Naresh Kadian, C-38, Rose Apartment, sector-14, Prashant Vihar, Rohini, Delhi - 110085 wasborn on 10th October, 1961 in village Siwana, now in Jhajjar District of Haryana, he is aMaster Trainer of the Animal Welfare Board of India, had been Nodal Inspecting Authority forHaryana and adjoining areas of Rajasthan of the Animal Welfare Division (Govt. of India),Nominee of the CPCSEA, Masters in Journalism and Mass Communication along with PostGraduate Diploma in J&MC, Diploma in Footwear Technology along with Advance course with‘Distinction’ as well, elected as Member of th e Clothing and Footwear Institute, London onNovember 8th, 1988. He had been a reporter for the ‘Jagiriti’, a journal of the Khadi andVillage Industries Commission – KVIC.

Naresh Kadian have successfully organized many camps on blood donation, eye donation,plantation, awareness about social evils like dowry, honour killings, illiteracy, infantsmarriage, killing of female child etc. , he has been elected three time state President of the

Haryana Khadi Board Employees Union and founder Secretary General, National Khadi andVillage Industries Board Employees Federation (An apex body of all state’s KVIB EmployeesUnions). He has arranged blood donation camp on January 30th, 1996 with the Haryana Khadiand Village Industries Board at Manimajra, Chandigarh and then on October 2nd, 1996 withDistrict Administration, Gurgaon followed by another on October 2nd, 1997.

Naresh Kadian is a first complainant under the Right to Information Act, 2005 as he hasmoved complaint on 19-10-2005, asking about 370 in J&K and compiled a book on animalrelated laws in Hindi, like wise he prepared a book on animal slaughtering. Naresh Kadian hasbeen Duty Magistrate during prohibition policy in Haryana.

Animals are being abused during transportation, 29 oxes and 59 Rajasthani calves rescuedand then moved campaign to ban animal transportation in goods transport vehicles,maximum FIR's were lodged against offenders and animals were rescued, then Ministry ofSocial Justice and Empowerment (Govt. of India) made a documentary on live raids inmidnight at Bahadurgarh. The National Dairy Research Institute, Karnal injecting Oxytocin injections forlactation on the Buffaloes but Naresh Kadian lodged FIR against animal abuse because it was



make unrecognized mini zoo with in the Air Force station premises but Naresh Kadian movedcomplaint, both animals were rescued and rehabilitated at Deer park, Hissar. The Chief WildLife Warden of Haryana failed to take legal action then he filed a complaint before SpecialEnvironment Court at Kurukshetra, like wise a black buck was hunted in Udmi village ofPanipat, FIR was lodged and when due to politically pressure Administration moved to cancel

the case but Naresh Kadian moved complaint in this case as well before the SpecialEnvironment Court at Kurukshetra. A black buck was also found in the captivity of aChairman, Haryana Tourism Corporation's residence at Dharuheda but same was also rescuedand rehabilitated in Rohtak zoo by Naresh Kadian, due to this strong activism Naresh Kadianwas harassed by then Haryana Govt. A black buck was captured by the officials of Wildlifescience faculty of Aligarh Muslim University, same was rescued by the UP WildlifeDepartment with out any legal action against offenders but Naresh Kadyan lodged FIR No.491 dated 9th July, 2011 against five officials of the faculty as well. Elephant polo was held atJaipur in 2006 but Naresh Kadian raised the issue and then moved public interest litigationabout elephant abuse, Rajasthan High Court - Jaipur Bench banned the operation of IronAnkush on the PIL moved by him. Chimpanzee was abused in the feature film Janseen,Elephants in Jodha Akbar, horses in Drona and all these issues were raised by Naresh Kadian.

Mongoose is a protected wild animal but people used its hair paint brushes. Naresh Kadyanmoved a campaign in India for awareness and many legal actions were initiated like hugemongoose hairs along with paint brushes were recovered from Ambala Cantt, Gurgaon,Bhiwani, Faridabad, Ballabgarh, Narnaul, Rewari, Bahadurgarh in Haryana, Jahangirpuri inDelhi and in Hyderabad, where as this project was sponsored by the Wildlife Trust of India.

11. Ban on elephant polo and iron ankush, PIL was moved in the Jaipur Bench of RajasthanHigh Court, which was decided in favour with directions to ban iron ankush on elephants,introduction of rules and regulations for betterment of animals.

12. Ban on misuse of oxytocin injections on milking animals for lactation, much FIR lodgedafter recovering ban drugs from the traders.

13. Langur abused to keep away common monkey by the NIFM at Faridabad, Gupta Exim inPrithla, PGI at Chandigarh and another company in Orangabad, FIR lodged against alloffenders.

14. Oxytocin injections were operated on Buffaloes for lactation by the NDRI, Karnal, FIR waslodged and then PIL moved in the High Court, directions were issued on this PIL.

Arrest produce before court of law: A Delhi court has issued a non-bailablewarrant (NBW) against Shahi Imam of Jama Masjid, Maulana Syed AhmedBukhari, in connection with a criminal case and directed police to arrest and

produce him in court. Slamming the Delhi Police for failing to execute an earlierwarrant against him, Metropolitan Magistrate Rajinder Singh issued a fresh

NBW against Bukhari. Despite a warrant, the Shahi Imam remained absent and brought court proceedings in the matter to a halt, he said. Issuing the warrant,the Magistrate referred to an earlier court order that reproached the Policedepartment, including the Commissioner of Police, for not having the "courage"to execute the warrant against Bukhari in the criminal case lodged against himand two others in 2001. The Magistrate observed that legal provisions entailed

initiating the proceedings of declaring Bukhari a proclaimed offender, but doingso would "undermine the authority of law." "In my considered opinion,declaring accused Ahmed Bukhari a proclaimed offender would be a mockeryof law and it would provide an easy escape route to the accused. It is surprisingand shocking as well to see the police force not able to execute the NBW issuedagainst Bukhari. Such inaction by police cannot be tolerated," he said in hisorder last week. A copy of the order was made available only now. The courthas ordered the station house officer of Lodhi Colony to "personally" executethe warrant by July 17 and show up in court on the next date with a report. Thereport has to be forwarded by the DCP concerned. The FIR, lodged with LodhiColony police station, had accused Bukhari along with two others — Habib-ur-

Rehman and Nafisa —

of rioting, obstructing and assaulting public servantsfrom discharging their duties. The alleged incident took place on September 3,2001, when police and civic agencies officials were reportedly trying to removeencroachment from near CGO Complex in Lodhi Colony. But a mob, led byBukhari, reportedly assaulted them. Habib-ur-Rehman and Nafisa were arrested,

but the cleric was not picked up on the ground that there would be a law andorder problem. Later, the chargesheet was filed and he was named as accused,

but was not arrested. In January 2004, the court had ordered re-investigation of



the case, noting that proper inquiry was not carried out and Bukhari was also notarrested. Later, police said he could not be arrested because this could lead to"communal riots". In May 2006, an NBW was issued through the DCP (South).The officer failed to execute it and police kept on seeking time. They alsoclaimed that Bukhari was untraceable. In July 2010, the court criticised police

for their failure to execute the warrant and asked the Commissioner of Police toexecute the warrant in order to uphold the "rule of law". However, a few dayslater, the court was informed that even the Commissioner had failed to executethe warrant. "I can say from the record that in Delhi, police officers up to therank of Commissioner of Police have no courage to execute the warrant againstBukhari. Name of the accused along with his residential address is known to the

police, but the officers have failed to arrest the accused since 2001. Nine yearshave passed and because of the non-execution of NBWs, proceedings cannot beconducted further," the court said on December 14 last year. It asked theCommissioner of Police to be in court and inform if Bukhari was "above thelaw". However, in May 2011, the prosecutor moved an application, seeking its

approval to withdraw the case in "public interest". The prosecutor said theapplication was moved following a recommendation from Delhi's LieutenantGovernor and Deputy Secretary (Home).
