    we can all work together to ensure the principles of the Armed

    Forces Covenant make a real difference to local people,

    Aidan spoke up for local businesses in Cannock Chase last weekduring a debate in the House of Commons. The MP was speakingduring a debate on Regional Pay, an issue currently under review by

    the Coalition Government.During the speech Aidan highlighted the need for Government to dowhatever it can to promote and support the private sector saying"Without a flourishing private sector in all parts of our country, therecould be no public sector jobs, well paid or otherwise, becausewithout the private sector, there could be no public sector."He urged the Government to look at all ways to ensure that the privatesector is not crowded out in the West Midlands and elsewhere and in a response to a Labour MP pointed out that during the so called"boom years" (1997-2007) under the last Government the number ofprivate sector jobs in the West Midlands region actually fell.

    Aidan believes that under the current pay system, small businesses inCannock Chase are being frozen out of the employer market becausethey cannot compete with London level wages made to public sectoremployers in the area.He said: "The simple truth is that private sector firms have to competewith public sector employers, who in many parts of the countrycurrently offer a comparative premium on salaries, not to mentionbetter pensions and other benefits such as job security. This meanscompetition is distorted and the private sector is stifled because itcannot afford to employ new people or employ the best local people."He added: "setting a higher than locally appropriate wage bill means

    that public sector money is not being allocated as effectively as itcould be within local areas."During his speech Aidan hit back at Labour critics painting the idea ofregional pay as an attack on the public sector and apparent "race tothe bottom"and said that this was actually "offensive to the millions of

    people who work in low-paid private sector jobs. This is not a race tothe bottom; it is a race to realitythe reality of what people are paid inthe real world."Speaking after the debate Aidan said: "Going forward, we in CannockChase could have better public services if we weren't being forced to

    pay London wages. At the same time, it would make our businessesmore competitive and thereby prevent the steady loss of jobs tooverseas competitors such as Germany that we have seen in recentyears."

    Statement from Aidan Burley MP

    on Army 2020

    Aidan Burley MP has released the following statement in response tothe Defence Secretarys announcement on Army 2020.

    Aidan said: I am deeply saddened by todays announcement that the

    3rdBattalion the Mercian Regiment is to be disbanded. My immediateconcern is for the jobs and livelihoods of the affected personnel andtheir families especially those associated with Cannock Chase.The MoD has confirmed that most of the unit will be re-allocatedwithin the Mercian or other regiments and I am very hopeful that theStaffords name, identity and traditions can be maintained within theMercian Regiment.I will be working with fellow MPs, Staffordshire County Council andothers to ensure that all the relevant help and support is given tothose affected by todays announcement.

    Date named for Hednesford Jobs Fayre

    Call for businesses to get involvedChase MP Aidan Burley has announced the date for his thirdJobs Fayre, this time in Hednesford.

    The Fayre will be held on Friday 31st August 2012 (10am-4pm) at theLight Works in Hednesford and will be open for free to all localpeople. This latest fayre follows on from the success of events last

    year in Cannock and Rugeley where over 600 local people attendedand over 360 CVs were given out to employers.These Jobs Fayres are part of the MPs mission to support localpeople back into work and feedback from last years Fayres showedthat around 1 in 10 of those who attended had enhanced their careerprospects as a result, and over 50 people got a new job as a directresult of attending the fayres.

    Aidan has already written to over 120 local businesses, organisationsand charities, inviting them to exhibit at the Jobs Fayre. Major firmssuch as Tesco, Randstad and Bluebird Care have already confirmedtheir attendance for the event, but Aidan is publically calling on more

    businesses to get behind the event, and invites all interestedcompanies with job vacancies to get in touch to reserve a stall.Employers will be able to book a table where they can displayliterature, leaflets, business cards and pull up banners, and localpeople will be free to drop by throughout the day and meet to discusspotential opportunities.Commenting Aidan said: Following the success of last years Fayresin Cannock and Rugeley, this year the focus is on Hednesford.""As the local MP, many employers tell me they are looking to take onnew people, either right now or in the near future, but that they do notknow how best to meet those in search of a job. Yet at the same timemany local people who are out of work tell me how desperate they areto get a job, to get back into the workplace, but that they do not knowwhich employers are looking to recruit.That's why I am organising this Jobs Fayre, it is my attempt to putthose two needs together, by getting employers and potentialemployees in the same room so that they can meet each other,network and discuss what opportunities may be available.If you own a business, organisation or charity that has current orimminent vacancies to fill or is likely to have vacancies in the nearfuture, or is looking to develop a pool of potential future recruits, thenthis is your chance to meet local people in search of a job.

    Top five finish for Dilshad

    A popular Cannock eatery has been named as the fifth best SouthAsian restaurant in the whole country in a national competition, held inthe House of Commons.The Dilshad restaurant, located at Chadsmoor in Cannock, had beennominated by Cannock Chase MP Aidan Burley for the prestigiousTiffin Cup which looks to find the best South Asian restaurant in theUK. The Dilshad had already beaten off tough competition before the

    final to be selected to represent the whole of the West Midlandsregion against twelve other restaurants from across the country.During the "cook off" final, held at Bellamy's restaurant in the Houseof Commons on 27 June, the Dilshad served up a special banglachicken dish to try and impress a panel of expert judges led by wellknown TV chef Ainsley Harriott. The dish went down a storm with the

    judges and the restaurant was named in fifth place out of the thirteenfinalists and received a runners-up certificate and Tiffin Cup chef

    jacket from House of Commons speaker John Bercow MP.The Tiffin Cup, in its seventh year, not only celebrates the diversity ofSouth Asian food in the UK, but also raises vital money for its chosen

    charity 'World Vision' which works globally to speak out for childrenaffected by injustice and poverty.Speaking after the final, MP Aidan Burley said: "I am so proud of TonyUddin and his talented team of chefs for finishing an amazing fifth

    place in this national competition. They were up against some verygood restaurants and did Cannock Chase and Chadsmoor proud. Ihope this encourages more local people to go to their restaurant andsample their bangla chicken!"Dilshad owner Tony Uddin said: "We would like pay a special thanksto Aidan for nominating us for this award. It really was a verymemorable evening and I am so proud of our staff for doing the

Friends announcement last Thursday that he will change the lawin order to require councillors to declare union support and donationsas pecuniary and therefore prejudicial interests. Did he receiverepresentations from the Labour Front-Bench team against theseproposals when the statutory instrument came in this month? If not,would their union paymasters be justified in thinking them asleep onthe job?Eric Pickles (Secretary of State, Communities and LocalGovernment; Brentwood and Ongar, Conservative): This matternot whether Labour has been asleep on the job but the amount ofunion involvement with councillorsis of enormous concern. We aretaking the moderate and reasonable approach of saying, We supportunions and it is wonderful that they support the Labour party, but wewould like to know and it should be a matter for public disclosure.Given that it is so uncontroversial, I am sure it will receive supportthroughout the House.

    MP welcomes forestry reportAidan has welcomed the recommendations of a new report from theIndependent Panel on Forestry, that the Public Forest Estate inEngland should remain in public ownership including CannockChase.

    Aidan can also reveal that Defra Minister Caroline Spelman haswritten to MPs, confirming that the Government will agree with thePanel's recommendations, and make moves towards implementingthem. The Government will be issuing a full response to the report inJanuary 2013.The Independent Panel on Forestry, which was convened last year toconsult on the future management of England's public woodlands,had toured the country prior to reporting, taking submissions fromindividuals and organisations. When they announced that they wouldnot visit Cannock Chase, Aidan Burley arranged for four local groupsto speak to representatives from the Panel, to communicate the hopesand concerns of residents in Rugeley, Hednesford and Cannock.Commenting on the report, Aidan said: "I am delighted that the peopleof Cannock Chase have had their voices heard. I worked hard to bringtogether local groups and the Forestry Panel, to personally put ourviews across; today, we know that our thoughts have absolutely beentaken on board at the highest level.

    "Today's announcement is fantastic news for Cannock Chase, and allthe local people who treasure our forest and open space. The Chaseis our number one asset, and the Panel's recommendations are goodnews for visitors and tourists."We now need to consider ways that we can make the forest an evenmore accessible facility, so that it can continue to be enjoyed byincreasing numbers of people for generations to come."Writing, in a letter to MPs today, Caroline Spelman (Secretary of Statefor the Environment, Food and Rural Affairs) said: "We are not sellingoff the Public Forest Estate. I agree with the Panel that it shouldremain in public ownership."

    Aidan welcomes new law toprotect vulnerable

    Aidan has welcomed a new law which closes a legal loopholeexploited by those accused of abusing children or vulnerable adults.Some people accused of seriously abusing children or vulnerableadults have tried to escape justice by staying silent or blamingsomeone else. Up until now a legal loophole has meant the law couldnot punish them. But a new law will mean they will now face up to 10years in prison.

    The new Domestic Violence, Crime and Victims (Amendment) Act2012, which comes into force on Monday (2 July 2012), extends theoffence of causing or allowing the death of a child or vulnerable adultto causing or allowing serious physical harm, like inflicting braindamage or broken bones.The Act is the result of a Private Member's Bill introduced toParliament by Conservative MP Sir Paul Beresford which theGovernment backed to ensure it became law.Commenting, Aidan said: "It is appalling to think that a legal loopholemeant that terrible crimes of abuse could go unpunished. The CrownProsecution Service say cases where children were seriously harmed

    but no successful prosecution could be brought include a five-month-old baby who suffered a brain haemorrhage and fractured skull and atwo-week-old with a broken collar bone, ribs and leg."This new law will mean that for those who abuse the most vulnerablethere is nowhere to hide."Justice Secretary Kenneth Clarke said: "By making sure this Billbecame law we have taken the opportunity to close a terrible loopholewhich has, until now, allowed people accused of seriously harming achild or vulnerable adult to escape unpunished."We want to do everything possible to ensure that the most vulnerablemembers of our society are kept safe in their homes, and those thatabuse their power do not evade justice."We are clear about our commitment to improving the help availablefor victims of crime, and this is just one of many steps that we aretaking to ensure the most vulnerable, persistently targeted or seriouslyaffected victims get better support."

    have seen debates underwayabout the localisation of pay andbenefits. These are both issues that have been swept under thecarpet for far too long, and it is about time that we began a debateabout them.Regional pay in particular is an issue that affects many businesses inmy own constituency, and local business leaders have repeatedlyraised it with me since I became an MP. The simple truth is thatprivate sector firms have to compete with public sector employers,who in many parts of the country currently offer a comparativepremium on salaries, not to mention better pensions and otherbenefits such as job security. This has led to distorted competition andthe private sector being stifled because it cannot afford to employ newor the best local people. By setting a higher than locally appropriatewage bill means that public sector money is not being allocated aseffectively as it could be within local areas.Labour and their union supporters are often quick to paint regionalpay as an attack on the public sector or a race to the bottom, but thatis offensive to the millions of people who work in low-paid privatesector jobs. This is not a race to the bottom; it is a race to realitythereality of what people are paid. Let us also remember that regionalpay already exists with the now widely accepted London weightingand in the Court Service since 2007 - introduced by a LabourGovernment.

    If we are serious about looking at whether public sector pay should bemore responsive to the local job market, then this must coincide with asensible discussion on regional benefits something that the LabourParty have supported. Clearly, wage rates vary around the countryand what someone receives in benefits compared to what they couldpotentially get by going into a job has an impact on the incentives theyhave to take a job.I am clear that my constituents in Cannock Chase could have betterpublic services if the local public sector employers weren't beingforced to pay London wages. I am also clear that in areas of Britainwhere wages and the cost of living are lower, having the same benefitpayouts as more affluent areas must be a disincentive for some to

    come off benefits and get a job. Finally, let us remember this: withouta flourishing private sector in all parts of our country, there could beno public sector jobs, well paid or otherwise, because without theprivate sector, there can be no public sector.

    Tuesday 3rd July 2012Ministers will unveil a consultation onhow to cut down on so-called 'facilitytime' with the public service unionstowards the end of next week.

    A cross-Whitehall study ordered by Cabinet Office minister FrancisMaude found 248 trade union representatives who spent all of theirpaid time on union business.Overall the survey estimated there are at least 6,800 part-time civilservants who do trade union work across the civil service far more

    than previously thought.Estimates suggest the annual cost to the taxpayer is 36million - theequivalent of the salary of over 900 nurses or the cost of over 10,000primary school places.Previous estimates have put the cost of the time when the official wasnot working for the taxpayer at 23million.Related ArticlesThe pledge to find out how many full time union officials there are inWhitehall was made in an interview Mr Maude gave to The DailyTelegraph last September.

The PM has said that thiscannot be justified morally or economically.Now is the time for ministers to change the law in the coming monthsto end this shocking state subsidy of trade unions.Mr Maude said at last years Conservative party conference that thatthere would be a consultation on limiting the time civil servants canspend on trade union work.

    A spokesman for the Public and Commercial Services Union said that"facility time" covered important areas of human resources policy inWhitehall such as negotiations with employers on pay and workingconditions.He said: "Reps are expressly not allowed to use it for any otherpurpose - for example, discussing anything related to industrial action.

    All of this is done in their own time."The PCS said facility time accounted for just 0.2 per cent of staff timeacross the civil service, adding that "we estimate that our reps spend

    about half of their allotted hours in negotiations with managers onissues that used to be handled at a national level".
