Facility Advisory Process Involvement Involvement The preliminary plans for the North Chevy Chase Elementary School addition project were developed based on the educational specifications prepared by Montgomery County Public Schools (MCPS). Through a series of public meetings, several design alternatives were developed and evaluated. The proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design meetings. Project Information (continued) Educational Program Objectives The objective of the proposed addition is to construct a six classroom addition to alleviate the need for relocatable classrooms and to provide program spaces for Grades 3–6 when the project is completed in August 2015. The current student enrollment is 409 and the program capacity is 220. The net six-classroom addition will increase the capacity to 358 students. A future master-planned 10-classroom addition is needed to bring the school up to the core capacity of 640 students. In order to provide a corridor connection to the existing building, an existing classroom will be displaced in the proposed addition. Each instructional area will have adequate learning space, work areas, restrooms, and storage facilities. North Chevy Chase Elementary School, which currently serves students in Grades 3–6, has a student enrollment of 409 with a program capacity of 220 students. Several plans were adopted by the Board of Education to address the space shortages at this school. First, a new middle school is scheduled to open in the Bethesda-Chevy Chase Cluster that will address Grades 6–8 enrollment growth in the cluster also will allow the Grade 6 students currently enrolled at Chevy Chase and North Chevy Chase elementary schools to be reassigned to the middle school level. A feasibility study for the new middle school, to be located at the Rock Creek Hills Local Park site, was conducted in summer 2011. FY 2014 expenditures for planning funds are programmed in the FY 2013–2018 CIP to begin the architectural design for Bethesda-Chevy Chase Middle School #2 for completion in August 2017. Therefore, beginning in August 2017, Grade 6 students will be reassigned from North Chevy Chase Elementary School to the new middle school. Second, on November 17, 2011, the Board of Education adopted the elementary school boundary changes that will reassign students to and from North Chevy Chase Elementary School when the new middle school opens. The reassignments are described below:

• Reassign the Paddington Square Apartments community and the area occupied by the Walter Reed National Military Medical Center from Bethesda Elementary School to North Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs in August 2017, for Grades 3–5). Both of these areas remain assigned to Rosemary Hills Elementary School for Grades K–2.

• Reassign the portion of the Summit Hills Apartments community with addresses 1703 and 1705 East West Highway from North Chevy Chase Elementary School to Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs in August 2017, for Grades 3–5).

Lastly, the six classroom addition described in this brochure will provide the capacity necessary to accommodate the student enrollment projected for the school.

Project Information (continued) Site Design Site Features: North Chevy Chase Elementary School is situated on a 7.9 acre site at 3700 Jones Bridge Road, Maryland. The site is located south of Jones Bridge Road and on the west side of Manor Road. The site is currently improved with a one-story building, baseball and soccer fields, one mulched play area and two paved play areas, and 66 parking spaces for staff. The school site is bound on the west by single-family residential development, on the north by Jones Bridge Road, and on the east and south by Manor Road. The proposed site plan situates the new addition on the south side of the existing school. The existing baseball and soccer fields will remain in their current locations. The paved play area located on the western side of the site will remain and two new mulched play areas along with a paved play area will be provided. As an add-alternate, the play fields will be relocated to the southern portion of the site by incorporating retaining walls and improved student drop area along with additional parking on the west side of the existing building. On-site traffic circulation is designed to provide safe access to the school for pedestrians and maximize on-site parking. The on-site parking areas included in the add-alternate will accommodate approximately 92 spaces. Stormwater Management A new stormwater management system will be provided for quality control measures on site. Stormwater quantity control will be provided by the existing storm water management facility located on the south portion of the site. Micro-scale water quality practices will be provided to comply with the environmental site design regulations required by the State of Maryland and Montgomery County. Utilities The existing water and sanitary sewer systems are adequate to serve the proposed addition. The existing electrical services will be upgraded to support the proposed addition. Exterior Lighting: The exterior lighting will be designed to shield adjacent residences from intrusive glare while maintaining light levels for safety and security purposes. The light fixtures will be 100% downlighting to minimize light pollution into the night sky.

Project Information (continued) Building Design General Description: The existing single-story building, originally constructed in 1953, is a “T” shaped building that received multiple additions over the years and modernized in 1995. A gymnasium addition was completed in August of 2012 and the proposed addition was master-planned as part of the gymnasium addition project. The proposed addition, designed to meet the MCPS educational specifications, is a two-story, steel-framed structure with brick veneer over masonry block exterior and interior walls. The aesthetic qualities of the addition will complement the existing building. The addition includes one displaced classroom, three offices, and support spaces on the first floor and six classrooms on the second floor. One existing classroom will be renovated to accommodate the corridor connections on the first floor and provide support spaces. The proposed classroom addition is designed parallel to the existing classroom wing and master-planned 10-classroom connects the two wings to create an enclosed courtyard in the future

Classroom Technology: The classrooms will be designed to support interactive educational technology that includes controlled wireless computer access and interactive whiteboard systems. Individual classrooms are designed to provide a student seating arrangement that can be organized into small groups for project oriented teaching, or students can face the teacher in a traditional method. Code Compliance/Accessibility: All areas in the new addition will be designed to meet the most current national and local building codes, including fire, life-safety, and health standards. The proposed building will be in full compliance with the Americans with Disabilities Act (ADA).

Project Information (continued) Building Design, (continued) Mechanical Systems: Heating Ventilation and Air-Conditioning (HVAC) System: The proposed addition will be heated and air-conditioned by a two-pipe hydronic heat pump (HHP) system. The HHP system will consist of individual, vertical water-cooled units for each classroom, with auxiliary heating provided by high-efficiency modular condensing-type gas-fired hot water boilers. Auxiliary cooling shall be provided by a plate heat exchanger with cooling tower. Ventilation for the classrooms will be provided by an HHP integrated energy-recovery unit mounted on the roof. Plumbing Systems: Plumbing fixtures will comply with ADA requirements and the Washington Suburban Sanitary Commission (WSSC) Plumbing Code and Regulations. The existing gas service will be extended to the new boilers. Fire Protection System: The building will be fully sprinklered with a wet system in accordance with the National Fire Protection Association Code (NFPA-13 and 14) and will be provided with a voice-annunciated fire alarm system. Energy Management Statement: A primary design factor is the conservation of energy. The importance and consideration placed on energy conservation will be reflected in the configuration and orientation of the building, the selection of materials, and the mechanical/electrical systems utilized. A direct digital automatic temperature control system will be provided to monitor and control all new HVAC equipment from a central building management system. The new building will be designed to exceed ASHRAE 90.1-2007 energy requirements and IBC Basic Energy Conservation codes as well as Montgomery County energy conservation codes. The design will incorporate the ANSI/ASHRAE/IES Energy Efficient Design for New Buildings.

Project Information (continued) Building Design, (continued) Electrical Systems: Power Distribution: The existing underground 277/480-volt service to the school is from PEPCO transformer and terminates in a 1600-ampere switchboard in the main electrical room. The existing 15kw generator will be replaced with a 100kw generator that will handle the new addition loads as well as the future master planned 10-classroom addition. Public Address System: The existing public address system will be extended into the classroom addition. The classrooms will have a call back switch and speakers. The corridors will have speakers only. Security System: The new addition will have a building security system consisting of motion and contact sensors at all exterior doors that will be connected to the existing system and monitored by the MCPS Department of Safety and Security. A security upgrade to the existing building vestibule will be considered during the design phase. Technology Infrastructure: The existing data/voice/network systems will be extended into the classroom addition. The network system designs will include outlet boxes, conduits, surface raceways, conduit sleeves, and properly sized wire closets for the installation of the data/voice/video network system. Currently the existing school does not have data/wireless/voice/network systems.
