The Solution

The Core Components Library of UN/CEFACT

The foundation of the library is the definition of the formats and semantic content of data

Each “Core Component” captures and defines the details of a concrete concept used in business or administration (for example: date)

The existence and functioning of the working group shall not require any additional resources from the UN/ECE secretariat, except for secretarial resources, website support and maintenance of the various web-servers, which will be made available by the UN/CEFACT secretariat, or by the Service Provider appointed by the UNECE. Participants in the TBG shall be required to provide the resources required for their own attendance in the work of the TBG. In order to support the ongoing work of the TBG, the following resources are required to be provided either by the UN/CEFACT Secretariat or by the appointed UN/CEFACT Services Provider:

Provision of Secretariat for the TBG. To cover consolidation, preparation, distribution and maintenance of official and working documents, including minutes and lists related to the meetings and the work of the group;

Trade and Business Processes Group (TBG) Membership

Members of TBG are primarily process, procedure and modelling experts in the international trade, governmental and e-business arenas. The group combines business domain and information experts to ensure cross-domain harmonization, especially at the industry implementation level. There are three ways of obtaining TBG membership:

1. Each UN/CEFACT Head of delegation may designate expert(s) to the TBG Working Group(s). Members are registered with the TBG Secretariat.

2. Experts that are registered as members of any standing TBG Working Group are automatically members of the TBG. TBG Working Groups report at least twice a year their membership to the TBG Secretariat.

3. In addition membership is open to any other experts meeting the profile for membership as specified in section 3.1 of the TBG Procedures and Organisation and who wish to register their membership with the TBG Secretariat. An expert shall become a member of TBG by sending by mail notice of intention to participate, and the Domain Working Group they desire to affiliate with, to the TBG Secretariat that shall notify the TBG leadership (Chair and Vice Chairs) of this request. Membership begins immediately after the TBG Secretariat has acknowledged this notice.

It approves, based on the syntax neutral business transactions, the corresponding UN/CEFACT syntax solutions provided by the UN/CEFACT Forum Technical Support Groups (ATG; ICG), which include: Business Object libraries and XML Schemas. The aim is also to provide to Users a migration path from EDIFACT models and messages to these new technologies. For this purpose, the Group is actively participating in the UN-CEFACT/OASIS ebXML initiative in developing the Business Processes and Core Components for the Transport domain.

Page 34: O9standarddefinitions

TBG3 Transport Group – UN/CEFACT Forum

TBG3 keeps also its original role of identifying EDIFACT standard message requirements for the transfer of transport data and to develop and maintain United Nations Standard Messages (UNSM’s) for transport and logistics purposes for example: IFTM series –International Forwarding and Transport Messages-,IFCSUM –International Forwarding Consolidation Summary -,Coxxx series –Containers Movements Messages- and relevant Codes lists including UN Recommendations.

The Group consists of representatives from all modes of transport, shippers and different parties and activities involved in the transport chain over the world, be it from national delegations or international organizations.

History Is a working group made up of representatives from all Port

Community stake holders. It is tasked with defining procedures to simplify and speed up the information interchange processes between companies and the authorities involved in the maritime transport of goods by implementing and extending the Electronic Data Interchange(EDI) to all documentary processes required of the community's member companies and organisations.

The creation of Portic Barcelona, SA was approved in 1997 as a set of information system services exclusively for the Barcelona port logistics community and its clients. The challenge: to facilitate and speed communication and the exchange of documents. The speed of goods clearance depends to a large extent on the agility of certain documentary circuits that are used for the exchange of over 40 different documents among a variety ofagents: authorities, shipping agents, forwarding agents, customs brokers, ship owners, etc.

Page 39: O9standarddefinitions

Working method Meets every six weeks, establishes the guidelines and general objectives for,

monitors and approves the results of the different working groups in operation at any given time.

These working groups are improvement teams with between 4 and 19 members set up on an ad hoc basis to tackle specific problems or procedures. The TF appoints a manager or chair for each group and further more assigns each one an expert organisation and IT consultant.

The working group analyses the problem and current procedure, proposes solutions and improvements or even redesigns or invents a new procedure, gradually enhancing coordination and the impact of new technologies on documentary and commercial interactions.

The groups' conclusions are written up and submitted to the TF for approval. The TF,

in turn, submits them to Port Authority Board.

Implementation is handled by the different agents involved in the procedure at hand and monitoring is conducted through the TF itself.

Also of note is the TF role as an opinion group with regard to the dynamics, impact and regulation of new technologies in the port logistics sector, both locally and at the national and international levels.
