    In a final attempt to reach an agreement over the Constitutional Principles Document, the government holds 3 meetings this week with a number of political forces.

    Article9 of the document was amended to be; legislations related to the Armed Forces should be discussed with its Supreme Council before issuing them.

    Tahrir Street Fight Ends In Police Retreat

    Yesterday clashes erupted when police forces tried to disrupt the sit-in in Tahrir

    square’s garden facing the governmental complex. The sit-in was started by revolution

    victims, their families and youth coalitions that call for ending military trials for

    civilians.

    The Rioters, as described by Al-Ahram, clashed with security forces, hurled rocks

    at shops and Molotov at policemen. They destroyed public utilities, building fronts and

    set cars on fire.

    Protestors set a police car on fire and seized the fire arms and other tools it

    contained. CSF, Central Security Forces, responded using tear gas and rubber bullets.

    Ministry of interior issued a statement saying that the police exercised the utmost

    level of restraint with protesters and used only tear gas to disperse them.

    Groups of youth from nearby areas joined the demonstration, chanting against

    SCAF and police.

    Presidential candidate, Hazem Abu Ismail, called his supporters to join demonstrations.

    A march of Salafis joined the demonstration, chanting for an Islamic state.

    After bloody clashes with CSF, protestors now dominate Tahrir square calling for an

    open sit in.

    One protestor died, age 23, another 750 were injured, including 40 policemen.

    CSF arrested 18 protestors.

    SCAF Approves Expatriate Egyptians Law

    SCAF issued a law that allows expatriate Egyptians to vote in all elections, stipulating:

    Article (1): The country grants expatriate Egyptians the right to vote in public elections and in referendums.

    Article (2): Expatriate Egyptians can submit an appeal to the Egyptian consulate to vote in the elections.

    Article (3): Expatriate Egyptians votes are counted in their constituencies according to their address of residence in Egypt.

    Article (4): They can vote with either their national IDs or passports.

    Article (5): Consulates will serve as ballot stations.

    Article (6): Committees supervising the elections will comprise diplomats and consulates members. Article (7): Matters that were not mentioned in above articles will be under Law No. 73 of 1956. Article (8): This Decree-law will be published in a national newspaper and should be implemented a day following its publishing.

    Alexandria Administrative Court will not approve applications of candidates who haven’t completed military service.

    Egyptian Bloc criticized Islamic parties.

    Freedom and Justice Party said they agreed with security sources to form street defense committees to secure the elections in Sohag governorate.

    Mansora Administrative Court examines the contestation against a member of Al-Nour Party. The court is to decide weather he will be excluded from the party’s list or change his category to peasants.

    HEC discussed the rules of voting and counting as well as the rules of assigning

    ballot stations to judges. Candidates in the ninth constituency in Cairo, that extends

    from 15th of May district all the way to Maadi, intensified their vows and publicity.

    Clashes in Tahrir

    15,000 protestors took over Tahrir square, yesterday, after violent clashes with security forces.

    Security forces dispersed revolution victims’ sit-in in the morning. However, Protestors gathered again after 10,000 policemen retreated to secure the Ministry of Interior.

    Pre-revolution atmosphere dominated in the square after CSF used tear gas and rubber bullets to disperse protestors.

    Supporters of Presidential candidates were banned from setting stages and using speakers.

    Presidential candidate, Selim El-Awa, was in the square and called the Minister of Interior to submit his resignation. Some protestors demanded El-Awa to leave the square. Assistant Interior Minister interpreted this asan attempt to postpone parliamentary elections. Prime Minister, Essam Sharaf called on protestors to evacuate the square. Demonstrations were held in numerous governorates, supporting Tahrir protestors.

    Over 2000 protestors in Alexandria marched to Alexandria security directorate, chanting “The People Demand The Overthrow Of Military Regime”

    Islamists and Salafis Reject El-Selmi’s Document

    Mohamed Mosry, Freedom and Justice party head, and Mohamed Abd El-Maksood, Salafi leader, asserted that the new modifications in El-Selmi’s document were not discussed during the meeting with Prime Minister Essam Sharaf, last Thursday.

    They disapproved the new criteria for choosing the Constituent Assembly.

    The new document states that Constituent Assembly members should be approved by two thirds of elected parliament members, which is next to impossible.

    Figures representing Democratic Alliance, Freedom and justice, Gama’a Islamiyah, Noor party and Renaissance party expressed their total disapproval of the document.

    They said that after Friday’s million-man demonstration, the entire document should be discarded.

    El-Selmi’s Document Modified

    Ali El-Selmi, vice prime minister for political development and democratic change, announced amendments in the Constitutional Principles Document. He declared that it was only meant as a guideline, non binding document. He announced new criteria for choosing members of the Constituent Assembly.

    The Constitution Principles Declaration states “The Arab Republic of Egypt is a democratic state”, removing the phrase “civilian state”. He also amended the articles related to the Armed Forces.

    The coming few days will witness discussions with political forces to reach an agreement over the modified document.

    Awwa: Denies Call for Civil Disobedience

    Presidential hopeful Mohamed Selim El-Awwa denied calling for civil disobedience in the country.

    Awwa said he warned that escalatory measures could be taken, following the million-person protests of Friday, including sit-ins and civil disobedience, he said.

    Ras El-Bar Road Closed for One Hour

    Damietta residents blocked all roads leading to the Mediterranean town of Ras El-Bar for one hour just after they were re-opened following an 11-day siege around the city.

    Residents rejected a compromise reached, under which an international tripartite expert committee will be formed to study the impact of the Mopco Fertilizer Plant on the surrounding environment.

    The road was re-opened after officials convinced the residents cooperate.

    Saif al-Islam Gaddafi Arrested

    Saif al-Islam, son of late Libyan Colonel Muammar Gaddafi, was captured in southern Libya, confirmed NTC Justice Minister Mohammed al-Allaqi.

    Saif was arrested by fighters from Zintan, who make up one of Libya's most powerful armed factions, in the southern desert town of Obari.

    He was taken to a safe location and will face a fair trial, said Allaqi.

    Former intelligence chief Abdullah al-Senoussi’s arrest was not confirmed yet.

    In spite of the High Electoral Campaign’s prohibition of using houses of worship and public buildings, like schools and universities, in electoral campaigns, students of Islamist trends presumed their campaigns in the different universities.

    Expatriate Copts Vote

    Coptic organizations in Europe are negotiating to unite their stance towards the different political players who are running in the upcoming parliamentary elections in Egypt.

    Al-Tahrir sources reported on a prevailing tendency to advocate the Egyptian Bloc headed by the Free Egyptians Party.

    Midhat Qiladah, head of the Coptic Organizations Union in Europe, told al-Tahrir that the union advocated all Egyptian parties that acknowledge the state’s secularity.

    Qiladah further announced a soon union declaration in this response.

    Cairo Center for Human Rights Research Observe the Elections

    Bahyy al-Din Hasan, head of the Cairo Center for Human Rights Research stated that the Independent Coalition for Monitoring the Elections was intending to file a lawsuit against the High Electoral Commission that rejects to issue licenses for the coalition to observe the elections.

    Hasan confirmed the coalition will perform the observations with or without the license, adding that the Center is to write its report on the elections in all cases.

    The official licenses are only needed to avoid trouble with the executive authorities.

    Hasan believes that there is no difference between this year’s electoral commission and that which led the 2010, most gorged, elections.

    Israel Tries to Assuage Egypt over New Eilat Train

    Israeli Transport Minister Yisrael Katz told Egypt’s Consul Ahmed Ezzat that the

    new Eilat train project will not disrupt activities at the Suez Canal.

    The nature of the project will have nothing to do with the Suez Canal, Israeli newspaper Yedioth Ahronoth quoted Katz as saying.

    Former Social Solidarity Minister Ali El-Moselhi approved EGP181.7mn offered by Qatar’s Sheikh Eid Bin Mohammad Al-Thani Charity Organization to a Salafi group named “Gam’iyet Ansar Al-Sunna Al-Mohamadiya” (Supporters of Prophet Mohammed’s Sunna) on 21/2/2011, the same day he quit his office.

    The people who staged a sit-in in Tahrir Square received funds from ‘elements’ to do so, said SCAF member Mohsen El-Fangari.

    Those who call for changing the government aim at undermining the country, Fangari said.

    The people staging a sit-in in Tahrir are not the same ones who were injured during the revolution, he said.

    A heated race takes place in the third constituency in Cairo.

    The constituency includes the following districts: al-Darb al-Ahmar, al-Daher, Bab al-Sha’ryyah, Manshyyat Naser, Bulaq, al-Jamalyya, al-Azbakyya, ‘Abdeen, al-Muski, al-Zamalek and Qasr al-Nil.

    Nine slates are competing for eight seats.

    The main players are al-Wafd, the Muslim Brotherhood, al-Wasat and Salafi al-Nour.

    Actress Tayseer Fahmi is on top of the candidates of the Revolution Continues Alliance.

    15 slates and 252 candidates to individual seats compete for 14 seats in Southern Cairo district.

    The Southern district is said to witness special fierce competition between families and tribes. Southern Cairo is also one of the biggest constituencies.

    Potential presidential candidate Abd Allah al-Ash’al revealed agreements and accords between different political players in Egypt to form public committees to secure the elections.

    Dr. al-Ash’al stated that Egyptians did not trust the Security Apparatus any longer.

    Al-Ash’al blamed Egypt’s Prime Minister Dr. Essam Sharaf and Cabinet for the deterioration in Egypt’s general conditions after the revolution.

    The latest High Electoral Commission amendments to the candidates’ lists were met with angry complaints.

    Many candidates’ symbols and numbers were changed after signs and pictures for the electoral campaigns were printed.

    Hisham Nour al-Din, candidate for an individual seat in Alexandria complained to the head of the High Electoral Committee to restore his old code number.

    Nour al-Din told al-Akhbar that if the HEC did not respond, he would file a lawsuit to annul the elections.

    Jamilah Bets on Nubians

    Nubians constitute a considerable voting power in the downtown Cairo district.

    A big Nubian community spreads in downtown district, especially in Qasr al-Nil, al-Muski, Abdin and Bulaq.

    Therefore, Jamilah Isma’il, Ayman Nour’s wife and candidate for the individual seat in Qasr al-Nil district is working with 16 Nubian organizations in her electoral campaign.

    A meeting was held in Bulaq to discuss Nubians’ problems in the district.
