Updates from Ground Zero...Balasore:Water level in river Subarnarekha is receding as per the
signal point at Rajghat. 2500 people are taking shelter
besides NH 60. Unnayan is preparing cooking food for 4000
persons today. It will be distributed through 50 relief camps.
9 Boats (Unnayan-3,Govt.Boat 6) are working in relief work.
Task force team members, volunteers are co-operating in
this operation. Cow feeding problem found in all villages.
One diarrhoea patient found in Kuldiha village of Santoshpur
G.P. and refered to hospital. As per reports by Ramakant
from LIFELINE, water level has risen to 2-3 feet.
Communication has been adversely affected. No relief has
reached yet.
FLOOD REPORT OF BASTA, BALASORE (reports from
Saroj Kumar Pradhan, Secretary, MYC):
No. of GP affected: 22. No. of village affected: 298. No. of
person affected: 1,79,201..Cultivated land affected in Hec:
20,000. No. person staying in Temp. shelter or high land:
75,000. No. of houses affected: 28,000. No. of houses
damaged: 15,500. No. of houses collapsed: 3,700. Total
cattle population affected: 63.353.
Gajapati:Bidyut Das, SACAL, reported that in 11 Panchayats-
Chandipur, Ghadiamba, Karchabadi, Chandragiri, Jiranga,
Badasindhaba, Baghamari, Mohona, Malasapadara,
Sinkulipadara, Luhagudi:
TOTAL Houses totally damaged – 432 Houses partially
damaged- 451 Maize crop affected- 2930 ha. Paddy
destroyed- 182 ha. Ragi crop destroyed- 99 ha.
Livestock deaths- 271 (Bulls, Cows, Goats, Sheep)
Ganjam:Bikram Swain from SAHAYOG reported that in Satali
Harijan Sahi, out of 52 households, 49 have been
damaged and in Satuli-42. In Lauput 40 households out
of 50 have been damaged and in Kujidhipa, 53 houses. -
Roads cut off from outside world. Thatched, asbestos,
Semi Pucca houses totally damaged. Backyard and
kitchen garden of all houses are badly damaged.
Plantations have been lost. Crops are submerged in
water. Livestock has been lost.
th-Relief had not yet reached people till 2 pm on 14
October (neither cooked food or dry food)
- In Harijan Sahi (Satuli) villagers did not have a roof over
their head.
According to Kumud Chandra Behera, INDIA, diarrhoea
is spreading. No safe drinking water yet. There was
supply of food yesterday night, but there is no food today
morning. No support reached in Polsara. Dahanipali in
Buguda block has been totally cut off. 4 tribal children
have died due to Phailin.
Inginathi, Mandnar, Osthapalli villages of Belguntha
Block are submerged. No relief has reached yet. No
supply of drinking water. Few people have got skin
diseases, as reported by AAINA .
Bhadrak:Fellowship, Kishore, LIFELINE reported that- water level
is increasing. Basudevpur water level has risen to 3 feet.
Jagannat Prasad GP is under water. Water level has
reached the innermost part of Sudarshanpur. Dhamra
Port is providing relief by distributing dry food. Water
available is not fit for consumption. Instead halogen
tablets are being distributed by NGO's to purify the water
and make it suitable
for drinking. Airdrop
has however not yet
begun.
Nayagarh:All cash crops in the
district have been
totally damaged.
The water level has

down. The trees
which had been
uprooted have now
b e e n c u t a n d
cleared to unblock
the roads . The
villagers are slowly
making their way into the villages and have begun the
restoration work of their damaged houses as reported by
CARR.

trying to restore their
damaged houses. Cattle
feed has not been
provided for, yet. Dry
food distributed by the t hgovernment on 14
October was in two
Panchayats. The slum
areas in Puri town are

situation. However the slum dwellers have evacuated and
have shifted to a safe place.
th According to ISERD, relief was last received on 11
October, before the cyclone. It is slated to resume from
tomorrow. Krushnaprasad, which has been severely
damaged, will be receiving tarpaulins in another tree
days.
The area is still in the same condition. Relief has not yet
reached. The government has not extended any help
either, as reported by UPKAR
Boudh:YCDA reported- Water
level has decreased
due to the sun in many
areas. However there is
a huge damage to crops
and houses. Drinking
water continues to
remain a problem.
Balangir:Crops and houses are
severely damaged.
Water logging has
dropped in quite a few
places. There is still a
scarc i ty of proper
drinking water- as per reports from YCDA.
Kandhamal:JANAVIKAS reported,
one person has died.
TOTAL- in 7 blocks and
30 GP's, 1438 houses
are partially damaged
and 129 completely
damaged. All blocks
assessment is still under
process.
Government Updates...The chief secretary urged the collectors to see that relief reaching every affected persons. He further emphasised
on rehabilitation work. Immediate actions on communication, road building, water supply, electrification, health
and sanitation restoration is the priority of the Govt. Damage assessment is also to be given priority.
Flood water is receding in almost all the rivers where as some GPs of Bhadrak might get marooned. 647 villages of
87 GPs in Basta and Baliapal are still marooned even though the water level has come down.
34000km area electrification got damaged and Ganjam claims 13000km damage only. 54 towers got damaged.
Ganjam position is quite bad still the department is trying to restore electricity in Medical and other emergency
places as soon as possible.

Minutes of Water and Sanitation Committee Meeting Date- 16.10.13, Venue: Wateraid Office
The first meeting of Water and Sanitation Committee of Odisha Phailin Response forum at Wateraid office.
As water and sanitation is one of the major issue which needs immediate attention in the cyclone and flood affected areas of Odisha. The agenda of the meeting :
? Role of the committee? The desired stakeholders who should be facilitated to join the committee? Possible intervention and its strategy.
Role of Committee :
?
intervention in cyclone and flood affected areas are in a systematic , effective and coordinated way.? Bring out a common action plan for immediate response to WASH needs in the affected areas.
It was decided that immediately water bodies in the affected areas need to be restored ( disinfected and repaired if needed)It was observed that in certain places where pipe water supplied; now because of the electricity failure water is not available. But in these places hand pumps and wells are mostly defunct due to non use. In these places there is immediate need for restore these hand pumps and wells.Distribution of halogen tabletsInformation in a campaign mode about water and sanitation( how to use halogen tablets, use of latrines or having an demarketed area for defecation if sanitation facility is not available )
Possible Strategy for the intervention? Utilise the existing resources of Govt. ( disinfectants, purifiers that are stored with local ANMs, ASHAs etc)? Mobilisation of volunteers to get involve in the whole process. ? Mobilisation of experts/skill personnel to restore the water sources? Education/awareness on WASH: Individual and institutional provisions? Sanitisation of water bodies and sources through community participation
The committee seeks the involvement of the key line departments for effective intervention of WASH related activities in the affected areas. It is also requested to the Form for formal processes for mobilisation of the line department's involvements in the Water sanitation committee. They are

Major Decisions:
? The sanitisation processes of water bodies and sources needs to complete by 30 October 13.? There will be an E-Group to share the progress of the committee. It is advised to Mr Ganesh, CYSD to
moderate the group.? The NGOs should share the area of operation to the forum to avoid unnecessary duplication in the
field.
