    Preface

    Computer Technology has revolutionized business all over the world. Virtually every

    company, large or small, now relies on information-processing equipment to automate or assist

    virtually every aspect of commerce. Computers are essential in meeting the challenge of global

    competitiveness, where business must efficient and responsive, and must produce high-quality

    goods and services at an ever-lower cost. It is also used primarily to collect, manage and

    reproduce a wide variety of business data. Computers have become so important to most

    corporations that extensive precautions are taken to ensure that system and data will be available

    at all times. When computers were first connected in large networks, an interesting new form of

    communication sprang up. Millions of individuals and organizations communicate with one

    another over a network of computers called the Internet.

    The Internet is a network of networks, linking computers to computers sharing the

    TCP/IP protocols. Each runs software to provide or "serve" information and/or to access and

    view information. It is a transport vehicle for the information stored in files or documents on

    another computer. It can be compared to an international communications utility servicing

    computers. The most exciting development of the Internet has been a slick, easy-to-navigate

    surface named the World Wide Web. World Wide Web (WWW) is a subset of the computers on

    the Internet that are connected to each other in a specific way that makes those computers and

    their contents easily accessible to all computers in that subset. With user-friendly WWW browser

    such as Netscape, Mosaic and Microsoft Internet Explorer, businesses are finding that

    advertising; marketing and sales opportunities available on the WWW are rivaling more

    traditional forms like print ads, catalogs and television.

    Internet is also used for job application. With the advances in the Internet, some

    companies no longer require the applicants to come into the company to fill out a job application

    form. But instead, the applicants can apply for a job through online job application system.

    Applying for a job via the internet now allow anyone to apply for several jobs in one sitting,

    rather than having to spend hours going from venue to venue. Some employers also prefer online

    resume and application submission for several reasons. With online submissions the amount of

    paper in the office is minimized. Opening mail, filing and resume retention and the problems

    with resume retrieval for subsequent positions are eliminated. Even the space necessary to store

    the group conducted a study in web-based job application system to improve the advertising,

    information and job application system of Anchor International Manpower Services, Inc.

    (AIMSI).

    Anchor International Manpower Services, Inc. (AIMSI) is a licensed manpower

    recruitment agency duty registered with Philippine Overseas Employment Administration

    (POEA) and owned by Capt. Oscar T. Garcia, his wife, Amelita Z. Garcia and a director who is

    herself an experienced in the recruitment industry. AIMSI is presently housed in a 7-storey

    building employment at St. Jude Building, #1020 Gen. Malvar St., Cor. Modesto St., Malate

    Manila. The company office hours are between 8:30 am to 6:30 pm, Monday to Thursday and

    8:30 am to 5:30 pm every Friday. Currently, AIMSI uses the conventional method of

    advertisements, job application and manual system in monitoring of records. The marketing

    relies mainly on brochures, leaflets and conducting job fairs in order to promote the company

    and gain applicants. Marketing is really a stiff task to perform because of the competition.

    AIMSI is not the only agency that provides manpower services, thus, it really has to be

    competent enough in promoting itself among other manpower agencies.

    The proposed system provides the inquiry module and job search engine feature, that will

    help the company to post updated job information online and help to endorse the services they

    offered and in return, AIMSI will gain more possible clients and applicants; web-based job

    application module where the applicants can apply online for specific job positions from any

    given location at any time that is convenient for them; and monitoring module will enable to

    monitor and update the applicants information and will also help the company to monitor

    applicants status and the progress of the application.

    This proposed system will also serve as reference for future researchers whom will also

    conduct a study relating to website development. The available data can be used as their

    stepping-stone to future search and to help them ease out some burdens of work. And as the

    development of the study goes on, the proponents will enable to enhance their knowledge and

    skills, as they will apply their programming skills and ideas for the development of the system.

    apply for positions in a web-based environment. The applicants can view and apply for job

    postings using the system's all inclusive, integrated online features. There is no longer a need to

    submit paper application and resum documents or electronic document attachments via the e-

    mail system. The user account is a password-protected for purposes of maintaining an online

    employment application, creating and saving resum and tracking the status of positions applied

    for. With an online application system, jobseekers can search and apply for positions from

    virtually any location at any time.

    Anchor International Manpower Services, Inc. (AIMSI) is a licensed manpower

    recruitment agency duty registered with Philippine Overseas Employment Administration

    (Construction manager, Civil Engineer, Mechanical Engineer, Administrative Officer, Electrical

    Engineer), Medical and Health Personnel (Surgical and Medical Specialist, Dentist and Dental

    AIMSI has grown tremendously. From its initial capitalization of 2 million pesos, it has

    now a net worth of 7 million pesos. AIMSI is presently housed in a 7-storey building

    employment at St. Jude Building, #1020 Gen. Malvar St., Cor. Modesto St., Malate Manila

    having 4 departments namely: processing, interviewing, accounting and documentation.

    Presently, AIMSI have twenty-three employees including the Chief Executive Officer. The

    company office hours are between 8:30 am to 6:30 pm, Monday to Thursday and 8:30 am to 5:30

    pm every Friday.

    Some of its well-respected clientele include the Arabian Metal Products Organization,

    Tobolar Copra Processing Authority. Al Shati Trading Established, Alikwa Aluminum

    Technology Co. / Brotherhood Alumiun Technology Co., Ltd., Kingdom Paints Factory Co.,

    Grains Silos and Flour Mills Organization, Salman A. Al Duhaim Establishment and the Middle

    East Specialized Cables Company.

    Currently, AIMSI have a minimum of 30 applicants per day and the estimated number of

    inquires per day is 100 calls, both from their clients and applicants. The company also considers

    the age range of the applicants. The age limit for the applicants is the following: 22 35 years

    old for skilled and unskilled workers and 22- 55 years old for professionals. AIMSI use the

    conventional method of advertisements, job application and manual system in monitoring of

    1.1 Statement of the Problem After all necessary requirements are gathered, the proponents compiled the data

    and analyzed the current process of dealing with element and applicants of Anchor

    International Manpower Services, Inc. Afterwards, the group came up with all the

    possible problems and additional process that may be encountered in delivering quality

    services to AIMSI clients and applicants.

    The first issue that the proponents have encountered was how to design, develop,

    and implement an online job application system for Anchor International Manpower

    services, Inc. that will provide efficient and sufficient services. The company has no

    online job application system. The processes of the company in gaining of applicants are

    through newspaper advertisement, the company agent and conducting job fairs around the

    Philippines. The company opens at 8: 30 am to 6:30 pm, Monday to Thursday and 8:30

    am to 5:30 pm every Friday, therefore AIMSI couldnt accommodate job application

    from the applicants after office hours including weekends and holidays. The company

    handles inquiries for both clients and applicants through phone calls, which the company

    cant accommodate both applicants and clients who inquire at the same time. It is limited

    also because of the office hours. The brochures and leaflet that contain the information

    about the job procedure, services offered, company background, organizational chart and

    contact details of the company are not updated. AIMSI also has no computerized system

    of monitoring applicants record. The current procedure used of AIMSI in monitoring is

    done manually by recording the information in a logbook. The applicant information is

    filed in an envelope with control numbers and placed in cabinets and shelves. In this

    regard, whenever the company needs to trace a specific applicants information for a

    certain purpose, the record custodian is required to view all the records, which are time

    consuming, and it may result to delay of services

    1.2 Current State of the Technology In this section, the proponents tried to trace the flow of the current system used by

    AIMSI in providing their services. Basically, the company accommodates different

    clients and applicants concerns such as inquiry, job recruitment procedure, and job order

    procedures.

    The inquiries were done through phone call or by personally going to company.

    Usually the applicants inquire about latest job vacancies, requirements, salary rates and

    years of contract. The information was given by the personnel according to what the

    applicants asked.

    In job application procedure, the applicant is required to bring resume, certificate

    of employment, diploma, TOR and pictures. If the primary requirements were already

    completed, the applicant will get an application form from Operations Manager Office.

    After filling-up the application, the applicant will submit the application form to

    Operations Manager (Mr. Jonathan Vicente, AIMSIs Operations Manager) and the OM

    will review their application and requirements. After the OM has already reviewed the

    application, the applicant may already undergo in pre-screening or preliminary interview.

    After the preliminary interview, the following recruitment procedures will implement:

    Manpower Pooling Upon receiving the job order from the employer, AIMSI starts pooling

    qualified applicants/candidates. It goes through its computerized data bank, post

    advertisement in the leading newspapers or attends job fairs in the provinces to

    ensure that there will be enough number of applicants/candidates for each

    category.

    Pre- Screening The senior staff conducts the pre-screening of applicants and sees to it that

    only those who are qualified are endorsed to the employer for final interview and

    approval.

    Final Interview The employer is requested to send their representative to the Philippines to

    conduct the final interview. If this is not possible, the CVs of the qualified

    applicants/candidates are sent to the employers for final approval. If necessary,

    the applicant is required to undergo trade testing.

    Medical/Psychological Testing After the final interview, an approved applicant/candidate is sent to the

    accredited clinic for physical, medical examination to determine if he/she is fit or

    unfit to work.

    Documentation The approved applicant/candidates should submit all the requirements such as

    passport, NBI clearance, medical certificate, trade test certificate and other

    documents that may be necessary to process their papers.

    Processing Processing at POEA will be done after the accreditation of

    principal/employer. For countries using No Objection Certificate (NOC), an

    authenticated employment contract is required. After processing with POEA, the

    passports together with all pertinent documents are submitted to the embassy of

    the host country for visa stamping. For countries using NOC, the visa is stamp

    upon arrival of the worker at the port of entry.

    Pre-departure Orientation Seminar All contract workers are required to attend the Pre- Departure Orientation

    Seminar (PDOS) prior to their deployment.

    The AIMSI also has procedure in ordering jobs from the clients/employer. The

    client/employer executes a Special Power of Attorney indicating therein that it authorizes

    AIMSI to recruit Filipino workers in behalf of said employer. The special Power of

    Attorney must be in the employers official letterhead form and duly authorized by the

    officer of the Philippine Embassy/ Consulate where the employer resides. The following

    documents must be submitted directly to AIMSI.

    Fax or Letter or E-mail Requisition from the Foreign Principal must contain information on the number of workers required, delivery date and the different job

    descriptions.

    To develop a 24/7 web-based inquiry system that will provide an updated posting of job vacancies, job description, job qualification, job requirements

    and job procedures to give efficient information to its clients and applicants

    through inquiry and job search engine module

    - With the inquiry and job search engine module, AIMSI can post updated

    information about job vacancies, description, qualification, requirement

    and procedure online. The clients and applicants can also view updated

    information such as the company contact info and background, the

    services offered and the job details, even after office hours and holidays.

    To create a module that will monitor applicants information in less time and effort through monitoring module

    - AIMSI will enable to monitor and update the applicants information.

    With the help of monitoring module, the record custodian can easily trace

    specific applicants information in less time and effort whenever it is

    needed. It will be easy to access and find applicants information for some

    purposes like renewal of contract and assist the company to monitor

    applicants status and the progress of the application.

    The VIPAI website and the proposed system provide online job

    application system. However, the VIPAI website is not supported with an

    online registration and job search for the online applicants. As to the proposed

    system, it provides online registration for the applicants to apply for a job.

    the World Wide Web version of the Philippine Daily Inquirer's JobMarket.

    The JobMarket is a recruitment section that comes free, every Sunday, with

    the country's most widely read newspaper. JobMarket Online became a part of

    the Inquirer's website in July of 1998 - making the Inquirer the first major

    Chapter 2 THEORETICAL FRAMEWORK

    2.4 Introduction Information System is an interactive retrieval program with related utilities

    designed to provide system programmers with keyboard access technical information

    contained in either of its companion products

    The primary function of IS is to provide the software and operational support

    needed to produce information from data supplied by end-users. It typically includes

    people, methods and procedures for doing things with the information. Understanding the

    information system requires understanding the way information and information

    technology are used to accomplish work in a business setting.

    The Online Job Application System is a web-based job vacancy announcement

    and application system where applicants will be able to create, update, save and submit

    an application on-line using any web enabled computer at any time of the day or night. It

    also allows users to view job information.

    2.5 Uniform Resource Locator (URL) Uniform Resource Locator is the unique address for a file that is accessible on the

    Internet. A common way to get to a Web site is to enter the URL of its home page file in

    your Web browser's address line. However, any file within that Web site can also be

    specified with a URL. Such a file might be any Web (HTML) page other than the home

    page, an image file, or a program such as a common gateway interface application or

    Java applet. The URL contains the name of the protocol to be used to access the file

    resource, a domain name that identifies a specific computer on the Internet, and a

    pathname, a hierarchical description that specifies the location of a file in that computer.

    URL plays a very important role in the implementing of a website. With URL,

    website can be viewed by anyone and it will help to obtain the objectives of the proposed

    study.

    2.6 Graphical User Interface A Graphical User Interface is a type of environment that represents programs,

    files, and options by means of icons, menus, and dialog boxes on the screen. The user can

    select and activate these options by pointing and clicking with a mouse or, often, with the

    keyboard. A particular item (such as a scroll bar) works the same way to the user in all

    applications, because the graphical user interface provides standard software routines to

    handle these elements and report the user's actions (such as a mouse click on a particular

    icon or at a particular location in text, or a key press); applications call these routines

    with specific parameters rather than attempting to reproduce them from scratch.

    GUI takes advantage of the computers graphics capabilities to make the program

    easier to use. Well-designed graphical user interfaces can free the user from learning

    complex command languages. The system will be applied using GUI interface because

    buttons and other objects will make the system more convenient and easier by using a

    peripheral device to navigate the system easily.

    2.7 File Transfer Protocol FTP is a protocol used for copying files to and from remote computer systems on

    a network using TCP/IP, such as the Internet. This protocol also allows users to use FTP

    commands to work with files, such as listing files and directories on the remote system.

    2.8 Active Server Page (ASP) An Active Server Page (ASP) is an HTML page that includes one or more scripts

    that is processed on a Microsoft Web server before the page is sent to the user. An ASP is

    somewhat similar to a server-side include or a common gateway interface (CGI)

    application in that all involve programs that run on the server, usually tailoring a page for

    the user. Typically, the script in the Web page at the server uses input received as the

    result of the user's request for the page to access data from a database and then builds or

    customizes the page on the fly before sending it to the requestor.

    2.10 Hypertext Transfer Protocol (HTTP) Hypertext Transfer Protocol is an application protocol, which defines how files on

    are requesting a web page, which can contain other elements (such as pictures) and links

    interconnected computer networks that transmit data by packet switching using a

    academic domestic and government networks. It carries various information and services,

    such as electronic mail, online chat, and the interlinked web pages and other documents

    of the World Wide Web.

    2.13 Multimedia Multimedia is the representation of text, graphics, videos, animations and sounds

    in an integrated way. Long touted as the future revolution in computing, multimedia

    applications were, until the mid-90s, uncommon due to the expensive hardware required.

    commonplace. Nearly all PCs are capable of displaying video, though the resolution

    tags and attributes. There are hundreds of tags used to format and layout the information

    in a Web page. Tags are also used to specify hypertext links. These allow web developers

    to direct users to other web pages with only a click of the mouse on either an image or

    2.17 Database Management System DBMS is software interface between the database and the user. It is consists of a

    collection of interrelated data and a collection of programs to access data. The primary

    goal of DBMS is to provide an environment w/c is convenient and efficient to use.

    A database management system handles user requests for database actions and

    allows for control of security and data integrity requirements. [MICR1997].

    This concept will be helpful, since the study deals with different data that needs to

    be manage accordingly. It will allow the proponents to have an easy way of accessing

    data without the inconvenience of dependency problems.

    2.18 Structured Query Language (SQL) SQL is the most popular computer language used to create, modify and retrieve

    data from relational database management systems. The language has evolved beyond its

    original purpose to support object-relational database management systems. It is an

    ANSI/ISO standard. SQL has been the favorite query language for database management

    systems running on minicomputers and mainframes. Increasingly, however, SQL is being

    supported by PC database systems because it supports distributed databases (databases

    that are spread out over several computer systems). This enables several users on a local-

    area network to access the same database simultaneously.

    Although there are different dialects of SQL, it is nevertheless the closest thing to

    a standard query language that currently exists. In 1986, ANSI approved a rudimentary

    version of SQL as the official standard, but most versions of SQL since then have

    2.19 Rapid Application Development (RAD) Rapid Application Development (RAD) is a system development methodology

    created to radically decrease the time needed to design and implement information

    The RAD is an approach to developing information systems which promises

    better and cheaper systems and more rapid deployment by having systems developers and

    end users work together jointly in real-time to develop systems

    This theory is helpful in the study being conducted by the proponents. This theory

    serves as the proponents guidelines from the start up to be final or implementation stage.

    2.20 Summary A theoretical framework is a collection of interrelated concepts, like a theory but

    not necessarily so well worked-out. A theoretical framework guides the proponents

    research, determining what things will measure, and what statistical relationships will

    look for. It is also important in exploratory studies, it helps the proponents to determine

    the kind of concepts/theories will be used in the proposed system. The explication of a

    theoretical framework provides focus to all the subsequent steps in planning and carrying

    out the proposed inquiry.
