Prop M Bond Remaining Funding
• $151,500,000 Remaining unencumbered Prop M funds as of 2.27.20• Palomar has several “large” projects, several “medium” projects and multiple
“small” projects that could be completed using Prop M funds

WHAT ARE OUR OPTIONS ?
• Do several medium projects and multiple small projects
• Do 1 large project, 1 medium project and maybe a small project or 2• Do 1 large project and a bunch of small projects
• Do 1 medium project and as many small projects as possible
NOTE: Each “large” project represents approximately 67% of the total available remaining funding.

• Projects need to stay within the District Education and Facilities Master Plan concepts and
Prop M Bond language
PROJECT PRIORITIZATION CONSIDERATIONS
• Focus on “Mission Critical” items that align with new SCFF (retention and completion),
student success, guided pathways and the Mission of the College
• Doing the best we can knowing that there are disadvantages to any option/mix of projects
considered
• Student focused: Have the greatest impact on/for students

• The proposed project plan was influenced by various ideas and discussions held with different
groups and individuals over the past months prior to the Executive Administration’s final
recommendation

FALLBROOK CENTER – Modular Purchase and Beautification ($10M) Change paving, add wider front porches and shade structures, signage, references to Native American culture – Design to
allocated budget
EXECUTIVE ADMINISTRATION MODIFIED RECOMMENDED PROJECT LISTTHE “TEAM” APPROACH
STUDENT SERVICES ($54.5M)• Welcome Center – “Get on the Path”
For staff and students (all onboarding functions) – Design to allocated budget• Retention Center – “Stay on the Path”
All retention functions including CTE, workforce, career and student clubs – Design to allocated budget
UPGRADES/SMALL PROJECTS ($22M) Includes instructional and institutional improvements (projects will be prioritized by Executive Administration after
consideration of input from SPC and constituent groups)
ATHLETICS ($65M) Refined scope and approach to free up funding for other Prop M projects – Design to allocated budget

• Projects do not substantially increase the operational costs to the District
BENEFITS OF PROPOSED PROJECTS
• Leaves the District in a strong position to pursue next Bond
• Align our spaces on main campus with guided pathways and needed focus on re-organization, retention and completion
• Utilize existing buildings to get most bang for buck
• Will still offer instruction at Fallbrook, build programs and partnerships, and move to lease additional portables
• Support immediate infrastructure and basic needs of the college
• Beautification efforts at Fallbrook will transform the campus as we grow
Prop M Bond Project Process
• Submit final proposed Executive Administration Proposed Prop M Project list to Governing Board for review and approval at May 12, 2020 meeting
PROPOSED PROJECT PROCESS
• Present Executive Administration proposed project list to Strategic Planning Council (SPC) and seek feedback from constituent groups at 4/7/20 meeting
• Receive feedback from SPC at second meeting and take into consideration comments received at 4/21/20 meeting
• Present Governing Board approved Prop M project list to bond Independent Citizens Oversite Committee (ICOC) at June 5, 2020 meeting for their review
