LONDON - The European music marketposted a weighted growthof two percent in value to$4.98 billion in the firsthalf of 1997, according tofigures from the Interna-tional Federation of thePhonographic Industry (IFPI).

Overall figures for 1996 showed a 2.4percent increase in value compared to1995, so the first half figures for thisyear are in line with that trend.Acknowledging that two percent is "notan unexpected growth rate," IFPI senioreconomic analyst Tina Poyser neverthe-less points out that the figure reflects "amixture of performances."

The figures exclude Italy, for whichdata was not available, and take intoaccount currency fluctuations. Duringthe first six months, the German mar-ket grew by five percent in terms ofboth units and value, while Spain, Por-

tugal and Finland showed growth of"over ten percent," according to IFPI.

There were also positive signs in theNorwegian market, whichsaw a seven percentgrowth in value, indicat-ing "some recovery fromthe decline in sales overthe past two years."

Hachette Filipacchi Media, the affil-iate of Lagardere which owns 85 per-cent of Vortex (Skyrock's operatingcompany) has sent a letter to Frenchbroadcasting regu-lator the CSA indi-cating that Vortexcould be floated onthe French stockmarket within afew months.

The change in ownership wouldrequire the blessing of the CSA, butcould solve Lagardere's problems,since its portfolio of stations wouldthen drop below the ownership regula-tion level (Music & Media, October 18).

New chart rules for Dutch Mega Top 100by Robbert Tilli

HILVERSUM - Some 10 months afterits launch, the Dutch Mega Top 100chart has published its much -antici-pated "code of conduct" governingchart eligibility.

"The newly -introduced code of con-duct should be regarded as the rulesto play the chart game," says MegaTop 100 managing director MachgielBakker. He adds: "We've checkedthese regulations with the widestcross section possible within theDutch industry."

Supported by a pan -industry coali-

tion, the Mega Top 100 offers a weeklylisting of the Netherlands' top 50 sin-gles, based entirely on sales (using elec-tronic point -of -sale data from520 stores). The bottom half ofthe chart mixes sales with air-play information gatheredelectronically by Aircheck.

The new code states that amaximum of four differenttracks, including the maintitle but excluding remixes,are permitted for a single to be eligiblefor the Mega chart. The regulationsalso stipulate the number of differentconfigurations of a single allowed for

inclusion in the chart, as well as rulesrelating to records sold with free gifts.

A further innovation is that previ-ous Top 50 singles hits will bepermanently deleted from thechart when they fall belownumber 75 for two consecutiveweeks. "Sometimes old saleshits become airplay recur -rents, which annoyingly blockoff newcomers in the chart,"Bakker explains.

The code also tackles the question ofchart manipulation by so-called "buy-ing teams" from record companies. Thebottom -line for a legitimate purchase

will now be of three copies of the sametitle going cross -counter simultaneous-ly. "Since our chart reflects the averageof two weeks, buying teams are anexpensive way to manipulate the chartanyway," Bakker notes.

Epic Holland general managerGerard Rutte says he welcomes the newchart rules. "The objectivity of the charthas always been the main goal of theentire industry which supports it," hesays. "Now that has been taken one stepfurther. The rules are clear to all playersnow. Hopefully, the code will be re-eval-uated each year along with the constantimplementation of new technology"

ISTANBUL - In the early '90s, the stu-dios of "free" pirate broadcaster GencRadyo were often surrounded by armedTurkish security forces.

Times haveclearly changed.On October 9,Genc Radyorelaunched as anational com-mercial service,

with the president and prime ministerof Turkey's new coalition governmenthailing the station as "the voice oftoday's Turkish youth."

Genc Radyo, backed by Frenchmedia company Europe Developpe-ment International (EDI)-part ofEurope 1 Communications-launchedduring EDT's annual convention, heldbetween October 9-11 in Istanbul.

The station has been set up underthe auspices of an umbrella company,Avrupa. Other partners in Genc includeRAKS, Turkey's largest music producer.EDI is the first foreign company toinvest in Turkey's media industry. Ithas also set up FulMedya, a radioadvertising sales house, and a Turkishsyndication company, RadyoNet.

The latter produces two program-ming streams, PopNet-focusing onTurkish pop music-and HitNet, amainstream pop music provider.Combined, the services have 160 affili-

ate stations across Turkey.Genc Radyo's own format combines

Turkish pop with comedy and news,and targets the under -30 demograph-ic. Its coverage area of 40 million peo-ple includes the principal cities ofIstanbul, Ankara and Izmir.

"Our research showed we shouldconcentrate on Turkish pop," says Gencchairman Osman Ataman, a founder ofthe station. "Only four percent of musicsales in Turkey are of foreign music,

although there is a growing interest init." Ataman forecasts a 25 percent mar-ket share for Genc by 2000, but admits:"Because of strict government censor-ship in the past, we don't know thevalue of [commercial] radio yet."

Martin Brisac, EDI chairman andchief executive, emphasises Genc willnot be remote controlled from thegroup's Paris HQ. "We are a strategicpartner. We don't intervene locally. Butwe will give programming advice."

Publisher Warner/Chappell Music has signed Eternal to an exclusiveworld-wide deal. The trio popped into the Warner/Chappell offices tomeet staff and discuss future plans. Proposals invited for Saxony media lawby Ed Meza

DRESDEN - Two opposition parties inthe German federal state of Saxony-SPD and PDS-have been asked bythe ruling CDU party to come up withproposals for a new media law.

The move comes after the existingCDU-backed media law was declared"unconstitutional" by Saxony's constitu-tional court in July. The court ruled thatthe law failed to ensure sufficient pro-gramming diversity amongst Saxony'scommercial broadcasters. In addition,cable TV companies were not required

to include channels from public broad-casters in their cable TV packages.

The court also recommended a re-organisation of the state's radio regula-tor the SLM (the Saxony authority forcommercial radio and new media).

A plan being put forward by Saxony'smain opposition party the SPD (SocialDemocrats) is likely to be accepted bythe CDU following the constitutionalcourt's opposition to its own media poli-cy. It calls for an advisory board toreplace the current SLM director andassembly in some key decision -makingareas, thus depriving the current SLM

hierarchy of significant powers.In line with the court's ruling, the

main goals of the SPD plan are to"implement a modern media policyindependent of state control, to create abalance of power at the SLM and toensure a diversity of opinion on the air."

An SLM official says: "The SPD isobviously distrustful of the SLM's cur-rent leadership and would like to steerthe SLM through the SPD-friendlymembers of the advisory board." Theofficial adds that the politically -appoint-ed advisory board has traditionally heldlittle sway in decision -making policy.

However, an SPD spokesperson con-tends: "The director and the assembly[of the SLM] won't lose a lot of power. Insome respects they will have morepower than they previously had, suchas budget control."

An alternative media law is also onthe table from the socialist PDS, whichSLM director Detlef Kuhn praises as"progressive and future -looking."However, since the PDS is mostlymade up of former East German com-munists, it has little chance of beingaccepted by the (conservative) CDU-controlled parliament.

'Student net'a new forcefor Sweden?by Keith Foster

STOCKHOLM - Following the launchof commercial radio four years ago, anew force may be emerging on theSwedish music market: student radio.

Although Sweden doesn't share thetradition of campus radio-an estab-lished part of the U.S. scene-all itsmajor universities have their own sta-tions. Now, for the first time, a fort-nightly airplay chart is being com-piled for the six major campus sta-tions in the university cities ofStockholm, Gothenburg, Uppsala,Linkoping, Umeit and Lund. Plans areafoot to include other stations on thechart as soon as technically possible.

The chart is being compiled by EricPaglia, who works at Stockholm stu-dent station 95tre. He says it could bethe first step in greater co-operationbetween student stations.

"We'd like to see more of a networkemerge," he says, "with things like syn-dicated shows and so on. There hasbeen some co-operation between sta-tions on advertising, but it needs togrow. We need to show the record com-panies that we're serious about this."

So far, reaction to the new chartfrom the music industry has been posi-tive. Gert Holmberg, head of UniversalMusic in Sweden, describes the move asa positive one. He adds that record com-panies are showing interest in what thestudent radio stations are playing, astheir playlists less restrained by for-mats than commercial stations.

DMG currently owns 27 percent ofEssex Radio and is negotiating withanother group, Radio Investments, tobuy its 10 percent stake. In duecourse it will make an offer for theremaining shares of Essex-U.K. leg-islation requires a company or indi-vidual which acquires more than 30

percent of a company to make offersfor the remaining stakes. Other sig-nificant shareholders in Essex Radioinclude Capital Radio (29.9 percent)and investment group the RadioTrust (10.2 percent). In turn, DMGhas a 40 percent stake in Radio Trust.

If the deal is successful, Essex willbe DMG's first wholly owned broad-casting operation in the U.K. DMGhas minority stakes (less than 20 per-cent) in the GWR radio group, ClassicFM and London News Radio.

When agreed, the deal betweenEssex and DMG will be subject to a

Radio Authority (RA) public interesttest regarding cross -media owner-ship. Earlier this year, DMG suffereda setback after similar RA scrutinywhen the group tried to buy CHR sta-tion Leicester Sound from GWR.

The regulator ruled that it was"not in the public interest" forDMG to own a radio station inan area where it also owned theleading newspaper, theLeicester Mercury.

However, DMG does not hold anymajor publishing interests in the cov-erage area of Essex's existing five sta-tions (Essex FM/Southend, TheBreeze/Southend, Ten 17/Harlow,Oasis FM/St.Albans) and its soon -to -be -launched regional dance stationfor eastern England (Vibe FM).

All -Czech Radio Citywins its licence backby Michele Legge

PRAGUE - A snappier Radio City:that's the promise from the newCzech owners of Prague's second -favourite commercial station.

Radio City has been granted a newsix year broadcast licence by the CzechCouncil for Radio and TV Broadcasting(CCRTV). The original station went offair in August after handing its licenceback to the CCRTV, citing legal andfinancial disagreements between itsCzech owners and Luxembourg -basedpartner company CLT (Music &Media, August 16).

The new licence from the CCRTVhas been won by City Multi -media, anew joint venture company formed bythe Czech managers of the formerRadio City. The "old" Radio City wasfocused on the 25-35 demographic,

but from November 1 the new stationwill target 20 to 35 -year olds with"fresher" music, according to stationdirector Petr Dvorak.

Head of music David Beck saysthat the relaunched station will havemore songs on heavy rotation, and willbe aiming to break more hits than hasbeen the case in the past. However,the station will still be staying clear ofmore "cutting -edge" acts. "We want tobe a pop station which is suitable forlisteners up to 35 years old," saysBeck, "and I don't think bands likeProdigy are suitable for these people."

Beck adds that the station alsohopes to attract younger listeners bybroadcasting a more upbeat style ofnews. Rather than relying on agencyreports for news bulletins, Beck saysCity will now employ its own team of"on -the -street" reporters.

Legendary crooner Tony Bennetttook time out of his U.K. scheduleto drop by retailer HMV's flagshipOxford Circus store in London onOctober 9 to perform and signautographs for customers. Theprevious night, the Columbiaartist had performed to a packedRoyal Albert Hall in the capital.

Donna targets Italy's female voteby Mark Dezzani

MILAN - "Female friendly" regionalstation Radio Donna is aiming to fol-low its acquisition of frequencies inRome and Milan with that of one inTurin, as part of its push towardsnational coverage by 1999.

Donna, which targets predomi-nantly female listeners, was foundedin Genova in 1990 and moved toMilan earlier this year when itbought up the Lombardy regional sta-tion Radio TV Shadow. The stationplans to go national by 1999 throughbuying up local stations and syndicat-ing up to 14 hours a day of program-ming a day to others.

Radio Donna managing directorDomenico Zambarelli says he is cur-rently negotiating to buy a major sta-tion in Turin in order to gain coverageof the Piemonte area of north-westItaly. "We recently acquired a fre-quency in Rome and are looking topurchase stations in other majorcities such as Bologna, Turin andNaples," says Zambarelli.

Zambarelli continues: "We arelooking to cover the other areasthrough affiliations and franchisingdeals with local stations who will takebetween 8-14 hours a day of our pro-gramming. They will produce the restof the programming locally in collabo-ration with us and will be branded as

Radio Donna." He concludes: "Weanticipate reaching 60 percent of thepopulation by next year, with neartotal coverage by 1999."

Radio Donna has recently securedaffiliates in Sicily and Calabria, andhas just signed franchise deals withstations in Abruzzo and Molise.

"We are programming hit musicpast and present skewed to a 25-35target similar to [national CHR net-works] RTL 102.5 Hit Radio and RadioDimensione Suono," says Donna's pro-gramme director Luca Mariani. "Ourbig difference is that our speechinserts cover topics of specific interestto women, especially during the morn-ing day -part."

SPAINDigital Radio Forum establishedA Digital Radio Forum has been set upby Spain's development ministry andthe country's main radio networks.Development minister Rafael AriasSalgado met representatives of com-mercial networks Cadena SER, CadenaCOPE and Onda Cero Radio plus publicbroadcaster RNE at his ministry tostress the need for Spain "to be in thefront line alongside the other countrieswhich have begun their journey into theera of digital radio." Pledging that thegovernment would continue to workwith the radio industry on the matter,he referred to the advantages of DR forlisteners and "the new business oppor-tunities that will be presented to radiostations and industry in general."

NORWAYNorwegian music awards savedNorwegian music industry body FONOhas agreed to reforms of the country'sSpellemannprisen music awards pro-posed during the summer by rivalmusic industry body IFPI Norway(M&M, September 13). IFPI and publicbroadcaster NRK were in favour ofsplitting the awards show into twoparts (one commercial, the other devot-ed to minority music genres), a movewhich FONO claimed would "dividemusic into A and B teams." The organi-sation has now accepted the new formatfor the awards, which IFPI had threat-ened to pull out of unless changes wereimplemented. The 1998 Spellemann-prisen awards will now take place onApril 3 at a venue yet to be determined.

NRJ inks pact with Microsoftby Wayne Bodkin

PARIS - CHR network NRJ hasannounced a details of a ground-breaking partnership agreement withcomputer software giants Microsoft.

As part of its strategy to becomeinvolved in virtually all methods ofelectronic communication, the sta-tion's on-line Interactive Service isnow being made available to users ofMicrosoft's Internet navigation soft-ware Explorer 4.0. The software willalso form part of the Windows 98 pack-age due to be released by Microsoftnext March.

What the deal means in practice isthat NRJ's logo will appear on thescreen each time the Windows 98 soft-ware is opened. In addition, userswith an Internet link on their com-puter will be able to gain instant

access to information on concerts,charts, and hear a selection of musictracks simply by clicking the NRJicon. The service will be updated byNRJ every day.

A Microsoft spokeswomanexplains that the deal withNRJ is a way for thesoftware companyto reach newpotential cus-tomers. "We arehappy with thedeal we struckwith the radiostation, which targets the 15-35 year -old market," she says. The link withNRJ is also part of Microsoft's strate-gy to strengthen Explorer 4.0's posi-tion against its main navigation soft-ware rival, Netscape.

"The deal includes NRJ promoting

Explorer 4.0 which we're happy todo," confirms director of NRJInteractive, Francois Barbara. "We

are also working on a Europe -wide partnership [withMicrosoft] where it will be pos-sible to access our product inEnglish, German and French.We believe the future for our[company's] expansion is inEurope. The explosion of digitalchannels is a real opportunity."

The radio group has alsoannounced it will be providing a mes-sage service on the Tam Tam networkof digital pagers in France. Every day,France's one million pager users-a large number of whom are in NRJ'starget audience age range-will beable to receive an NRJ messagecarrying an exclusive piece ofmusic news.

Pan -European classicalchannel launched by EBUby Emmanuel Legrand

LoNDoN - The EuropeanBroadcasting Union (EBU) is tolaunch an overnight sustaining servicewhich is described as "the first pan-European radio channel dedicatedentirely to classical music."

The Euroclassic-Notturno service, whichwill operate between00.00 and 06.00every morning, willlaunch on January 6next year and will be offered toEBU members (who are mainly publicbroadcasters) on a subscription basis.

below that of those they could makethemselves," says head of music pro-grammes at the EBU's radio depart-ment, Pierre -Yves Tribolet. "At thesame time, a service like this cannotbe produced by commercial radio sta-tions, so it will give them [public sta-tions] a distinct advantage overthe competition."

First stage ofCSA audit getsunder wayPARIS - Companies from France, theU.K., Italy and the U.S. have submit-ted tenders to French broadcastingauthority the CSA for the forthcomingaudit of FM frequencies in France,writes Remi Bouton.

A first stage of the audit is currentlytaking place in the Rhone-Alpes region.CSA member in charge of commercialradio Pierre Wiehn says the audit will"offer objective and transparent data onthe use of the FM spectrum," butwarned that radio operators should notexpect a cornucopia of currentlyunused frequencies.

"Be under no illusions," warnsWiehn. "If we find an additional 10 per-cent of frequencies, that will be great,but many think we could end up with nomore than one percent." Wiehn insiststhat France still "uses its frequencyspectrum much better than countriessuch as the U.K. or Germany."

MUSIC ON TVIn the "good old days" of Dutchtelevision-when public broad-casters still dominated the smallscreen-pop music on TVrevolved around two chart shows.During the heyday of disco, the

mildly conservative AVRO broadcast-ing company ruled with Top Pop, pre-sented by the Netherlands' first VJ,Ad Visser, now known as an electro-ambient artist. Top Pop ran from

1970-1988, hittingits peak in the mid -'70s when viewingfigures often reached45 percent. From1984-1992, publicbroadcaster Veronicaaired the Countdownchart show, which

had a snazzier, more cutting edgecharacter, and which lured viewersaway from Top Pop.

The Netherlands has alwaysboasted a wide variety of publictelevision channels, but theadvent of commercial stationssuch as RTL4, RTL5, Veronica *and SBS6 in the early '90s sawmusic on Dutch TV scattered acrossthe media landscape.

The chart shows have lost their sta-tus as the best place to break acts-arole which has been taken over by bothmainstream chat shows and specialistTV station The Music Factory. Anotherrecent development is the huge suc-cess of Dutch language artists-fromgimmick gabber (hardcore house) actsto MOR vocalists-who are readilyavailable for TV programming.

Nasty successPerhaps the best example of this shiftis the runaway success of female rap-per Nasty. Earlier this year, she waspreparing to record house tracks forindie label Dureco, but an appearanceon commercial station Veronica's"interactive" daytime show, Call TV,changed those plans.There, she per-formed the R&Btrack MomentZonder Jou (AMoment WithoutYou). Positive viewer reaction led to thetrack's appearance as a single, whichsubsequently shot into the Top 10.

Likewise, Mariah Carey made anappearance on RTL4's Vijf Uur Show(Five 0' Clock Show)-a homely after-noon chat programme. This move ini-tially puzzled Dutch TV promoters,since Carey's status as a top interna-tional artist seemed too huge for a day-time show. But her sales in theNetherlands soared, and more bignames started to make their appear-ance on these mainstream shows.

"The Vijf Uur Show has 1.2 millionviewers," explains Columbia TV pro-moter Ben Stuurman."Mariah Carey's appearanceon it definitely helped pushsales. It also happened withCeline Dion and JulioIglesias. Thanks to TV perfor-mances, Dion's album FallingInto You has now sold over500,000 in the Netherlands,which makes it her secondbiggest market in Europe.

No single programme is viewedas the authoritative music show, partly as a result of the success of commercial sta-tions, which has fragmented TV music programming considerably.

Avoiding extremesRon van Haren is responsiblefor the music programming ofRTL4's Vijf Uur Show,Koffietijd and the late nightPeter Jan Rens show, all threeproduced by John de Mol Produkties.According to van Haren, the Vijf UurShow has a market share of 70-75 per-cent, but lower viewingthe morning programme Koffietijd hasa 30-40 percent share with much high-er figures.

"John de Mol is a commercial com-pany," says van Haren, "and we don'tmake money programming music. So Ikeep music for daytime shows limitedto two four -minute slots a week.

"Since we're aiming at 30 -some-thing women with small children, we

stay away from extremeslike rap or metal," van

rHaren continues. "Also, we have to consider Koffietijd'ssponsor Unilever. We are set-

ting up a daily music segment for thelate night show, which hasa lot more room fordiverse programming."

One problem the pro-grammer says he faces isthe "excessive" num-ber of singlesreleased in theNetherlands-around 150 eachweek. "It's too much,although I manage tofilter out the best can-didates for our show.The majors have an

advantage, aswe're eager toget the bignames-I strivefor a good mix ofsingers, groupsand genres."

Since its firstappearance oncable in May

1995, The Music Factory(TMF) has grown consis-

tently. The Wegener Arcade -owned sta-tion run by former Veronica DJ LexHarding has found a niche in theDutch market by targeting a youngerdemographic (13-19) than MTV, and bycatering to specific Dutch music tasteswith the inclusion of Eurodance, gab-ber house and R&B in the playlists.

Now, 5 million out of 6.6 millionhouseholds receive TMF. In the 13-19demographic, 53 percent watch TMF,

while some 40 per-cent of the 13-30age group regular-ly tune in on aweekly basis.

BMG Sweden doubling up on R&Bby Robbert Tilli

So, what's better than one funky diva?For BMG Sweden, the answer has to be"two funky divas."

The label currently has two ladies onan R&B trip-Jennifer Brown andRobyn-both with talent and hit poten-tial. Both artists are beginning to builda buzz in Europe, largely thanks towork they've done the U.S. over thepast nine months.

In the case of teenager Robyn, therewas a Top 10 hit single Stateside, name-ly Do You Know (What It Takes), whichhas begun to open European doors.Brown, meanwhile, has had a less highprofile start to her career, which looksset to take off with her second album InMy Garden, recorded in the U.S.

Robyn's poppy take on R&B peakedat number seven on the Billboard Hot100 singles chart this summer, sellinghalf a million copies along the way. Evenmore remarkable is the fact that the sin-gle-currently riding high on M&M'sBorder Breakers chart-is already twoyears old. Added to that is the fact thatno remixes and no alternative editshave been applied to the track. It's stilljust as it appeared on her 1995 Ric-ochet/Ariola debut album Robyn Is Here.

The album has been repackaged for aU.S. release, and will be issued across

Europe in January. One track (WhereDid Our Love Go) from the originalCD has been dropped in favour of anew Denniz Pop/Max Martin -pro-duced single Show MeLove-already pickingup serious airplay onU.S. radio.

BMG Sweden A&Rmanager Peter Swart -ling explains: "Robynwasn't too happy withthe production of the oldsong, so we ditched it.Also, she didn't want tore -promote Do YouReally Want Me, which broke herin Sweden, as she considered it`childish' two years on. She was16 then and has matured a lotsince. So we felt we needed an-other pop smash to keep momen-tum. Therefore we added ShowMe Love to the tracklisting."

In the U.S., Robyn's potentialwas quickly recognised by RCAU.S. head of A&R Kim Novik,who is also credited for co-A&R-ing the new Jennifer Brown album."The [Brown] album came about as ajoint venture between BMG Swedenand RCA U.S. after Novik picked up her1994 debut, Giving You The Best, for theU.S.," recalls Swartling.

"First they started recording addi-tional tracks for a U.S. release. But thenJennifer felt the newly compiled setsounded like two albums. Kim then

decided to make acompletely newalbum-that's InMy Garden."

Inclined towar-ds more of a roman-tic sound thanmany of her peersin the R&B ladiesdepartment,Jennifer Brownwould seem tohave it all-thevoice, the looksand a strongrepertoire ofgroovers and bit-tersweet balladssuch as Adore.Two more up -tempo tracks willbe added to In MyGarden for a U.S.release in the new

year, and one strong sales point will bethe production of various tracks byRhett Lawrence of Whitney Houstonand Mariah Carey fame.

Meanwhile, Brown is already big inJapan, where she sold 250.000 copies of

her first album, and has already rackedup 100,000 sales of In My Garden,released there in April. Now that thetitle track is out as the lead-off single,it's continental Europe's turn.

As yet, MTV Europe is airing the sin-gle's video only in the Northern region,unlike Robyn's Do You Know (What ItTakes) which is on all four channels.Explains MTV music programmerHelen Pendlebury: "Both singers havestrong songs and a strong image whichis good for music television. With Brownwe're slow to begin with, as we feel she'sappealing to a more adult demo. Robynis more pop which is easier to break."

Norway, Denmark, Finland andGermany are beginning to succumb toBrown's charms, along with earlybelievers in the Netherlands, whereBrown has become a true press darling.On national non-stop, soft AC -formattedDutch station Sky Radio 100.7 FM, InMy Garden is currently in low rotationwith two spins a day, one of those inprime time (07:00-19:00).

NU -BIRTH IN THE GARAGEThe U.K's XL Recordings have just released two excellentgarage tunes. The first, Nu -Birth's Anytime, is based onRichard Derbyshire's Whenever Love Is Found, offers a defin-itive speed garage sound with excellent remixes by Nush andTuffJam plus a compact radio edit which should ensure chartaction. Meanwhile, from the U.S. a more traditional take ongarage comes from Roy Davis Jr. feat. Peven Everett onGabriel. The original version, recorded with live horns andbass and justifiedly regarded as a classic, is now joined by topreworkings from Bassment Jaxx, R.I.P and Victor Imbres.

DUTCH PROVIDE INSTANT PARTYHolland is back! After two comparatively lean years, theDutch dance industry is again producing original, high qual-ity music. On Instant Moments (Waiting For) by R.O.O.S.(Basic Beat) a simple keyboard motif and an instantly mem-orable vocal line are combined with a hard house beat-andlittle else-to good effect. The track is currently at the centreof much European licensing interest.

NICE ONE, MY SONWith the sort of classic voice Conner Reeves has, it would behard not to make a decent record. Happily though MyFather's Son (on the Wildstar label, part -owned by CapitalRadio/London) is much more than merely functional.Combining a subtle funk/R&B groove with Reeves' rich,soulful tones and some very George Benson -style guitarlicks, this track is the musical equivalent of Belgian choco-late. Very smooth.

CLUB ROYAL'S WAKE-UP CALLFollowing a warm reception in its native Holland, ClubRoyal's Losing Sleep (iT) seems set to break out into otherEuropean territories. With an addictive chorus and layers ofswirling keyboards supported by an uptempo house groove,the radio edit is eminently programmable. Unfortunately,despite the fact that the track is released on the ultra credi-ble iT label the Extended Club Mix is disappointingly cheesy.

QUIRKY BONESWhile Europe has been in the grip of the electronica move-ment, in the U.S. artists like Richard Bone (and his RhodeIsland -based label QuirkWorks) have been left somewhatisolated. From this isolated position, Bone creates musicthat-while it owes much to what Europeans would call"ambient"-is at its best unique and highly approachable.

Now, his unusual take on electronicais beginning to attract the attentionof Europe's dance cognoscenti. "Igrew up writing pop songs," saysBone. "I don't think I could everwrite a piece that just meanderedpointlessly, I love the classic [popsong] structure." Some of Bone'smost startling music has come fromhis use of vocalists and vocal sam-ples to create a sound that combinesthe loop technique of classicAmerican composers like Phillip

Glass with medieval madrigals. Following the excellent 1996album release Vox Orbita, Bone's music is currently movingaway from using voices. "It wasn't until [this year's] TheEternal Now that I decided to concentrate solely on instru-mental work." New BMG set findsEros recycling history

N. so long ago, the men-tion of Eros-the Greekgod of love-would evoke

the image of a grimy bronzestatue in the centre of London'sPiccadilly Circus.

Now, for a new generation ofmusic fans in Italy, Germanyand France, the name Eros ismore likely to be associatedwith Italian singer/songwriterEros Ramazzotti who has builta reputation as a master ofromantic pop song over a 15year career.

On October 28, DDD/BMGglobally releases the artist'slatest album, simply titledEros. The album-issued onRamazotti's birthday-is not acompletely new set, however,partly being a retrospective re-tracing a career which has seenthe artist's highly recognisablenasal vocal style and melodic,often dynamic love songs strikea chord in the hearts of millionsof fans across Europe.

For those fans, the icing onthe cake comes in the form of agroup of new recordings-including his current singleQuanto Amore Sei (How MuchLove You Are) and Ancora UnMinuto di Sole (AnotherMinute Of Sun), alongside twoduets, both of which revisitearlier material. Cosa DellaVita (Thing Of Life) has beenre-recorded with Tina Turnerand Musica e (Music Is) is nowa duet with Italian tenorAndrea Bocelli. The remainingrecordings on the 16 -trackalbum are re -mixed or re-recorded versions of previousRamazzotti hits.

Fresco ready for exportby Christian Lorenz

M -People are back after a three-year break, aim-ing to push their new album Fresco past the twomillion unit mark reached by its 1994 pre-deces-sor Bizarre Fruit in the U.K

With a new deal under their belt-the bandnow have their own M -People label under theBMG Entertainment umbrella-they are set tobreak into new territories and will spend the nexttwelve months on the road promoting Fresco,which was released across Europe on October 6.

There have been a number of significantchanges in the M -People camp over the past fivemonths. The band's long-standing manager SteveBarnett left to join Sony Music's Epic division inthe U.S. in the summer, and the band signed witha new management team of Lindsey Scott andRoger Davies, whose other clients include TinaTurner, Sade and Joe Cocker. Shortly after themanagement change, the band left theDeConstruction label to resurface on the BMG-owned M -People imprint.

According to BMG Entertainment Intern-ational U.K. & Ireland development directorKevin Dawson, the new label "exists exclusivelyas an outlet for M -People." Dawson, who is resp-onsible for the new marque's day-to-day business,adds that the band's recordings will be releasedon M -People worldwide, except for the U.S.,where the band continues to be handled by Epic.

"I think we [DeConstruction and the band]had grown apart," says the band's Mike Pick-ering. He adds: "We sat down with our new man-agement and said it would be great if we couldhave total creative control. At DeConstruction,most of the people who dealt with our records,like pluggers and promoters, were independents.It seemed natural to take this one step further-that's how the idea for the new label emerged."

Asked to outline what the new regime will dodifferently, Dawson comments: "We will marketFresco with a bigger and quicker campaign. Mostcopies of Bizarre Fruit were sold towards theback -end of the campaign, aided by a Peugeot TVad in the U.K This time, we will push for a TVpresence from the start."

across Europe. Outside the U.K., M -People'sstrongest markets are in Germany, Scandinavia,Australia and New Zealand, says Dawson.

Only the U.S. seems to be problematic, but theband are keen to change this and with Barnettnow installed at Epic, the signs are promising."Epic has changed considerably [since BizarreFruit]," says Pickering. He believes that one rea-son for their hard luck in America is the fact thatthe band are multiracial, which "makes it diffi-cult to position us." Both Pickering and Dawson,believe that the band now have a stronger popimage than ever which will help to crack the U.S.

In Pickering's eyes, the band have made a bigstep forward with Fresco. "The production isunlike anything we've done before. For the firsttime ever we've worked with a full string orches-tra for instance."

The next step on the band's agenda is totake the album on the road. To reproduce the`new' sound live on stage, the quartet willexpand to an eleven -piece. After their year -longjaunt, M -People will be back in the studio,"translating our road experiences into newmaterial," says Pickering.

Mulu kickstarts new Merseybeat'by Paul Sexton

Vocalist/lyricist Laura Campbell and instru-mentalist/programmer Alan Edmunds, recent-ly unveiled Smiles Like A Shark, their firstalbum for London -based indepen-dent Dedicated Records. The setarrived in the wake of three well -received singles, Desire, Filmstarand Pussycat, all of them blendingcrystal-clear melodies with cine-matic, 'trip -hop' influences.

At this early stage of theircareer, Liverpool -based Mulualready have a European hit. Inlate September, Pussycat-released locally through BMG-made the top 10 in Italy, much tothe band's surprise. "It's nice toget recognition," says Campbell,noting that the track was helpedon its way by a FrancoisKevorkian remix.

Dedicated will reissue the band's debut sin-

gle, Desire, in the U.K on October 27. Theband have subtly revamped the track since itsoriginal release in December 1996. The singlewill also include a Herbaliser remix ofPussycat and two new songs.

Campbell met Edmunds sometwo and a half years ago. She con-firms that her partner is a fan offilm music and adds: "I'm reallyinto melodies, but I love instru-mental music as well, stuff likethe Aphex Twin."

Mulu are already at work ontheir second album, withCampbell "shutting myself awaylike a hermit" to write songs. "Ireally like the intensity of it," shesays. Meanwhile, a U.S. release

for Smiles Like A Shark isimminent-label details arecurrently being finalised-and Mulu will be managed in

the U.S. by former Tears For Fears memberCurt Smith.

European release date: October 27The follow-up to Vanessa Mae's successful 1995 popdebut album The Violin Player (EMI) is a rathermixed bag of tunes, rather heavy-handed on thesound effects. European radio was serviced the firstsingle, Storm, on September 1, but only a handful of

stations in Poland and Russia have picked up on it sofar. However, the violinist's luck could improve beforeChristmas, as Mae only started promoting her albumin person this week. She will appear on various TVshows in Germany, Belgium and Denmark betweenOctober 27 and December 14, the most importantappearance being on popular German game showGeld Oder Liebe on public network ARD on December14. The next single to be lifted from the album is acover of Donna Summer's disco classic I Feel Love-due out on November 17 except for the U.K, whichwill have to wait until January-on which Mae's vio-lin keeps a remarkably low profile.

where the market fell six percent, follow-ing four years of consistent growth. InFrance, singles unit sales showed a 40percent increase; the overall Frenchmarket increased two percent in value.

Meanwhile, world-wide music salesposted zero growth in value and dropped4 percent in unit terms during the firsthalf of 1997. The IFPI statistics, whichcover 41 countries representing 90 per-cent of the world's global music sales,show total sales of $15.3 billion for thefirst six months of 1997. CD units posteda 0.2 percent growth at 892 million, cas-settes fell 19 percent to 217 million, andvinyl LPs dropped to 8 million units(down 30 percent). Unit sales of singlesgrew 4 percent to 232 million, with CDsingles posting a 12 percent increase.

Spanish licence stormtrolled by the centre -right PopularParty, which forms the national gov-ernment in Madrid.

Andalucian government spokesmanGasper Zarrias says the shareout of thelicences to Spain's 17 regions smacks ofan "abuse of trust." He declares thatunless the government corrects its "dis-crimination in favour of Popular Party -ruled regions," Andalucia will take thematter to the courts.

The most populous of Spain's regions,Andalucia was granted 20 of the 42 FMlicences it applied for, while the PopularParty -controlled Castilla y Leon (OldCastile) region received 51 FM licences.Zarrias rejects the suggestion that thedifference was due to the "population tostation" ratio. He argues that before the

distribution of new licences, figureswere similar between regions, but thenew regime will mean 45,100 people perstation in Andalucia, 27,700 in Galicia,and only 22,100 in Castilla y Leon.

The local government in the Galiciaregion in the north-west of Spain is setto be the first off the mark in makingactual licence awards. It has givennotice that it will shortly put out to ten-der 30 of the 46 licenses granted to its(Popular Party controlled) government.

Meanwhile, a row has developedbetween Mexico's Televisa and Spanishnewspaper group Prensa Espanola. Thetwo companies had recently taken con-trol of the Madrid -based Cadena lbeii-ca, which runs CHR-formatted CadenaTop Radio, and had announced plans to

use the Top network as a base forexpansion by applying for as many ofthe 350 new FM licences as possible.

Prensa Espanola managing direc-tor Jesus Fernandez Miranda saysthat on October 10 his group pulledout of Cadena lberica because of "dis-crepancies [with Televisa] over man-agement and advertising control"linked to the new licence applications.

Fernandez adds that his group'sexit from the company "had not beencomfortable," and that the problemswith Televisa began after the deathduring the summer of the Mexicanmedia giant's president Emilio Azcar-raga. He says Prensa Espanola willnow go it alone in bidding for licencesand setting up its own radio network.

Stones back on topAccording to Music & Media esti-

mates based on local gold and plat-inum awards received by Virgin, thealbum has racked up some 1.5 millioncopies worldwide in the two weekssince its September 29 release.

The single and album could not havecome at a better time for Bayern 3,whose Hot AC format is currently beingtweaked to include more rock. "Overthe past few weeks, we have been goingaway from more dance -oriented materi-al towards rock," explains Sampson.

"We've got good audience responseright out of the box [on the single], andhave used the album as our Album ofthe Week, and we also got fantasticresponse for that. It is not just a maturealbum for the Rolling Stones. It's simplya good album with very good songs-and those songs will be getting airplay."

"Anybody Seen My Baby? is the mostcommercial radio friendly song theStones have done in the past 10 years,"says Trevor White, head of music atnational U.K rock broadcaster VirginRadio/London. "To be honest, the trackhadn't tested brilliantly [with listen-ers], but the song is more popular withVirgin than other stations because ofour format, and our rotation of Any-body... is higher than other stations.

"Adding the single to the playlistwas a 'gut feel' reaction. It's a damngood track. Had it been a duffer wewould not have gone with it, even if it isthe Stones." White predicts that futuresingles from the album, such as SaintOf Me, will also be airplay successes.

John Clarke, music director at Irishnational public broadcaster 2FM, con-curs. "The appeal of Anybody... is that itis a very good single regardless ofwhether the Stones have a pedigree dat-ing back decades. That's why program-mers are playlisting it," he says.

"The album is a minor return totheir roots. At this point they havenothing to prove. The reality of thealbum (for programmers) is-if youtake the Rolling Stones name off thecover-it is still a good album. Thereare another three or four tracks on thealbum which are potential (airplay)hits," Clarke concludes.

Mick Jagger describes Anybody... asone of the most soulful singles the bandhas ever recorded. "It's melodic, but ithas a slightly different groove to it," says

Jagger. "It's got a lot of ear -catching lit-tle soundscapes on it to keep you inter-ested. It's kind of R&B influenced, notheavy, but it's defi-nitely R&B."

Anybody... hastopped M&M'sEuropean Radio Top50 airplay chart forthe past two weeks,and has been playedin all European ter-ritories. The song isdoing particularlywell on radio in Ger-many, Scandinavia,the Benelux coun-tries, France, Italyand Poland.

The track wasfirst picked up inGermany, Spainand Italy andentered the Euro-pean Radio Top 50at number 49 inweek 38. Increasedairplay in thosethree territoriespushed the single up its sec-ond week on the charts, then stationsfrom Holland, Belgium and Franceadded the title and catapulted Any-body... to number 8 in week 40. Mas-sive support in Poland aided the sin-gle's rise to number 2 in week 41 andin week 42 it made the top slot.

In France, according to Ipsos Music,

which monitors airplay on stations rep-resenting 95 percent of the total Frenchaudience, the song had 798 plays in four

weeks, half ofthoseon local sta-tions. Outlets suchas AC formattedAlouette FM inBrittany, Paris rockstation Oui FM andAC network Europe2 led the pack.

and 1996, the Stones had only minorimpact on European radio. The band'smost successful radio single by far dur-ing this period was Love Is Strong fromthe Voodoo Lounge album, which heldthe number two slot in M&M's airplaycharts for four consecutive weeks inJuly/August 1994.

Bridges To Babylon is set to becomeone of the Stones' biggest sellingalbums to date. Its predecessor-theband's Virgin debut, Voodoo Lounge-has sold some 6 million copies world-wide so far. A source at Virgin com-ments: "Voodoo Lounge was a slow,steady seller, but the initial demandfor Bridges is simply overwhelming."

MERCURY'S PIANO WOMANOn November 12, Mercury France releases FemmePiano by Barbara, a double -CD compilation fromone of the most respected female singers in France.The 40 tracks covering the years 1963-1996 wereall selected by the artist, and have been fully re -mastered. Mercury France is to release the titletrack as a single, promoted via a video clip shot byfilmmaker Philippe Gautier. Barbara's latesteponymous studio album, released in November1996, was critically acclaimed and was certifiedgold (over 100,000 units) in France. It earned her aVictoire de la Musique award as best female act.Barbara, who leads a reclusive life, is working onan autobiography, to be published in 1998.

CLASSIC TOUCH FOR OASISOasis' Noel Gallagher has joined the likes of Queenand the Rolling Stones in having an album of or-chestral treatments of his songs released. Thisweek, UK budget operation Music Collection Inter-national issued a 12 -track set, The Royal Philhar-monic Orchestra Plays The Music Of Oasis (MusicClub). Featured tracks include Don't Look Back InAnger, Cigarettes And Alcohol and Wonderwall. Theorchestra are no strangers to the world of pop-theyenjoyed a string of UK hits in the '80s with theHooked On Classics albums, which set classicalmelodies to pop rhythms.

East LA's finest, Mexican roots -rockers Los Lobosare understood to be considering various offers aftersplitting with the Slash label, their home for the pastdecade -and -a -half Formed in 1974, the band issuedtheir first album independently before being pickedup by Slash in 1982. Their greatest success came viathe 1987 La Bamba soundtrack (London), the titletrack giving them a UK No.1 single. The last LosLobos album to appear was 1996's critics' favourite,Colossal Head (Slash/Warner). MUSICAL FEAST AT FRENCH FESTEach year, media and music industry executiveshead en masse to Rennes-capital of France's Brit-tany region-for the Transmusicales festival, in thehope of spotting the sounds of tomorrow. This year,several hundred will be amongst those gathering inRennes (December 3-6) to listen to a musical cock-tail concocted by programmer Jean-Louis Brossard.Wye been looking for heat and groove, with empha-sis on electronic music and jungle, techno, houseand hip -hop," says Brossard. The debate over CD prices in Italy is expected tocome to a head this week as the government's anti-trust watch -dog prepares to release the results of ayear -long investigation into allegations that themajor labels and their industry association FIMIhave been operating as a price-fixing cartel. Aspokesperson for the anti-trust body confirms thatit has concluded its investigation into the allegedcartel, and that its findings are currently beingexamined for legal validity byjudicial authorities.

French record labels' bodySNEP is poised to elect a newpresident following the decisionof current president PatrickZelnik to step down from hisposition at Virgin France andcreate his own company. Sourcessay a new president could beelected as soon as this week; aconsensus seems to be growing infavour of current Sony Music president Paul -Rene Albertini.

Expect to hear that Lucy Smith, who hasbeen in charge of the European office of U.S. radiotrade body NAB in Paris for the past three years,will step down soon. Smith is expected to leaveafter this year's NAB conference in Monte Carlo

to join a French companyat the end of November.

OTR hears that MartinBrem, former VP, market-ing Epic, at Sony MusicEntertainment Europe'sLondon headquarters, hasbeen appointed managingdirector of Sony MusicGermany's Columbiadivision in Frankfurt-

retail chain FNAC (which accounts for 25 percentof record sales in France), has finally decided tosupply record sales data to IFOP, which compilesthe official French sales charts on behalf of indus-try organisation SNEP. Apparently not all ofFNAC's 48 stores are included; only "seven to ten"are part of IFOP's sample. FNAC data has alreadybeen integrated into the charts for several weeks.

The U.K. press devoted a copious amount ofcolumn inches last week to the news that cerealmanufacturer Kellog's had pulled its £4 millionsponsorship of Virgin Radio's breakfast showafter presenters Russ Williams and JonathanColeman were hastily replaced in that slot byChris Evans. It seems, though, Virgin hasquickly managed to find itself another six -figuresponsor, and Beamish Red beer will now haveits name attached to the show.

Persistent rumours from France have suggest-ed that current PolyGram France presidentPascal Negre is to move to London to take a keyposition at PolyGram Europe's HQ. However, aPolyGram spokeswoman tells OTR: "There is notruth to these rumours. He is doing a great job inFrance. His company is the market leader and heis staying where he is."

Finally, at time of going to press, OTR hearsthat the U.K.'s Really Useful Group hasappointed Tris Penna, formerly head of A&R atEMI U.K., to the position of managing director ofits record division.
