Cairo
Ahmed Abdallah Hasan is the Advisor to the Governor of Cairo. Ahmed
graduated from the Military Technical College in 1979. He majored in
Civil Engineering and is now the Advisor to the Governor of Cairo for
many engineering projects including on roads, housing and upgrading
informal areas. He is also responsible for all projects related to
transportation and environmental affairs in Cairo.
Mahmoud Youssif Bayoumi studied Business Administration at Cairo
University. He has worked on many urban projects in Cairo
Governorate. He specializes in transport and solid waste projects. He
has contributed to many projects such as modernizing Cairo Transport
Authority, upgrading public bus infrastructure and river bus ferries,
and solid waste management projects in Cairo. He is the Project
Manager of the National Project for Social, Human and Local
Development.
Casablanca
Laila el Ouazzani is Project Manager to the General Secretary (City Of
Casablanca)
Dakar
Khadydia Sarr is the Program Director for the Dakar Municipal
Finance Program for the city of Dakar. She previously worked as the
Head of External Service and Dentralized Cooperation of the City of
Dakar. She holds a Bachelor’s in Business Administration (BAA) from
Quebec University (Canada).

Dar es Salaam
Didas Massaburi is the Lord Mayor of the City of Dar es Salaam and also
the National Chairman of Association of Local Authorities of Tanzania
(ALAT), the organization that advocates the Local Economic
Development Strategies in Tanzania. ALAT is mandated to represent
both rural and urban authorities in Tanzania in various international
and local forums. He has a background in procurement, projects
management, and transport management at postgraduate levels and engineering and accountancy at post secondary education. He
previously worked for the central government under several donor
funded (including World Bank-financed) projects, specifically in
education, health, and forest sectors. He is also a professional trainer
and a consultant in the field of Local Governance particularly in policy
formulation and development strategies. He served as a Member of
Parliament in the East African Legislative Assembly representing
Tanzania in the East African Community prior to becoming the Mayor of
Dar es Salaam.
Yusuph Juma Mwenda is the Second Mayor of Kinondoni Municipal
Council (KMC) and Councillor for Mikocheni Ward within Kinondoni
Municipality in Dar es Salaam City. Since 2010, he has lead the largest
Municipality in Tanzania since 2010, with a population of 1,970,000.
Being a Financial and Management professional, Mayor Mwenda has
provided strong leadership and enabled the Council to improve
education, health, water, and infrastructure services in the Community.
He holds a Masters of Business Administration from Mzumbe
University (MU) and is a certified Public Accountant (CPA-T) from the
National Board of Accountants and Auditors (NBAA) of Tanzania. He is also a holder of a Post Graduate Diploma in Tax Management (PGDTM)
and Bachelor of LAW (LLB).
Said meck Sadick has served as the Regional Commissioner for Dar es
Salaam Region since 2005. Dar es Salaam Region forms the boundaries
of Dar es Salaam Metropolitan with three Municipalities and the City.
He heads the Regional Secretariat (RS) which acts as the linkage
between Central Government and Local Authorities in the region. The
RS provides backstopping of necessary expertise and staffs to local
Authorities and acts as a consultative and coordinating body to most of
development programmes within the region. The regional
commissioner is also the Chairperson of the Regional Security Council
with the mandate to ensure peace and security to all residents within
the region. He holds a diploma in Community Development and has
extensive experience in community/public leadership. He has worked
as the Party Secretary at different levels from 1974 to 1999, then as a
District Commissioner for six years (1999 to 2005).

Eng Mussa B. Natty is the Municipal Director at Kinondoni Municipal
Council (KMC), a planning authority - one of the three Municipalities in
Dar es Salaam City, with a population of 1.8m inhabitants. He leads
about 8,500 employees responsible for the provision of basic social
services that include primary/secondary education, primary health
care, waste management and cleanliness, district roads and drainage,
and water supply. They also monitor trade and development activities,
especially informal sector development and management, cooperatives,
agriculture and livestock development, forestry, fisheries, recreational
parks, sports and cultures and urban planning. KMC manages markets,
bus terminals, and various investments. He was involved in the
establishment, development, or design of several climate related
activities including BRT, construction of seawalls, CDM project
(methane gas flare at closed dump site), relocation of flood victims,
mangrove restoration, improved cook stoves, and river training. He is a
Board member of the Institute for Environment, Climate and
Development Sustainability (IEDS), member of Durban Adaptation
Charter Steering Committee, and a member of Association of Local
Authorities Tanzania (ALAT) executive Committee. He is currently
contributing to the UCCR – ARC3 on Housing and settlement chapter. In
collaboration with GIZ and ICLEI, KMC is working on Water, Energy and
Food Nexus where Eng Natty is actively involved. He holds a degree,
Bachelor of Science in Mechanical Engineering, postgraduate diploma in
Sanitary Engineering and Masters in Business Administration
(Finance).
Kigali
Stanley Muganwa holds a Bachelor’s degree in Development Studies
from Makerere University. He is currently the Deputy Mayor in Charge
of Economic Development in Nyagatare District. His role includes
initiating Socio-Economic Development Programmers and build the
financial capacity of the district, coordinating activities of the CDC of the
Joint Development Action Forum (JDAF) and programs linked to development and establishing relationships and collaborating with
economic operators, livestock and agriculture enterprises, and trading
companies on behalf of the District. He defends the budget of the
district before the District Council, supervises the operation of the
identification and valorization of immoveable assets, gives advice on
legal provisions related to finance, economy, and development, and
monitors the implementation of the Master Plan by putting in places the

bidding laws. While working as Social Affairs in Kiyorhbe Sector (2006-
2007) monitored the implementation of programs related to improving
social protection, social welfare, and social assistance to vulverable
groups. He worked as the Executive Secretary of Karama Sector where
he planned and coordinated for the Sector and monitored and
implemented government policies.
Dr. Alphonse Nkurunziza is the City Engineer in the City Of Kigali
where he coordinates the activities of three city departments:
Infrastructure, Urban Planning and Construction One Stop Centre, and
City Master Plan Inspection. He is also a visiting senior lecturer of
Urban Structure, Transport Planning & Engineering in the department
of Civil Engineering, College of Science and Technology, University of
Rwanda as well as an affiliated researcher in the department of urban
and regional planning of the University of Twente, The Netherlands. He
holds a Ph.D in Urban Transport Planning from the University of
Twente and a Master of Science degree with distinction in Urban
Planning and Management from the same university. He has a Bachelor
of Science degree with Distinction in Civil & Environmental Engineering
from the College of Science and Technology, University of Rwanda. He
has several research articles with important publications in
international scientific journals, book chapters, and in international
scientific conference proceedings. His areas of interest in professional
practice and scientific research are in Transportation Planning with an
emphasis on sustainable urban mobility and urban land use planning.
Karachi
Iftikhar Ali Kaimkhani is a technocrat belonging to technical services
of Sindh with 30 years of service. By education, he is Architect -
Planner, having done Bachelors in Architecture and Masters in Urban
Development Planning & Environmental Management from AIT,
Bangkok. He joined Karachi Development Authority in 1984 and
contributed in the Planning & Development of the city in different
capacities such as Director Planning & Urban Design, Controller of
Buildings, Executive District Officer - Master Plan Department,
Executive District Officer - Transport & Communication Department,
City Government Karachi. He has also served as the Director General,
Karachi Mass Transit Cell, Karachi Metropolitan Corporation,
Government of Sindh. Currently, he is serving as Senior Director Master

Plan Department Karachi. The most important contribution of Mr.
Kaimkhani is the preparation of Karachi Strategic Development Master
Plan (KSDP-2020) by leading the team as Project Director in 2006-
2007. The KSDP-2020 has set forth the guidelines for the future
development of Karachi in all sectors including housing, infrastructure,
water & sewerage, solid waste management, and transportation.
Mumtaz Ali is currently Director of Urban Policy and Planning,
Planning and Development Department, Govt. of Sindh, Pakistan. Prior
to this he was working as Director Planning Zulfikarabad Development
Authority. Earlier he worked as an Urban Development Specialist with
ADB sponsored Sindh Cities Improvement Program. He has also worked
as an Urban Planning and Development Consultant with various
consultancy organizations. He has been contributing as academic
faculty at Mehran UET Jamshoro, SZABIST Karachi, SUPARCO Karachi,
and NED University Karachi. His area of expertise covers sustainable
urban development, planning, city and regional planning, housing,
environmental planning and management, and project management. He
holds degrees in City and Regional Planning from MUET, Pakistan and
Estate Management from National University of Singapore.
Kisumu
Derek Obura was recently appointed the Chief Officer of Lands
Housing, Physical Planning and Urban Development, by the County
Government of Kisumu (CGK) in Kenya. He is currently working on the
process of drawing the County Spatial Plan on a GIS data base, and the
Integrated Strategic Urban Development of upcoming urban centers in
the County. He is an Architect holding a Bachelor’s of Architecture
Degree from the University of Nairobi, Kenya. He is registered with the
Board of Registration of Architects & Quantity Surveyors (BORAQS)-
Kenya, and a corporate member of Architectural Association of Kenya
(AAK).
Humphrey okuku Nakitari is the County Secretary and Head of the
Civil Service in Kisumu County Government in Kenya, and has held the
position since 2012. He previously worked as the District
Commissioner in the Office of the President. He has initiated
institutional reforms in the city of Kisumu in order to address bad
governance, poor sanitation, and poverty in the slums. Through
participatory governance, youth have formed cooperative and are
involved in environmental program to improve their neighborhoods.
He holds a Master’s degree in public policy from Moi University in
Eldoret, Kenya.
Mumbai

Sanjay Sethi (IAS) is the Addl. Metropolitan Commissioner for the
Mumbai Metropolitan Region Development Authority (MMRDA). His
previous positions include Municipal Commissioner for Thane and
Nagpur, Managing Director for Maharashtra State Electricity
Transmission Company Ltd. (MSETCL), and Development
Commissioner (Industries) for GoM. He has handled key infrastructure
projects and recognized for 24/7 Water Supply: Successful Public
Private Partnership in Nagpur. He has also received the CRISIL Award
for Excellence in Urban Governance as Municipal Commissioner
(Thane), the President’s Award for Energy Efficiency as Municipal
Commissioner (Thane), and the State Govt. Award for Urban Sanitation.
His education includes an M.A., M. Phil (Economics), Master in
Management from London School of Economics.
Dr. Nitin Kareer is the Principal Secretary of the Urban Development
Department. He studied Medicine MPBA (Finance). He joined the Indian
Administrative Service in 1988. He worked in several sectors across the
State of Maharashtra such as Revenue administration, Urban
Development, Development administration and Taxation. He won an
award for the Best Adult Literacy Programme in the country in 1998 for
Sangli district. State level first prize for work in the social development
sector in 1994 for Pune district. The national e-Governance first prize
for full computerisation of the land transaction Registration
Department in 2002. State level first prize for e-Governance initiatives
in the Sales Tex department in 2013. International recognition for
automated building plan approval system developed at the Pune
Municipal Corporation. Interests in Policy planning, Business process
reengineering and e- Governance for fair, simple and transparent
governance to ensure that services are delivered efficiently and to the
people. The current assignment at Urban Development Department
covers the entire range of town and country planning for the State of Maharashtra including Development plans for cities/towns and
Regional plans for the other areas including development control
regulations. The focus is on spatial planning, coordinated and flexible
plans, delegation and decentralisation, identifying growth corridors and
developing them, establishing policies and principles for proper urban
planning with an emphasis on people, mobility and services.
Uma Adusumilli is the Chief of Planning Division for the Mumbai
Metropolitan Region Development Authority (MMRDA), which has a
wide scope of regional planning and development, financing and co-
ordination. Prior to that, she worked for 15 years as an Urban Planner
with the City and Industrial Development Corporation of Maharashtra
(CIDCO), a new town planning and development agency. She holds a
Master’s degree in Planning from the School of Planning and
Architecture, New Delhi, India (1987) and also a M.Sc in Urban Housing
Management from IHS, Rotterdam, The Netherlands and the Lund
University of Sweden (2003). Her career spans more than 25 years
across the spectrum of spatial planning with focus on housing, urban,

John Kamande Mwangi is currently the Chief Assistant County Engineer in
charge of Estate and Development Control for Nairobi City County Government,
where he has served as for the last 27 years as a Civil/Transportation Engineer in
various capacities. He has also acted as a Nairobi City Counterpart officer with the
Nairobi Long term Transport Study funded by Japan International Co-operation
Agency (JICA) and served as a Member of the City Council of Nairobi Integrity
Assurance Officers (IAOs) Panel, preventing corruption through encouraging,
enhancing, and sustaining integrity in the Public Service. He has also acted as
County Head of component 3 under Kenya Informal Settlements Improvement
Program (KISIP). He holds a BSc in Civil Engineering (2nd Class Honors - Upper
Division) from the University of Nairobi.
Isaac Muraya is currently the Director of Environment, Nairobi City County in
Nairobi, Kenya. Prior to this, he worked with the Ministry of Health at
headquarters as the Senior Assistant Chief Public Health Officer. He has
previously worked as Deputy Director of Environment in Nakuru County, Kenya.
He holds master’s degrees in Environmental Management & Sciences from the
University of Greenwich, U.K. and Saxion University of Applied Sciences in The
Netherlands.
Patrick Analo Akivaga is a Town Planner for Nairobi City County in the Urban
Planning Department. Previously, he has worked on various projects as Project
Officer including the Nairobi CIty PUblic Spaces Reviatlization Project, the
Nairobi Urban Development Masterplan (NIUPLAN), the Nairobi Slms Non-
Motorized Transport (NMT) Project for Enterprise Micro-Enterprise and
Livelihood Activities, and The Lake Victoria Region City Dvelopment Strategy
(CDS) for Improved Urban Environment and Poverty Reduction Project. He has
also been a team member of projects such as the Nairobi Metropolitan
Infrastructure Services Improvement Programme (NAMSIP) and the Kenya
Informal Settlements Improvement Project (KISIP). He holds a Master's in Urban
Management (MUM) from the University of Nairobi, Department of Architecture
and Building Science and holds a Diploma in International Environment Law
from the United Nations Institute for Training & Research (UNITAR) in Geneva,
and regional planning. In addition to her career in the public sector, she
has been involved in research. She represented India in the
International Comparative Research projects between 1995 and 2004
on housing for the low income groups with emphasis on land supply,
regulatory framework, and partnerships.

Communication from Makerere University in Kampala, Uganda. He has a Bachelor
of Arts in Urban & Regional Planning from Maseno University in Kisumu, Kenya.
Panama City
Raisa Banfield currently serves as Vice Mayor of the District of Panama, with the
title: Manager of New Projects (Master Plan for Development of Panama City).
She is an architect by profession and has spent many years and much effort to
protect the environment. As an environmental activist, she has a powerful voice
aimed at the protection of ecosystems that are at risk in Panama, which involves
the protection of both natural resources and the human interaction with the
environment. She believes that the social economic development of Panama
should be linked to environmental protection, leading to development and
protection being complementary. This will raise the role from the Mayor of
Panama and under the leadership of Mayor Jose I. Blandon, the Municipal
Government will continue to protect the environment. From 2007-2010, she was
Co-Founder and Executive Director of CIAM (Center for Environmental
Advocacy). Since 2010, she has acted as founder and current President of
Sustainable Panama (STEPS), an organization that promotes alternatives to
counteract the harmful practices to the environment. She is also an ex-activist

Marion ALFARO is currently the Paris-Seine Agency Director at HAROPA
Ports Paris Seine Normandie. She was director of Spatial planning at the
Versailles Grand Parc Urban Community. directrice de l’Aménagement de
la Communauté d’Agglomération de Versailles Grand Parc. After graduating
from Ecole Polytechnique ParisTech, she obtained a MSc in Engineering
(2004) and a MSc in public management (2006) from Ecole des Ponts
Paristech (State Civil Engineering School).

Simon AULAGNIER is a graduate engineer of the National School of Bridges and Roads (Ecole Nationale des Ponts ParisTech). He has joined BURGEAP in 2009 as Project Director in the R&D Department in the field of Sustainable Cities. He takes part in “Sustainable Planning” and “Building, Energy, Climate” activities as well as in provision of consultancy and R&D; on subjects such as: energy strategy, territorial strategies, major urban projects, research and development of co-financing. Mr. Aulagnier has a major international experience throughout his participation on projects in China, Turkey and Morocco. Mainly, he was the project director for the Gaziantep eco-district (TURKEY) project and has also brought his expertise in bioclimatic and energy. He currently works for the AFD (French Development Agency) on the Franco-Chinese eco-cities of Caidan project in Wuhan (China). His missions for this last project are: project co-pilot, energy-waste-air quality diagnosis, prioritization of issues, and opportunities study for renewable energies. He has also conducted, as an expert, a benchmark of water-waste and energy innovations for the new town of Zenata in Morocco.
Dr. Frédéric BOURQUIN heads the Components and Systems department (300 scientists) at IFSTTAR (The French Institute of Science and Technology for Transport, Development and Networks). He has been coworker at INRIA until 2006. He actively contributed to the launch of Sense-City laboratory, which will take the form of a “miniature city” that will create a realistic environment for testing micro- and nano-sensors for instrumenting and managing cities (See field visits). He graduated in 1984 at Ecole Polytechnique in France and in 1987 at Ecole Nationale des Ponts et Chaussées. He defended in 1991 a PhD thesis in applied mathematics and got his habilitation to supervise PhD theses in 1995. He is the author of over 50 peer reviewed publications and two patents. He supervised more than 20 PhD students on several aspects of control theory, numerical analysis and mechanics, four of them abroad. He has contributed to more than five European projects on monitoring and control as well as domestic industry-driven projects on the monitoring of transport infrastructures, water supply networks and water quality, smart grids for smart energy management of buildings. He has been involved in the design of Millau Bridge in southern France as far as aerodynamics is concerned and in the sensor placement for the final dynamic testing of this bridge. He carried out the design and industrial transfer of several sensor systems for bridge health monitoring, and of a fast water flow reconstruction within water networks.

Florence CASTEL is currently Chief Executive Officer at ADVANCITY Paris Region, the only competitiveness cluster dedicated in France to sustainable cities, mobility and urban services. She is also the President of the Strategic Committee on Transport and Logistics at AFNOR (the French standardization authority ). She holds a University degree in Civil Engineering and rural management (Civil Engineer Water and Forestry) and has occupied several managing positions as civil servant in the French administration in different sectors such as agriculture, fisheries, biotechnology, food safety, risk management, urban planning and environment before being called in 2008 as personal adviser to French Minister Christian BLANC, in charge of sustainable development in the Grand Paris. She continued to be involved in the Grand Paris project as Director of Environmental Engineering and Quality at Company of Grand Paris, Member of the Executive Committee, before joining ADVANCITY where she promotes innovative technologies to make the cities of tomorrow competitive, adaptable, inclusive and dedicated to the citizens.
Mireille FERRI is currently Chief Executive Officer at the International Grand Paris Workshops (AIGP). She is the former Vice-president of The Paris Region Urban planning Agency and of the National Federation of Urban Planning Agencies (FNAU). As Vice-president of the Paris Regional Council between 2004 and 2014, she has been in charge of Spatial Planning and of the SDRIF : the Paris Region Master Plan of Urban Planning and Development over a 25-30 year timescale. From 1992 to 2001, she also was a member of Pays de Loire Regional Council and a Nantes City Councilor (1995-2001) in charge of Urban Planning. In 2008, she was part of the Steering Committee for The Grand Paris Project and launched the “Nouveaux Quartiers Urbains” initiative (New urban Neighborhoods), an innovative approach to design eco-districts through calls for proposals.
Sandrine GOURLET is currently the Director of the Transport Department of the Paris Region Regional Council (Conseil Régional Ile-de-France). She holds two masters degrees: one in Engineering from ENTPE (National School of Public Works), one in Public Economy from Ecole des Ponts Paristech. She also graduated from the Institute for Political Studies of Grenoble. From 2005 to 2008, she was head of the ports and rivers Infrastructure Office at the French Ministry of Environment and Spatial Planning. She then entered the STIF (the public transport authority for Paris Region), first as the head of Railways Projects then as Deputy-Director for Investment Projects.

Dr. Christophe GOBIN is Research and Development Advisor at VINCI Construction France and president of the Ecoconstruction Committee at ADVANCITY Paris Region. He is en Engineer (MSc) from the ESTP Engineering School. He also graduated from the Centre des Hautes Études de la Construction (CHEC, Centre for Advanced Studies in Construction), and holds a PhD in Economics. After working for PSA automotive engineering, Christophe Gobin has been responsible for numerous initiatives in different divisions of the VINCI group. He is on both the Committee for Sustainable Development at VINCI and the Steering Committee for the PARISTECH “éco-conception des ensembles bâtis et des infrastructures” Chair (The eco-design chair for built ensembles and infrastructure); he is the head of the EGF-BTP Sustainable Development Commission and a professor at the Ecole Spéciale des Travaux Publiques. He’s been consistently involved in initiatives and projects aiming at designing a more efficient “Urban Fabric”.
Dr. Hélène JACQUOT-GUIMBAL is currently the executive Director of IFSTTAR (The French Institute of Science and Technology for Transport, Development and Networks), the of Sense-City laboratory, which will take the form of a “miniature city” that will create a realistic environment for testing micro- and Nano-sensors for instrumenting and managing cities (See ield visits). She was appointed Executive Director of CPC ( aboratory of materials and structures in civil engineering) from 200 to 2011. She received her PhD in physics from the Ecole normale supe rieure in 1981 and graduated from the “Ecole Nationale des Ponts et Chausse es” (ENPC – French leading institution for Civil Engineering and Management Education) in 1983. She held various positions at the ministry in charge of infrastructure and at the environment ministry, mostly in relation to roads and to research issues or in senior management positions. Between 2002 and 2004 she was senior advisor to the Ministers in charge of infrastructure and environment. Between 2005 and 2008 she served as Director general of human resources, finance and administrative affairs at the ministry of transport, infrastructure tourism and the sea and then at the ministry for Environment.
Dr. Robert LION is an elected member of the Paris Region Regional Council and the Chairman of Paris Region Entreprises, the economic development agency of the Region. After graduating from ENA (Ecole Nationale d’Administration) and being appointed as Inspecteur des Finances in 1961, he was : 1 / Head of Housing department in the Ministry of Equipment (1969-1974) ; 2 / CEO of Union Nationale des HLM (National body for Social Housing organisations (1974-1981) ; 3 / Head of Private Office to the Prime Minister of France (1981-1982) ; 4 / President (directeur général) of Caisse des Dépôts et Consignations, the Central Bank to the Savings Banks (1982-1992). He has been a member of the Earth Council (1993-2000), chairman of Greenpeace France, chairman of Cultures-France and Energy 21. He is the president of Agrisud International, an NGO devoted to family size agriculture in developing countries.

Valérie MANCRET-TAYLOR is currently the Chief Executive Officer of The Paris Region Urban planning Agency (developing data visualization and spatial representation tools such as MOS, Ecomos, les VISIAU, le 3D,…). She holds a master’s degree in architecture from both Versailles and University of Illinois Schools of Architecture. She also graduated (MSc) from Sciences Po Paris (the Paris Institute of Political Science). She successively worked for private and public sectors. In 1990, she founded an architecture firm with two partners then joined, in 1999, the ANAH (National Agency for Housing Improvement) as a departmental delegate for the city of Paris. In 2003, she entered the Paris Region Department for Equipment and Planning as the head of urban planning and spatial projects at the urban planning and master plan division. In 2005, she became director of Urban planning and Metropolitan strategies at the Paris Region Regional Council (Conseil regional Ile-deFrance) administration. She was the lead coordinator of the SDRIF revision (the Paris Region Master Plan of Urban Planning and Development).
Jean-Louis MARCHAND has been elected in 2012 as President of ADVANCITY Paris Region, the only competitiveness cluster dedicated in France to sustainable cities, mobility and urban services. He started his career spending 12 years in the French Telecom Organisation that later became France Telecom. In 1986, he joined a road construction company, Cochery-Bourdin-Chaussé, which became Eurovia, division of Vinci. After having worked for 9 years in France, he spent 8 years in Germany. As Chief Operative Officer, he led the international development of the company. Member of the board of the FNTP (French National Federation of Public Works) since 2008, he is the current President of the committee "Training", and Vice-President of the European Construction Industry Federation.
Nathalie MARTIN-SORVILLO is Director of La Fabrique de la Cité (a think tank promoting discussion and leadership on urban innovation) since 2011. She was, prior to this, Director of Communications and sustainable development at Cofiroute/VINCI Autoroutes, after being project leader for sustainable development at VINCI. Before joining the VINCI group in 2004, she worked for a French NGO co-op in partnership with the French Ministry of Foreign Affairs on issues of international solidarity, and also worked as a journalist. She has always been involved in the participative innovation process. Nathalie Martin-Sorvillo is a graduate of the Institute of Political Studies in Strasbourg — with one year spent at Boston College — and is a former auditor with the Institut des Hautes Etudes de Développement et d’Aménagement du Territoire en Europe (National Institute for spatial planning and regional development studies: IHEDATE).

Claire MONOD is Member of the Paris Region Regional Council. She graduated as an Architect and Urban Planner from Versailles Architecture School. She also attended IHEDATE (National Institute for spatial planning and regional development studies). While still teaching at University Paris-Sorbonne and doing research, she decided in her early career to work for public service. Since 2004, she is actively taking part in the Grand Paris Project and the Paris Region Master Plan of Urban Planning and Development. She is a board member of ADVANCITY representing the Paris Region Regional Council. She is also working as an advisor for Digital and Urban policies at the City of Paris. She’s been consistently involved in initiatives aiming at designing more sustainable cities.
Françoise PRÊTEUX is currently the Director of Research at Ecole des Ponts ParisTech (State Civil Engineering School). She is an International expert in digital image and the French representative at the ISO multimedia standardization organization on digital ICT sciences and technologies. At Ecole des Ponts ParisTech as Director of Research since 2014, she manages the research activities of 11 Laboratories (400 scientists and 550 PhD students). The major thematic engineering programs refer to environmental issues as smart cities; public policy; planning and transport; energy transition and efficiency; water and air quality management; and risks forecasting. Previously, she was appointed deputy director of research (MINES ParisTech) (2010-2014) and from 2011 to 2014 she became the director of the Institut Carnot M.I.N.E.S., a French Fraunhofer-like institute for industry partner-oriented research.
Her professional career started at Institut Mines-Télécom. Recruited as a
professor at Télécom ParisTech, she was promoted to director of
department of Signal & Image Processing at Télécom SudParis. In 2000, she
created the research department on digital sciences which labeled by the
EU as a Center of Excellence. In 2008, she became the scientific director of
the joint laboratory Institut Mines-Télécom / Alcatel-Lucent Bell Labs
France devoted to ubiquitous media. She hold an MSc degree in
engineering from the Ecole Nationale Supérieure des Mines de Paris and a Doctorat d'Etat ès Sciences Mathématiques degree from Université Pierre
et Marie Curie in Paris. In addition she is a Doctor Honoris Causa from
University Polithenica of Bucarest (Romania).

Paola Viganò, architect and urbanist, is Full Professor of Urbanism and Urban Design at the Università IUAV di Venezia and coordinator of the program in Urbanism in the “Architecture, City and Design” PhD. She has recently been appointed Professor for Urban Theory and Urban Design at the EPFL (Lausanne, Switzerland). She graduated in Architecture in 1987, in 1989 she became assistant in the course of Urbanism held by Bernardo Secchi at the Istituto Universitario di Architettura of Venice. From 1991 to 1994 she attended the PhD program in Architectural Design at IUAV. In 1994 she obtained the research doctorate in Architectural and Urban Composition. Since 1998 she has been appointed as professor in several European schools of Architecture. She is a member of the faculty of the European Postgraduate Master in Urbanism (EMU - IUAV Venice, KU Leuven, TU Delft , UPC Barcelona) and coordinator of the Venice program. She is also part of the scientific committee of the International PhD Seminars of the same schools. In 2008 she was Associate Researcher at the Canadian Centre for Architecture (CCA) in Montreal. Since 2013 she is professor at EPFL (Lausanne) where she directs the Laboratory in Urbanism (lab-U). In 2012 and 2013 she was visiting professor at the Graduate School of Design (Harvard University). She was awarded the Grand Prix de l’Urbanisme in 2013. In 1988 she participated in the project for the recovery of the former refinery IP in La Spezia in 1989 has been selected (4th prize) in the international competition for the recovery of the concentration camp Fossoli. That same year she participated in the competition for the development of Hoog Kortrijk (winner project, with B. Secchi) . In 1998 she won the international competition as group leader " Urban Park Areas Falck " in Sesto San Giovanni , and in 2000 was selected for the international competition " Urban Park Tarello " in Brescia . She designed a masterplan for a residential project in Sondrio, realizing two villas and a house in Valtellina (included in Architetti interpretano la casa di abitazione italiana, Biblos, Cittadella, 2005). She has organized several design competitions, including "Edifici Mondo” competition for the recovery of the old town of Salerno and has served on numerous juries for competitions in architecture and urban planning. She lectures at major schools of architecture internationally. In 1990 she founded Studio together with Bernardo Secchi which is a of the Scientific Council of the International Grand Paris Workshops
Rio de Janeiro
Vicente Loureiro is currently the Executive-Director of the Executive Board of the Rio
de Janeiro Metropolitan Chamber, that was created in August 2013 and which will have
as one of its main goals the creation of a Metropolitan Plan for Rio de Janeiro. Prior to
this, he was Under-Secretary of Urbanism in the Rio de Janeiro State Secretariat of
Public Works since 2007. He also worked for more than 14 years as Municipal
Secretary of Nova Iguaçu, Petrópolis, Barra Mansa and Paracambi municipalities. His
area of expertise covers local governance, urban development and Local and Regional
Planning. He holds degrees in Cities Management (FAAP-SP) and Architecture and
Urbanism (Silva e Souza College).

Carmen Petraglia is currently the Cartography and System Information Special
Coordinator of the Executive Board of the Rio de Janeiro Metropolitan Chamber. Prior
to this, she was Metropolitan Urban Development Coordinator at Secretariat of Public
Works and worked as Director of Cartography and Hydrologic Studies at SERLA (one of
the 3 former environmental agencies of RJ). She holds bachelor degree in Civil, Sanitary
and Environmental Engineering and post-graduation degree in Regional and Urban
Planning.
Pedro Spadale is currently the Head of International Relations Department of the State
of Rio de Janeiro – Brazil. He is responsible for coordination and supervision of Foreign
Finance, working with institutions such as The World Bank, IADB, AFD, CAF;
International Cooperation, especially the exchange of best practices; Trade and
Investment Promotion, aiming to attract foreign direct investment and promoting
exports; and Institutional Relations, dealing with consulates and embassies and also
supporting the organization of major international events and official visits to Rio de
Janeiro. Prior to this he worked as Coordinator of International Relations at the
Federation of Industries of the State of Rio de Janeiro – FIRJAN in 2010 and worked in
the international area of the State Government of Rio de Janeiro, occupying different

Eng. Abduul Rahman Hamad Al Wahebe is the Coordinator of the Urban Observatory
for the city of Riyadh and the Director of the Unit Housing and Land Use Studies. He
works for the Arriyadh Development Authority within the Research and Studies
Department. He is a specialist in urban indicators for the Urban Observatory of Riyadh
as well as a specialist in geographic information systems. In addition, he is a member of
studies and projects of urban planning teams and a member of seminars housing in the
city of Riyadh. He is interested in the field of measuring prosperity of cities.
Seoul
Miree Byun holds a Ph.D in Sociology and is a senior research fellow and director of
the Future Research Center in The Seoul Institute (www.si.re.kr), the Think Tank for
the Seoul Metropolitan Government (SMG). As a graduate from Seoul National
University, her research area lies in Social changes, IT policy, and urban monitoring for
enhancing the quality of citizen’s life. Her work focuses on international comparative
study on government policy for urban competitiveness and on the vision and strategy
of Seoul. She stayed a year at the National Center for Digital Government of the
University of Massachusetts Amherst as a visiting scholar. She has served on various
committees charged with the assessment of public civil services. She recently published
several research papers and reports such as Sharing Economy and Social Changes
(2014), Single Person Household and Urban Policy in Seoul (2014), “What is the key

Joo Hun Lee, a professor of Public Administration at the University of Seoul, is
currently serving as Deputy Director of International Urban Development Collaboration
for the Seoul Metropolitan Government. He studied Political Science (Bachelor’s) and
Public Administration (Master’s) in Yonsei University, and earned his Ph.d in Public
Affairs from University of Pittsburgh. Before joining Seoul Metropolitan Government,
he served as Director of International Cooperation (2012-2014) and Chief Admission
Officer (2010-2012), at the University of Seoul and conducted research with the Seoul
Institution (2008-2010). His major interests includes administrative collaboration, collective action problems, and metropolitan governance.

Jaemin Song is an Assistant Professor in the Department of Urban Planning and Design
at the University of Seoul, specializing in climate change policy and planning. Her areas
of interest include climate change, resilient cities, low carbon cities, and sustainable
urban development in developing countries. Her interest in climate change first started
when she participated in the World Summit on Sustainable Development in 2002 as a
government delegate. Since then, she has built a strong academic and professional
capacity in the climate change field, working as a research assistant at MIT’s Joint
Program on the Science and Policy of Global Change and a climate change specialist at
the World Bank. She holds a BS and MS from Seoul National University in Korea, and a
Ph.D from Massachusetts Institute of Technology in the US.
Surabaya
Whisnu Sakti Buana is currently the Vice Mayor of Surabaya. He was appointed as
Vice Mayor in 2014 to replace the former Vice Mayor who ran for the Governor’s
election. He started his political career as a member of Surabaya City Council in 2004
and he was elected Vice Chair of the council for the 2009-2014 period. He completed
his Bachelor’s degree in Industrial Engineering from the Sepuluh Nopember Institute of
Technology, Surabaya. As Vice Mayor, he has focused more on women and youth
empowerment as well as social and environmental preservation.
Dedik Irianto is currently the Head of the Program Controlling Division in the
Surabaya City Government and is responsible for monitoring and controling all projects
and budgeting of Surabaya City Government. He started his civil servant career in 1991
as staff in the City Cleanliness and Parks Department. He worked in that department for
11 years and was appointed as the Head of Garbage Collection and Usage in 2005. His
amount of experience and strategic position he occupied in the Cleanliness and Parks
Department has given him practical knowledge about environmental management in
Surabaya. He has also joined several international trainings and workshops on waste
management, including the “Integrated Approaches to Urban Solid Waste Management
in Indonesia” co-organized by IHS Netherland, “Waste Recovery for a Sustainable Solid
Waste Management” organized by IGES in Bangkok, and “The Fifth Meeting of the
Kitakyushu Initiative Network” in Kitakyushu, Japan.

Commission A. As a member of Commission A, she oversees the Legal and Governance

Naniek Zulfiani is currently a member of the Surabaya City Council of the Commission

Zanzibar
Muhammad Juma is the Chief, Architect and Planner of Zanzibar and the Director of
the Urban and Rural Planning Department (since 2011), steering spatial planning and
development in Zanzibar. From 2006-2009, he headed the conservation department
before joining UNESCO World Heritage Centre in Paris, as an in-house consultant for
two years. With UNESCO, he has been engaged intensively on the issue of urban
heritage and conservation in African cities. He is interested in linking culture and
urbanization as a tool for liveable and inclusive sustainable urbanization.
World Resources WRI Ross Center for Sustainable Cities Institute
Benoit Lefevre is the Director of Energy & Climate for the WRI Ross Center for
Sustainable Cities. In this role, he develops, coordinates across the WRI network, and
manages activities that help cities to deliver affordable sustainable energy to power
economic development. He notably leads the Transport Working Group of LEDS-GP;
The joint C40, Citi Bank and WRI initiative on municipal finance: “Delivering
sustainable urban services”; A GEF – IADB project on “Climate Technology Transfer
Mechanisms and Networks in AC”; and research on “Financing Transit Oriented
Development (TOD) in Brazil”. Previously, he worked as the director of the Urban
Fabric Program at IDDRI. He has done research and consultancy on Urban energy
modeling, integrated land-use and transport policies, Urban green growth, and climate
finance. Prior to joining IDDRI, he was visiting scholar at Berkeley. He holds a PhD in
economics and finance and did his Post-doctorate at the Center for Energy, Columbia
University. He is Lead Author for the chapter 16 "Cross-cutting Investment and Finance
Issues" of the 5th Assessment Report (AR5), Working Group III of the IPCC.

Tom Wright is president of Regional Plan Association. He has steered many of the
organization's key initiatives, including the Draft Vision Plan for the City of Newark
(2006) and A Region at Risk: The Third Regional Plan for the New York-New Jersey-
Connecticut Metropolitan Area (1996). He oversees the day-to-day operations of RPA
and coordinates activities with the Board of Directors. Prior to becoming president on
Jan. 1, 2015, he was RPA's executive director. Previously, he was deputy executive
director of the New Jersey Office of State Planning, where he coordinated the
production of the New Jersey State Development and Redevelopment Plan (2001).
From 1991 to 1993, he was coordinator of the award-winning Mayors' Institute on City
Design, sponsored by the National Endowment for the Arts. In addition, he lectures
widely on growth management and regional planning. He is a visiting lecturer in public
policy at Princeton University's Woodrow Wilson School of Public and International
Affairs. He has taught at the Columbia University Graduate School of Architecture,
Planning and Preservation, the Lincoln Institute of Land Policy, and the New Jersey
Institute of Technology School of Architecture. He received a Bachelor of Arts in history
and a certificate in American Studies from Princeton University, and a Master of Science
in Urban Planning from Columbia University. He is a member of NYC's Sustainability
Advisory Board, which helped prepare PlaNYC 2030, and of New York City's Waterfront
Advisory Committee. He is a member of the Board of Directors of the Arts Council of
Princeton and Places Journal, and serves on the Advisory Committee for the J. Max Bond
Center on Design for the Just City at the City College of New York. He resides in
Princeton, N.J., with his wife, Cameron Manning, and three daughters.
Juliette Michaelson is the Vice President for Strategy at Regional Plan Association. She
is managing RPA's Fourth Regional Plan. The plan, to be released in 2016, will provide a
blueprint for the region’s growth, sustainability, good governance, and economic
opportunity for the next generation. Juliette is leading the ambitious research and
public engagement effort necessary to identify the plan’s recommendations and build
the network of constituents who will help carry them out over 25 years. She has
overseen a number of projects at RPA, including the creation of a network of transit-
agency executives from around the world. She is also the author of two landmark
reports that quantified how much transit service improves home values near train
stations. Prior to joining RPA, Juliette worked at Project for Public Spaces, where she
managed a range of outreach, education, and training programs to help municipalities
and state departments of transportation work together and make concordant land use
and transportation decisions. She received a Bachelor of Arts in Political Science from
Princeton University and a Master's in Urban Planning from Columbia University.

Robert Freudenberg is director of RPA's energy and environmental programs, leading
the organization’s initiatives in areas including climate mitigation and adaptation, open
space conservation and park development, and water resource management. He
oversees a comprehensive program of projects and policies to improve public health,
quality of life, sustainable development, and climate resilience in the New York-New
Jersey-Connecticut metropolitan area. Rob works closely with other RPA staff to
integrate these objectives with RPA's economic, transportation, land use, design, and
community development initiatives. He has been with RPA since 2006 and most
recently served as New Jersey director, where he managed the state program with a
focus on sustainability planning and policy. He led projects including developing an arts
and revitalization plan for Paterson and a neighborhood revitalization plan for East
Camden; producing an economic and land use study for a future bus rapid transit
corridor in Union County; advancing regenerative design efforts in the New Jersey
Highlands; and facilitating land use and urban design recommendations and leading
local demonstration projects for the 13-county Together North Jersey effort. Prior to
joining RPA, he served as a coastal management fellow at the National Oceanic and
Atmospheric Administration, where he focused on policies for the New Jersey
Department of Environmental Protection. He holds a Master’s of Public Administration
in Environmental Science and Policy from the Columbia University School of
International and Public Affairs and a Bachelor’s in Environmental Biology from SUNY
College of Environmental Science and Forestry.
Lucrecia Montemayor is an Associate Planner at RPA. Her research and planning work
supports RPA’s aim of fostering an economically diverse, sustainable, and resilient
region. She supports many of RPA’s international initiatives, including the Global ab, a
joint initiative between RPA and the World Bank, which focuses on bringing
independent research and regional planning to growing global cities. Her research for
the Fourth Regional Plan focuses on developing scenarios of the New York
Metropolitan Region, which are foundational to the plan’s recommendations and public
engagement activities. Her other ongoing research focuses on the revitalization of post-
industrial municipalities through resiliency strategies. Before joining RPA, she worked on the Urban Waterfront Adaptive Strategies Study at the New York City Department of
City Planning. Originally from Mexico, she worked as an urban designer and architect at
Arquitectura 911sc in Mexico City and a researcher and consultant in northern Mexico.
She earned a Master’s in Urban Planning from Columbia University and a Master’s in
City Design and Social Science from the London School of Economics. She has a
Bachelor of Arts in Architecture from Instituto Tecnólogico y de Estudios Superiores de
Monterrey, Mexico.

Marion Joubert works for the French Development Agency. She has more than 12
years working in the French Development Agency, as Project team leader in the head
office and in AFD office in Istanbul. As Senior Team Leader in the Urban Development
and Local Authorities Division, she has followed and evaluated projects in mobility,
housing, urban development, and urban planning in emerging countries (Colombia,
Mexico, Turkey, South Africa, Morocco) with different types of counterparts
(municipalities, housing and urban development companies, dedicated financial
intermediaries). She has conducted due diligence for non-sovereign lending, designed
TA program and participated to policy dialogue (on social housing policy in South
Africa, compact cities and housing policy in Mexico). Since 2014, she has been
designated Lead Specialist on cities and climate change.
Anne Odic is the head of Local government and urban development division of the
French Development Agency. She is also the Lead specialist in the field of Cities and
climate change. She worked 12 years in AFD local offices (in South Africa and French
overseas Departments and Territories), before joining the Local government division at
AFD head office in 200 . She has a Master’s in Public Policy from Science Po (Paris) and
a degree of applied study (DEA) in Socio-economics from the Sorbonne.

Ede Jorge Ijjász Vásquez is the Senior Director for the new Social, Urban, Rural and
Resilience Global Practice at the World Bank Group. He assumed this position on July 1,
2014, under a stronger institutional structure focused on ending extreme poverty by
2030 and boosting shared prosperity for the bottom 40 percent. As senior director, he
leads a team of more than 600 technical experts deployed across the world, leveraging
global knowledge and collaborating with partners to help tackle the world’s most
complex development challenges in: (i) social inclusion and sustainability; (ii)
mainstreaming resilience in all dimensions development; (iii) territorial and rural
development; and (iv) urban planning, services and institutions. Before this, he was
Director for Sustainable Development of the Latin America and Caribbean Region since
November 2011, covering infrastructure, environment and climate change, social
development, agriculture and rural development, disaster risk management, and urban
development with an active portfolio of about $17 billion. From 2007 to 2011, he was
based in Beijing, where he managed the Sustainable Development Unit for China and
Mongolia. Earlier in his career, he led implementation of the Bank’s environment
strategy, as well as water and sanitation projects in Central Asia, the Caucuses, and the
Russian Federation. Prior to joining the World Bank, he was a Senior Associate with ICF
Kaiser International where he provided technical and policy advisory services to the
U.S. Environmental Protection Agency on pollution issues, and led the preparation of
environmental impact assessments of large infrastructure projects in Latin America
and the United States. He has a Ph.D. and a M.Sc. from the Massachusetts Institute of

Hydrology and Water Resources. He is a Colombian and Hungarian national.
Barjor Mehta is a Global Lead for City Management, Governance and Finance of the
World Bank. Since June 2012, he has been based in the Bank's India Country Office in
New Delhi. Between 2008 and 2012, Barjor was based in the Bank's Tanzania Country
Office in Dar es Salaam working on urban development projects in Tanzania, Uganda,
Kenya, and South Africa. Before moving to East Africa, he worked at the World Bank
Institute on several countries in the Middle East and North Africa, Sub-Saharan Africa
and South Asia. Prior to joining the Bank in 2000, Barjor was an Associate at the
Technical Support Services, an urban sector consulting practice in Washington
DC; Director of the School of Planning, CEPT University in Ahmedabad; Senior Planner
in Bhutan; Program Manager at CDSA, Pune working on World Bank supported urban
projects in Mumbai; Research Associate at the Human Settlements Department of the
Asian Institute of Technology, Bangkok and on a sub-contract with the UN-HABITAT
based in Sri Lanka. He is an architect and urban planner.
Paul Kriss is the Global Leader for Sustainable Infrastructure and Services at the World
Bank Group, hoping to provide value and help cities deal with their enormous
challenges by successfully integrating the planning, social, technical and financial
aspects of urban development. Recent changes such as large migration and extreme
weather events require new and innovative solutions in the urban space. He has more
than 20 years of experience in urban development and infrastructure projects in large,
medium, and small cities. He has identified, prepared, and executed large-scale
investment programs for the World Bank targeting urban and rural infrastructure all
across the world. Over this time, he has demonstrated that providing attention to
details can significantly improve results and deliver services to poor populations.
Sameh Wahba is Practice Manager for Urban and Disaster Risk Management in the
Africa Region at the World Bank. Prior to this, he managed the Global Urban and
Resilience Unit, where he was responsible for the Bank’s urban policy, strategy,
analytics, and partnerships at the global level. He also worked as Sustainable
Development Sector Leader for Brazil, and as an urban specialist focused on housing,
land, and local economic development in Latin America and the Caribbean and the
Middle East and North Africa Regions. Prior to joining the World Bank in 2004, he
worked at the Institute of Housing and Urban Development Studies in Rotterdam and at
the Harvard Center for Urban Development Studies. He holds a Ph.D. in Urban Planning
from Harvard University.

Ellen Hamilton is the Acting Practice Manager and a Lead Urban Specialist for the
Global Programs Unit of the World Bank. She has two decades of experience leading
analytical work and projects focusing on land and housing (affordable land/ housing
supply and demand), subsidies, tenure, urban growth, post-disaster housing
reconstruction, land/housing and social inclusion (urban upgrading), brownfield reuse,
and urban planning. She currently co-leads the MetroLab which is an innovative effort
to support shared learning and knowledge exchange through a network of
metropolitan areas. Her work on land and housing is complemented by broad
experience with other aspects of urban development including regional development,
municipal management, urban services, urban poverty, disaster risk reduction, local
economic development, cultural heritage, and green cities. She is particularly interested
in the inter-linkages between land/housing and urban development. Her regional
experience includes middle and lower-income countries such as Azerbaijan, Belize,
Georgia, Ethiopia, Honduras, Hungary, Jamaica, Kyrgyz, Lithuania, Mexico, Pakistan,
Panama, Peru, Russia, Saudi Arabia, Slovakia, United Arab Emirates, and West Bank and
Gaza. She holds a Ph.D. in Geography from Columbia University and wrote her
dissertation about housing and residential differentiation in Moscow.
Dr. Josef Leitmann is Lead Disaster Risk Management Specialist at the World Bank,
focusing on urban development, disaster management, and resilience in Latin America,
Indonesia and Vanuatu. Previously, he spent four years managing the $400 million
Haiti Reconstruction Fund which supports post-earthquake recovery in partnership
with the Government and the international community. At the same time, he assisted
the development of crisis response and development funds in a number of fragile and
conflict-affected states (Somalia, South Sudan, Sudan). He also developed and managed
the $650 million Multi Donor Fund to help rebuild after the tsunami in Indonesia. He
has more than 25 years of development experience with the World Bank in disaster
risk management, climate change, natural resource management, urban development,
forestry, and clean energy. He has worked in more than 40 countries and held long-
term assignments in Turkey, Brazil, Indonesia, Haiti, and the South Pacific (the latter as
a U.S. Peace Corps volunteer). He holds a PhD in City and Regional Planning from UC
Berkeley and a Master’s from the Harvard Kennedy School. He is the author of a
textbook on urban environmental management (SUSTAINING CITIES) and numerous
articles.

Andre Bald is a Senior Urban Specialist managing the World Bank’s urban portfolio in
Tanzania. He has worked in the World Bank’s urban sector for 10 years, also based in
Vietnam and Indonesia. He previously worked at the Urban Land Institute in the
transport policy division, and was a Peace Corps Volunteer working as an urban
planner in the Philippines. He has a Bachelor’s degree in Urban Planning from
the University of Maryland, and Master’s degree in International Affairs from the Johns
Hopkins School of Advanced International Studies.
Victor Vergara is a Lead Urban Specialist in the Global Urban Unit of the Social, Urban,
Resilience and Rural practice, where among other tasks, he leads the Global Lab on
Metropolitan Strategic Planning. He joined the World Bank Urban Department in 1991 where he contributed to the Bank’s strategy on local service delivery and sustainable
finance with a focus on metropolitan areas. In 1994, he joined the Latin America
Department where he led preparation of urban finance, planning, and management
capacity building operations in Brazil, Honduras, Guatemala, Mexico, and Venezuela. He
joined the World Bank Institute (WBI) in 1998 where he led the Intergovernmental and
Local Finance Capacity building programs for Africa and Latin America and the Global
urban capacity building program. While at WBI, he pioneered the use of distance
learning technologies for urban capacity building including video, digital radio,
community radio, on-line programs, and mass media. He contributed to the China
Metropolitan Management Policy Dialog. In 2009, he joined the East Asia Pacific region
as urban practice leader leading work on urban expansion and collaborating on urban
operations in Philippines, Indonesia, and China. He holds a Master’s degrees in both
City Planning (MIT) and Agriculture (Texas A&M).
Ayah Mahgoub is an Urban Economist working on urban and regional development at the World Bank. She currently works on programs in the Middle East and North Africa with select engagements in other regions. Prior to joining the World Bank, she worked on economic policy and initiatives to rethink approaches to development in positions she held at the Center for Global Development, Development Innovation Ventures and the Office of Strategic Affairs in the Crown Prince Court of Abu Dhabi. She also worked on urban economic development in New York City through the low income housing provider Phipps Houses. She completed her undergraduate and graduate studies in economics, and in public administration in international development at Harvard University. She is the co-author of the book "Cash on Delivery: A New Approach to Foreign Aid with an Application to Primary Schooling" and papers including "The Quality of Official Development Assistance" and "Expanding Skills in the Hemisphere".

Mansha Chen is an Urban Specialist at the World Bank. She led the development of the
Sustainable Urban Land Use Planning and the Integrated Urban Transport Planning e-
Learning courses. She is currently working on new e-Learning courses focused on land
readjustment, land market assessment, and land-based financing. She has been working
with key regional/national institutions in Asia and Africa on urban management
capacity development programs. She holds ME/BE in Urban Planning and a BA in
Economics. Prior to joining the World Bank, she worked as an urban planner in the
Chinese Academy of Urban Planning and Design under the Ministry of Housing and
Urban Rural Development.
Salim Rouhana is an Urban Development and Resilience Specialist at the World Bank.
His 10 years of experience, in more than 17 countries focused primarily on Urban
Infrastructure Development and Financing, and Institutional Development with a focus
on Decentralization, Housing, and Urban Resilience. He is currently leading the World
Bank Urban Program in Senegal and Nigeria. Prior to joining the World Bank, he
worked as an Urban and Mobility Planner with AREP Ville, a Subsidiary of the French
Railway Company (SNCF) and with the Paris Urban Transport Company (RATP). He has
also worked as an Architect and Planner with numerous firms in the MENA region.
Salim holds a BA and Master’s Degree in Architectural Engineering from the ebanese
University, a Master’s Degree in Political Science from Paris 11, and a Master’s Degree
in Urban Planning and Management from the Ecole Nationale des Ponts et Chaussées in
Paris. Salim is currently pursuing his Executive MBA degree at the “Instituto de
Empresa (IE)” in Madrid.
Dina Ranarifidy is an Urban Specialist based in Washington DC, at the World Bank headquarters. Since 2013, she has been primarily working on urban slum upgrading, decentralization and local governance programs in Senegal, Gabon, Republic of Congo, and Tunisia. She is also involved in analytical work in Fragile and Conflict-Affected countries, including the Mali fragility analysis and the Côte d’Ivoire Urbanization Review.Prior to joining the World Bank, she worked at AGETIPA Madagascar, a national agency implementing works of public interest in urban municipalities. She was responsible for managing the urban portfolio, ‘’Grand Antananarivo’’, financed by the French Development Agency (AFD). She namely prepared the municipal solid waste management program to create a solid waste ''intercommunalité'' with 13 municipalities in the Antananarivo agglomeration. In her position, she interacted with a broad spectrum of stakeholders, from the various line ministries, to Municipalities, technical partners, private sector representatives, civil society, and the donor community. In Madagascar, she also consulted for the World Bank on urban mobility and transportation projects, and brought in her expertise in solid waste management to the World Bank-financed Madagascar Growth Poles project in 2011. Dina Ranarifidy holds a Master’s degree in Development Economics from the Paris Institute of Political Studies (Sciences Po) and a Bachelor in Contemporary History from La Sorbonne University, Paris. In 2012, she was awarded a Fulbright scholarship to specialize in sustainable development and leadership at Cornell University (2012-2013).

Vasudha Thawakar is an Urban Specialist in the Social, Urban, Rural & Resilience
practice of the World Bank. She has been based in the New Delhi office of the World
Bank since 2008. Her work is largely on central and state level investment projects
focusing on delivery of urban infrastructure. She is also working on capacity building
and e-governance initiatives in the urban sector. Vasudha has also undertaken research
work and co-authored publications on municipal finance, slum improvement, and
urban land. Prior to the World Bank, she was working with McKinsey & Company for
two years. She has received her B.A degree in Economics and Master’s degree in
Business Economics from the University of Delhi.
Xiaofeng Li works at Global Partnership and Resource Management Unit, Social, Urban,
Rural & Resilience Global Practice, the World Bank. She started her work with the Bank
in the Beijing office as a Secondee from China’s Ministry of Finance. Her initial
assignments were in the urban, water and transport units supporting lending and
economic and sector work. She moved to the World Bank Headquarters in 2007, joining
the Urban Anchor Unit and provided support to the Municipal Finance Thematic Group
and the East Asia region. During the past three years, she has been coordinating trust
fund activities, portfolio reporting, and task team support on several major initiatives
including Global Lab on Metropolitan Strategic Planning, City Creditworthiness
Initiative, and sustainable urban development. She holds a Master’s Degree in
Economics from China Remin University in Beijing and a Bachelor’s Degree from
Shanghai International Studies University.
Marie Emile Cerceau is currently working as a consultant for the World Bank in urban
projects in Morocco. During her past experience, she developed expertise in urban
development, such as in urban transport, social housing, as well as in local governance
and financing capacity. She held several positions, in both France and in the MENA
region, in financing institutions (Crédit Agricole), as a consultant in public services
delivery and management, and also for international organizations, such as the French
Agency for Development (AFD). She graduated from Reims Management School
(France) with a Master in International Finance.
