When you work in a town named Sterling, yourreputation had better be.John Tocci learned every aspect of the con-

struction business at his father’s knees and is nowpassing that knowledge to his own grandson whohas joined two of his companies full time.Tocci is the founder and owner of two success-

ful firms in the Sterling/Leominster area — JJTExcavating and Construction and Asphalt Rehaband Restoration.“My company was founded in 2006 with a

The companydoes sidewalk repair,hot rubber, concreteand asphalt repair, fillspotholes, utility cuts,manholes, puddles,speed bumps, drains,handicap ramps, alli-gator cracking, bridge joints, coldplanning and handicap ramps.He has added ramps to homes

he has built for free with other vol-unteers. “I have been involved with sev-

eral Habitat for Humanity proj-ects,” said Tocci. “This is one ofmy favorite charities because thepeople are so grateful for the small-

est thing you do for them.“Last fall, I was happy to donate

my time and equipment to helpwith the Private First ClassJonathan Roberge VeteranMemorial Park that will honorRoberge and all the soldiers fromMassachusetts killed in Iraq andAfghanistan,” said Tocci.PFC Roberge was killed by a

roadside bomb fouryears ago in Iraq,along with his com-manding officer andthree other soldiers.The 22-year-oldLeominster nativewas a former automechanic with awarm smile who lefthis parents and threeyounger siblingsbehind.The cornerstone for

that park is an actualmilitary tank beingreworked and repaint-ed for the tribute inFitchburg, Mass. The

tank was brought in from NorthCarolina and weighs 56 tons.Tocci is one of dozens of volun-

teers who got the park ready —friends, colleagues, even strangers— who gave what they could tomake the site work possible. Whenthe tank came down in Januaryalong Interstate 90 to Fitchburg forits refurbishment, the Roberge

family gathered on the JohnnyAppleseed Lane Bridge to watch itarrive.According to CBS-TV and

other sources, the paperwork alonewas staggering, but a Carolinatrucking firm gave a discount tohaul it to Leominster, in partbecause an ex-Army truck drivervolunteered to drive it there.Joining the tank at the new

Roberge Park, will be a bronzestatue of Jonathan, tributes to thefour men who lost their lives withhim and to all Massachusetts Vetswho have been killed in Iraq andAfghanistan.“The park is located on

Mechanic Street in Leominster.Hopefully, it will be completed thisyear,” said Tocci.For more information call

PORTLAND, Maine (AP) One of twopipelines stretching from Portland toMontreal has surpassed its life expectancy,an environmental group said Thursday, cit-ing court documents. The Portland PipeLine Corp. dismissed the assertion as“grossly misleading” and said its dualpipelines can operate safely for years tocome. Based on filings in a tax dispute in New

Hampshire, the National WildlifeFederation said an 18-in. (45.7 cm) pipelinebuilt in 1950 is four years beyond its antici-pated retirement age. A 24-in. (61 cm)pipeline that runs alongside the smaller pipewas built in 1965, so it has more than adecade of use left, the environmental groupsaid. Owners of the pipeline company had

agreed with the federal officials’ 60-yearprojected lifespan for purposes of a case inthe 1990s in which it had disputed its taxassessment in Gorham, N.H. A pipeline spokesman accused the envi-

ronmental group of deliberately using tech-nical property appraisal terms out of con-

text, “all in a ploy to scare the public.” The technical evaluation cited in the court

documents was based on the pipeline’s pro-jected economic and functional viabilityaccording to market conditions at the time,and that theoretical number had nothing todo with the length of time the pipelines canbe operated safely, said spokesman JimMerrill. Modern pipelines, unlike older cast-iron

pipelines, can be operated indefinitely ifproperly maintained and inspected, accord-ing to the Pipeline and Hazardous MaterialsSafety Administration. “The U.S. DOT pipeline regulations do

not set a lifespan limit on the use of anypipeline. As long as a pipeline is properlymaintained and meets all of the safety regu-lations requirements, it can continue in use,”said Gordon “Joe” Delcambre Jr.,spokesman for the agency, which is part ofthe U.S. Department of Transportation. Skip Sansoucy, a utility appraiser who

assessed the pipeline’s value for the town,said he’s confident that the pipeline can con-tinue operating beyond 60 years, noting thatthe company has a great safety record. Onthe tax side, though, he’s served as an expertwitness against the company during hard-

fought battles over property taxes. The pipeline company is trying to have it

both ways, Sansoucy said, when using the60-year service life for tax purposes eventhough the pipeline can be safely operatedlonger. Environmentalists fear the smaller

pipeline, which is idle, could be used tobring oil derived from tar sands in westernCanada across Vermont, New Hampshireand Maine en route to a waterfront terminalin South Portland. They say tar sands oil ismore volatile than the crude currently trans-ported over the larger pipeline, could accel-erate corrosion and causes greater damagewhen it spills. The pipeline company said there’s cur-

rently no plan to reverse flow to allowCanadian oil to flow southward. But environmental groups remain con-

cerned, especially after Canadian regulatorsapproved a plan last week to reverse theflow of another pipeline that would allowfor oil from western Canada to be transport-ed to Montreal. The additional crude arriving in Montreal

will likely negate the need for oil pipednorth from Portland, so Portland Pipe Lineofficials might feel economic pressure to

reverse the flow of their pipeline to allowthe Canadian crude to flow to Portland to beoffloaded onto tankers, said Jim Murphy,senior counsel for National WildlifeFederation. “It’s something that Mainers need to be

concerned about,” Murphy said. The Portland Pipe Line previously

explored the idea of building a pumping sta-tion in Quebec to facilitate the reversal ofthe pipeline, allowing Canadian crude toflow to Maine. It abandoned the idea a yearago, citing economic conditions, but left thedoor open to revisit the issue. Last year, South Portland voters narrow-

ly rejected a waterfront development refer-endum aimed at stopping the shipment ofCanadian oil into the state. The Portland Pipe Line said it has safely

shipped more than four billion barrels of oilnorth to refineries in Canada since thepipeline company was created in 1941. Thepipeline actually consists of three pipes butthe oldest of them, built in 1941, was takenout of service decades ago.

MassDOT Votes to Hike Registry,Inspection, Road Test FeesBOSTON (AP) The state Transportation

Department’s board of directors has voted tohike registry, inspection and road test fees,making it a bit more expensive to own a carin Massachusetts. Non-commercial vehicle registration fees

would increase from $50 to $60 and annualstate car inspection fees would jump from$29 to $35. Road test fees would increase from $20 to

$35. The fee hikes approved Wednesday are

needed to close a $53 million gap in the

department’s budget. The DOT pointed to a series of factors for

the higher fees. They said the last time the state inspection

fee was raised was in 1999 while road testfees have not been increased in more than adecade. The agency also said it tried to bring the
