McDougald indicated that the suggestion will be taken under advisement.

Trustee McDonald thanked custodial staff who came in to work during the ice storm to clear school areas and make it safe for students.

21. Comments or Questions from Board Members (Continued)

Trustee Singh reported on an event he attended, which was organized by Rise Above Adversity (RAA) and live streamed. The event was well attended and included a discussion with the Mayor of Brampton and many Peel students. Trustee Singh spoke about the 101h anniversary celebrations of Shaw Public School, which was attended by members of a nearby Senior's Club who raised $1000 for the school. He commended Principal Sally Ann Gibson for her efforts in building a close relationship with the community,

Trustee Green congratulated the Robotics team of Central Peel Secondary School who are proceeding to the World Championship. He also spoke positively about the senior and junior cricket teams, and commented that the teams have been successful in all the games so far. Trustee Green reported on the capacity building workshop and students who are engaging in leadership roles and mentoring middle school students. He thanked the teachers and school principal for their support to students.

Trustee Lawton stated that along with Trustees Andrews and McDonald, she had attended the Mayor's Cricket event in Brampton in which elementary and secondary students participated. The event was sponsored by Chartered Institute of Management Accountants (CIMA), who have been sponsoring Peel students for many years, originally from 10 schools and now from 120 schools.

The Peel District School Board recently received letters from Carl Orff Canada expressing appreciation to the students who performed at Carl Orff Canada's 251h National Conference of Music for Children, Cascade 2018, held in Niagara Falls:

The performances by our Peel groups creatively demonstrated all the elements of the Carl Orff approach to music education, which encourages students to be imaginative as they use speech, movement, instruments and song to express themselves. Carl Orff Canada also congratulated the teachers and principals involved for their dedication to the project as they helped their groups prepare to perform for the 350 delegates who attended Cascade 2018 from across Canada, the United States and Europe. Thank you for your letter about student transportation. While my schedule does not permit a meeting at this time, I am pleased to share some of the initiatives our government is committed to in order to address student transportation issues and driver shortage.

Our government is committed to ensuring students arrive at school safe. on time and ready to learn. The Province provides funding for student transportation to Ontario's 72 district school boards. The Student Transportation Grant is projected to be $961.4 million for the 2018-19 school year, which is an increase of approximately 50 per cent since 2003. To provide additional support for school boards to manage increased costs, we are increasing the cost update adjustment from two to four per cent. which is projected to be a total of $25.5 million in the 2018-19 school year.

We are aware that retaining qualified school bus drivers is a complex issue for school bus operators. We also know that some school boards in Ontario continue to experience school bus driver shortages. which can impact service to students and may impose a burden on parents.

That is why our government is investing over $60 million to support the retention and recruitment of school bus drivers over the 2017-18 and 2018-19 school years. This program is intended to reward school bus drivers who stay on the job throughout the school year, reduce driver turnover and make student transportation services more reliable for students and families.

This retention bonus program is an interim step to alleviate the issue of driver shortage as the ministry is also undertaking a broad engagement on a new vision for student transportation in Ontario. A summary report on the feedback gathered from the engagement is expected in fall 2018. This summary report will include short and long term recommendations for the ministry to consider, to achieve our student transportation goals both now and into the future. It will also provide guidance for future policy development on issues such as funding and accountability.

On behalf of the Peel District School Board, I'd like to welcome you to your new role as Minister of Education. We look forward to working with you to ensure public schools meet the diverse needs of students in our communities. In that vein, I'm writing to request your support, as Education Minister, regarding a significant issue that is negatively impacting our students and their families.

For over a year, many of our school communities have experienced ongoing, significant bus delays, as a direct result of a shortage of qualified school bus drivers in the Greater Toronto Area. There is currently a shortfall of nearly 70 school bus drivers in our region, which means that approximately 150 of our dally bus runs do not have a regular driver and haven't since the early fall. As a result, more than 1,500 students from over 50 schools are faced regularly with bus delays ranging from 20 minutes to over an hour.

Children and their families are waiting at the curbside or school entrances for extended periods of time for a service that they not only deserve, but require in order to get to and from school each day. This is not acceptable. The impact on schools, students and thetr families has been tremendous and cannot be sustained. As the result of ongoing bus delays:

• students are consistently arriving late to school, causing them to miss assessments, assignments and hours of valuable instructional time. Then, at the end of the day, long pickup wait times are taking students away from extracurricular activities they have outside of school.

• parents/guardians are missing work to accommodate for the inconsistent or non-existent transportation service. In some cases, families have resorted to alternate methods of transportation to avoid losing their jobs, including paying for cabs out-of-pocket and pulling their child out of class earfy to drive them home.

• school administrators and staff are having to remain at school well beyond their work day to ensure all students are picked up and arrive home safely. This is especially onerous for single­administrator schools. Late arrivals at.the start of the day result in disruption to class instruction and activities, causing staff to restructure lesson plans to accommodate for these delays.

It is our understanding that bus service providers continue to work to hire and train more drivers to fill their vacancies, and Student Transportation of Peel Region (STOPR) is working closely with these companies to adjust and consolidate routes; however, these efforts have not been able to resolve these ongoing delays. We aren't able to turn to other service providers to assist as they are also struggling to maintain a sufficient number of drivers to meet their own contractual requirements or they charge fees that well exceed the board's provincially allocated transportation budget.

We know we are not alone in this challenge. Other GTA transportation consortia have also reported similar bus driver shortages, with no end in sight. The challenges that our bus service providers are facing in retaining and hiring drivers througnout the Greater Toronto Area are great, and are heightened with the recent minimum wage increase.

While we appreciate the recent ministry initiatives to help improve the issue, including a school bus driver retention program and engagement sessions to develop a new vision for student transportation in Ontario, these initiatives will not start to have an effect on bus driver retention until next school year. We have exhausted our options, and now look to you for support In the short-term by providinc much needed fundlna to help with bus driver recruitment and to assist the board In exploring other transportation options for our students. While this may not fully resolve the shortage, you will help students, families and staff who are becoming increasingly frustrated and discouraged with the ongoing delays.

On behalf of the Board, I am requesting an opportunity to meet with you as soon as possible to discuss this matter in more detail. Together, I'm hopeful that we can come to a solution that ensures all students arrive safely at school, on time and ready to learn.

Appointment of Two Trustees (and Two Alternates)

to the OPSBA Board of Directors: June 2018 - June 2019

Recommendation

It is recommended that the Peel District School Board appoint two trustees and two alternates to serve on the Board of Directors of the Ontario Public School Boards' Association for the 2018-2019 period (from the 2018 Annual General Meeting to the 2019 Annual General Meeting).

These appointments will be subject to the Board's decision on OPSBA membership for the 2018-2019 school year.

Background

The constitution of the Ontario Public School Boards' Association states that "Each District School Board that is a Member shall be entitled to appoint one Trustee to the Board of Directors. Each District School Board that is a Member and which has a pupil enrolment of more than five per cent of the total enrolment of all Member Boards shall be entitled to appoint an additional Trustee from that District School Board to the Board of Directors." Trustees Carrie Andrews and Rick Williams were appointed to the OPSBA Board of Directors for the term ending June 2018. Trustees David Green and Suzanne Nurse are the alternates.

In addition to its representation on the OPSBA Board of Directors, the Board is also currently represented on the OPSBA Regional Council by Trustee David Green and Trustee Rick Williams is the Alternate. This appointment was approved by the Board in December 2017 for the 2018 calendar year.

Notice of the appointments to the OPSBA Board of Directors was given at the Regular Meeting of the Board on April24, 2018.

Notice of Changes to Peel District School Board By-laws

Recommendation:

It is recommended that notice of changes to Board By-laws be received.

Background:

The Board's By-laws are reviewed in the fourth year of trustees' four-year term. Written notice of proposed amendments to the By-laws must be delivered at a Regular Meeting of the Board, and are approved at the following Board meeting. Changes to the By-laws require the consent of two-thirds of all Board Members.

A recommendation to approve changes to the following By-laws will be brought to the May 22,2018 Regular Meeting of the Board. The change to By-law E-9, Discipline Committee, will be effective December 1, 2018.

Discipline Committee: E-9 Discipline Committee of the Board meets, as required, in In Committee Session to deal

with student discipline matters (expulsions, appeal of suspensions), and its decision is final. Delegations must refrain from making statements concerning the character or performance of identifiable individuals, including students, staff, citizens or Trustees of the Peel District School Board. Any delegate who violates this requirement during his/her presentation shall be ruled out of order by the Chair and may be asked to discontinue their presentation andfor leave the Board Room/meeting room. Petitions: G-13 A petition must be addressed to the Board of trustees or to an individual trustee.

The petition must contain a written or printed request to take some action, or to refrain from taking some action, to provide redress or relief, or to remedy a grievance. A statement of opinion or grievance alone cannot be received as a petition.

A petition must contain a minimum of 25 signatories who are residents of the Region of Peel, or persons who have a direct affiliation with the Peel DSB. Petitions a-mailed or submitted online will not be accepted.

When a petition is presented, no debate shall be allowed. The petition will be recorded and acknowledged.

The Board's Safe Schools Polley #48 states: Learning and working environments must be free of negative factors such as abuse, bullying, harassment, discrimination, intimidation, hateful words and actions, and physical violence in any form. The policy further states: This policy is aligned with and supports the principles and expectations of the Board's Human Rights policy (Policy #51) and the Equity and Inclusive Education policy (Policy #54). At all times, this policy should be interpreted to be consistent with the Board's policies and the Human Rights Code.
