Subject:   Matter  relating  to  people  of  Islamic  faith

1. A  friendly  organization  sent  us  the  letter  in  reference  to  inform  us  so  that  we  can  makenecessary  preparations  related  to  the  people  of  Islamic  faith.  

(a) In  the  month  of  July,  a  meeting  on  an  Islamic  religious  festival  was  held  in  TachanpehMosque  in  Yangon.  The  discussion  at  the  meeting  was  to  have  a  nationwide  riot  betweenMuslims  (kalars)  and  Burmans  during  the  months  of  August  and  September.

(b) Students  from  Arabic  orphanages  will  be  selected  to  humiliate  young  girls  with  actsunacceptable  to  Buddhists  so  as  to  cause  a  riot  between  Muslims  and  Burmans.

(c) The  said  movement  will  be  planned  in  townships  and  city  quarters  of  the  Divisions/Stateswhere  there  are  few  Muslims.    As  soon  as  the  problem  starts,  they  will  torch  either  theirown  house  or  that  of  another  member  and  take  photographs  and  video  records  forimmediate  worldwide  circulation.

(d) The  plan  is  to  be  carried  out  in  the  months  of  August  and  September  to  portray  Myanmar  asa  country  of  human  rights  violations  with  no  freedom  of  religion  during  the  religious  season.

 (e)  With  the  purpose  of  depicting  Myanmar  not  only  as  a  country  of  religious  persecution,  but  

also  ethnic  persecution,  the  upcoming  riot  should  not  be  carried  out  in  the  form  of  a  religious  riot.    In  order  to  portray  it  as  a  racial  riot,  the  Muslim  people  who  are  members  of  Hindu  [translator's  note:  that  is  what  it  says  even  though  it  doesn't  make  sense]  are  also  to  be  organized  in  a  polite  manner.  If  they  could  not  be  organized,  activities  that  create  misunderstandings  between  Buddhists  and  Hindu  will  be  engineered  so  that  they  are  dragged  into  the  riot.    

2.  This  is  to  notify  you  so  that  necessary  preparations  may  be  made  in  townships  with  regard  to  the  aforementioned  information.
