3. In accordance with the Regulations, wastewater works must be carried out by a suitably qualified person. Additionally, the required signed Certificates of Compliance and “as constructed” drawings must be submitted to Council and the owner or occupier of the land on which the work was undertaken within 28 days.

4. In regards to inspection and commissioning, Council reserves the right to inspect during construction, or upon completion, or not to inspect the installation. Council must be notified at the following stages of installation.

8. The operator of a wastewater treatment system must ensure that recycled water from the system is reused or disposed of in accordance with:

includes the following requirements:
8.2.1 The wastewater system (including the irrigation system) is not to be altered without approval from the relevant authority.
8.2.2 Recycled water must not be allowed to pool or run off the approved irrigation area.
8.2.3 Other water sources are not to be connected to the recycled water system.

9. All maintenance and servicing must be undertaken by an appropriately trained person, who has completed the training course specified by the DHA. Servicing must be undertaken in accordance with the manufacturer’s instructions and the conditions of approval.
AWC10
10. Final reclaimed effluent must not be discharged from the system for irrigation purposes unless it meets the following requirements:
Mean value of BOD5 less than 20 mg/L Mean value of total suspended solids (SS) less than 30mg/litre
Median value of thermotolerant coliforms (E.coli) less than 10 org./100 ml
Where chlorination is the disinfection process , the apparatus shall be designed to reliably ensure the FAC shall be between 0.5 mg/L and 2.0 mg/L at the maximum flow rate of 10 L/min
In circumstances where the quality of the final effluent does not meet these requirements, provision for the removal of the effluent from the property be made and disposal be in accordance with the requirements of the Regulations

11. Warning signs must be positioned within the land application area to indicate that recycled water is being used for irrigation. The signs must be on a white background with red lettering of at least 20 mm in height. The signs must be clearly visible from all sides and must contain a warning such as: RECYCLED WATER – AVOID CONTACT/CONSUMPTION

12. The recycled water must be distributed evenly over the entire land application area without spray drift, pooling and/or run off from the area.
AWC13
13. The land application area must be dedicated to the sole use of receiving recycled water. It must incorporate at least 150 mm depth of friable soil and/or other suitable material such as pine bark woodchips, scoria etc. over its entire surface. The area should be planted with appropriate flora to ensure transpiration of the recycled water. Plants must be suitable for transpiration of recycled water and be salt and nutrient tolerant. Lawn areas are not suitable for surface irrigation of recycled water.

14. The land application area must be completed, including landscaping and planting prior to the occupation of the premises.

15. Where installed, any pumps and rising mains required must be suitable for their intended loads and operating environment.

16. Unless otherwise approved by the relevant authority, no person shall permit or cause any of the following discharges into an on-site wastewater system:
Any storm water, including roof and rainwater tank overflow, and surface drainage waters
Any back flush waters from a swimming pool or water softener
Any discharge or back flush from a spa bath/pool in excess of 680 L capacity or in the case of CWMS, unless otherwise accepted by the relevant authority
Any sanitary napkin, clothing, plastic material or liner Any trade waste Any petrol or other flammable or explosive substance whether solid, liquid
or gaseous Any other matter or substance which, in the opinion of the relevant
authority, would impair the effective working of an on-site wastewater system or CWMS.

17. This approval will expire if the works are not commenced, or are commenced but not substantially completed within 24 months after the date of approval.
AWC18
18. Pursuant to the Regulations, Council may, on its own initiative, by written notice to the operator of a wastewater system to which a wastewater works approval applies, vary or revoke a condition of the approval or impose a further condition, but in that case, the variation, revocation or imposition may not take effect until at least 6 months after the giving of the notice unless-
18.1 The operator consents or-18.2 Council states in the notice that, in its opinion, the
variation revocation or imposition is necessary in order to prevent or mitigate significant harm to public or environmental health or the risk of such harm.

9.2 Areas where composted material is buried must not be used for the cultivation of food for human consumption for at least 6 months after the burial.
9.3 Areas used to bury composted material must not cause pollution of surface or subsurface waters and must be located at least 50 metres from any watercourse, well, bore or dam.
9.4 A permanent notice containing basic instructions and maintenance requirements must be affixed to the unit in a prominent (clearly visible by the user) position adjacent to the pedestal.

9. Where installed, any pumps and rising mains required must be suitable for their intended loads and operating environment.

10. This approval will expire if the works are not commenced, or are commenced but not substantially completed within 24 months after the date of approval.

11. Pursuant to the Regulations, Council may, on its own initiative, by
written notice to the operator of a wastewater system to which a wastewater works approval applies, vary or revoke a condition of the approval or impose a further condition, but in that case, the variation, revocation or imposition may not take effect until at least 6 months after the giving of the notice unless-
11.1 The operator consents or -11.2 Council states in the notice that, in its opinion, the variation revocation
or imposition is necessary in order to prevent or mitigate significant harm to public or environmental health or the risk of such harm.

Note 1: The approval does not abrogate responsibilities under other Acts or Regulations to obtain the necessary approvals, permits or licences from other agencies.

Note 2: Sludge from the system is to be taken away by an EPA licensed operator to an approved EPA licensed waste depot.

Note 3: Any alterations/upgrades/modifications to this system will be subject to separate application (s) and approval from the relevant authority.
Non Standard conditions
STC1 – Vehicle loadings
The septic tank is to be located in an area subject to vehicle loadings. The installation must be installed in accordance with the Wastewater Engineers requirements.
STC2 – non complying setback distance
The placement of the septic tank, pre-treatment apparatus or pump sump intersects the angle of repose for the building/boundary footings or foundations, and its position may affect the stability of building/boundary footings and/or foundations. The installation must be installed in accordance with the Wastewater Engineers requirements.
