Oulu - in the center of Investments Oulu is a gateway to Lapland and it is the most significant centre for business, culture and education in Northern Scandinavia. Based on the average age of its inhabitants, Oulu is the youngest city in Europe. The vital and energetic city is well known for its intelligence. Up to 3 billion people use technologies developed in Oulu on a daily basis and the city has twice been chosen for the finals in the competition for the most intelligent cities. At the moment, one of the most important development projects is 5G network.

Rapid Growth ExpectedAs a real metropolitan area should, Oulu is growing fast. The growth is accelerated by the spectacular increase in business in the region: In 2015 the amount of income taxes collected in Oulu increased the most in proportion (+ 3.5 %) when compared with the other cities. Fifteen latest arriving foreign companies in Oulu are investing more than €100 M in the region annually and they are recruiting new employees. In addition to this, the largest investment in Europe, the Hanhikivi nuclear power plant -building project in Pyhäjoki, may also open a direct connection from Oulu to the economic region of Moscow.

Plans into reality in OuluOn the 1 October 2015 a three-year-long major project was finalised when the Kivisydän –underground parking facility offering 900 parking spaces was opened to the public. 14 April 2016 we will celebrate the opening of the Shopping centre Valkea with its sixty new retail services. In May 2016 it will be the turn of the completely renovated Commercial centre Toriportti offering approximately 6000 m2 of renovated business and office facilities. The renovation of six entire city quarters is still under development.

€300-400 Million Invested in the Centre“At the moment the continuous development of the city centre is extremely important”, stated Deputy Mayor Matti Matinheikki to the Kaleva newspaper. Next, the focus will be turned towards the railway station and the market place area. One of the visions set out for these areas will become reality in 2017-2018 already when the new hotel in the market place opens its doors to the public.

Raksila Area PlanThe objective of Phase 1 is to upgrade and develop the market business on the existing plot. A residential quarter is also to be built in the area.

Phase 2 foresees a diversified hub for traffic, transport, jobs, services and housing. As far as traffic and transport are concerned, the area is to be upgraded into a national travel centre in order to improve the standard of services offered to travellers. Further development will be based on an architectural design competition.

Phase 3 foresees the planning of sports center and grounds.

Kalevala Park Kalevala Park implements the epic experience environment and so enables you to escape to the World of Kalevala, land of the Nordic myths and stories of heroes. Kalevala has inspired hundreds of thousands of adults and children and for example J.R.R Tolkien in his stories of Lord of the Rings.

Total capital requirement:Total investment is 15 M€ in the phase 1. Equity need is 6 M€. The target amount of visitors is 200 000 for the first year. It will make ~6 M€ revenue. The project has a possibility to get investment funds from the state of Finland and the EU. The project will provide a good return of equity and solid exit opportunity to the investors.

Project time frame:The zoning process of the area will be finalized during the year 2016. Opening of the park is targeted to be in 2019.

Varjakka Island - Searching a Partner for Developing Holiday ResortThe 370-hectare area consists of the Varjakanniemi Point, Varjakansaari Island and the water area in between. Provisions have been made at the marinas for buildings, accommodation facilities and business and office premises catering for travel and marine operations conducive to the use of the area. A wide range of solutions have been developed with a view to a unique holiday resort. Plots have been reserved for a total of 138 single-storey holiday homes. The mansion lands on the mainland and the office areas on the island will constitute separate building complexes. The proposed plan identifies 14 historical sites to be conserved. Historical elements in the zoned area have been used with discretion for new construction purposes and they may also be incorporated into future recreational structures. The land is owned by the City of Oulu.

Data CentersThere is 500+ MW green energy available instantly from hydro electric plants in the river Oulu. We have the most reliable power grid in Europe as well. Construction power is available at low costs, e.g. -20% compared to Northern Sweden. Recycling of waste heat offers an opportunity for social participation and the rock cavern heat storage maximises the heat recovery. Distribution via one of the most utilise district heat network ensures efficient energy in all season. We have also free air cooling 12 months of the year. Multiple natural waterways provide use of water & waste water, connections already existing in the proximity of the sites.

Datacenters have full support from all levels of Government, incentives, fast track for environmental permits. Datacenters have also the lowest energy taxes in Europe.

Datacenter areas in Oulu are Hiukkavaara, Rusko and Ukonkaivos.

Aurora Data CenterAurora DC Finland builds new wholesale co-location datacenter in Rusko area, Oulu. Concept is to build highly energy-efficient, scalable & modular facility utilising lowest cost green energy in Finland. Through partnership with Cinia, Aurora DC will offer dedicated low-latency connection from mainland Europe to Oulu. Project is in ramp-up phase, first phase of the project will consist of ~3600m2 of buildings and supporting infrastructure including own 110kV substation.

For data center investors, Aurora DC offers an excellent opportunity for investing into a scalable wholesale co-location data center and fiber business in Finland. First investment phase for Building A and supporting infrastructure 2016-2017, 2nd and following phases during 2018-2022. Building A investment 15 M€, phases A-D in total 80-90M€. IRR >20%. High profitability of the project ensured by direct connection to national grid ensuring lowest cost electricity, combination of Nordic cold climate and modern cooling providing lowest cost cooling solution (PUE 1,1) and waste heat recovery & recapture solution providing additional revenue streams.

Sangen Brewery Sangen Oy founded in 2015 is a beverage manufacturing company that uses local raw materials and herbs in their products. In addition to beer and distillates, the company also produces soft drinks, ciders and long drinks with Sangen brand. Sangen is also planning to set up a new canning, bottling and packaging factory to increase its contract manufacturing and to support other local and international brands to enter the market.

Future Hospital 2030 The renewal of properties consists of dismantling the old hospital, renovations and new construction. The programme is estimated to cost about EUR 500 million, around half of which is directed at building new facilities and half at renovating the properties.

The objective is to realise the renewal of the entire hospital within about 15 years in a manner which disrupts the treatment of patients as little as possible.The first stage of the Future Hospital 2030 programme is the launch of the children’s and women’s hospital’s renewal. After that, the other service units have their turn.

Hospital area renewal worth 1.4 billion €.
