APRIL BOARD HIGHLIGHTSPRESENT: Directors Day, Deal, Lewis, Rhodes, and Sparkes, John Moore (Somerby Drive), Paul Henry, Jr. (Sweetspire Square), Patrick Donahue (Cordgrass Circle), Bridget Turner (Cinnabar Square), Pam Garcia (Metamorphic Square), David Labuhn with U.S. Census 2020, Ted Hart with Morgan Stanley, Paul Orlando with SFMC, Administrative Assistant Claire Foote, Facilities & Grounds Manager Guy McNeil, Events Coordinator Edit Sherry, Assistant General Manager Amanda Thomason, and General Manager Carol Teigen.

David Labuhn provided a presentation of the 2020 Census and the part-time job opportunities associated with the census. Mr. Labuhn encouraged everyone in attendance to pass the word to friends and neighbors.

The action in lieu of a meeting was accepted. This consent included: approved MercerTrigiani action to file an objection in a bankruptcy case for an owner in Section 4, as recommended by legal counsel.

Accepted the 2018 audit performed by Goldklang Group, CPAs, P.C.

Adopted Community Code No. 9B “Pool Rules” effective May 13, 2019 as specified in Article X, Section 10.2(b)(2) in the Amended and Restated Declaration of Covenants, Conditions and Restrictions. Owner notification published in the May newsletter.

Approved the general manager to draft a letter to the owner in Landbay 3 regarding options for a payment plan, as discussed in executive session.

Approved the morning lap swim at Stone Carver Pool and an additional lifeguard at the Nettle Mill Pool as discussed in executive session at an estimated cost of $7,728.

Approved the purchase of office furniture for the new work space as discussed in executive session, for a cost not to exceed $5,000.

PRESIDENT’S LETTER

STONE RIDGE BEGINS A NEW CHAPTER

JUNE 2019, STONE RIDGE CELEBRATES ITS 16TH ANNIVERSARY!

What started as lines on paper in 1999, became streets and some houses by 2003. In 2005 the Homeowners Association elected its first homeowner to the Board of Directors.

In January of that same year, Carol Teigen became Stone Ridge’s employee #1 and our first General Manager. After 14 years I am sadden to say in May she decided to leave Stone Ridge for a new and exciting opportunity.

Carol came to Stone Ridge after many years in property management for communities in Fairfax County. The growth in Stone Ridge over her tenure has been significant. From a few hundred homes when she started in 2005 to 3,320 homes today – with only a hundred fifty left to be built.

As the community developed over the last fourteen years, Carol has done a great job at setting up our community and the HOA office for continued success.

Being our community’s only general manager, she has managed a positive working relationship with the developer. She has done a fantastic job over the years at getting the developer to see issues from the homeowner’s point of view or, as she is fond of saying - “wearing the HOA hat” instead of the developer’s. Many communities are not as fortunate. She also went right to work in 2005 to establish committees of homeowners: the Architecture Review Committee, Covenants Committee, Communications Committee, and the Activities Committee.

Her attention to detail has allowed our Association to work cooperatively with our landscapers, irrigation specialists, street pavers, and snow removal teams among others. Anyone remember the Snowmageddon of 2010 or the Derecho windstorms?

Carol’s credentials in property management, the highest certifications available from Community Association Institute (CAI), helped the Board navigate financial responsibilities, land use issues, and legal concerns.

There is not enough space for me to detail every accomplishment, but I do want to mention a few highlights:

■ Guided the Association through the recession of 2008/2009

■ Intimately involved in the creation and design of the current HOA office and the successful renovation of the Nettle Mill Clubhouse

■ Worked tirelessly on Traffic Calming efforts that ultimately took 10 years but resulted in landscaped medians being installed in 6 key locations in the community

■ Assisted in the “No Towers on 50” initiative which helped block large power lines from being constructed along the Rt 50 entrance to Stone Ridge and preserved the fountain

■ Her involvement in the Virginia Legislative Action Committee of CAI which advocates for homeowners and HOAs in Richmond has kept the Board on top of changing laws and regulations. It also provided opportunities for several Board members to represent Stone Ridge before state legislature committees to help effect positive changes or speak against potentially harmful changes in Virginia laws.

Carol’s departure is a big loss for Stone Ridge and the Board wishes only the best for her in her next adventure. She has done a great job of setting Stone Ridge on the right course that will enable our long term success as a Community and as an HOA. For that and for all her many contributions, we are forever grateful.

The Board will be working over the next weeks and months to find the next lucky person who will help author the next chapter in the Stone Ridge history book. As always, the rest of our fantastic HOA staff is available to help with anything you might need.

ALBERT G. VAN METRE, SR.

Albert G. Van Metre Sr. was a real estate developer and philanthropist, chairman and chief executive of Van Metre Companies, founded in 1955 and that became one of the largest privately held real estate companies in the Washington DC area. He was

responsible for building more than 15,000 homes and 500,000 square feet of commercial space.

Van Metre Companies planned communities include Broadlands, Stone Ridge, and Lansdowne on the Potomac. Commercial properties include Fairfax Square, Burke Professional Center and Hayfield Center in Alexandria.

Mr. Van Metre attended the U.S. Naval Academy and graduated from George Washington University. He served in the US Army during World War II. Returning home from Europe, he worked as a surveyor before launching his own company.

Mr. Van Metre also was a world-class yachtsman and community benefactor. Organizations that have benefited from his generosity include: Children’s National Medical Center, the Loudoun Community Free Clinic, Prince William Interfaith Caregivers, and Capital Caring.

PLANNING A POOL PARTY THIS SUMMER?Children’s pool parties may be scheduled at Greenstone Pool, with the completion of a Pool Party Request Form and upon approval from the Pool Manager. The 2019 Pool Party Request form is available for download at StoneRidgeHOA.org, the Association Office, or at the Greenstone Pool!

Please carefully review the Pool Party Request Form, which includes all rules and restrictions pertinent to pool parties. Note that the request form only covers the

rental of the snack room for the party. We are unable to close down the entire

pool for private parties.

The form must be completed and returned to the Pool

Manager at Greenstone Pool at least one week before your requested party date. You will be notified when the party is approved or if you need to consider another date.

For further questions regarding pool parties,

please ask the Pool Manager once pools are

open for the summer.

FLOAT NIGHTS AT GREENSTONE POOLStone Ridge residents are invited to Float Nights at the Greenstone Pool this summer! Every Thursday, beginning June 13th from 4 to 8 pm, innertubes and floats will be permitted during those times. All residents must have a Membership ID card. Residents must present guest passes for their guests. For additional information please speak with the manager-on-duty at the Greenstone Pool.

NVSwim Kids Sign Up Now!

This summer, pool patrons, will notice new designated areas for eating at all three community pools. These specific eating areas are to assist with keeping the pool deck clean and pool water free of food, wrappers, and other food related items which can cause pool closures. Each pool will have highly visual, marked locations where residents and their guests can enjoy their pizza, ice cream, and other snacks. Eating in other non-designated areas will not be permitted. The following areas will be the designated eating areas:

■ GREENSTONE POOL: the far back, left corner and the inside snack room (when not scheduled for birthday parties)

■ STONE CARVER: Front left corner near the air conditioning units

■ NETTLE MILL: Under the trellis at the entrance of the locker rooms.

DESIGNATED FOOD AREAS

Morning lap swim will be offered at the Stone Carver pool from 7 to 9 AM on Monday, Wednesday, and Thursday. Morning lap swim begins June 10th and ends August 15th. In case of inclement weather, morning lap swim will be canceled.

D\DMV2Go is a handicapped-accessible full service office-on-wheels which is equipped to process all DMV transactions. If you can’t get to the DMV take advantage of the DMV coming to you. On Monday, June 12, 2017 from 9:00 am to 4:00 pm the wireless office will be located at the Dulles South Sheriff’s Office 25216 Loudoun County Parkway in Chantilly, VA.

SERVICES AVAILABLE:

■ Apply for or renew your ID card - available for adults and children.

■ Apply for or renew your driver’s license - take road and knowledge tests; get your picture taken. Reinstate driving privileges.

■ Apply for a Veteran ID card.

■ Get a copy of your driving record.

■ Obtain vehicle titles, license plates, decals, transcripts.

■ Order disabled parking placards or plates.

■ Apply for certified copies of Virginia birth certificates.

■ Get fishing and hunting licenses.

■ Recently moved? If so, stop in to update your address on your DMV record. You can also update your voter registration address and organ donor status.

■ Request a Personal Identification Number (PIN) to set up a myDMV account - receive DMV notices via email or phone; conduct secure transactions on the DMV website.

■ Obtain a “E-ZPass On-The-Go” transponder. You can also obtain a “E-ZPass Flex” transponder at the Northern Virginia mobile office.

■ And much more!

Loudoun County Department of General Services will be holding a Household Hazardous Waste. Collection event on Saturday, June 22nd at Freedom High School (25450 Riding Center Drive) from 8:30 am to 2:30 pm. Household Hazardous Waste (HHW) is any waste produced in the home that is potentially harmful to our health or the environment. Important reminders are:

■ Liquid hazardous waste limit per household: 15 gallons (maximum container size: 5 gallons)

■ Solid hazardous waste limit per household: 40 pounds

■ Accepted items include: aerosol sprays, ammonia, auto cleaners & flushes, brake & transmission fluid, household batteries, bleach, fire extinguishers, fertilizer, fluorescent bulbs, fuels/gasoline, gas-

oil mixtures, household cleaners, herbicides/insecticides/pesticides, mercury thermometers/thermostats, moth balls, muriatic acid and other acids, oil-based paint, paint thinner, pet care products, pool chemicals, rechargeable batteries, rust preservatives, sealants/solvents, wood strippers/preservatives, and windshield washer fluid. If what you have is not on this list, please call the Loudoun County landfill 703-771-5500 to see if it may be accepted.

■ Unaccepted items include: Motor oil, antifreeze, automobile batteries, latex paint, propane tanks, oil-based space heaters.

LOUDON COUNTY HOUSEHOLD HAZARDOUS WASTE

Please remember there is no fishing, or any other recreational activity allowed in the Stone Ridge ponds. While the “ponds” do contain fish, the water is designed as a stormwater management facility. Stormwater management facilities are ponds designed to retain urban stormwater

NO FISHING and are not safe to use for recreational purposes. These ponds were built with steep embankments, therefore, the “no trespassing: no fishing, no ice skating, no swimming” signs were installed in multiple locations to ensure the safety of our residents by deterring recreational use.

Members evaluated the Spring Egg Hunt. Staff reported that over 500 children attended, Stone Ridge resident Brian Trace donated his disc jockey services, and the donuts were a hit.

Staff reported that the registration for the Art & Sweets was now open. The event is scheduled May 18 and will be hosted by Painting with a Twist. Golly Waffles will provide refreshments.

Members started to discuss the 2020 budget.

Next Activities Committee meeting will be on Tuesday, June 4, 2019.

The Activities Committee plans, advertises, and executes social activities that provide opportunities for enrichment to Stone Ridge residents. Meetings are held the first Tuesday of the month in the Nettle Mill Clubhouse at 7:30 pm. Meetings are open to all Stone Ridge residents.

My philosophy has always been to provide as much value as possible to taxpayers so that we strike a balance between reasonable taxes and high quality services. That equation includes our libraries. My mom likes to tell the story of how my very first trip as a baby outside the house was to my local town library, and I spent a lot of time

there growing up. I’m therefore very proud of our nationally recognized Loudoun County Public Library (LCPL) system.

LCPL is governed by a Library Board of Trustees appointed by the Board of Supervisors, and funded as part of the County budget. We have ten public library locations around Loudoun with branches in Ashburn, Brambleton Cascades, Stone Ridge (Gum Spring), Leesburg (2 branches – Rust and the Law Library), Lovettsville, Middleburg, Purcellville, and Sterling. All these branches work together through a floating loan system and joint initiatives to offer programs that are of benefits to students and adult learners.

Library hours vary slightly but are similar across the County. All 9 general branches are open from 10 AM – 9 PM Monday through Thursday and 10 AM – 5 PM on Friday & Saturday. Brambleton & Sterling are open until 9 PM Friday and Saturday. Ashburn, Brambleton, Cascades, Gum Spring, Purcellville, and Rust are also open from 1 PM – 5 PM on Sunday.

Library cards are free to individuals of any age who live, work, attend school, own property, or own a business in Loudoun or in one of our regional partner localities. In order to get a library card, visit one of the branches in person or apply on the Libraries’ website: www.library.loudoun.gov.

I’m particularly proud of the two libraries that serve Dulles District residents that I had a hand in opening. I’m sure many of you have visited the Gum Spring Library, a 40,000 square facility that opened in 2013. Dulles South residents spent many years advocating for a library, and Gum Spring was the busiest library in the entire LCPL system until Brambleton opened at the end of last year. Gum Spring is notable because it represented one of our first public-private partnerships, in which the County teamed up with Van Metre to build the library facility as a condo unit within a larger building. This approach saved costs and got the library built sooner. Gum Spring Library has become a community gathering place in Dulles South, especially for

students. The many study spaces and meeting rooms are frequently utilized. Gum Spring is averaging about 25,000 visitors per month since the beginning of 2019.

The newest LCPL branch is in Brambleton, and it’s worth a drive for those who have not seen it. Brambleton Library is one of the most advanced suburban libraries ever built. It is also a result of a public-private partnership, this time a deal I helped negotiate with Brambleton. It includes dedicated workspace for kids and teens, a makerspace with 3D printers, meeting rooms, robotics spaces, and a recording studio – among other amenities.

In the first four months of Brambleton being open, there have been nearly 230,000 total visitors – that’s over 2,200 per business day and has made Brambleton the busiest library branch in the County. Nearly 200,000 items have been checked out since the library opened. The library currently offers 412 unique programs, at which 16,000 attendees enjoy activities and learning opportunities.

Our libraries serve purposes other than just checking out books and movies. For instance, Rust Library in Leesburg recently started a passport service. Passport book and card application processing and photo services are available on a first come first serve basis for those traveling overseas in the near future. Utilizing this service can be a great way to skip the lines at the DMV or post office. If the program continues to be a success, we may expand it to other branches such as Gum Spring.

The Board of Supervisors funds LCPL in our annual operating budget. For FY20, we dedicated $20.4 million to library services – an increase of $1 million to reflect operating costs and personnel at the new library. The funding is also for staffing, resources, materials, and maintenance. The catalogue of books and other media at Loudoun libraries is continuously growing, and there is also a system-wide effort to stay current with technology and increase the number of e-books in circulation. While there will always be a place for a good hardcover book, many residents are using their mobile devices to read, and e-books have the benefit of being automatically “returned” when their due dates are up.

This year, I expect the Board of Supervisors to consider revisions to the fine structure at libraries. The Library Board of Trustees has found that fines can actually have a negative impact on collecting materials, and serve as a deterrent for some cost-sensitive residents. Quite a few library systems have moved toward abolishing fines, and it’s possible that LCPL may also move in that direction. Stay tuned.
