Conventional Universities Institutions

There are a number of Open and Distance Learning Institutions (ODLIs) in the country offereing

Degree Diploma Certificate programmes through the mode of non formal education These comprise

Open Unviersities Distance Education Universities Deemed to be Unviersities Institutions of National

Importance or any Council Societies registered under the Society Registration Act 1860

2 A circular was earlier issued vide UGC letter Fl No-522000 (CPP-11) dated May 05 2004 (copy

enclosed) mentioning that DegreesDiplomas Certificates awarded by the Open Universities in

conformity with the UGC notification of degree be treated as equivalent to corresponding awards of

the traditional Unviersities in the country

3 Attention is also invited to UGC circular No Fl-2593(CPP-II) dated 28th July 1993 (copy enclosed) for

recognition of degrees and diplomas as well as transfer of credit for course successfully completed

by students between the two types of Universities institutions is ensured without any difficulty

4 The Government of India in exercise of ots power conferred under section 20 (1) of UGC Act 1956

issued directions dated 29th December 2012 entrusting UGC with the responsibility of regulating

higher education programme in open and distance learning (ODL) mode Consequently Universities

Institutions desirous of offering any programme through distance mode would require recognition

of UGC

5 As you are aware the Government of India has envisaged a greater role for the Open and Distance

Education System The envisaged role may be fulfilled by recognizing and treating the Degrees

Diplomas Certificates awarded through distance mode at par with the degrees obtained through

the formal system of education Open and Distance Education System in the country is contributing

a lot in expansion of Higher Education and for achieving target of GER without compromising on

quality Non recognition non equivalence of degrees of ODl Instituions for the purpose of

promotion employment and pursuing higher education may prove a deterrent to many learners

and will untimately defeat the purpose of Open and Distance Education

6 Accordingly the Degrees Diplomas Certificates awarded for programmes conducted by the ODL

institutions recognized by DEC (erstwhile) and UGC in conformity with UGC Notification on

specification of Degrees should be treated as equivalent to the corresponding awards of the

DegreeDiplomaCertificate of the traditional Universities Instituions in the country

Following the philosophy of Open and Distance Learning (ODL)

Uttarakhand Open University (UOU) was established in the year 2005

(vide Act No 23 of the Uttarakhand Government) with an objective to

take education to the doorsteps of various sections of society UOU is

progressing leaps and bounds due to its new innovative and useful

educational programmes All this has been made possible through the

use of latest information and communication technology and contact

sessions with our learners The main objective of the University is to

develop trained and skilled human resource for sustainable development

and progress However to meet this goal the University has never

compromised with the quality of education it imparts Keeping in mind

the fast changing trends in vocational and technical education the

University has developed its programmes in such a manner that they

open doors of employment and self-employment to its learners

The University mainly caters to the development of women tribals and

Credit System (CBCS)

University is offering BHM Programme in Choice Based Credit

System from the current academic session The Choice Based

Credit System includes core courses ability enhancement

courses electives and skill based courses These courses provide

the additional avenues of learning beyond the core subjects for

holistic development of an individual For such programmes

after adding the Assignment Marks and Semester End

Examination Marksthe marks secured by a learner from

maximum marks shall be converted to the appropriate Letter

grade and Grade point on prorate basis ie using scaling down

100 marks to 10 Grade Point Scale The Grade points so earned

by the learners shall be considered for the computation of CGPA

and SGPAThe grade points that are the numerical equivalent of

letter grade assigned to a learner in the 09points scale are given

The educational programmes of the University operate on a three

tier arrangement ie University Headquarter Regional Centres

and Study Centres The Regional Centres located in different parts

of the state are administered by the University Headquarters

Every Regional Centre acts as a coordinating agency between the

unit is very learner friendly as each chapter is first divided into

blocks and the blocks are further divided into units The main

objective of this division is to make it possible for the learners to

understand the lessons easily Our material is prepared keeping in

mind the requirements of our learners The language of the SLM

is conversational as it gives a feeling that the teacher is present

with the learner to guide him her Self Check exercises are also

provided at the end of each unit These kind of exercises do not

jus rsquo help them in logical understanding of the subject Furthermore a

listing of reference books is also provided at the end of each unit

so that the learners also undertake a comprehensive study of the subject The study material available in Hindi or English

medium what so ever shall be distributed to the student

however Student may opt Hindi or English as medium of

352 Open Educational Resources (OER)

OER are teaching learning and research resources that reside in

the public domain or have been released under an intellectual

property license that permits their free use and re-purposing by

others Open educational resources include full courses course

materials modules textbooks streaming videos and any other

tools materials or techniques used to support access to

knowledge

Uttarakhand Open University has own OER policy and

developed OER portal named httpelearninguouacin where

the learners can access course materials and download the course

materials in his own devices such as smart phone laptop and

desktop computer

In this OER portal there are two sections one is SLM

section and another is OER section

SLM developed by faculty members reside in the SLM section

The learner can access the SLM through user id and password

which is provided by the ICT department In OER section

Coordination between the different Study Centres and the

University is ensured by Regional Centres These centres also

by the University to the learners residing in far-flung areas of

Every enrolled learner who has appeared in examination will be

evaluated as under

There shall be no Assignment work in the foundation courses

Certificate Programmes and Diploma ProgrammesOther then

these the performance of every learner will be evaluated on the

basis of marks scored separately in assignments and the term-end

papers Assignment work will carry 20 marks and the term end

paper 80 marks In those subjects where laboratory field or

project work is carried out the students will be evaluated out of

100 marks It is compulsory to attain at least 35 marks

separately both in the assignments as well as in the term-end

papers Assignments are submitted to the concerned study

centres and these will be evaluated by the concerned counsellors

This activity will be strictly monitored by the Regional

A learner enrolled in any Programme of the University may

seek admission in next semester or class even before declaration

of result or issue of marksheet

410 Admission

Admission shall remain provisional till the complete

verification of credentials at the University level

Online admission is available in all programmes In this mode the

fee can be paid only through the payment gateway (debitcredit

card or Net Banking)

The applicants taking admission through Online mode shall attach

attested photocopies of their original document and a signed

(02) additional years beyond the maximum duration These

lsquo y rsquo competent issuing authority Physically challenged students shall

be re-admitted without fee however it shall be mandatory for the

physically challenged students to submit their re-admission form

programmes of Uttarakhand Open University under the following

recommendations

1 Only those applications shall be considered for the lateral entry

which is submitted within 03 years of passing the previous

examination from previous institution 2 A self-signed copy of the syllabus of the concerned course of

the related yearyears of the previous institutionUniversity

should be attached with the application for the lateral entry

3 For the purpose of equivalence admission shall be allowed

omly when the syllabus of the completed course from the

previous institution gets matched with the syllabus of the

Uttarakhand Open University upto the extent of 75 percent

4 Equivalence Committee may make it compulsory for the

applicant students to study the extra papers in case the syllabus of

the previous institution does not match with the syllabus of

Uttarakhand Open university to the extent of 75 percent or in case

some of the papers which the applicant student has already

completed and which are in the syllabus of the uttarakhand Open

University for the next yearyears

5 In case of the students admitted through the lateral entry the

marks obtained by them from the previous institution shall be

converted into the percentage as per the practice in vogue in

Uttarakhand Open University for issuing the marksheet and for

determining the division of the the student

6 Students obtaining degree through the lateral entry shall not be

entitled for the University Medals

7 Applications for the lateral entry shall be considered in the

University Headquarters only and Study centres shall have to

send such applications to the Headquartes study centres may

admit such students after the recommendation of the equivalence

committee

8 The system of study and evaluation for the students admitted

through the lateral entry shall remain the same as for the other

students of the same class

9 For the students of Uttarakhand Open University this facility

shall remain the same as was in vogue in the University and in

the cases of students passed from the other institution University

a special committee shall take decision with regard to

equivalence certificates and admission

29 वकसी अध ययन क दर क स ित बन द होन या विश िविायय दवारा अध ययन क दर बन द वकए जान की वसथवत म छातर दवारा चयवनत अध ययन क दर वन िल क पररिवतशत कर वदया जाएगा

30 वकसी विाथी क अवभभािक या स िय विाथी का स थान पररितशन हो जाता ह तो

The University may change the study centre of a learner under

the following circumstances

32 If a study centre ceases to function on its own or is closed down

by the University the study centre opted by a learner is changed

free of cost

33 In case the learner withdraws from one Study Centre and wishes

to get transferred into another Study Centre due to a job transfer

34 If a female learner gets married and it necessitates the change of

the current Centre then she will have to submit her marriage

certificate along with the application form for the change of

centre and admission form In such a case the Study Centre may

be changed for which requisite fee of Rs 500 shall be payable

36 As per the fee refund scheme the application of the students from

reserved category is forwarded to the concerned Department

43 If the application form has not been entered in SIS 100 fee is

refunded

44 If the University stops running a Programme 100 fee refunded

45 If the University cancels the admission 90 fee is refunded

46 If a student requests for cancellation of admission before the

study material has been delivered then 90 fee is refunded

47 If a student requests for cancellation after the study material has

been delivered then no refund is possible

48 In any case the examination fee will neither be carried forward

nor be refunded

1 Change in Optional Subject and Medium The learners

may change hisher optional subject by depositing an additional

fee of Rs 300- within 30 days of receiving the SLM The

medium of instruction examination may also be changed for the

same amount

2 पयालठ करम म परिितगनः िवकषक पाठयकरम क रथम िश म अयरयथी दवारा पाठयकरम पररितशन भी वकया जा सकता ह अयरयथी अधययन सामगरी राि होन क 30 वदनो क भीतर प0 1500- अवतररकत िलक जमाकर पाठयकरम पररितशन कर सकता ह इसक अवतररकत पाठयकरम समपबनिी समसयाए विश िविायय वनयमो क अनतगशत विचारािीन होगी विश िविायय दवारा वनमप नवयवखत पररवसथवतयो म ही विावथशयो का पाठयकरम विय पररितशन वकया जा सकगा

2 Change in Programme If a learner wishes to change his her

programme in first year then she is permitted to do so by paying

an amount of Rs1500- within 30 days of receiving the study

material In addition to this the problems related to a programme

may also be considered only as per the University rules The

University may change Programme Subject of a learner only

under the following conditions

A learner may change hisher Programme Subject within 60

days of online entry of the admission form if she applies for the

same in the given format along with requisite fee The


कोई विचार नहभी वकया जाएगा

पाठयकरम पररितशन की दिा म यवद नए पाठयकरम विय का िल क कम ह तो आविक य का समायोजन नहभी वकया जाएगा तथा चाह गए पाठयकरम का िल क पिश क पाठयकरम स अविक ह तो अवतररक त िल क विाथी दवारा जमा वकया जाएगा दोनो ही दिा म पाठयकरम पररितशन िल क अवतररक त दय होगा

applications received after the above mentioned duration will not

be considered

In the case of change in programme subject if the new

programme or subject has a lower fee than the programme

subject opted earlier then the remaining amount will not be

adjusted and if the desired programme subject has a higher fee

than the previous programme subject opted for by the learner

then she will have to pay an additional fee In both the cases

the fee for change in programme subject will be payable

रतयक दिा म विाथी को विवभनन पाठयकरमो हत एक ही नामाकन सखया (Enrollment No) जो विशवविायय म रथम रिि क समय आिवित की गई हो ही मानय होगी

If a student is enrolled in any programme and having passed the

first year semester examination wishes to suspend that

programme and apply for admission in a new programme heshe

can do so if she fulfills the following conditions

Only those students who have successfully passed the first

year semester examination of the Programme in which

they are enrolled are eligible for this facility

The student seeking to suspend the present programme of

study so as to apply for admission in a new Programme

will duly submit hisher application to the Director

Admission within prescribed date for new admission

Only after successfully completing the second (new)

programme of study the student will be allowed admission

in the second yearsemester of the previous suspended

programme

The student availing this facility will have to complete

both the programmes within the time limit permissible at

the time of admission in the first programme

For example if a student enrolled in MA programme for

completing which the prescribed time limit is 06 years

decides to suspend it after passing the first year

examination and seeks admission in a new programme

MBA for example she will have to complete both MA

and MBA within 06 years from the date of enrollment in

the MA programme failing which the admission in the

incomplete programme will stand cancelled

The enrollment number generated at the time of the

rsquo y UOU will remain valid for all subsequent programmes of study

A student can study and appear for examination in only one

degree programme in a given academic session However

she can opt for admission in Diploma Certificate

Only those applicants who fulfill the required educational

qualifications as decided by the Academic Council are eligible

for the programmes offered by the University

Students who have passed BAPPBCPPBCAPP examination

shall be elegible for taking admission in graduate programmes

only within three year after passing such examinations

In special cases if a learner is permitted admission after the last

The application forms will be acceptable till the last date of

admission However there is a provision for acceptance of

application forms along with late fee charges for a particular

time period After the last date no form will be accepted in any

Generally there is no minimum and maximum age limit for

admission in general However if there is any such rule

mentioned in any programme then it will be a mandatory pre-

condition for seeking admission in that programme

The University has the right to cancel incomplete application

Examination implies to all those entrance and other examinations

which are conducted by the University either annually or in

semester mode These may be written and oral for various

programmes opted by the learners

Eligibility for attending examination and obligations- Each

learner who is registered and has taken admission as per rule ie

who has been enrolled registered and has deposited the

programme fee examination fee and also submitted the

assignments will be eligible for appearing in the examination

Studentsexaminees shall have to choose their exam center

(mandatorily) at the time of admission Examination form(s) shall

not be filled separately excluding backimprovement exams

Every learner will have to take examination in all those subjects

which have been chosen by him her If a learner does not appear

in any paper then she shall be deemed as absent in that paper or

the entire examination (as the case may be) No marks shall be

alloted to the absentee learner If a learner remains absent in all the

subjects then she shall neither have to re-register in all the

subjects for that year nor shall have to pay the entire admission

related fee However the student will have to pay Rs 200- per

question paper with back examination fee along with the back

examiniation form At the same time she may also apply for the

examination in next academic calendar It is mandatory for the

examinee to carry the admit card to the examination hall The

examinee also needs to carry hisher identity card (Voter ID

License PAN card etc) with himher

the above mentioned deductions are made Therefore the

learners should ensure that the marks of their assignments reach

the University within the stipulated time

5 Candidates with MOOCs Certificate will be given weightage in

internal assessment A separate circular will be issued in this

regard

6 The assignments given less than 40 percent and the

assignments given 80 percent or more marks may be reviewed

and given marks at the University All the Study Centres shall

retain all assignments and send such assignments to the

University which have been given less than 40 percent and 80

percent or more marks Students are also required to keep a copy

of their assignments with them

D) The evaluation of programmes involving practical training shall

be marked by the concerned Departments

Note If a particular question paper is being used simultaneously

in certificate diploma and degree examinations and there is a

difference in maximum marks in these programmes for the same

question paper initially all such question paper(s) shall be

prepared according to the 80 or 40 maximum marks format

Thereafter depending upon the session of admission the 80 or 40

maximum marks format will be converted proportionately

For example- If a question paper is of 80 (max marks) but in the

certificate programcourse the student has opted for the same

paper is of 100 (max marks) conversion shall be applied to

declare the result on a scale of 100

रतयक िश म पजीकत छातर दवारा उततीिश होन क वयए रतयक विय म नयनतम 35 रवतित अक (सतरीय कायश रयोगात मक परीकषा मौवखक परीकषा पररयोजना कायश एि वयवखत परीकषा म पथक-पथक) राि करना आिशयक ह यवद कोई छातर वकसी विय म उपयशक त विवि स वनिाशररत अक राि नहभी करता तो उस उस विय म अनततीिश माना जाएगा अनततीिश छातर को उस विय म उततीिश होन क वयए पनः परीकषा दनी होगी परनत वकसी विय म अनततीिश छातर उस पाठयकरम क अगय िश म अस थाई रिि य सकता ह तथा उस विय की परीकषा भी अगय िश की परीकषा क साथ द सकता ह

A minimum of 35 marks in each paper will be mandatory for

passing any examination The learners need to pass separately in

assignments laboratory examination Project Work as well as the

written examination If an examinee fails to secure 35 marks in

any paper she shall be declared fail in that paper and she will

have to reappear in that paper the next year However a learner

who has not been able to pass all the papers or some of the papers

may take admission for the next academic year and take both the

examinations simultaneously in the next academic calendar

Admission or examination fee is not acceptable in cash It is

mandatory to pay all types of fee either through Bank Challan or

as per other modes of payment specified by the University

4261 Adjustment of examination fee

In favour of students those have already submitted exam fee

along with admission for annual semester exams (main

examination only) willing to skipopt-out of the current

yearsession exams shall be provided a link at wwwuouacin to

retain their exam fees till the immediate next term exam(within

six months) The examinee will inform university about skipopt-

out of the current yearsession exams via provided link two

months in advance

1) Pass students (UGampPG) can opt for improvement

examination Rs200 per paper in the immediate next term

exam (within six month)

2) Studentexaminee should be clearpass in all the subjects to

improvement exam only in the subjectpaper passed with

grace

4) Examinee(s) can appear only in one subject group for

improvement exam at UG level

5) PG students can appear for improvement in one paper only of

their choice

NOTE If the marks obtained in improvement exam are less than

the previous attempt best of the two (attempts) will be

considered as final result

If a learner fails in a programme of study selected by him her

heshe may take the examination again by paying a fee of Rs 200

per paper A learner may avail this facility in all those subjects

papers in which she has not been able to clear the exam This

facility is available only up to the maximum time duration

earmarked for the programme The back paper and improvement

examination will be conducted along with the main examination

429 Scrutiny

Scrutiny implies to the addition of the left out marks in the

answer script or evaluation of any question which is left

unchecked Learners may apply for scrutiny by paying Rs100

per paper An examinee can get a maximum of two papers

scrutinized If after scrutiny the score of the candidate increases

by 10 the same will be reflected in the improvement

marksheet However if marks are reduced then the previous

marks will be retained

There is provision of re-laboratory or Viva Voce examination for

those students who had remained unable to take the laboratory

viva voce examination on the specified date In such a case the

student will have to deposit Rs 3250 (Rs250- as late fee and Rs

3000- additional fee) before taking the examination

The University takes all possible care in making examination date

sheet that the question papers taken by student do not clash with

one another If so happens the student may take examination in

If a learner wishes to get photocopy of the answer sheet she may
