Minutes of the 134th Meeting of Operation Coordination Committee

held at Neyveli on 11th August 2017

1 Introduction

1.1 The 134th Meeting of Operation Coordination Committee was conducted at NLC, Neyveli on

11th August 2017. The list of participants is furnished at Annexure-1A.

1.2 Shri A Suryanarayana, CGM, Therrmal, NLC welcomed MS SRPC, DGM SRLDC and

respected delegates from power sector of SR to the 134th OCC Meeting being held at NLC. At

the outset he thanked Member Secretary, SRPC for giving NLC the opportunity to host the

meeting. He expressed that Team NLC is striving to see that each and every participants is

comfortably placed and hoped that they all would enjoy the stay at NLC. He informed that

previous day (09.08.2017), DISCOM members had been apprised of associated mine issues

etc. NLCIL being a public sector company was highly customer oriented with much emphasis

on CSR. First largest power plant of Southern Region (50 MW) started from Neyveli on lignite

with Russian collaboration in 1962. Even though residual life certification period was over for

NLC TS I, the units had received consent for further operation. But in compliance to new

environmental norms and taking into account level of pollution level and heat rate etc. the

station had been identified for Phasing out. New plant of 1,000 MW is planned in place of NLC

TS I Station and NLC is ambitious to bring the station on bar by March 2018. NLC TS II has

got 7 units of 210 MW Capacity in which 3 Units were with Hungarian boilers and Italian

turbines while four units were supplied by BHEL. These units have given more than 85 % PLF

and served more than 25 years. Now all the units are planned for R & M activities. 3rd Station

consisting of 2 Units of 210 MW Capacity supplied by Italy had operated with very good PAF

and forced outage is observed to be very minimal. With collaboration of TANGEDCO, NLC

was having two units of 500 MW at Tuticorin. NLCIL is also having two units of 250 MW

capacity with CBFC technology which are facing initial teething problems. However in

association with BHEL modification works had been carried out and full load operation

demonstrated. Some more identified problems would be rectified shortly and units would be

available for full load operation. NLCIL has also put up 10 MW Solar plant at Neyveli and 51

MW of Wind in different parts of Tamil Nadu. NLCIL was very much ambitious to promote RE

and had tied up with Tamil Nadu for another 700 MW of Solar. By 2025 NLCIL would have a

total Installed Capacity above 20,000 MW with a mixture of coal, lignite, solar and wind plants.

He opined that even after commissioning of huge quantum of wind and solar, 50 %

dependence on thermal would be there and NLCIL‟s emphasis on Thermal would continue

since RE was seasonal. NLCIL was planning to change the strategy of maintenance schedule

matching with RE/Wind penetration season. He thanked TANTRANSCO for always supporting

NLCIL and for supplying spares whenever requested. He informed that NLCIL would come

forward with trading center with the requisite infrastructure. NLCIL is also known for best O &

M practices and he welcomed all the entities to NLC to have consultation for mutual benefit.

He stated that OCC forum deals on various operation coordination issues like planned

maintenance of generators and it is a platform of senior level representation where numbers of

operational issues are addressed, monitored and long term corrective measures are agreed

and implemented. The objective is to ensure reliable power, continued power supply,

optimizing the availability of generating stations, transmission lines etc. NLCIL was honored

and glad to host this meeting and wished that the deliberation during the course of the meeting

would be fruitful and wished all the very best for the same.

1.3 Shri S R Bhat, Member Secretary, SRPC welcomed all the delegates to 134th OCC Meeting.

He complimented Shri A Suryanarayana, CGM (Thermal) for his excellent efforts in organizing

the meeting at NLC and appreciated his level of involvement in making arrangements to

ensure that participants are comfortable at NLC. He on behalf of OCC wished him all the very

best as he was superannuating in August 2017. He also thanked Shri D Venkatasubbaiah

CGM who had also spent his valuable time in coordinating the conduct of the meeting. He

wished Shri N Sabapathi, CGM who was due to superannuate in October 2017 all the best

and recalled that he was a valuable member of Protection Committee of SRPC and had

contributed a lot. He thanked Mr. S. Ravi, DGM, Planning & Mr. Govindarajan, CM for their

untiring efforts in making the meeting a big success.

On the Grid Operation side he listed out the following:

Operation of Hydro in Peaking Mode is an important issue to be discussed. Forum of

Load Despatchers (FOLD) and POSOCO have prepared a Report on Operational

Analysis for Optimization of Hydro Recourses & Facilitating RE Integration in India. It was

observed by POSOCO that there were a number of Hydro stations, particularly in state

sector which are not operated in peaking mode. The subcommittee constituted by MoP to

examine these observations had concluded that there is a scope of about 2,000 MW

additional power generations from hydro stations during peak hours. Chairperson, CEA

had advised to discuss the operational analysis in the forthcoming TCC/RPC Meetings in

all Regions and also desired that this can also be made a regular agenda for monthly

OCC Meetings also.

There is a Meeting scheduled on 16th August 2017 at CEA which would be chaired by

Chairperson, CEA to discuss on the subject, „Improve Hydro Generation by one third of

the existing Installed Capacity‟. MoP had constituted a Committee to study and chart an

action plan preferably within three weeks of constitution of the committee to improve the

hydro generation by one third of the existing Installed Capacity. CEA had requested for

certain information in prescribed formats which was to be furnished by 14th August 2017.

He requested the constituents to submit this information.

Chief (Engg), CERC vide letter dated 05.06.2017 had sought report on RGMO/FGMO

status/report jointly vetted by SRLDC/SRPC. The report had been communicated to

CERC vide letter dated 24.07.2017. Further a list of generators which had exhibited

inadequate RGMO/FGMO response in the four incidents analyzed was also submitted to

CERC vide SRPC letter dated 28.07.21017.

A Special Meeting of SRPC Members of constituent states was held on 31st August 2017

at Hyderabad to discuss and finalize the Overarching Agreement to avail surplus power

available among SR States.

He congratulated Tamil Nadu for crossing 100 MU/day in Wind Generation. But on the

other hand total Wind generation in the Region on 10.08.2017 was 38 MU which exhibits

the RE intermittency, even though it may be predictable, the variation is huge. Hydro

position is also very low compared to last year. Thus it is the right time for all SR States

to enter into mutual agreements with each other to avail surplus power available with

other states. The agreement could be signed on 17th August 2017 at SRPC Bengaluru by

all SR Constituents. He requested all the States to sign the Agreement which is open

ended without any commercial liability to any of the constituents. He hoped that SR could

set an example of mutual cooperation by entering into this overarching agreement which

would be a win-win situation to all.

As agreed in the 132nd OCC, joint validation of UFR/df/dt reliefs was carried out for

Karnataka, Telangana, Andhra Pradesh and Tamil Nadu. Few observations like

overlapping, negative flows, grid feeders, visibility etc had been noted. These needed to

be addressed at the earliest. Similar exercise had been planned for Kerala and

Puducherry on 29th and 13th August 2017 respectively.

He congratulated NTPC for declaring COD of Unit I of Kudgi Station from 00:00 hours of

31st July 2017. Nizamabad – Maheswaram lines are test charged and he hoped that in

coming days Inter Regional ATC/TTC improvement would take place. Both Units

Kudankulam are out, while one unit was under planned maintenance the other was under

forced outage. Suddenly some of the states are facing very high shortages and he

requested all to optimise the generation levels.

He complimented Simhadri Stage II and NLC TS I Expansion for achieving more than

100 % availability during July 2017.

CEA had desired confirmation regarding FGD Implementation in NLC Units within one

weeks‟ time and requested NLC to furnish the same.

3 Monthly Outage Plan/ Annual Outage Plan

3.1 ISGS/CGS

Planned Outages of CGS/ISG stations approved for the month of July 2017/August 2017 are

enclosed at Annexure-3A.

3.2 Rescheduling/ Planned outages of Generating Stations

3.2.1 Neyveli TPS II- Planned maintenance of Unit-V

3.2.1.1 In the 133rd OCC meeting held on 13.07.2017 approval was obtained to take Unit 5 of TPS II

under shut down for 25 days from 21.07.2017 for Annual Overhaul works. NLC vide letter dated

29.07.2017(Annexure-3B) had informed that as there was slight delay in firming up the

maintenance contract, the planned shutdown could not be commenced on the approved date.

The unit now is planned to be taken out of bars for planned works from early hours of 30.7.2017.

All efforts will be taken to complete the maintenance works at the earliest and bring back the unit

into service.

3.2.1.2 Further NLC vide letter dated 31.07.2017 (Annexure-3C) had informed that due to the delay in

bringing back unit 3 after forced outage, it is proposed to commence the planned works in Unit 5

from early hours of 01.8.2017. All efforts will be taken to complete the maintenance works at the

earliest and bring back the unit into service.

3.2.1.3 NLC was suggested to plan in advance and adhere to maintenance schedule.

3.2.2 Rescheduling of Overhauling

In the 133rd OCC Meeting it was emphasized that the maintenance schedule firmed up in OCC

needed to be adhered by the generators as it had LGB, commercial, ATC/TTC, market and grid

security issues. All the generators needed to plan the maintenance and have periodic

preliminary review meeting with the OEM / Maintenance Agency to avoid any rescheduling. Any

unilateral decision by the generator could be considered as a violation of the IEGC.

3.3 ISTS/State Sector Transmission Lines and Elements Outage proposals for the months of August/September 2017 in respect of Central and State

Transmission lines and elements were approved and posted on SRPC website

(http://www.srpc.kar.nic.in/website/2017/operation/plout134occ.xls). All utilities are to submit the

S/D proposals for the subsequent month by 3rd of the current month. Shutdown requests for the

same month needed to be avoided. An outage coordination group had been created

([email protected]) for review of the previous OCC approved shut

downs (construction/critical).

3.4 Non-availing the OCC approved shut downs

3.4.1 In earlier OCC Meetings, SRPC & SRLDC had stated that in spite of huge efforts being put into

finalizing the shutdown approvals, non-availing of the same (greater than 50%) was a matter of

serious concern. Power purchase by the states was also being planned based on these

approved outages and any changes may affect their LGB and in some cases ATC/TTC was also

getting affected. It was agreed that SRLDC would post the approved outages availed and non-

availed by 3rd of every month. Subsequently constituents should revert back with the reasons for

non-availing the shut down by 6th of every month.

3.5 Request for deemed availability of outage

3.5.1 PGCIL SR II vide letter dated 04.08.2017 (Annexure-3D) had requested for deemed availability

for outage of 400 kV lines connected to Salem S/s and Kolar S/s.

3.5.2 In the Meeting it was noted that deemed availability would be considered as per Regulations.

3.6 Number of Outages approved V/s Availed

3.6.1 Status of shut down availed against shut down approved as furnished by states is as below:

3.6.2 SRLDC presented the status of availed shut down vs approved shut down state wise and for the

Region as per the information available with them. Element wise information is at Annexure-3G.

3.6.3 KSEBL informed that only two shut downs were not availed. KSEBL informed that the

percentage availed is not matching with SRLDC projected figures. SRLDC clarified that only 400

kV lines and interstate feeders at 220 kV lines were considered in the analysis.

3.6.4 APTRANSCO informed that one shut down was postponed and it was considered as not availed.

3.6.5 TSTRANSCO informed that Malkkaram-Suryapet line shutdown was not carried out because of

heavy rain. Hyderabad ICTs are not availed due to absence of MRT officials.

3.6.6 KPTCL informed that 3 shut downs at Guttur was not taken by GE and one shut down at

Talaguppa was not taken because of heavy rains.

3.6.7 SR I informed that they couldn‟t avail 3 shutdowns as tower was not erected due to ROW issues

(Construction of PNTML 765 kV S/C Dharmapuri - Tumkur). One shutdown had not been availed

because of adverse weather conditions. Talcher-Kolar shut down was rescheduled. One shut

down was not availed due to non-concurrence from NLDC and one was not availed due to bad

weather. As advised by CC/Engg and OEM, the PIR removal is not required for CGL make CBs

and hence two of the shut downs were not availed. One was deferred to club with proposed SD

by TSTRANSCO for line crossing.

3.6.8 SR II informed that shut downs were not availed due to various reasons like delay in material

supply, ROW issues and Non supply of 33 kV Sleeves by agency (Racoon)

3.6.9 It was noted that even after giving opportunity to review the proposals through Mid Review

provision, the low percentage of availing of shutdown as per schedule was a matter of concern.

Concerted action was required from all entities to ensure that shut downs are availed as per

schedule.

3.6.10 MS, SRPC expressed concern on non-availing of approved outages and requested that all

efforts should be made to minimize the deviation from schedule. He pointed out that during any

unforeseen contingencies such as grid incidents/disturbances etc, instances of transmission

outages (unplanned/emergency) are likely to be scrutinized and viewed closely.

3.6.11 SRPC and SRLDC pointed out that few constituents/utilities were not furnishing outage requests

as per specified time schedule and current month proposals for AMP works were also being

furnished. All the utilities were requested to follow the procedure and the time lines.

3.6.12 All utilities were requested to furnish the details/deviations with respect to their Annual Outage

plan schedule vs maintenance carried out on a monthly basis since this information is required

for the Annual Outage Plan Deviation Report being submitted to CERC.

3.7 LGBR for upcoming five months & TTC/ATC computations

3.7.1 All states were to furnish PSSE base case for December 2017 and the following was noted:

3.7.2 In the Meeting, the following was noted: SRLDC informed that PSSE Base case submitted by KSEBL and KPTCL were not

converged. KSEBL informed that it was converged case and no communication had been

received by Nodal Officer of KSEBL regarding the non-convergence. SRLDC stated that they

would confirm and revert back.

KPTCL was requested to check-up the same.

APTRANSCO informed that they have started requesting the outage through Web Based

Outage Coordination Portal. SRLDC stated that they would confirm this.

SRLDC/SRPC pointed out that the demand being furnished for POC, ATC and LGB should

be in synch with each other. Different values could not be furnished for different

requirements. Node wise data should be as per the demand which is likely to be met from

various sources keeping in view the MOD etc. Any tendency to increase the internal

generation for POC computation needs to be avoided.

3.7.3 SRPC & SRLDC noted that converged PSSE base case was the base for calculation of POC

charges. All utilities were requested to submit the information regarding ATC/PoC in time so that

any errors would be minimized.

4 Availability and Requirement

4.1 APTRANSCO informed that they were not anticipating any deficits till December 2017. Bundled

power of 386 MW is considered from 21.07.2017 onwards. RTPP Stage IV (New) generation also

expected from October 2017(around 11 MU). Hinduja was not planned to be scheduled.

4.2 TSTRANSCO informed they would be in deficit in the coming months except August 2017. 12

MU/day is expected from Kakatiya TPS II for all the months except November 2017(4.08 MU).

Around 17-23 MU per month is expected from Singareni. Around 20 MU purchase from CSEB

was in place. Deficits, if any would be met through STOA/PX purchases. The deficit is increased

due to increase in requirement due to extension of 24 hours power supply to 3 districts & LI

Loads.

4.3 KPTCL informed that they would be in deficit till December 2017 except in August 2017. DVC

power of around 335 MU is considered in the availability. Around 1,000-1,300 MU Wind

generation is expected in August/ September 2017. Wind Generation is expected to come down

to around 700-800 MU for October/November/December 2017. Peak energy growth is considered

with 5 % increase from 2016-17

4.4 KSEBL informed that they would be in nominal deficit for the coming months. It was noted that PX

purchases and Kayamkulam Power are not considered while calculating the availability.

4.5 TANTRANSCO informed that they are anticipating surplus from August 2017 onwards.

LTA/MTOA of around 800-1,900 MU is considered. Wind generation is expected to be around

2,000 MU in August 2017 and expected to be decrease gradually and in December 300 MU was

anticipated.

4.6 MS, SRPC stated that more emphasis needed to be put in by all the concerned utilities to finalize

a realistic load generation balance.

4.7 Reasons for demand -supply gap and its variation

4.7.1 This issue of furnishing the load shedding details in different heads along with the reasons by

states had been taken up in the NPC Meetings. MoP/CEA specifically needed the reasons for

load shedding like transmission constraints, distribution constraints, regulatory constraints viz the

power purchase not allowed beyond an agreed cost or quantum, natural calamities, tripping of

some of major transmission lines etc.

4.7.2 In the Meeting, SE (O), SRPC emphasized on the importance of this information to be submitted

to higher forums and requested all the constituents to furnish the information in the specified

format. Even if load shedding is zero a „Nil‟ report needed to be furnished on monthly basis.

5 REVIEW OF THE POWER SUPPLY POSITION

Grid Highlights

Frequency remained within IEGC range during July 2017 (49.90 - 50.05 Hz) for 77.37 % of

time. Average frequency for the month was 50.00 Hz.

Frequency remained below 49.90 Hz for 8.27 % of time during July 2017.

Frequency remained above 50.05 Hz for 14.36 % of time during July 2017.

Tamil Nadu had added 6.525 MW in windmill capacity (Private sector) during July 2017

AUFR, df/dt Joint Validation with states completed for Telangana and Andhra Pradesh as per

schedule.

Bhadravathi HVDC bypass Mock drill exercise successfully completed on 21st July 2017

Southern Region witnessed highest ever Wind generation of 198.87 MUs on 17th July 2017

Tamil Nadu wind generation touched Maximum of 102.58 MU on 4th August 2017

Kudgi Unit I COD was declared on 31st July 2017.

Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu Imported 349 MU, 636 MU,

2.47 MU, 28.46 MU & 722 MU respectively intra-regionally through bilateral exchanges.

Andhra Pradesh, Telangana, Karnataka & Tamil Nadu exported 1218 MU, 81 MU 11 MU &

430 MU respectively intra-regionally through bilateral exchanges.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala Tamil Nadu & Puducherry

imported 278 MU, 812 MU, 256 MU, 134 MU 12 MU & 07 MU respectively through Power

Exchange.

Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, Tamil Nadu, TPCIL, IL&

FS & SGPL Unit I exported 16 MU, 20 MU, 21 MU, 4 MU, 20 MU, 41 MU, 22 MU, 2 MU & 45

MU respectively through Power Exchange.

220 kV D/C line from 220 kV SS Uravakonda to 220kV SS Borampalli in Ananthapur district

Samalkota in East Godavari Dist of existing 100 MVA was commissioned on

15.07.2017 by APTRANSCO with augmented capacity of 100 MVA

220 kV LILO line from 220/132 kV Huzurabad SS Circuit I from Oglapur Durshad in

Karimnagar district was commissioned on 19.07.2017 by TSTRANSCO.

220/13 2kV Huzurabad in Karimnagar Dist with 100 MVA capacity was commissioned

on 19.07.2017 by TSTRANSCO.

6 MAJOR ISSUES

6.1 Presentation by States on Operational Issues

In the Meeting, all the States/Entities submitted the operational issues / highlights (Annexure-

6A). MS, SRPC appreciated all the States/Entities for the efforts put by them in making the

presentation. He requested all entities to come up with operational/technical issues which need

attention and require deliberations in OCC forum separately. SRLDC requested that all entities

may kindly upload their presentation by 5th of every month so that SRLDC could compare with

their information/data which would help in better discussion/analysis of the issues. States had

been kindly requested to furnish the status of SCADA visibility of newly commissioned

Wind/Solar Generators to SLDC/SRLDC along-with LVRT Status.

6.2 Operation Of Hydro Power Projects In Peaking Mode

6.2.1 Forum of Load Despatchers (FOLD) and POSOCO had prepared a report “Report on

Operational Analysis for Optimization of Hydro Resources & facilitating Renewable Integration in

India”. MoP had constituted a sub-committee under Chairperson, CEA to study and recommend

the individual hydro power stations which can be operated to achieve peak load capacity. The

subcommittee has held three meetings with the concerned Hydro generating stations and

concluded that there was scope of about 2,000 MW additional power generation from hydro

station during peak hours. CEA vide letter dated 18.07.2017 (Annexure-6B) had advised that

the above issue would be discussed in the TCC/RPC meeting in all the five regions. POSOCO

vide letter dated 21.07.2017 (Annexure-6C) had furnished the agenda item on ‘Operational

analysis of Hydro Power Stations’. A presentation would be made by NLDC/RLDC.

6.2.2 In the Meeting, SRLDC informed that the present report had been prepared under guidance of

the MoP, GoI in order to supplement the different GoI initiatives for envisaged renewable

integration. In a large grid like India, the flexibility rendered by hydro generators viz. overload

capability, fast ramping & peaking support etc. has immense value for reliable, secure and

economic grid operation. A need for examination and analysis of existing hydro power resources

with a future road map to effectively harness them was felt to integrate 175 GW of renewable

energy by 2022. In this direction FOLD constituted a Working Group on Hydro to study, inter-

alia, the existing hydro power capabilities, tariff design, operating norms and constraints,

flexibility indices, scheduling practices, integrated operation of hydro stations haring common

basin, pumped storage and communication facilities. About 80 % of the hydro power stations

around the country were surveyed totaling about 35 GW covering 150 Hydro stations. Huge data

analytic were carried out on the hydro power data for past 8 years with pattern analysis,

optimization solver for valuation and correlation with demand. Flexibility metrics for each hydro

power station have been evolved and assessment was carried out for its ranking and

optimization on a Pan - India basis.

6.2.3 SRLDC made a presentation(Annexure-6D) on the same and summarized suggestions of the

FOLD WG for optimized usage of Hydro resources for large scale integration of renewables as

follows:

Valuing flexibility of hydro stations though enabling regulatory frame works.

Operationalization of existing PSP Units in pumping mode.

Bringing hydro power stations under ancillary services.

Incentivizing system support services like black start & reactive support.

Transmission planning to factor in harnessing full flexibility of hydro capacity.

Robust Communication infra-structure between hydro stations and LDCs.

Coordinated scheduling and & dispatch of hydro stations.

Multi part tariff of Hydro Power

Need for inflow & Silt forecasting.

Recognizing flexibility as a need for new hydro projects & renovation of existing ones.

Revisiting the traditional hydrological constraints in hydro dispatch.

6.2.4 The constituents views are as follows:

I. Andhra Pradesh

AP has Hydro Capacity of 1720 MW.

Lower Sileru basin has perennial source of water from Balimela. It can be operated on

RTC basis and be maximized during peak hours. Maximum generation of 450 to 470 MW

only can be put on bars during peak hours at Lower Sileru basin though there is a

capacity of 725 MW as there is a limitation for evacuation of maximum generation at the

above station as two single circuits namely 220 KV Lower Sileru - Bommuru and Upper

Sileru -Pendurthy get over loaded because KTPS is a strong generating source.

Generation at Lower Sileru basin is used in other hours also for Load Generation Balance.

If generation at Lower Sileru basin is considered for peaking only, then AP will not be able

to utilize the quota of water and stands to lose considerably. 220 KV abandoned line from

Lower Sileru- Rampachodavaram will be revived.

Srisailam generation (770 MW) is generally utilized in peak hours depending on the water

releases by Irrigation Department.

Machkund generation is used on RTC basis to the fullest available Capacity.

NSR tail pond generation is used depending on the water releases.

II. Telangana

The total installed capacity of Hydro stations in the State is about 2416.91 MW.

All the above projects are multipurpose projects. Out of which Srisailam LBPH has a

generation capacity of 900 MW and Nagarjunasagar has a generation capacity of 815.60

MW. The power generation from these projects are dependent on the inflows and the

water releases given by Krishna River Management Board.

Hydel generation will be carried out only during this period (days) to match the discharges

given by KRMB. However, during this period as there is flexibility in operating hours,

generally hydel generation is planned during peak hours.

III. Karnataka

It cannot be generalized that Hydro stations are “Must Run” stations.

Scheduling and generation planning of storage type Hydro stations is for the full year

which is one “water cycle” year.

Scheduling of such plants is dependent on the storage content in the reservoirs at a

particular instant of water cycle year.

Sharavathy is used for RE balancing as well as for Load Balancing purposes.

In case of sudden forced outage of any embedded or ISGS conventional generators,

Sharavathy units which are of Pelton type quickly respond and manage the deviation of

the state control area.

Hence for control purposes, not all units may be operated all the time. For instance, only

4 of the 10 Sharavathy units may be operated at partial loads to manage sudden

variations up to December.

Karnataka has sizeable RE generation including Solar. Solar generation has typical ramps

which need to be suitably balanced. Balancing of uncertain with drawl and injection of

wind power.

Further, in case of DSM variations due to RE intermittency, hydro generation is required

for balancing needs.

State also has large load variations due to weather changes etc. For instance Karnataka

has a sudden variation of about 2,000 MW load in case of rains. Peak demand of the

state varies between 4,500 to 10,500 MW. To take care of such wide variations in the

demand due to various reasons, hydro generation is optimized.

Typically around 5% carry over in the Hydro storage content is planned at the end of the

water cycle year due to silt.

Generally around 24 MU per day of generation (1,000 MW RTC) is planned during the

period January to April, which is typically high demand season where base demand

increases by 1000 to 1500 MW.

However, presently with the current storage position of 41% which is not satisfactory, only

2 MU per day of generation is planned in the balance water year period.

Thus there cannot be static operating principles for hydro stations. Based on the inflows,

Grid operating conditions etc., system operator will take a call on the generation levels up

to the end of the water cycle year.

Run of the river type of hydro generation may be considered as must run stations.

However, stations with huge storage dams, may become “must run” during main

dam/balancing reservoir spilling conditions which are of seasonal nature. This cannot be

said for operating conditions throughout the water cycle period.

Major stations like Sharavathy, Nagjheri and Varahi are the only fast responding balancing

resources available in the state.

Typically high demand conditions prevail in the Southern Region during the period

January to April. During Inter-regional corridors congestion period and adequate ATC for

power purchases may not be there. At this juncture, hydro stations are pressed into

service for maintaining the power system stability in the SR region.

IV. Kerala

The observation by POSOCO that a number of hydro stations particularly in the state

sector are not being operated in peaking mode and is sub optimal was strongly refuted.

KSEBL pointed out that the report has not been shared so far by POSOCO. There had

been no proper consultation with SLDC / scheduling agencies in Kerala so far. SRLDC

informed that the details were collected through a questionnaire. KSEBL remarked that

the questionnaire was not comprehensive to furnish the required details. He further

pointed out that the presentation made by POSOCO had some factual errors like the

number of stations intended as electricity producing only. The distinction could be in the

ownership of the reservoirs, but even a DISCOM owned reservoir may have to be

operated considering social requirement sometimes. The operating principles in different

control area could be different. The following aspects are considered by Kerala in

scheduling hydro power:

The hydro availability depends on the monsoon and hence the averaging over years is not

correct.

The spatial distribution of monsoon is critical in scheduling generation from hydro stations.

Generally, considering the rate of inflow, anticipated rate of inflow, storage capability of

the reservoir and the depletion capability of the generating station, safe reservoir levels

are worked out. This is a dynamic computation on account of the dynamics of the

parameters involved.

The guidelines for operators in SLDC to schedule hydro generation is issued depending

on the estimated demand, present water level, safe reservoir level and other obligations in

water discharge even if the reservoir is not identified as irrigation reservoir. Typical cases

occur when the monsoon is poor.

In general, merit order dispatch is followed for scheduling power. For decision making, the

price of power is taken for merit order, especially in the case of hydro scheduling. The

price of water in each reservoir is computed considering the storage capacity of the

reservoir and the capability of variability of generation. Normally, the price of hydro is

taken as zero when the reservoir is in spill threat. When the water available in large

reservoirs is less than the safe level, the price is the cost of the replaceable energy for the

entire water year. These are taken after detailed statistical analysis.

The concept of peak shaving with hydro was the concept followed earlier. However, with

the power from open market becoming significant, the rate discovered during the peak

during some part of the year may be even less than the cost of the power purchased from

the market during other-than -peak hours during summer months. Hence, the hydro

generation may not reach maximum capability on several days.

Hydro generation is planned so as to provide the marginal quantity required for meeting

the demand. If for any reason thermal generation reduces or if there is any curtailment on

transmission corridor resulting in reduction of power purchase on daily basis, the hydro

power is substituted to meet the demand without restriction. The spinning reserve is also

provided on hydro as there are no thermal generators in Kerala and the power other than

the hydro generation is scheduled through interstate tie lines. The delay in obtaining

changes in schedules from SRLDC necessitates management of spinning reserve from

hydro stations. This also contributes to the fact that the hydro generators seldom achieve

maximum generation including during peak hours.

The hydro generation in Kerala is mostly owned and operated by KSEBL, the distribution

licensee. The generation is thus scheduled by KSEBL on the basis of commercial

considerations and economy of operation.

When there is acute shortage of water in the reservoirs, there are instances when the load

shedding has been implemented during day time. In some cases, the load shedding may

be during peak hours. This depends on the availability of water, expected inflow and the

energy savings to be obtained. The decision is again linked with economy of operation

and commercial considerations.

The peaking support from hydro sources for national benefit and to meet the ramping of

renewables cannot be considered in the operation if it collides with the operational

efficiency of the control area. The same can be considered for operation if there is a

compensating balancing market, when the merit order may get altered. Extension of

ancillary market to the state distribution licensees for making use of the hydro capability

for external causes on commercial basis can also be considered, which could be purely

optional for such utilities.

The scheduling is also affected by technical reasons such as reactive power management

in Kerala. During very low demand conditions and very high demand conditions, operation

of hydro stations at some particular generation level may become necessary to control the

voltage at some nodes. Such operation may require higher generation during off peak

hours, which may have to be compensated by reduced generation during evening peak

hours. Some of the pondage hydel stations may be available only for about 3 -4 hours a

day during summer in a period of 24 hours making their operational hours stiff. Thus,

there could be reduction in generation from some stations during peak. These are arrived

through experience supported by statistical figures and it is not right to assume that the

operations are non-optimal without studying the matter in deep.

KSEBL pointed out that electricity is a subject under the concurrent list of the constitution

and propositions like coordinated scheduling and dispatch etc can be considered only

after detailed policy deliberations and that too through complementary commercial

mechanisms. To a comment that the proposition of POSOCO can be limited to hydro

ISGS only, KSEBL pointed out that there are no hydro ISGS in SR, but even ISGS are

owned by the beneficiaries to the extent of the share allocated to them as long as the

proportional fixed charges are paid and hence the right of scheduling rests with the

beneficiaries to manage their economy of operation. KSEBL also apprehended on some

of the conclusions pointed out by POSOCO such as most of the hydro generators in SR

are of Pelton wheel type, which is grid friendly, multiple start-stops is economical,

definition of capacity utilisation factor for hydro stations as ratio of average generation per

day with installed capacity, averaging of generation for the past years for arriving at the

possible generation etc.

V. Tamil Nadu

The hydro generation is mostly used for peaking power. However, it is only the spinning

reserve available for Tamil Nadu state to contain the Intra-day DSM from time-to-time due

to Intermittent variation of RE power.

The hydro generation is subject to reservoir level. For the past 2 years i.e., 2015-16,

2016-17 and current year also, the southwest monsoon is not active in the Southern

Region as per the prediction of IMD. Storage level is lower by 28% as on date when

compared with previous year.

The hydro generation is regulated for the whole year especially to manage the summer

loads.

There is no scope of hydro capacity improvement without new hydro project in Tamil

Nadu.

Hence the operation of hydro Stations are in the purview of states only

6.2.5 It was also noted that as expressed by the states, National Peak and State individual peak may

not necessarily coincide. States may be concerned about meeting state peak rather than

National/Regional Peak. The hydro generation seem already being optimised by the SLDCs.

Hydro in merit order is considered based on the price of the replaced energy in the water cycle

and not on the basis of the cost. Operation of Hydro in NR/NER cannot be compared with SR

Hydro. It was noted that in the presentation all the Hydro stations are identified as multipurpose

which may not be correct. Varahi, Sharavathi and Nagjheri stations as informed by KPCL are

purely for Electricity generation only. For RE balancing as well as for Load Balancing purposes

the only available source is Hydro. Analysis is purely based on the past data whereas scheduling

of such plants is dependent on the storage content in the reservoirs at a particular instant of

water cycle year. All the units will not be available during Peak Period.

6.2.6 After deliberations it was concluded by all the states that the peaking support from hydro sources

for national benefit is also to be viewed vis a vis requirements of the control area. The same

can be considered for operation if there is a suitable product introduced under a commercial

mechanism.

6.2.7 It was noted that States views will be put up in forthcoming TCC/SRPC Meeting which is

scheduled on 21st and 22nd August 2017 as desired by CEA. SRLDC was requested to come

out with specific suggestions/way forward since RPCs are advised to discuss the same as a

regular Agenda item in Monthly OCC Meetings as well as needed to be discussed in TCC/SRPC

Meetings.

6.3 Load required for conducting PG tests and other critical activities in the units/requirement of change of technical minimum by generators

6.3.1 NTECL Vallur vide E-mail dated 29.07.2017 (Annexure-6E) had submitted the following regarding

Technical Minimum

Prior to 15.05.17, the technical minimum was entered by generators in the SRLDC

scheduling programme.

From 15.05.17, the technical minimum of generators are being entered/selected by SRLDC.

This is causing problems to the generators as generators are not in position to change the

technical minimum when they are forced to run the machines at higher load on account of

critical problems in the machine.

6.3.2 NTECL requested/desired that:

There should be a mechanism to provide schedule for conducting PG tests and other critical

activities.

The generator should be able to change the Technical Minimum when in requirement.

6.3.3 In the Meeting NTECL informed that by March 2018 many tests are required to be carried out in all

the NTECL Units. At present, the generators are not in a position to change the technical minimum

and they are forced to run the machines at higher load. On account of critical problems in the

machine it was requested that there may be mechanism to provide schedule for conducting PG

tests and critical activities.

6.3.4 SRLDC expressed the views as follows:

Needs to be intimated to the beneficiaries well in advance

Prior consent of beneficiaries & approval in forums like OCC need to be obtained.

As per regulations 55 % of technical minimum is being followed.

6.3.5 SE (O), SRPC suggested that NTECL may furnish the basic plan/schedule of the tests well in

advance i.e at least one week before and concurrence may be sought from all the states.

6.3.6 After deliberations, all the States agreed that they would mostly ensure the schedule as required by

ISGS provided ISGS inform their testing schedule well in advance (around one week). Any

rescheduling of tests due to urgent needs would be communicated to ISGS at least two days in

advance.

6.3.7 NTECL informed that minimum load was required for one unit at a time. They are planning the PG

tests for Unit I from 17th August 2017 onwards for 3 days. The final date would be intimated to all

the States/SRLDC and coordinated accordingly.

6.4 Overdrawal by SR constituents during morning peak

6.4.1 SRLDC vide letter dated 05.07.2017 had observed that during morning hours of the day there is

consistent and simultaneous over drawal of power by all the SR constituents resulting in large inter

regional deviation to the tune of 1,000 MW, causing violation in SR import ATC limits and high line

loading in trunk lines including Vemagiri-Gazuwaka S/C 400 kV line beyond thermal limits. At 06:00

hours of 05.07. warning messages were issued by NLDC to all Regional Entities. NLDC letter

dated 04.07.2017 was also enclosed with SRLDC letter. SRLDC had expressed concern over the

simultaneous overdrawal leading to ATC violation of IR links and loading of Vemagiri-Gazuwaka

S/C 400 kV line beyond thermal limits.

6.4.2 SRPC vide letter dated 19.07.2017 had taken up certain issues in this regard with SRLDC based

an analysis carried out for instances of overdrawal more than 1,000 MW. It was requested that the

above issues may kindly be examined and SRPC be informed accordingly.

6.4.3 SRPC had made an analysis with regard to inter-regional flows vis-vis RRAS schedule for the

period from 01.04.2017 to 09.07.2017. Based on the observations, SRPC vide letter dated

20.07.2017 had taken up certain issues regarding issuance of RRAS instructions with NLDC.

6.4.4 SRLDC vide letter dated 27.07.2017(Annexure-6F) had furnished the following in response to

SRPC‟s letter dated 19.07.2017:

Overdrawal: Most of the over drawl instances are at the brim of load change over‟s which

indicates clearly the need for review of load staggering by the individual states as well as

among the states. These overdrawals are observed subsequent to blocks of huge under

drawals which reflects sudden changes in drawl forcing threat of tripping of elements. The

details of drawal pattern, expected deviations, reasons for deviations and action

taken by the states are to be collected from states and to be discussed in the OCC

Meeting.

Schedule Exceeding DC: ISGS stations sell the states surrendered power through power

exchanges and subsequently reduce the DC due to reasons like coal problem, auxiliary

failure issues, tripping of units etc. This nature of instances forces non-availability of RGMO

support from such machines. The station may sell the surrendered power by keeping

certain margin for operational flexibility. This issue may also be deliberated in the

OCC Meeting of SRPC and finalize a suitable scheduling mechanism.

RRAS: RRAS is triggered up and down by NLDC depending on demand trends/forecasting

and real time system requirements. RRAS schedules are followed by all the generators as

per the margin availability and analyzing the original OD/UD for a few intermittent blocks

during RRAS may be misleading. Demand forecasting by constituents with better accuracy

on block to block basis may facilitate fine tuning the RRAS instructions.

6.4.5 SRLDC vide message dated 26.07.2017(Annexure-6G) had informed all concerned that „There

was a continuous overdrawal by SR constituents and NEW-SR drawal is crossing ATC value from

past one hour. It is requested that all constituents maintain schedule. Generators are requested to

not under inject and maintain schedule. Kindly take necessary action at the earliest in order to

reduce NEW-SR drawal and the drawal is maintained below ATC‟.

6.4.6 Further SRLDC vide letter dated 31.07.2017(Annexure-6H) had taken up the issue of over drawal

from Grid during morning hours. It is again requested to AP to exercise optimum scheduling and

adhere to the drawal schedule at all times. Considering the magnitude of RE penetration the

conventional generation may be flexed quickly for optimum scheduling.

6.4.7 In the meeting, SRLDC informed that they had addressed to all the constituents of Southern

Region highlighting the issue regarding the over drawal in the morning hours, which was leading to

inter regional deviation of more than 1,000 MW. It was observed from the analysis of over drawl of

SR Constituents that most of the instances are at the brim of load change over and there is a need

for review of load staggering of individual states. Hence to avoid these instances, SRLDC vide E-

mail dated 6th August 2017 had requested all constituents to analyse the drawl pattern, deviations

and actions taken by Constituents to control the deviations etc for the instances and present the

same in the forthcoming (134th) OCC meeting of SRPC.

6.4.8 APTRANSCO informed that the incidents were due to large wind variations. SLDC had already

advised DISCOMs to cut the agricultural loads during morning 4 to 7 hours. Upper Sileru and

Lower Sileru Units tripped during that period. At VTPS, generation was affected due to wet coal.

6.4.9 SRLDC informed that the issue was sill prevailing and daily about 500 MW variation is observed.

6.4.10 SE(O), SRPC requested APTRANSCO to take immediate action in this regard and furnish a report

on the action taken. He emphasized the need for further analysis of the events and identify the

reasons for the events and actions to be initiated for curtailing those. Deviations which are passed

on to Regional Grid should be avoided and taken care of.

6.4.11 SRLDC observed that thermal generation cannot be reduced from 500 MW to 0 MW in few

minutes but solar can ramp up from 0 to 500 MW in few minutes. Ramping of load and matching

generation ramp considering any intermittency of solar was vital. APTRANSCO was requested to

review this aspect also.

6.5 Delay in restoration of Bhadravathi Poles I & II

6.5.1 Black Start Mock Exercise for availing start up power from Western Region through HVDC AC

bypass at Bhadravathi in the event of a black out and start the units at NTPC Ramagundam was

carried out on 21.07.2017. The report is at Annexure-6I. Observations on effectiveness of Mock

Drill have been listed out in the Report. It was observed that while normalization of mock drill

exercise, HVDC poles at Bhadravathi were not able to come into service as per instruction. It was

felt that these types of technical issues needed to be addressed diligently to avoid repetition of

same in real time.

6.5.2 In the Meeting SRLDC listed out the recommendations/observations as follows:

Bay and element numbering as per standards may be followed in all the substations.

Delay in connecting loads was observed at 220KV Jagityal station. This should be taken care

because in emergency, every minute would be crucial.

Equipment or measuring meter healthiness status should be available with operator and

alternative meter should be readily available to use in case of emergency.

Up-gradation of analog displays by digital displays may be considered for ease of operation.

While normalization of mock drill exercise HVDC poles at Bhadrawati were not able to come

into service as per instruction. These type of technical issues to be addressed with diligence

to avoid repetition of same in real time.

High voltages were observed during mock drill exercise (during previous mock drills also ), for

regulating the voltages connecting nearby substations loads are compulsory before extending

the start up supply to NTPC Ramagundam. In view of this, it is recommended that TS SLDC

and TSTRANSCO should always be ready to connect the loads of 120-150MW before

extending the supply to NTPC Ramagundam in case of blackout, type of loads and availability

of the loads should be readily available with the operator in order to achieve faster restoration.

6.5.3 Efforts of NTPC/TSTRANSCO/SRLDC/NLDC/PGCIL were placed on record.

6.5.4 On a query from SRPC regarding the delay in bringing back the poles, SR I informed that it had

reportedly due to some control card failure and which had since been rectified.

6.6 Wind Generation loss at Uravakonda during Jammalamadugu-Uravakonda line charging

6.6.1 SRLDC vide letter dated 14.07.2017 (Annexure-6J) had brought into notice about the wind

generation loss at Uravakonda during Jammalamadugu - Uravakonda line charging. There was

loss of wind generation in the order of 600 MW while closing the 400 KV Uravakonda –

Jammalamadugu lines. Some of the instances observed during real time operations are given

below:-

6.6.2 Oscillations were also observed in 765 KV Raichur-Solapur line flows along with fall in grid

frequency. SRLDC expressed concern that sudden generation loss of such large quantum would

affect the smooth SR/All India grid operation and requested APTRANSCO that this matter may

please be taken up with the wind generators to resolve it at the earliest.

6.6.3 It was noted that there may be some regulatory provisions which could prevent MVAR absorption by

the RE generators. APTRANSCO was requested to look into the issue. In addition, HVRT set

points and the tap positions of the generators could also be ascertained / optimized.

6.6.4 In the meeting, SRLDC informed that there was some setting issue in Suzlon make turbines which

had been rectified.

6.7 High Voltage in Kaiga Bus

6.7.1 SRLDC vide letter dated 15.06.2017 had brought out the issues regarding high voltages prevailing

at Kaiga. SRLDC had stated that with the onset of Monsoon, SR grid is experiencing high voltage

throughout the grid and in such a scenario, there is a need for proactive action by Kaiga GS.

Measures such as resolving MVAR absorption of Kaiga units with the OEM and commissioning of

2x125 MVAR reactors at Kaiga may be completed on emergency basis. It was noted in the 133rd

OCC Meeting that most of the issues were pending from Kaiga GS end, like injection of MVAR from

Unit-3 & 4 (they were absorbing earlier), unilateral change of the tap, delay in commissioning of the

new reactors (though the issue had been highlighted since long), non-sharing of the OEM report

restricting the MVAR absorption and no action on the suggestion of utilization of the spare regional

reactor. It was agreed that a team from SRLDC, SRPC and constituents would visit Kaiga GS for the

MVAR testing on 04.08.2017. Kaiga GS representative had stated that after taking the management

approval, the dates would be confirmed.

6.7.2 In the Meeting, KGS representative informed that two reactors are expected to be commissioned by

December 2019. POA is placed for both reactors and bays (with gantry and breakers). MVAR

testing date will be intimated after discussing with Senior Officials.

6.7.3 After deliberations, it was decided that the MVAR testing may be conducted on 29th August 2017 for

Unit IV of KGS. KGS was requested to coordinate and make necessary arrangement for the same.

6.7.4 On a query, KGS representative informed regarding the spare reactor that there are space

constraints. It was noted that PGCIL also may be present at Kaiga on 29th August 2017 and the

team could also examine the feasibility of space for spare reactor.

6.8 High Voltage in Telangana

6.8.1 In the 133rd OCC Meeting SRLDC had highlighted the high voltage issues observed in Telangana

Control area. It was pointed out that M/s Singareni units were absorbing only upto 50 MVAR. It could

go upto 150-180 MVAR in line with other machines of similar capacities. It was noted that the GT

taps were most likely at 420 kV which were to be brought down to 400 kV in steps. MVAR Capability

of Singareni Units for combating high voltage was presented by SRLDC. TSTRANSCO had

informed that they had taken up the issues with M/s Singareni and had assured GT tap change

would be taken up.

6.8.2 In the Meeting, SRLDC informed that as agreed in the 133rd OCC Meeting MVAR testing for

Singareni Units was carried out on 3rd August 2017. The following observations were noted:

GT tap position is set at 420 kV, due to which the lower limit of generator terminal voltage (19.5

kV) was hitting early. With these conditions -53 MVAR at 600 MW load -78 MVAR at 460MW

only could be tested.

Under normal conditions the generator terminal voltage was observed around 20.4 kV only

(Rated 21kV).

Lagging side test was successful (up to 296 & 293 MVAR could be tested)

The generator is requested to change the GT tap position to lower levels.

6.8.3 SE(O), SRPC recalled that whenever new units are commissioned the tap position should be kept at

400 kV level. He requested TSTRANSCO to take up immediately with Singareni TPS to bring the

Tap position at 400 kV level. TSTRANSCO informed that they have already taken up with Singareni

TPS and during next opportunity tap position will be changed.

6.8.4 It was observed that facility of On Load Tap Changers may be made use off in such situations and

should not wait for the shutdown of the units.

6.9 Optimum harnessing of RE in Southern Region

6.9.1 A Meeting was held on 10th February 2017 in MoP on matters relating to optimum harnessing of

Renewable Energy Integration in SR without endangering Grid Security. A number of actionable

points had been finalized in that Meeting and time lines for compliance of the same also had been

specified. SRPC vide letter dated 02.05.2017 had requested the concerned utilities that the matter

may kindly be arranged to be reviewed and urgent action arranged wherever necessitated. A

Special TCC Meeting was also convened on 20th May 2017 in SRPC, Bengaluru.

6.9.2 SRLDC had conducted a Capacity Building Workshop on STOA procedures on 19.05.2017 in

compliance. A Special Meeting of SRPC Members of the constituent states was held on 31st July

2017 at Hyderabad. Based on the discussions in the Hyderabad Meeting, a draft Overarching

Agreement was prepared and also circulated. It was proposed to sign the Overarching Agreement in

SRPC Bengaluru on 17th August 2017.

6.10 Constitution of “Sub-Group under Technical Committee for Implementation of Frame work on Renewable at the state level”

6.10.1 CERC vide their communication dated 02.05.2017 had informed that a Technical Committee under

the Chairmanship of Member, CERC, Shri A.S.Bakshi was formed at the direction of Forum of

Regulators (FOR) in November, 2015. This Committee comprises of Technical Members of State

Commission of renewable rich States, viz. Tamil Nadu, Gujarat, Rajasthan, Maharashtra, Andhra

Pradesh, Karnataka and Madhya Pradesh. The objectives of the Committee include facilitating

implementation of Regulations for Forecasting, Scheduling and Deviation Settlement at the State

level, implementation of ABT framework and Ancillary Services in member States, among others. It

was decided that Sub-Groups be constituted in the Northern Region, Western Region and

Southern Region (the three RE rich regions) headed by the Member Secretaries of the respective

Regional Power Committees (RPCs) to examine this issue. This Sub-Group shall inter-alia

examine the feasibility and modality of cooperation among states in the respective region for

ensuring optimum utilization of generation resources with least cost options for balancing across

the region. The Sub-Groups are to submit their findings before the Technical Committee at the

earliest.

6.10.2 The Sub Group Meeting was convened on 07.06.2017 at SRPC Bangalore and the Minutes of the

Meeting are available at SRPC website. A meeting in this regard was scheduled for 18.08.2017 in

CERC.

6.11 Terms and Reference for the proposed study on Renewable Integration

6.11.1 It was noted that in the 31st SRPC Meeting held on 25th February 2017

TANGEDCO/TANTRANSCO had agreed to take up the matter of funding this study by RE

Developers with them. SRPC vide letter dated 03.05.2017 had requested TANTRANSCO that

the matter regarding possible funding of the consultancy may kindly be arranged to be taken up

with RE Developer Associations.

6.11.2 Subsequently TANTRANSCO vide letter dated 08.06.2017(Annexure-6K) had informed replied.

The issue was scheduled to be deliberated in 31st TCC/32nd SRC meetings.

6.12 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources

6.12.1 CEA vide letter dated 12.04.2017 had informed that in compliance to the Clauses 6(3) and

6(4)(b) of Central Electricity Authority (Technical Standards for Connectivity to Grid) Regulations

2007 and Central Electricity Authority (Technical Standards for Connectivity of the Distributed

Generation Resources) Regulations 2013 notified on 30th September 2013 it is obligatory for all

the grid connected renewable generators to provide necessary facilities for data-communication

and data-storage and other parameters as may be stipulated. The said CEA Regulations also

places onus on the generating plants including renewable to coordinate with appropriate licenses

on issues including but not limited to protection safety and metering.

6.12.2 With the above perspective as emerging from the CEA Regulations in force, the SLDCs are

requested to take up the matter with all the renewable generators to ensure transfer of

data to the appropriate Load Despatch Centre, so that the real time generation data is

available with them for centralized monitoring. It was also requested that to indicate the

present status in this regard and the action plan with definite time frame to ensure real time data

telemetry from all the grid connected Renewable Generators/Plants to the SLDCs.

6.12.3 CEA had requested SRPC to take up the issue with the concerned SLDC/utility operating the

SLDC and desired that this may be kept as an agenda item for OCC Meetings for periodical

review of the status of real time data telemetry from all the Grid Connected Renewable

Generators/Plants to the SLDCs.

6.12.4 Subsequently CEA vide letter dated 08.05.2017 had enclosed MoP letter dated 06.04.2017 on

the above issue. SRPC had informed that this matter had been deliberated in the Special TCC

Meeting held on 20.05.2017. The minutes of the Meeting are available at SRPC website. States

were requested to take immediate action as per the Meeting Minutes.

6.12.5 In the Meeting, it was noted that CEA had conducted a Meeting on „Receipt of online operational

data in real time mode at SLDC from renewable energy generation sources (RES) and related

issues‟ at New Delhi on 28.06.2017 (MoM dated 14.07.2017 enclosed as Annexure-6L). The

following was concluded in the Meeting.

All states should have in place urgent time bound plan to ensure availability of 100%

operational data in real time mode at the SLDC/RLDC/NLDC. It was decided that the

respective states would submit weekly reports of data communication status to

CEA as well as to respective RPC/RLDC and NLDC.

Till the time, State Regulations are not in place. CERC (Communication System for inter-

State transmission of electricity) Regulations, 2017 shall be followed.

6.12.6 it was noted that a Special Meeting was held in CEA on 11.07.2017 under Chairmanship of

Member (Planning), CEA to discuss the modalities for devising suitable framework for National

Level Data Registry for electricity generating units so as to have easy availability of their

generating capacity and other details. Subsequently CEA vide letter dated 19.07.2017

(Annexure-6M) had communicated the Minutes of the Meeting.

6.13 Ramp down/up during sudden solar increase/decrease during morning/evening

6.13.1 In the 129th OCC Meeting SRLDC expressed concern regarding the ramp down/up during

sudden increase/decrease during morning/evening hours. SRPC/SRLDC had pointed out that

Solar Capacity would be coming up very intensively in coming six months and SR should be

ready with contingency plan for managing the LGB during the solar ramp up/ramp down period.

6.13.2 SRLDC had presented the typical ramps of Solar for the 250 MW NP Kunta plant as given in the

6.13.3 It was noted that the Ramps could be used for the balancing/reserve planning by the entities.

The installed capacity could be scaled.

6.13.4 This exercise would assume significant importance as the Solar trajectory was very high and

would form large component of the RE / installed capacity of the states. This would be apt time

to use such tools for better load generation, balancing / reserve assessment / planning.

The following were noted in the 133rd OCC Meeting:

APTRANSCO had informed that 220 MW of GVK plant was being used for providing the

flexibility, APTRANSCO agreed to share the agreement details on the technical /

commercial for better understanding of the other states. Pump storage plant at Upper

Sileru had been suggested.

TSTRANSCO had informed that they were maintaining spinning reserve to meet the

deficit and they had sufficient reserve in the backing down direction also. The purchase

planning was taking into consideration various factors like Solar ramps, purchase pattern

of the embedded customers, demand variation features, overlap of groups, demand

shifting to Solar generation etc.

TANTRANSCO had informed that whenever hydro was available, they were flexing the

hydro else, the majority variations were being met by regulating the thermal generation.

KPTCL had informed that they were also optimizing the demand shifting with Solar

generation and recently, Discoms IP loads were shifted to match the solar etc.

6.14 Shifting of PMU from GMR-Vemagiri to NP Kunta-Status

6.14.1 In the Meeting APTRANSCO informed that instead of shifting PMU from GMR Vemagiri to NP

Kunta, it may be shifted to Uravakonda.

6.14.2 MS SRPC informed that Protection Committee had agreed for NP Kunta and actions had been

initiated and the requirement at Uravakonda may be considered subsequently.

6.15 Implementation of CERC (Communication System for Inter-State Transmission of Electricity) Regulations, 2017

6.15.1 CERC had notified the Central Electricity Regulatory Commission (Communication System for

Inter State Transmission of Electricity), Regulations, 2017 Dated 15th May 2015. These

Regulations shall come into force w.e.f 01.07.2017. A number of actionable points are there for

the entities/stakeholders.

6.15.2 In the Meeting, SE(O), SRPC requested all the entities/stake holders to initiate actions to comply

the directions/recommendations in the Regulations.

6.16 Confirmation for the indicated plan for FGD/Phasing Out Plan for implementation of new Environmental Norms for Thermal Plants issued by MOEF & CC

6.16.1 In regard to Phasing Plan for implementation of new Environmental Norms for Thermal Plants,

issued by MOEF&CC, CEA has firmed up the FGD phasing plan and uploaded on its website.

Phasing Out Plan confirmation are not received from most of the generators. It was requested

that all the concerned to kindly furnish the information at the earliest which would be forwarded

to CEA.

6.16.2 Chairperson, SRPC vide letter dated 24.05.2017 had put forward to Secretary-Power, MoP that

during discussions in the 31st SRPC meeting held on 25.2.2017, regarding implementation of

revised environmental norms, it was suggested that some funding either from PSDF or any

other fund could be kindly sought from the GoI to meet the stipulated revised environmental

norms. It was requested that the kind attention of MoP may be bestowed on this issue of

funding either from PSDF or any other fund to meet the stipulated revised environmental

norms.

6.16.3 Subsequently CEA had requested to furnish the confirmation regarding the FGD installation of

NLC Units. NLC vide letter dated 18.08.2017(Annexure-6N) has furnished their views. It was

informed that consultant had taken the field measurements and recommendations are awaited.

6.16.4 In the Meeting SRPC requested all the generators to keep CEA appraised of the developments

in FGD/Phasing out plan.

6.17 State-wise allocation of 540 MW power from RGPPL to Railways

6.17.1 CEA vide letter No. 5/AI/CSA/GM/2017 dated 22.03.2017 had enclosed MoP Order No.

4/22/2011-Th-Vol-III) dated 17.03.2017 in which 540 MW power from Ratnagiri Gas and Power

Private Limited (RGPPL) has been allocated to Indian Railways. Allocation to SR States (out of

540 MW) would be as under:

Subsequently CEA vide letter dated 22.05.2017 had endorsed MoP letter dated 18.05.2017 in

which 35 MW of power is allocated to KPTCL (SR). CEA vide letter dated13.06.2017 had

communicated the allocation to Karnataka with slight modification in the conditions.

6.17.2 TSTRANSCO and TANTRANSCO had been requested to conduct Meeting with Railways for

ensure availability of infrastructure, firmed up scheduling mechanism etc.

6.17.3 Subsequently the following was noted:

CTU vide letter dated 20.04.2017 & 08.06.2017 had informed that ATC to SR from new Grid

has already been allocated to LTA/MTOA applicants for transfer of power to constituent states

of Southern Region including Telangana, Tamil Nadu & Karnataka. Transfer of 150 +35 MW

can be affected upon commissioning of upcoming Nizamabad-Maheswaram 765 kV D/C line,

which is likely to be commissioned by October 2017.

TSTRANSCO had convened a Meeting with Railways, SRLDC & SRPC on 28.04.2017.

TANTRANSCO vide letter dated 18.04.2017 had informed that the issue of consideration of

Open Access by Southern Railway as Deemed Licensee is sub-judice. At this stage since the

Petition on the above matter is pending with the Hon‟ble APTEL, New Delhi and pending in

principle approval from TANGEDCO, permitting Open Access to Southern Railways as Deemed

Distribution Licensee for availing allocated power from RGPPL is not feasible. APTEL Order

was expected on 18.07.2017.

KSEBL had informed that an issue such as Deemed Licensee status for Railways was still

subjudice. Only balanced three phase supply is possible from STU as per CEA Connectivity

Regulations & there were Metering issues as per IEGC and such restrictions were not there in

Supply Code of Discoms under which Railway was getting its supply presently.

6.17.4 In the meeting SE(O), SRPC informed that LTA could be operational by September/October

2017 and requested all the concerned to take up with Management urgently.

6.18 Scheduling of Simhadri Stage I Station

6.18.1 Simhadri Stage-I scheduling had been started by SRLDC from 01.05.2017 onwards. Main/Check

meters at Simhadri Stage - I end of Inter connector was not yet installed.

6.18.2 SRLDC informed that NTPC was given certain time line and NTPC was yet to be taken action in

this regard..

6.18.3 NTPC informed that the requirements of meters are noted and immediate action would be taken

to see that meters are placed.

6.19 Monitoring of scheme funded from PSDF

6.19.1 In earlier OCC meetings, NPC had furnished the details of the grant sanctioned from PSDF for

the schemes in Southern Region were furnished. It was requested that the status of

implementation of the above schemes physical as well as financial progress may please be

reviewed and the entities were requested to kindly expedite implementation of the schemes. It

was recalled that the entities may furnish the information in the specified format by first week of

every month on regular basis to Member Convener, PSDF Project Monitoring Group (AGM,

NLDC, POSOCO) with a copy to NPC Division.

6.19.2 NPC had informed that next Meeting of NPC may be called shortly. Exact details of percentage

of works completed needed to be filled in the Remark Column of Annexure of NPC Agenda. A

summary on the percentage of works completed may kindly be furnished to NPC.

6.20 Right of Way issue of 400 kV Nelamangala-Hoody Line/ commissioning of 400 kV Yelahanka substation/220 kV evacuation system of KPTCL at Yelahanka substation

6.20.1 SR II Powergrid had informed that the compensation issues were being settled for LILO of

Nelamangala - Hoody at Yelahanka. Regarding Madhugiri – Yelahanka in three districts,

Bengaluru Urban, Bengaluru Rural and Tumkur ROW issues are being faced. The connectivity

at Yelahanka will not be useful until the 220 kV side cables are made through by KPTCL.

6.20.2 KPTCL had informed that cable for Yelahanka connectivity is awarded in December 2016 and

scheduled to be commissioned in December 2017.

6.20.3 In the Meeting KPTCL informed that cable received. RoW issues were being resolved. Targeted

for Dec‟ 2107.

6.21 Daily Load Forecasting by SLDCs/RLDCS/NLDC

6.21.1 The mean absolute error (forecast Vs ac tual demand) forth month of July 2017 as furnished by

SRLDC is at Annexure-6O.

6.21.2 In the Meeting, it was noted that the maximum mean absolute % error had crossed 13 % in

Karnataka for two days. SRLDC informed that for all the states they had used the data furnished

by respective states for analysis.

6.21.3 KPTCL informed that there was forced outage of transmission lines between Bijapur and

Bagalkot as wind generation had increased. Along with tripping of lines, generation also lost.

Load shedding also was carried out on the day.

6.21.4 KSEBL informed that many 110 kV lines are being tripped due to various reasons and desired to

know whether it should be taken as load shedding. Also in Kerala a lot of roof top solar has

come up. Around 25-30 MW roof top solar is available at present. CIAL is having an IC of 35 MW

and is considered as a captive plant and consumption of CIAL is not accounted in KSEBL

demand.

6.21.5 MS SRPC expressed that the demand value is considered for planning activities and for many

analysis and should give a realistic picture. All states were requested to come up with

suggestions to capture the actual demand (including that of DGR & Rooftop Solar etc).

6.21.6 SE(O), SRPC informed that „ Nil‟ load shedding was reported by KPTCL and such events should

be reported in demand not met ( as load shedding) due to transmission constraint carried out for

PSP.

6.21.7 DGM, SRLDC stated that an overall improvement was observed in all states but there was

scope for further improvement.

6.21.8 In the 126th OCC Meeting, SRLDC had informed that a Pilot Project for RE forecasting had been

started. Pilot Project for load forecasting was yet to commence. RE Connect has been entrusted

the work.

6.22 Highest Wind Generation in SR

In the Meeting SRLDC informed that on 17.07.2017 SR witnessed highest ever wind injection

(198.87 MU). Tamil Nadu wind generation was around 94.05 MU. It was observed that Andhra

Pradesh met 42 %, Karnataka 27 % and Tamil Nadu 32 % of consumption from Wind

Generation. 25 % of consumption (max) was met by Wind Mill. It was noted Installed Capacity of

Wind + Solar has crossed 22 GW with respect to SR. The presentation by SRLDC is at

Annexure-6P.

6.23 Frequent tripping of Vallur-NCTPS lines 6.23.1 In the Meeting, it was noted that the replacement of insulators were completed in the NCTPS –

Vallur lines and other connected lines.

6.23.2 SRPC had suggested that NTECL & NCTPS may go for RTV coating in their switchyard as had

been done by other entities

6.24 Scheduling of NTPC Ramagundam Solar Power Plant (10 MW)

In earlier Meeting, NTPC had informed that written communication in this regard to MoP would

be shared with SRLDC/SRPC.

6.25 Scheduling of Solar at Kamuthi Solar Park

6.25.1 CEA, Legal Division vide letter dated 30.03.2017 had concluded that as per advice sought by the

SRPC the scheduling of the Solar Power Project can be scheduled under the provisions

of IEGC (Regulation 6.4.2(b) by SRLDC.

6.25.2 SRLDC vide letter dated 10.04.2017 had informed that SRLDC can schedule power from M/s

AGEL and its subsidiaries. However, in order to avoid any difficulties at a later date it was

suggested that M/s AGEL may seek Hon‟ble CERC‟s directions resolving the difficulties

mentioned in SRLDC‟s letter before SRLDC can begin scheduling of the generating station

under IEGC Regulation 6.4.2(b).

6.26 Subsequently a Special Meeting was proposed to be held at SRPC Bangalore on 09.08.2017

which was postponed.

6.27 Upcoming Wind/Solar Projects

6.27.1 In the earlier OCC Meetings SRPC/SRLDC had enquired the States regarding the proposed

addition of Wind/Solar projects in their respective system. The following was noted:

NTPC was requested to come back on status update of NP Kunta Stage II. In Andhra

Pradesh and Karnataka also Wind/Solar parks are expected to be come in near future like

at Ananthapur and Pavagada.

It was noted that procedure for RE Frameworks had been notified and is available at NLDC

website. It was requested to all the concerned to take up with generators and information

as mentioned in the Notified Procedure are to be collected/ensured from RE generators.

SRPC had informed that the progress of works of RE Generators and evacuation system

are available in TCC/SRPC Minutes. All the concerned were requested to update the same

and revert back at the earliest incorporating appropriate changes.

It was felt by the forum that a separate RE Meeting may be convened with States and

Major Generators (may be generators with 500 MW and above Installed Capacity)

quarterly to have focused discussion on the progress.

6.27.2 In the Meeting SRLDC informed that TATRANSCO has submitted the details. Karnataka has

furnished information of existing generators and SRLDC requested to furnish the information for

upcoming generators also. AP, TS and KSEBL were requested to furnish the information at the

earliest.

6.28 Power Flow Analysis under high RE scenario

6.28.1 SRLDC vide E-Mail dated 08.06.2017 had informed that a project has been undertaken jointly by

POSOCO, USAID and NREL for power flow analysis under high RE scenario. This study would

look into the reliability and security issues with high RE penetration. As a part of Phase-I of this

work, studies are proposed to be conducted for 2018 grid scenario. For this purpose States were

kindly requested to share the details of existing wind & Solar generator details and Wind and

Solar expected to be commissioned by July 2018 with the details of planned transmission

system. It was also requested to kindly fill in the details sought as per the attached format. The

sample wind station diagram was also attached for reference.

6.28.2 In the Meeting SRLDC stated that the details were required urgently within a week. SRLDC was

requested to send a reminder letter/mail.

6.28.3 In the Meeting the following was noted:

TSTRANSCO, TANTRANSCO and KPTCL had furnished the information.

APTRANSCO informed that stress study had been carried out through a Spanish

Consultant.

SRLDC requested APTRANSCO and KSEBL to furnish the information.

6.29 Status Review of REMC project implementation

6.29.1 In the Meeting SRLDC informed that the proposal has been put up to Empowered Committee.

Approval had been delayed due to administrative issues and approval is expected by this month

end. Execution period is 15 months from approval date. There are four schemes for three states

namely for Andhra Pradesh, Karnataka and Tamil Nadu and one for SRLDC. Separate SCADA

will come for renewables with existing RTUs and communication system.

6.30 Patrolling / Maintenance of critical lines and substations

6.30.1 In last couple of years insulator tracking has been observed in the Transmission lines and

Substations located in the coastal and polluted areas. The format for furnishing the details of

schedule / Patrolling and Maintenance carried out of the critical Transmission lines and

Substations had been circulated.

6.30.2 SRPC observed that every month some scheduled activity may be there and it is responsibility of

SLDCs to ensure that it was being carried out. SRPC & SRLDC need to be informed

accordingly.

6.31 PSS Tuning of generators

6.31.1 5th Meeting to review the status of PSS tuning of the generators was convened on 26th July 2017

and minutes of the Meeting are available at SRPC website. All the generators to follow the action

plan finalized in the 5th PSS meeting. PSS study group had analyzed the SRT reports furnished

and recommendations had been finalized. The Step Response Test Reports in the specified

formats to be submitted in soft form to SRLDC ([email protected])/SRPC / CTU

([email protected]) / SRPC (seoprnsrpc- [email protected];

[email protected]).

6.31.2 In the Meeting SE(O), SRPC requested all the concerned to take action as per the

recommendations in the Minutes and to follow the action plan finalized in the Meeting.

6.31.3 The following was suggested in the 5th Meeting of PSS:

Generators to furnish required information from the field and the model details to SRLDC.

SRLDC will use this information in simulation and come out with the optimal Gain set

points, which can be used as a reference while carrying out the actual PSS Tuning.

While furnishing the test results, MW scale in graph needed to be taken appropriately

considering the operating range for better comparison and conclusion.

Final adopted settings, damping factor & damping ratio computation also needed to be

submitted.

CTU was requested to collect information from other Regions regarding PSS Tuning,

SRT Tests etc. which may be shared.

Adani PL was requested to share its experience on high frequency sampling DRs.

KPTCL to share the details of recorders in new AVR/PSS at Sharavathi.

NTPC would share the experience of Modeling, Simulation & PSS Tuning for a 500 MW

unit with brushless excitation system and PMU installation at generators.

Generators to inform SRLDC about SRT/PSS Tuning enabling SRLDC to observe nearby

PMUs.

Noise observed in some of the parameters in some of the units is to be referred to OEM.

SRLDC/NLC to study the MVAR interchange for NLC II Stage Units (only Step change of

+/- 1 % was possible due to high MVAR changes.

It was noted that the provision of one No. of 500 MVA additional ICT at Checkanoorani 400/230 kV S/s in PGCIL end 400 kV side was commissioned on 29.12.2017. LV side 230 kV Bay work is under progress and would be completed on 30.09.2017.

In the Meeting TANTRANSCO informed that tender was opened on 16.05.2017

6.37 Assessment of lift irrigation loads and necessary planning for using as demand response

It had been observed that TS is assessing the lift irrigation loads. It was suggested that other

states could also assess the lift irrigation loads which will help in load management /RE

issues/load change over in a optimal manner.

6.38 Communication requirement for ensuring data /voice to RLDC/ SLDC during Natural Disasters SRPC vide letter dated 10.07.2017 had taken up the issue with CEA on Communication

requirement for ensuring data /voice to RLDC/ SLDC during Natural Disasters. It was requested

to CEA that the way forward to the above issue may kindly be suggested.

6.39 Operating Procedure for SR

SRLDC informed that Operating Procedures for SR for the year 2017-18 had been published

and available at SRLDC website.

6.40 Data for PoC

NLDC had submitted the PoC data for Quarter October –December (Annexure-6R) .All DIC‟s

were requested to submit the comments at the earliest. KSEBL stated that they had furnished the

comments but are not reflecting in the NLDC data.

SRLDC informed that Kerala comments had been received at NLDC. .

6.41 Letter from MNRE

6.41.1 In the meeting SRLDC informed that SRLDC has received a letter from MNRE. The following

was noted.

Ministry of Defense has requested MNRE to formulate a methodology to switch ON or

OFF the wind farms/turbines near to IAF/Railways during war time using centralized

system in order to avoid any interference to IAF operations in the war.

by the wind turbine operators in foreseen situations.

Installed capacity of wind mills and wind farms that are commissioned near the vicinity

of IAF are required to be submitted to MNRE.

Power project developers should establish a centralized monitoring and control system

and such CMCS should be capable of switching all the wind turbines in the respective

wind farms. The communication between CMCS and the individual WTG in the wind

farm should be independent of internet.

In addition to this wind farm developers should have internet based control system,

SCADA which can be put at any of the locations depending on the requirement.

Wind farms should have SCADA and CMCS operational. Each wind generator should

have the provision to switch ON manually also.

Wind developers should demonstrate the operating procedure to nearby Air force

officials once in a year, respective state nodal agency and STU.

Wind developers should assure that all prerequisite approvals including all safety

measures are obtained from respective STU/CTU in order to assure the above

mentioned activities whenever required.

MNRE had requested SRLDC to review the procedure/contents and furnish the

comments/suggestions by taking the views of SLDCs also.

6.41.2 SRLDC informed that SRLDC is writing a letter to all the concerned and States are requested to

furnish the information as sought by MNRE. They would seek clarity on „vicinity‟ from MNRE.

6.42 Precautions to be taken regarding Grid Security in SR

6.42.1 SRLDC vide letter dated 08.08.2017(Annexure-6S) had furnished the precautions to be

taken by SLDCs in the expected low demand during 12th to 15th August 2017.

6.42.2 OCC forum noted the above.

7 GRID FREQUENCY

7.1 High frequency

7.1.1 High Frequency Grid Operation

7.1.1.1 It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 14.36% of

the time. It was also noted that the frequency on some of the days was higher for considerable

periods as shown below:

7.1.1.2 SRLDC informed that maximum frequency touched 50.22 Hz on 6th July 2017 at 08:01 hrs. It was

observed that during the instance all the SR States drawal were under limits except Tamil Nadu.

7.1.1.3 SRLDC presented the underdrawal of states when frequency was above 50.05 Hz. (Annexure-

7B). Out of 24 instances which met the criteria for frequency, sustained under drawals were

observed for Karnataka 1 instance, Telangana 1 instance and for Tamil Nadu in 19 instances.

7.1.1.4 The maximum under drawal touched by States are as follows:

AP : 793 MW for 18 minutes on 30.07.2017

TS : 795 MW for 19 minutes on 20.07.2017

KAR : 789 MW for 25 minutes on 19.07.2017

KER : 529 MW for 2 minutes on 28.07.2017

TN : 796 MW for 9 minutes on 29.07.2017

7.1.1.5 Constituents were advised to kindly avoid uneconomic operation at high frequencies. It was noted

that this affects the power transfer between NEW Grid and SR grid to a great extent.MS, SRPC

requested all the constituents that action needs be taken to stick to the schedule since it had

commercial/operational impacts even for under drawals.

7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and remedial

measures to arrest such instances

7.1.2.1 All SLDCs/constituents were again requested to kindly adhere to the Regulations in place or take

up with appropriate forum for any exemption / amendment. Following remedial measures to

arrest high frequency operation in the Grid were noted:-

Implementation of staggered load changeover by the constituents/DISCOMs

Moderating own generation

Restricted Governor Mode of Operation of all eligible machines to be in place

Proper load management to prevent the sharp rise in frequency

ADMS healthiness

Exploring the possibility of running in pump mode the Kadamparai and Srisailam units

Planned and advance intimation for surrender of ISGS

Reduction in purchases/MTOA/STOA transactions

7.1.3 Operation of Nagarjunasagar / Srisailam / Kadamparai units in pump mode

7.1.3.1 It was noted that there was no pump mode operation at Kadamparai & Srisailam LB units

during the month of July 2017.

7.1.3.2 It was noted that a Special Meeting had been convened at SLDC, TSTRANSCO in which the

recommendations were finalised w.r.t Nagarjunasagar & Srisailam pump mode operation

7.1.3.3 It was noted that with higher ingress of renewable energy, the matter regarding utilization of

existing Pump Storage hydro schemes has been highlighted in most of the RE integration

forums. Pursuant to deliberations held in MoP, a Technical Committee had been constituted

in CEA under Chairmanship of Member(Planning) for study of optimal location of various

types of balancing energy sources/energy storage devises to facilitate grid integration of RE

and associated distribution. This issue has also been part of deliberations of the Committee

Meetings. A meeting regarding operationalization of existing pump storage plants (PSPs) and

related issues was held in New Delhi (at NRPC) on 28.06.2017 wherein it was suggested to

take up these issues with CEA. (Minutes of the Meeting is at Annexure-7C).

7.1.3.4 Accordingly, SRPC vide letter dated 06.07.2017 had taken up the issue with Member (Hydro),

CEA and requested that CEA may kindly bestow its attention on these issues.

7.2 Low Frequency

7.2.1 It was noted that the frequency of grid operation was at times in the lower range of IEGC. The

grid had operated below IEGC range i.e. 49.90 Hz for 8.27 % of time. It was also noted that the

frequency on some of the days was less than 49.90 Hz for significant duration as shown below:

7.2.2 SRLDC informed that minimum frequency touched was 49.69 Hz at 21:16 hours on 8th July 2017.

It was observed that Southern Regional states drawals were within limit except AP which was

over drawing around 400 MW during the incidence. (Graph at Annexure-7D) .

7.2.3 Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-7E) was presented

by SRLDC. SRLDC stated that proper demand side management measures needed to be

implemented by the constituents to curtail low frequency operation. The maximum over-drawals

touched by States during July 2017 are as follows:

AP : 728 MW for 128 minutes on 08.07.2017

TS : 617 MW for 39 minutes on 25.07.2017

KAR: 710 MW for 44 minutes on 27.07.2017

KER: 314 MW for 5 minutes on 30.07.2017

7.2.4 SRPC & SRLDC felt that automatic control was required in such situations. SRLDC suggested

that ADMS settings may be changed to 49.90 Hz. and contingency plan w.r.t Tamil Nadu needs

7.3 Messages for violation of Deviation Limits(Annexure-7F)

7.3.1 SE(O), SRPC stated there were many instances of sustained under drawls and over drawals and

corresponding emergency/noncompliance messages were to be suitably issued.

7.3.2 From the analysis it is evident that continuous overdrawal/underdrawal are observed in AP, TS

and TN. SE(O), SRPC requested the states to take steps to ensure that these type large quantum

and sustained underdrwal/overdrawal are curtailed and exchange of power may be explored.

7.3.3 SRLDC informed that 422 (real time-emergency/alert) messages had been issued to SR

constituents during July 2017. AP (142), TS(55), KAR(47), KER(14), TN(162),and Pudu(2).

(Annexure-7G) Beyond the real time messages issued, they are in touch with states over phone

to get the situation improved.

8 VOLTAGE PROFILE

8.1.2 In the earlier OCC Meeting States had been suggested to take measures like capacitor

installation/UVR/tap optimization in downstream of these areas.

8.1.3 SRPC & SRLDC stated that concerted efforts was needed to be taken to improve the voltage profile

at 400 kV and 220 kV Sub Stations in SR grid for safe and secure grid operation. The action plan

for mitigating the low voltage scenario in the long term also was required to be firmed up and to be

shared in OCC.

8.2 UV Relay

8.2.2 KPTCL had informed about the mail received from BESCOM and they had sought some more time

for identification and finalization of feeders for Phase-II of UVAR.

8.2.3 In the Meeting, it was suggested that in case of BESCOM was not able to identify the feeders,

feeders at higher voltage level may be identified to trip through SCADA.

8.3 Installation of Shunt Capacitors (Status as on 1st August 2017 at Appendix)

8.3.1 The information regarding installation/healthy capacitors in the required format needed to be

regularly furnished every month. SRLDC requested that installation & ensuring healthiness of

capacitor banks at distribution level should be ensured by all the constituents.

8.3.2 PSS/E Base Case model has been received from the states of SR for low voltage scenario.

Complete converged network of SR had also been modeled by SRLDC/SRPC and submitted to

CPRI on 23rd March 2017 for capacitor requirement assessment. SRPC vide letter dated

27.03.2017 had again requested constituents to make necessary arrangements to contribute

towards Consultant Fee charges for assessment study to CPRI.

8.3.3 SRPC vide letter dated 03.05.2017 had placed a work order on CPRI for carrying out the

assessment studies for Southern region (except Karnataka). The total cost would be Rs.17.35

lakhs, excluding taxes, for the Regional level study of Capacitor requirement for SRPC excluding

Karnataka from the scope of study. 4 states will be there as part of study namely Andhra Pradesh,

Kerala and Tamil Nadu and Telangana.

8.3.4 In the Meeting, it was noted that CPRI may be submitting the study report within few days.

8.4 High Voltage

8.4.1 SRLDC highlighted the severity of high voltage problem at the following nodes as given in table:

8.4.2 Condenser mode of operation of NagarjunaSagar and Srisalam LB

8.4.2.1 In the Meeting SRLDC presented condenser mode operation of Srisailam and Nagarjunasagar

Units (Annexure-8A). It was observed that even though high voltage was persisting on all days

the condenser mode operation was not consistent.

8.4.2.2 The following issues had been deliberated in the Special Meeting held on 28.04.2017 at

Hyderabad and the following was noted:

TSGENCO had informed that issues with Nagarjunasagar units would be rectified

during next overhaul planned during this year.

TSGENCO informed that Srisailam units were having this technical difficulty. It could

take around 3-4 hours to put all machines in condenser mode of operation. TSSLDC

confirmed that units are being put in condenser mode as per grid requirement.

8.4.2.3 In the Meeting, SRLDC informed that Srisailam 400 kV side voltage is touching 440 kV nearly

every day. In this scenario synchronous condenser mode of operation of Srasailam Units are

very much essential to control the voltage. TSTRANSCO had informed that that synchronous

condenser mode of operation was not possible due to lack of sufficient cooling water pressure. It

was also noted that temperature rise also is observed in this mode of operation. SRLDC had

requested TSTRANSCO to explore an alternate method of cooling as high voltages pose threat

to Grid security. Even total black out of station also may occur. Forced cooling method by

pumping water was suggested.

8.4.2.4 TSTRANSCO was requested to furnish the problems action taken/planned to rectify the issues

at the earliest.

8.4.3 Status review of GT Tap positions

8.4.3.2 GT taps of all new units getting synchronized to grid should be kept at nominal grid voltage level of

400 kV or 220/230 kV. SRLDC would ensure the requirement for ISTS connected generators while

SLDCs need to ensure it for their embedded generators.

8.4.3.3 A Special Meeting had been convened on 04.04.2017 to discuss on the MVAR

absorption/injection. The minutes of the Meeting are available at SRPC Website. Summary /

Recommendations of the Special Meeting are given below:

For some generators, it was noted that there was injection / absorption at the same voltage

levels though tap position and Vref were reportedly unchanged. All the generators were

requested to kindly analyse the response and take steps to improve the performance.

It was noted that there were still some margins available as per Capability Curve and

generators could consider improving the MVAR interchange.

It was noted that few units were not keeping the Vref at nominal and were changing it

manually to control / restrict the MVAR interchange. This was to be discontinued

immediately.

SLDCs would discuss MVAR issues for embedded generators along with RGMO/FGMO

issues.

SRLDC would take up the status point availability to SRLDC of the GT taps for ISG stations

wherever not extended.

MVAR testing would be taken up for a few stations shortly and schedule would be

communicated by SRLDC.

8.4.3.4 SRLDC informed that next set of MVAR testing schedule is tentatively scheduled and is as

follows:

8.5 MVAR Interchange/MVAR capability testing

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by fourth of

every month) so that SRLDC can correlate it with SCADA data and analysis could be done

facilitating actions for further improvement.

Recommendations finalized in the Special Meetings/Capability Testing Reports were

required to be implemented.

All the SLDCs to kindly monitor VAR absorption/injection of generating units in their

respective control areas in real-time.

Order of Hon‟ble CERC dated 23.12.2009 merited attention in this regard. It had been stated

in the Order that all agencies needed to provide required reactive compensation thus

avoiding the need for exchange of reactive power to/from ISTS and maintain ISTS voltage

within specific range.

8.5.1 Regional entities to implement the steps to contain the rise in the voltages in their

respective control area stations as given below:

Ensure Bus reactors and Line reactors are switched in.

Capacitor banks especially at high voltage areas are switched off.

Optimizing the GT and ICT tap positions as per the advice of SRLDC/SRPC.

Tap optimization at lower voltage levels to be carried out by STU/SLDC in coordination

with DISCOMs.

All the generating units on bar to absorb reactive power as per their capability limits.

Operate generating units on synchronous condenser mode for VAR absorption,

whenever feasible.

Release loads in high voltage areas keeping in view the drawl of the control area.

Maintain drawl from grid close to schedule.

Operate available hydro units on pump mode in high voltage nodes keeping in view

the drawl of the control area.

Load re- arrangement, wherever feasible, may be taken up to optimize loading on

trunk lines.

Line opening would be the last resort by SRLDC after receipt of message from the

constituents.

Concerted action/follow up by SLDC.

8.6.2 APTRANSCO had informed that first 125 MVAR reactor at Ghani had been commissioned on

24.04.2017. Additional 125 MVAR bus reactor works are under progress. 80 MVAR reactor at

Jammalamagudu and Uravakkonda would be commissioned in December 2017.

8.6.3 In view of very high voltage at some nodes, it was emphasized that urgent action needs to be

taken to commission reactors as committed. All the constituents were requested to update the

status of implementation of reactors on a monthly basis in the OCC Template (State wise/

location wise / status of implementation like tender called, PO placed etc) .

8.6.4 In the Meeting SR I informed that commissioning of NGR bypass breaker/isolator for all reactors

in SRTS I had been completed except the following

9.1.1.1 Implementation of SRPC recommended quantum

It was noted that all the States had implemented AUFR and df/dt schemes fully. All the

Constituents were requested to furnish the details of the feeders implemented in AUFR & df/dt

schemes along with the status of SCADA mapping as per the specified Formats.

In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall

submit a detailed report of operation of AUFR at different frequencies to SRLDC and SRPC on

daily basis. It was noted that only KSEBL and PED were submitting the daily report regarding

operation of relays.

9.1.1.2 SRLDC presented the load relief realized as a percentage of AUFR quantum declared in the

identified feeders during the month of July 2017 as follows: (Presentation at Annexure-9A)

AP: 81 %, TS: 49 % KAR: 113 %, KER: 83 %, TN: 57 %, Pudu: 66%. SR: 79 %.

9.1.1.3 SRPC & SRLDC expressed concern that the load relief observed in real time in respect of

Telangana and Tamil Nadu was very less. TSTRANSCO informed that as per them visible relief

was around 57 % whereas as per SRLDC it was only 49 %.

9.1.1.4 MS, SRPC expressed concern that less realization even during Peak Months was threat to

system security. The issue needed to be addressed by TN & TS and was to be reviewed

appropriately. If required, additional feeders may be required to be identified.

9.1.2 SCADA mapping of feeders of AUFR &df/dt schemes

9.1.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter dated

29.01.2016 had submitted the status report duly certified by SRLDC and SRPC w.r.t

implementation of SCADA mapping of all the constituents to Hon‟ble CERC. SCADA mapping

confirmation report of KSEBL had also been submitted to Hon‟ble CERC.

SRPC/SRLDC requested that a monthly report on the action taken to reach 100 %

availability may be furnished to SRPC/SRLDC.

9.1.2.2 APTRANSCO and TANTRANSCO were requested to kindly initiate the action to achieve 100 %

SCADA visibility.

9.1.2.3 Joint validation of AUFR and df/dt feeder details of individual States by SRPC and

SRLDC

9.1.2.4 As decided in 132nd OCC meeting, a team was formed with members from SRPC and SRLDC

to validate AUFR & df/dt feeder details viz., radial or grid mode connected load, flow values,

SCADA mapping, table configuration at SLDC SCADA and ICCP transfer etc., by visiting the

concerned SLDCs of the States in SR.

9.1.2.5 As per the schedule joint validation has been done for Telangana on 1st August 2017 ( Report

at Annexure-9B) . Salient points are:

32 feeders / elements data in AUFR and df/dt are not available at TS SLDC. Besides that

all the related data is available at SLDC and SRLDC.

TSLDC informed 132 kV Kamalapur-Manthani feeder is no more radial and they are

planning to relocate as per the feasibility.

TSLDC informed that Sircilla substation was upgraded to 220 kV, so they are planning to

change 220kV Durshed to 132kV Sircilla feeder to 220/132kV or 132/32kV Sircilla PTRs as

per feasibility.

6 feeders which are in df/dt stage 2 are repeated in AUFR stage-2.

1 feeder in AUFR stg-1 is repeated in AUFR stg-4. TSLDC informed that they will continue

the above feeder in stage-4 only.

9.1.2.6 As per the schedule joint validation has been done for AP on 02nd August 2017(Report at

Annexure-9C). Salient points are:

47 feeders / elements data in AUFR and df/dt are not available at AP SLDC. For those

feeders for which APSLDC was having data and SRLDC was not getting data, those data

has to be extended from APSLDC to SRLDC and will be done during next ICCP onlining at

SRLDC.

Three feeders / Elements data are coming negative. The same are due to generation

pockets (wind or solar) that have come up as per APTRANSCO.

As informed by APTRANSCO, all the feeders are radial feeders only, However as data is

not available, APTRANSCO may review the same.

9.1.2.7 The presentation by SRLDC is at Annexure-9D

9.1.2.8 SE(O), SRPC informed that some discrepancies are observed in the type of feeders/PTRs

between the APTRANSCO report and Joint Validation report by SRLDC/SRPC for AUFR and

df/dt. He requested AP to kindly analyse the same and clarify the reasons for discrepancies.

Subsequently SRPC vide letter dated 18.08.2017(Annexure-9E) had taken up the issue with

APTRANSCO.

9.1.2.9 KSEBL informed that the realisation percentage showed is not matching with their analysis and

desired to know the feeders which SRLDC was considering.

9.1.3 SPS operation of Talcher-Kolar on 23.07.2017

9.1.3.1 HVDC Talcher - Kolar Pole 1 & 2 tripped on 23rd July 2017 at 17:07 Hrs. SPS trip signal 1 and

2 operated and load shedding details had been furnished by respective states. It is seen that

there was no load relief in Andhra Pradesh and Kerala upon operation of SPS trip signal 1 & 2.

Also in case of Karnataka and Tamil Nadu the actual load relief was not as per the desired

values. It was requested that the reason for the above may be furnished to SRPC/SRLDC by

the respective states.(E-Mail dated 25.07.2017 at Annexure-9F)

9.1.3.2 KSEBL reply in this regard at Annexure-9G

9.1.3.3 In the Meeting SRLDC informed that the antecedent flow on HVDC Pole I & II was 1,800 MW.

Upon tripping SPS trip signal I & II got triggered resulting in tripping of loads. The load relief

details were furnished by respective states.

Andhrapradesh: 0 MW against designed 470 MW

Karnataka: 300 against designed 450 MW

Tamil Nadu:264 against designed 565 MW

Keral: 0 against designed 170 MW

It was noted that a total expected relief of 1,655 MW the realised relief was only 564 MW

which is quite alarming.

9.1.3.4 The following was informed by the states:

AP informed non receipt of SPS from Kolar end at 220 kV Chinakkapilly for trip signal I

and Gooty, Anathpur, somayajapally, Narnoor for trip signal II.

KSEBL had informed that no trip signal was received at DTPC installed at

Madakkathara and Kanhirode stations. Also a major alarm was persisting at kanhirode

DTPC.

TN informed that trip signal 1 was not extended to KR Thoppur station of

TANTRANSCO from the DTPC installed at KR Thoppur station of PGCIL. Hence the trip

pulse could not be extended to loads at Unjani, Pudansandhai and Deviakurchi being

fed from KR Thoppur TANTRANSCO.

9.1.3.5 SE(O), SRPC suggested that once again mock exercise may be carried out and identify the

problems. This issue would be put up in the next communication/SCADA meeting. He

emphasised the importance of healthiness of the channels in view that Regulation on

Communication is also in place.

9.1.3.6 Subsequently SRLDC vide letter dated 18.08.2017(Annexure-9H) had requested SRTS II,

Powergrid to kindly examine the healthiness of communication link from Kolar to respective

states locations and healthiness of DTPCs so as to ensure that the desired load relief is

obtained.

9.1.4 System Protection using Optimization Technique (SPOT)- SRLDC proposal

9.1.4.1 System Protection using Optimization Technique (SPOT) Engine was discussed in earlier OCC

Meetings.

9.1.4.2 SRLDC had informed that they are following up the issue with M/s ABB. They would revert back

with some concrete proposal.

9.1.5 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)

9.1.5.1 It was noted that the issue of changing the frequency setting to 49.9 Hz was discussed in the

30th TCC/31st SRPC Meetings held on 24th /25th February 2017 and it was agreed to retain the

settings at 49.8 Hz till the next TCC/SRPC meetings.

9.1.5.2 In the Meeting SRLDC pointed out the following:

ADMS(Proposed) Operation with 49.9 Hz, 15 Min, OD 250MW

9.1.5.3 After deliberations, OCC forum stated that revision could be discussed further in the TCC/SRPC

Meeting. SRLDC opined that it is the apt time to migrate to new setting.

9.1.5.4 SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of generation

during the sustained U/Ds during high grid frequency may be required.

9.1.6 It was observed that KSEBL and KPTCL were having provisions of tripping the

generators/backing down in case of U/Ds during high frequency. States were requested to

examine the technical feasibility/provision for backing down of generators and revert back

9.1.7 Grouping of loads (IEGC clause 5.4.2 (e))

9.1.7.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network

security, the interruptible loads were to be arranged in four groups of loads, This was for the

purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to

be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These

loads are to be grouped in such a manner that there is no overlapping between different groups

of loads.

9.1.7.2 The issue was noted for compliance by the concerned utilities. SRLDC requested all the states

to kindly furnish the updated details in this regard.

9.1.8 Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping information/data

within 24 hrs as per IEGC/CEA regulations and sometimes the information from both the ends

was not being received. Also at times, tripping details only were being received without DR& EL

details. SRLDC was unable to analyse events on account of non-receipt of details of tripping in a

timely manner. SRLDC had stated that all tripping details should be uploaded on the SRLDC

web portal. Para 29 of Hon‟ble CERC Order dated 20.02.2014 in respect of Petition

No.146/MP/2013 was brought to attention of the OCC. Non-furnishing of timely tripping details

would be treated as non-compliance. Procedure for timely furnishing information was needed to

be streamlined by the utilities. It was noted that tripping information details were to be uploaded

within the stipulated time frames.

9.1.9 Declaration of availability and healthiness of various protection / defense mechanism

9.1.9.1 SRLDC stated that the healthiness certification was not being received in timely manner from all

the constituents.

9.1.9.2 Healthiness certificates and other reports were being sought as per directives of higher bodies.

Validated certificates needed to be communicated in a timely manner.

9.2 LVRT Implementation

9.2.1 Hon‟ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The

Order directs a number of actionable points by various utilities for compliance of LVRT, CEA &

CERC Regulations etc. Three Special Meeting were conducted at SRPC Bangalore on

05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available at SRPC website). This

issue was further discussed in the Special TCC Meeting held on 02.08.2016.

9.2.2 The following had been noted in the earlier OCC Meetings: SRLDC had pointed out that PMU at Pooling station was required to assess LVRT

performance.

TANTRANSCO had informed that P&C SCADA scheme was under progress.

TANGEDCO scheme at WTG level was also under progress.

SRLDC had stated that the basic information which they have sought from new generators

had not received from any of the generator. SRLDC vide letter dated 20.01.2017 had

requested all SLDCs to furnish the company wise installed capacity and LVRT/HVRT

characteristic at Renewable energy pooling stations.

SRLDC had requested that SLDCs may kindly prepare a geographic picture of the

Wind/Solar generators and extend it to SRLDC through ICCP. Later it can be integrated to

Regional Picture. In the REMC project extension of data was to be carried out by states and

action now would make it easier subsequently.

9.2.3 All the constituents were requested to ensure provision and enabling of LVRT feature in all the

upcoming wind/solar generators before declaring COD. SLDCs were requested to approve

connectivity to new generators only on confirmation of availability of LVRT feature and other

CEA/CERC requirements. Monthly report of compliance needs to be furnished for new wind/solar

generators added to the grid.

9.2.4 It is noted that all the states had been submitted the details for the period from April to June 2017.

The consolidated Report jointly validated by SRPC/SRLDC had been forwarded to CERC vide

letter dated 30.08.2017.(Annexure-9I).

10 Formulation of plan for procurement and Placement of Emergency Restoration System (ERS) in the country

10.1 As per ERS requirement outlined in MoP letter dated 05.12.2014, status update on ERS is given

status of schemes submitted by the entities for funding from PSDF in which they have

informed that the above proposal is not covered under the criteria given in t he category of

projects eligible for funding as per the clause no.5 of the guide lines”.

Further SRPC vide letter dated 18.07.2017 (Annexure-10A) had taken up with NLDC and

requested that this scheme could be considered under 5.1(e) or under 5.1(a) of MoP letter

dated 05.12.2014, since ERS relives transmission congestion/constraints in real time during

natural disasters when transmission availability is of utmost important and suggested that the

above proposal of APTRANSCO for the procurement of ERS may kindly be reconsidered for

PSDF funding.

10.2 CEA vide letter dated 21.07.2017(Annexure-10B) had informed that a Meeting was held in the

Cabinet secretariat under the Chairmanship of Secretary (Security) on 28th June 2017 to discuss

the action taken report on the decisions taken at the early meeting on 9.03.2016 on the Crisis

Management Plan in respect of MoP. It was noted that ERS were in procurement stage in most of

the states and the response from the states was not very encouraging. Secretary (Security) has

sought a note from CEA in the matter so that he may take up the matter with the concerned

States at the highest level. CEA requested that state wise requirement and current availability of

ERS and the action taken on/status of procurement of ERS may please be sent to GM Division for

onward transmission to Cabinet Secretariat.

10.3 Subsequently SRPC vide letter dated 01.08.2017(Annexure-10C) had submitted the required

information to GM Division, CEA.

11 SCADA AND COMMUNICATION

11.1 A Special Meeting was held on 07.02.2017 to deliberate on pending SCADA/Communication issues.

Minutes of the Meeting is uploaded on SRPC website. The status of pending Items as deliberated

in the Special Meeting/Subsequent OCC meetings as updated is as follows:

Link is established and database tables have been exchanged. ICCP association is in progress by SRLDC and NTAMC/Manesar. SR II RTAMC provided the data & SRLDC to further carry out the job.

3 Data discrepancies in ISGS/IPP/PGCIL/STUs

Fresh list of points received from SRLDC on 05.07.2017 and same shall be attended by July end.

4 Providing additional RTU at NTPC Talcher

RTU procurement is under progress.

5 Protection coupler replacement for Kayamkulam Transmission system

Letter from KSEBL received on 23.05.2017. Actual expenditure of Protection Couplers towards PGCIL assets shall be borne by PGCIL at the rates of LOA to be placed by M/s KSEBL. KSEBL to examine the option of

buyback of the old panels to be looked into or handover the panels to PGCIL. .

6 OPGW stringing on balance portion of KPTCL lines

Except Hassan-Santhigrama(7.4 kM) OPGW stringing is completed on all the lines of KPTCL. Because of non-readiness of direct line, KPTCL recommended to execute the connectivity through 3 different lines of 35 km and the same may not be possible in the on-going project as the supplies are completed.

7 Migration of SCADA periphery in line with SEM

Both AP & TS: Migrated to SEM based philosophy from 11:00 hours of 09.05.2017. TN migrated on 08.06.2017. KPTCL migrated from 04.07.2017.

8 SCADA Data failure Protocol

RTU not reporting/data failure would be communicated to the concerned entity/user with a copy to PGCIL. User would take lead role in getting the issue resolved. User/SRLDC would ensure necessary verification at their ends as explained in the training. Parallely, PGCIL would look into communication issues. User/SRLDC would appraise PGCIL about the verification at their end for PGCIL to sort out the communication issues.

Official email ID for SCADA issues to be created for each entity/User involved for easier communication and proper delivery of information. All correspondences regarding any SCADA issue to be made through this mail ID only. Details to be communicated to SRLDC/SRPC within a weeks‟ time.

SR II informed that the procedure is being followed

9 Integration of new elements in SRLDC/SLDC SCADA

SR I /SRII noted and shall be complied.

10 Issues with Orange Exchange

It was noted in the Meeting that a Meeting was held on 16.03.2017 at SR II Bangalore and the issues are being addressed. Except Remote sub-scriber units with PLCC links, all issues have been addressed.

11.2 Vide E-mail dated 16.06.2017 PGCIL SR II had informed that award is placed on M/s Vallant

Communications Ltd., for supply & installation of DTPC (60 no.) as approved by SRPC. The issue

was being reviewed in PCSC meeting.

11.3 Voice communication issues: (Annexure-11A)

11.3.1 The following issues were raised by SRLDC in the Meeting:

Many of voice links - NTPC Ramagundam, NTPL, Vallur, NLC TS II, NLC TS II Expansion,

LANCO Stage II, IL & FS were observed during the month of July 2017.

Main reason found for one way speech/disconnections due to bill not paid.

All constituents are required to follow up with their services providers to make reliable speech

communication.

11.3.2 DGM, SRLDC informed that it is the responsibility of generators to ensure that proper

communication is in place as it was required for coordinated grid operation.

11.4 SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto Petition

007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon‟ble CERC that NLDC

and respective RLDC are directed to update the status of telemetry every month at their website

and persistent non-availability of data from the generating stations/substations be taken up in

RPC meeting for appropriate direction and action. Also, NLDC had been directed to submit user

wise latest telemetry by 31.08.2016. SRLDC informed that they had started posting this

information from February 2016 on their website.

11.5 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon‟ble Commission vide order dated 19.12.2013 on Suo-moto petition No. 56/SM/2013 had

directed all the utilities to provide the required telemetry within six months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance status of

pending SCADA inputs the earliest. Details in this regard were available on SRLDC web site.

For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering was going on and

it will take 5 more months to complete the works.

11.6 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START

PROCEDURE

11.6.1 Physical and Cyber Security

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every

quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA,

Sewa Bhavan, New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock

Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa Bhavan,

New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat ([email protected]

and [email protected]). Information required by CEA (vide letter dated 26.11.2013)

regarding Security of power installations was to be furnished to CEA.

11.7 Black Start Procedure

11.7.1 In earlier OCC Meetings, SRPC/SRLDC had expressed concern that black start mock test

procedure is not being followed properly, mock exercise by point to point method is not carried

out by all and schedules are also not being furnished. All the concerned entities were

requested to furnish the details of BSRP Mock test completed during 1st half i.e Jan 2017 to

June 2017 and schedule for second half ie July 2017 to Dec 2017 to be submitted at the

earliest.

11.7.2 In case of postponement or non-conducting of mock drill exercise then it must be intimated to

SRLDC along with the reason.

11.8 Conducting mock exercise from RTPS to Jurala, Nagheri to BTPS

SRLDC appraised the forum of the proposed Black Start from Nagjheri to BTPS. KPTCL was

requested to revert back with the details. It was agreed that Black Start from Jurala to RTPS

would also be carried out subject to the generation at Jurala.

In the Meeting it was agreed that SRLDC would furnish a draft procedure and coordinate

for the final date.

11.8.1 In the Meeting, SRLDC expressed concern that most of the SR constituents have slipped from

the mock drill exercise schedules submitted by them and requested all constituents to furnish

the status update and reasons for slippage. Constituents were requested to conduct the point to

point mock drill. The format attached with the letter needed to be filled by the respective states

and sent to SRLDC within 10 days. It was also requested to submit the reports of mock exercise

carried out within 7 days.

11.8.2 In the Meeting it was agreed that mock exercise at KKNPP may be carried out in October 2017

and by that time the technical feasibility of doing the tests while units are in operation also may

be explored.

11.8.3 KGS and MAPS are requested to furnish the details regarding House Load Operation and

regarding restoration from complete black out of the Unis.

11.9 Priority for Railways/Metros in the matter of Restoration of Supply

11.9.1 The following had been noted in earlier Meetings:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in the

Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the Operating Procedure for extending

supply of power to Kochi Metro.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the

special meeting in respect of Chennai Metro may be expedited

TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.

11.9.2 In the Meeting, TSTRANSCO was requested to take up the issues with Hyderabad Metro and if

needed Meeting also may be convened.

12 RGMO/FGMO

12.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings.

Inadequate response was an area of serious concern and there was no noticeable

improvement. MS, SRPC had stated that the recommendations finalized in the special

RGMO/MVAR interchange meeting should be complied by all the utilities.

12.2 In earlier OCC Meetings, the following had been noted:

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the

generators in their control area and take up action as per 84/MP/2015. Inadequate

Response to be taken up with SERC (Petition No.302/MP/2013). Action on

recommendations finalized in the Special Meetings needed to be taken by

generators/states. All generators were kindly requested to take all steps to ensure

intended RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state

embedded) shall not be scheduled beyond their ex-bus generation corresponding to

100% of their installed capacity.

12.3 A Special Meeting had been convened on 04.04.2017 to discuss on RGMO/FGMO issues. A

sub group meeting to have a better understanding of different logics was held on 12.04.2017.

SRPC vide letter dated 15.06.2017 enclosing SRLDCs letter had communicated to all

concerned in this regard.

12.4 Chief (Engg), CERC vide letter dated 05.06.2017 had taken up some issues in this regard.

Status Report on Availability of RGMO/FGMO Response w.r.t SR jointly verified by

SRPC/SRLDC with reference to CERC letter dated 05.06.2017 had been forwarded to CERC

vide SRPC letter dated 24.07.2017 (Annexure-12A) . Subsequently, the list of units with

JSWEL no response: KAR SLDC was requested to take up with JSWEL. It was informed by

KPTCL that in the meeting conducted for FGMO JSWELrepresentation was not there.

Ramagundam: NTPC informed that Unit I & VI had turbine valve problem. Rectified on 3rd

August 2017. Unit IV settings will be fine-tuned during AOH.

Simhadri: No response: NTPC informed that now units are responding for frequency change

of 0.1 Hz. and above. NTPC is requested to analyse the logic.

NTECL: Unit I (13 MW) less response. Unit II : No response. NTECL informed that schedule

was coming down from 914 MW to 864 MW. The response was balanced out.

Kakatiya Unit I: No response: Poor quality of coal.

UPCL: Modified the logic: But not responded. To examine and revert back.

CEPL/TPCIL: No response To examine and revert back

Singaneri: No response: TS to take up with Singareni

12.7 SE(O), SRPC informed that Report of units giving less response has been submitted to CERC

jointly vetted by SRLDC and SRPC incorporating comments from Generators. He requested all

the generators to take immediate action to assure the adequate response.

12.8 It was noted that as per 5th Amendment to IEGC gas stations above 50 MW Installed Capacity

also should come under RGMO/FGMO Operation from 1st October 2017. SLDCs are requested

to take action to comply the Amendment. AP, Tn and NTPC (Kayamkulam ) were requested to

take up the issue seriously with respective generators.

12.9 It was noted in the Meeting that all the states had conducted Meetings to discuss regarding

implementation of 5th Amendment of IEGC wrt FGMO/RGMO. TANTRANSCO had informed

that they are discussing this issue in their monthly OCC. Minutes of the Meeting held by AP and

KPTCL are at Annexure-12C.

13.1 Loadability of ICTs and revisit of the associated protection settings to prevent cascade tripping

of ICTs/high loading of transmission lines. Insufficient action in controlling the loading of ICTs

leads to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards)

13.2 High loading on 400 kV Vemagiri PG- Vijayawada & Vemagiri PG-Gazuwaka lines was

observed and status of system strengthening beyond Vemagiri PG Station was to be expedited.

13.3 SRLDC requested all the constituents that whenever real time messages were issued to control

over ICT loadings, constituents should be committed to take necessary steps/load shedding to

curtail the overloading. SRLDC requested for urgent action to alleviate the loading of 400/220 kV

ICTs. A long term solution of augmentation/load reconfiguration needed to be considered /

implemented in view of grid security. Action Plan of constituents to restrict the loading to

permissible limit may kindly be furnished to SRLDC and immediate action needs to be initiated.

14 Prolonged Outages

14.1 Status review of prolonged outage of grid elements in SR & realistic action plan for revival of the

prolonged outage was awaited from some of the constituents. Monthly reports are required to

be submitted to CERC.

14.2 The following was noted in the Meeting:

KKNPP informed that the contract awarding was delayed due to GST issues and would be awarded soon.

14.3 All constituents were requested to convey the schedule of revival for the elements under

prolonged outage to SRPC, which was to be reported to Hon‟ble CERC on monthly basis.

15 Closing of 220 kV Upper Sileru- Balimela line

Upper Sileru - Balimela line had been idle charged from 8th January 2015 from Upper Sileru end.

16.2 SRPC stated that declaration of COD letter from SLDC was required to be submitted to CEA,

Fuel Management Division for purpose of coal linkages etc.

16.3 SRLDC pointed out those new ISTS connected units should come out with detailed metering

scheme for various units commissioning schedule at least one year prior to synchronization.

The scheme needed to be discussed and finalized in the Meeting of Commercial Sub

Committee.

17.3 The following was noted from the Order dated 19.12.2013 on Petition No.

249/250/251/MP/2012

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to

forecast their demand and make adequate arrangements to avoid dependence on Unscheduled

Interchange for meeting their demand or for injecting short term surplus power, irrespective of

the frequency”

17.4 There was need for further involvement of DISCOMs for their 96 block load forecast and by

state generators of their 96 block generation forecast. SLDCs needed to play more proactive role

in this regard.

17.5 Outage deviation report for the period April 2017 –June 2017 in respect of Generating

Units/Transmission Elements of Southern Region need to be submitted by all the constituents

which is to be communicated to Hon‟ble CERC.

18 OTHER ISSUES

18.1 Collection of data regarding Power Supply to Rural Areas

18.1.1 In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data invariably

from DISCOMs. It is requested that the data in this regard in the required format may please be

arranged to be communicated to SRPC Secretariat at the following E-mail addresses: msssrpc-

[email protected]/[email protected]

18.1.2 Data to be communicated by first week of the month for previous month.

18.2 Reporting the Status of implementation of the recommendations of the Enquiry Committee

18.3 All RPCs had been requested to update and forward the status of implementation of recommendations of the Enquiry Committee on Grid Disturbances on 30th and 31st July 2012 to CEA in the prescribed format on fortnightly basis regularly i.e. the status as on last day of the month to be forwarded by the 3rd day of the following month, and that as on 15th of the month to be forwarded by 17th of the month. All the constituents were requested to furnish timely status updates.

18.4 Energy Generation data Management from Renewable Energy Sources Monthly generation data in respect of Renewable Energy Sources was to be submitted to CEA

with a copy to SRPC.

18.5 Power supply hours in various States/UTs (Rural and Urban areas) for Replying to Parliament Questions: CEA Requirement Power supply hours to Rural and Urban areas of states/UTs (Rural and Urban category wise is

to be furnished SRPC Secretariat.

18.6 Wind Generation

SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu during the period 1st July 2017 to 31st July 2017. Wind generation in Karnataka had varied between 48.695 MU (20.07.2017) to 22.484 MU (09.07.2017). Wind generation in Tamil Nadu had varied between 96.163 MU (27.07.2017) to 36.433 MU (31.07.2017) (Annexure-18A).

18.7 Coal Stock Position

As per CEA norms, coal stock position is termed as critical (< 7 days) or super critical (< 4 days)

of coal stock. Except the following thermal stations in Southern Region all other stations have

more than 7 days stock as on 10.08.2017 (Annexure-18B) :

18.8 Generators were requested to take steps to maintain the coal stock position.
