Introduction

This document aims to provide guidance about how to use the Council’s online application system. Our Resourcing team can help you if you get stuck or have any questions; they can be contacted on 01872 32800 or via email at [email protected]

Cornwall Council’s Job Application Form

To apply for a position with Cornwall Council you must complete our application form. This ensures all information is presented in the same way, so that applicants are treated equally and fairly. We do not accept CVs. Where possible, we ask that applicants apply online. However, if you need our application pack in a different format, please call us on 01872 323800 or email [email protected]


Search for a Vacancy

Go to www.cornwall.gov.uk/careers

Jobs and Careers Homepage: Follow the link to “Vacancies with Cornwall Council”


Vacancy Search Page: Use the search functionality to find appropriate vacancies, e.g. “Job Field” select “Fire, Rescue & Community Safety”.


Vacancy Search Page: Once criteria has been selected, you need to click on “Search for Jobs” to refresh the list of position adverts.


Vacancy Search Page: You will see the main details of the advert. Click on the position advert title to view further details, i.e. click on “Firefighter (Wholetime Fixed Term Concurrent Contract)”.


Position Advert Page: You can view the further details about the position and the skills and knowledge required. It’s important that you read all of the information, as there should also be a link to the Role Profile.


Position Advert Page: You can click on “Add to My Job Basket” to save the advert to review later, or click on “Apply Online” to start your application.


Privacy Agreement Page:

This explains how we will use and protect your information. You will need to accept this statement to continue.


Login Page:

If you have already registered an account, log in using your details. If you have not yet registered an account, use the information below to register an account.


Register a Job Application Account

Cornwall Council Jobs and Careers Home page: Follow the link to the appropriate Organisation, e.g. “Vacancies with Cornwall Council” or “Vacancies with our partners and schools”. Note. At this page, do not click directly on “My Account” as it will take you to a different system.


Vacancy Search Page:

Click on the link (top-right-hand-side) called “My Account Options”.


Privacy Agreement Page:

This explains how we will use and protect your information. You will need to accept this statement to continue.


Taleo Login Welcome Page:

Click on the button/link called “New User”.


New User Registration:

Enter your preferred user details:

User Name: this needs to be unique to the system and is completely your choice; tip, you may want to use your email address or a combination of your first name and surname. This should contain no spaces. Email Address: please use an email address that is easily accessible to you, as this will be used to contact you during the recruitment process (you can use a work or personal/home email address – whatever’s best for you).


Registration Confirmation Page:

To ensure that your email address is correct, the system has emailed a one-time-use 10 digit “Access Code”, so you need to retrieve this from your emails. Click on “OK”.


Login Page:

Re-enter your “User Name”. Enter your “Access Code” in the Password section (note. this is case-sensitive). Click “Login”.


Change Password Page:

You now need to choose a memorable password. For security, the password must respect the following rules:

• It must contain between 8 and 32 characters. Use only characters from the following set: ! # $ % & ( ) * + , - . / 0123456789 : ; < = > ? @ ABCDEFGHIJKLMNOPQRSTUVWXYZ [ \ ] _ ` abcdefghijklmnopqrstuvwxyz { | } ~

• It must contain at least 1 lowercase letter(s) (abcdefghijklmnopqrstuvwxyz).

• It must contain at least 1 capital letter(s) (ABCDEFGHIJKLMNOPQRSTUVWXYZ).

• It must contain at least 1 numeric character(s) (0123456789). • It must contain at least 1 character(s) from the following set: !

# $ % & ( ) * + , - . / : ; < = > ? @ [ \ ] _ ` { | } ~ • It must not contain more than 2 identical consecutive

characters (AAA, iiii, $$$$$ ...). • It must not contain your user name. • It must not contain your e-mail address. • It must not contain your first name. • It must not contain your last name.


Security Questions Page:

You will need to provide some memorable questions and answers; this will help you to reset your password if you forget it. This process helps to keep your personal information secure.


My Account Home Page:

You will be taken to your account home page.


Completing Your Application Form

Application Welcome Page: You will be asked to advise where you initially saw the advert for the role. Choose the appropriate option from the drop down boxes. Note. You can see that mandatory fields (i.e. those that you must complete) are identified by a red asterisk (*). You can also choose to be notified by email if a position is advertised which is similar to the one for which you are currently applying. Then click on “Save and Continue”. (Note. At any time you can click on “Save as Draft”, but you need to remember to log back in to the system before the closing date and complete and submit your application.)


Resume Upload:

You are given the opportunity to upload details from your LinkedIn account or CV to automatically populate some of the ‘fields’ (places to enter information) in the system. This does not mean that your CV will be sent to the recruiting manager for review, so you still need to fully complete all of the information requested, to increase the likelihood of you being shortlisted and invited for interview. For the purposes of this User Guide, we have selected not to upload any data.


Personal Information: Please complete your personal/home information. Note. Throughout the system, you will see next to some fields that there are help-texts, which are identified by a ? symbol. E.g. there is a ? symbol next to Employee Number.


Personal Information Continued: Please ensure that you state any preferences for interviews.


Personal Information Continued: Please check and confirm regarding any personal relationships.

Canvassing and Personal Relationships

These questions inform us of your eligibility to work for us and allow us to adapt our recruitment and employment processes where possible, e.g. if you have a relationship (personal, financial or professional) with a proposed interview panellist and/or manager.


Personal Information Continued: Safeguarding: You will need to submit a statement on how you ensure the protection of children, young people and adults. Education and Qualifications:

Please enter qualifications and training relevant to the role as stated in the Role Profile. This is also your opportunity to include any relevant work-related training or courses, or non-accredited certificates.

Re-ordering your entries: please refer to the guidance at the top of the screen (right-hand side). Institution: This is the place where you studied. When you start typing, the system will provide suggestions of academic institutes. You can see the full list by clicking on the “Select” link next to the field. If the place where you studied doesn’t exist, you can override this, by simply continuing to type, e.g. Cornwall Learning Hub (please see the next screen shot). Programme: This is the subject. Again, if you start typing, the system will provide suggestions of academic programmes, but you can override this. The system is designed to accept each qualification separately. If you wish to collate these into fewer entries (e.g. “5 GCSEs Grade C”), please be aware that there is a character count limit on each field.


Eligibility to Work in the UK:

You must have, or be able to obtain before you start, the permission to work in the UK. You must also be able to provide evidence of your eligibility to work in the UK and it is a legal requirement that we check this.

Pre-screening Questions: The system has been set-up with a number of questions, to help assess whether you are suitable for the role. You may be asked questions about specific criteria contained on the Role Profile, with the option to provide a written/text-based answer. These answers need to be provided in a competency-based format, therefore, please refer to our guidance on the STAR approach (Situation, Task, Action, Result): www.cornwall.gov.uk/STAR


Pre-screening Questions:

Criminal Activity

As per the screen shot below, we will also ask you questions about any potential criminal activity. The types of questions we ask depend on the level of check required for the role. This will not be considered during the application assessment (shortlisting) process, but if you are shortlisted you may be asked questions at interview. Please view our information on criminal record checks www.cornwall.gov.uk/jobs-and-careers/work-and-volunteer-for-us/criminal-record-checks/ Please call our Safeguarding Team on 01872 324130 if you have any queries. When you have answered all of the questions, click on Save and Continue.


Employment History:

Re-ordering your entries: please refer to the guidance on the right-hand side. Work Experience: Please enter your employment history. If you have any gaps in your employment history, please ensure that this is also covered; e.g. you can enter any periods of unemployment or travel. Employers: When you start typing, the system will provide suggestions of recognised employers. Again, you can view the full list by clicking on “Select” or just continue typing to override the system. Job Function: This is the type of work/role that you did. Again, you can either view and select from the full list, or override the system by continuing to type. If you click on “Select” you get taken to a new page, called Job Function Selector.


Job Function / Job Function Selector:

You can search for similar job functions, for example, if you wanted to search for On-Call Firefighter, enter “Fire” into the Keyword field and click “Refresh” to search through the list.


Job Function Selector:

The list has been reduced to those containing the word “Fire”. Tick the box/select the dial next to the appropriate option and click on “Select”. Alternatively, if you cannot find the correct Job Function, click on “Cancel” and manually type this in to the system.


Employment History Continued:

References:

We will obtain references for the successful applicant. All offers of employment are made subject to the receipt of two references, which we regard as satisfactory. References should be supplied by employers or managers and be work related. We cannot accept references from friends, family or colleagues. If the role you are applying for involves working with children, young people and/or vulnerable adults and if any of your previous roles (voluntary or paid) involved working with children, young people or vulnerable adults, we will ask for information about past disciplinary issues relating to these vulnerable groups (including any in which the time penalty is ‘time expired’) and whether you have been subject to any child/vulnerable adult protection concerns and the outcome of any enquiry or disciplinary procedure. The system requires you to enter two people that may act as references. Please then click on “Save and Continue”.


Your Supporting Statement:

The system requires you to enter a supporting statement to accompany your application. Please refer to the Role Profile. Evidence that has been provided in following sections does not need to be covered again in your supporting statement: pre-screening/competency questions, education and training history, and/or employment/work history. For more information on how to complete your Supporting Statement, please refer to our guidance on the STAR approach (Situation, Task, Action, Result) available at www.cornwall.gov.uk/STAR The supporting statement has a character limit of 4,000 characters, therefore. Therefore, you may wish to draft your statement in a word processing program (e.g. Notepad or Microsoft Word) and copy and paste this into the system. However, bullet points, symbols and other formatting should be avoided, as formatting can use additional characters.

This section allows us to monitor applications, to ensure that the recruitment and selection process is fair and does not adversely impact on any particular group or characteristic. You are not obliged to fill in this section (apart from your Title which is a mandatory field).

eSignature:

You are required to read and accept the statement, as well as enter a unique identifier (rather than a hand-written signature).


eSignature Continued:

Unique Identifier: This is one-time use code, which you do not need to remember, but it acts as your online signature. When you have finished, click “Save and Continue”.


Review and Submit:

This is the final page, which allows you the opportunity to review the information you have entered into the system to ensure that it is complete and correct. You can go into any specific section and edit the information, by clicking on the “Edit” link next to the title of that section. Click on “Submit” when you are satisfied. You can continue to edit your application after it has been submitted, up until the closing date of the advert.
