1.Present new knowledge 2. Be in a form that makes it possible to verify or

useful as input to new research. 3. be in a form that enables dissemination of

knowledge. 4. veracity/validity through a peer validation process

or by satisfying the commercial publisher processes (journal, series, publisher, website)

Norwegian Sicentific Index .

• Proposal for one national CRIS for scholarly publication

• Report from a working group appointed by the Ministry of Education and Research, 2008

• A joint database for all institutions that do research

• Will be further developed on FRIDA• The institutions will report as they

have previously. No change. • Will give a improved tool to enhance

the quality of data for reporting.

Frida does not include all the research institution such as

– University hospitals where many of the researchers belongs both to the university and the hospital

– The hospitals are organized in 10 regional units – 100 individual research institution– 25 state colleges– other smaller units

The Norwegian Ministry of Education and Research wouldlike a on stop shop for Norwegian research

What is new in Norwegain Science Index?

• New architecture– Universities and Hospitals recording of results are

often overlapping.– Reporting to two different ministry, Education and

research and Ministry of Health– From virtual databases for each institution – one database to avoid duplication of records

• Change in quality assurance of the records– co-authored records from different institutions has to

be validated by each institution

Experience of the use of the indicator– Financing on bases of result output (null sum game)– Co-authoring (is not really encouraged in the model)– Quality of data (improving)– Advantage of no parallel solutions– Transparency and visibility

Results at level 1 and 2 is relative stable
