INTRODUCTION

In terms of the Skills Development Act 98 of 1998 (as amended) and the Skills Development Levies Act 9 of 1999 (as amended) each

government department must budget a minimum 1% of the total salary bill of its employees per annum for the skills development

purposes. The National Skills Development Strategy 3 requires that each employer must, on annual basis, develop a human resource

development plan (Workplace Skills Plan) which details the learning programmes to be implemented. “NSDS 3 must ensure increased

access to training and skills development opportunities and achieve the fundamental transformation linked to class, race, gender, age

and disability in our society. We must also address the challenges-of skills shortages and mismatches-we face as a country and

improve productivity in the economy” (NSDS 3: April 2011 - March 2016: 3).

Goals 14 to 16 of the Action Plan to 2014: Towards the realization of schooling 2025 (Department of Basic Education) deal with

teachers and the teaching process. Goal 14 aims at attracting in each year a new group of young, motivated and appropriately trained

teachers into the teaching profession. Goal 16 calls for the improvement of professionalism, teaching skills, subject knowledge and

computer literacy of teachers throughout their entire careers. By 2014, according to Action Plan to 2014, all children will participate

in Grade R. This therefore calls upon the Department of Basic Education and all provincial education departments to ensure that there

are enough and well qualified Foundation Phase teachers, especially for Grade R.

Schooling 2025 envisages teachers who have received the training they require, who are continuously improving their capabilities and

are confident in their profession. It also envisages a school principal who ensures that teaching in the school takes place as it should

according to the national curriculum, but who also understands his or her role as a leader whose responsibility is to promote harmony,

creativity and sound work ethic within the school community and beyond.

The Integrated Strategic Planning Framework for Teacher Education and Development advocates for more targeted, subject-

specific teacher education and development that will improve teacher content knowledge.

The Workplace Skills Plan is a human resource development plan whose aim is to respond to, realize and actualize the purposes of all

the strategies and policies mentioned here. It is accompanied by a Business Plan which details the budget per learning programme.

The contents of both the Workplace Skills Plan and the Business Plan are both informed by both the individual development needs as

well as organizational needs with the latter being dominant. In this regard, in addition to the strategies and policies mentioned above,

the analysis of the results of performance management and development systems, the strategic plans of both the provincial education

department and the national departments of education and the Medium Term Strategic Framework (2009-2014) were taken into

consideration.

The Workplace Skills Plan is a product of thorough consultative engagements between the employee representatives and employer

representatives in the District Training Committees and the Provincial Training Committee.
