It also recently expanded its territory into theConnecticut market, opening a new location in Brookfield.

chlorides (used to clear ice and snow) seep through thecracks.” Over time, that could lead to damage, he said.
Tetreault said the bridge reconstruction used a new type ofprefabricated concrete beams under the length of its span. Hesaid the company that made the beams, Middlebury-basedJ.P. Carrara and Sons, had patched some of the cracks, butthat others were spotted after the beams were delivered to thesite. Both patched and unpatched cracks were visible themorning of Oct. 30 from under the bridge.
Tetreault said state officials had been meeting with repre-sentatives of both Carrera and the general contractor on the
job, Austin Construction of Concord, to discuss the issue.A woman who answered the phone at Carrera’s offices at
midday Oct. 30 said no one was immediately available totalk about the cracking concrete.
George Austin, owner of Austin Construction, said crack-ing concrete is part of life in the construction industry.
“There’s two kinds of concrete, cracked concrete and con-crete that hasn’t cracked yet,” he said. “It’s not uncommon.It’s probably more common than anybody would like.”
Tetreault said similar beams were slated to be used soonin a bridge project on Vermont Route 15 west of Johnson. Hesaid that decision would stand, but that the agency wouldimpose a moratorium after the Johnson project on using thebeams until it’s clear the cracking issue is resolved.
“We considered stopping it,” he said of the Johnson proj-ect, “but there’s the merit of trying to get it right, too.”
Word of the concrete cracking problem came days after anews conference in Rutland where Gov. Peter Shumlin tout-ed the state’s recent bridge building and restoration efforts.He said the percent of the state’s bridges deemed structural-ly deficient had dropped from nearly 20 percent in 2008 toabout 8 percent in 2013.

Officials at Milton CAT, the Northeastand upstate New York Caterpillar Dealer,announced the opening of a complete train-ing center at its Milford, Mass., campus.According to the manager of techniciantraining, Josh Gaynor, “The company hasmade significant investment into a facilitythat will give our trainers an ideal environ-ment for both comprehensive and safeinstruction.”
In addition, Gaynor reported that thelearning center at Milton CAT has received aRegional Dealer Learning CenterCertification and is now the Caterpillar-approved training center in the northeasternUnited States.
“That will offer other area Cat dealers amore cost-effective and easier option thanhaving to fly staff or customers to Peoria,Illinois, for approved Cat training,” saidGaynor.
Besides Milton CAT, other NorthAmerican dealers who have receivedaccreditation are Holt CAT of Texas,Toromont CAT in Canada, Ring Power outof Florida and Peterson CAT in California.
Certification Requirements Are Demanding
According to Milton CAT CorporateCommunications Director Dean Swartz, inorder to become certified, Milton CAT need-ed to prove that it had the right people, in-depth knowledge and the infrastructure todeliver the learning and instruction at a cer-tain level, meeting tight expectations.
“The Cat audit is on-going with a physicalvisit every 18 to 24 months,” said Swartz
Kelley Maxwell, Caterpillar dealer learn-ing consultant, added, “Milton CAT has topnotch instructors, and many times we cometo them for input on certain courses.”
Phil Adams, technical training supervisor,EPG Global Service Training of Caterpillar,said, “Milton CAT teaches the same coursesthat we teach in Peoria, and in doing so,essentially becomes an extension of theenterprise, allowing technicians the samelevel of training, available at a more accessi-ble location to them.
“Peoria is not the easiest place to get to foreveryone.
“There is a lot of commonality with what
we have in Peoria and what Milton CAT hasdone here — their investment is impressiveas they are committed to delivering a firstclass learning experience to their techni-cians, as well as to those who come forinstruction from other dealerships,” saidAdams.
“Another advantage of having the trainingexecuted at the dealership level is that deal-ers are closer to the end market and have areal sense of customer wants and needs.”
In the case of service technicians’ training,Milton CAT is following the Caterpillar cur-riculum — designed to follow a techniciancareer development path —– and offeringdegrees at various steps.
“The research backs up the statement thattechnicians want to keep learning and pro-gressing,” Adams said.

BOSTON (AP) Groups seeking to pro-mote or defeat this year’s four ballot ques-tions spent over $28 million, far more thanany previous election, according to cam-paign finance reports filed after election day.The state’s campaign and political
finance office said the previous record of$16.1 million was set in 1992, when fourquestions were on the ballot, including onesdealing with recyclable packaging and tax-ing hazardous waste.This year’s total spending will likely
grow: Reports submitted Nov. 5 only coverthe period from Oct. 16 to Nov. 1. Ballotquestion committees will file updatedreports Nov. 20.Pam Wilmot, executive director of
Common Cause Massachusetts, a govern-ment watchdog group, said the record-set-ting spending is unsurprising since the bal-lot questions “affected the bottom line ofpowerful business interests.” But she arguedcampaign spending reforms are needed.“There should be restrictions of some
kind so that you don’t have deep-pocketedcorporations with clear self-interest able toessentially drown out other speakersbecause they have so much money,” Wilmotsaid. “You throw enough money at any-thing, you can defeat it. And that’s one of thethings we saw here.''Casino companies, which poured rough-
ly $14 million into their successful effort todefeat the ballot question proposing torepeal the state’s 2011 casino law, defendedtheir spending. They pointed to their prom-ises to invest more than $2.6 billion and cre-ate 10,000 new casino-related jobs and6,500 temporary construction jobs inMassachusetts.“Three of the most successful and
respected gaming companies internationallyare poised to invest over $2.6 billion inMassachusetts,” said Justine Griffin,spokeswoman of the pro-casino Coalition toProtect Massachusetts Jobs, which wasfinanced by Wynn, MGM and PennNational Gaming, the state’s three licensedgambling operators. “The spending on theballot question was viewed by the compa-
nies as part of their commitment toMassachusetts, and they are pleased that thelarge majority of Massachusetts voters sup-ported bringing gaming and its associatedbenefits here.”Meanwhile, anti-casino activists under
the Repeal the Casino Deal campaign com-mittee were vastly out-fundraised, spending$658,526 as of Nov. 1.The casino fight was by far the most
expensive of the four ballot questionsplaced before voters this year.Even before the final tallies are in, the
casino question spending reached $14.5million, surpassing the $13 million recordset in 2006 for a failed ballot initiative toallow wine sales in groceries.More than half the money spent by casi-
nos came in the final days before the elec-tion, allowing the Coalition to ProtectMassachusetts Jobs to air thousands of tele-vision advertisements in the run up to thevote. Anti-casino activists spent $76,115 inthe final days and never aired television ads.The result? Massachusetts voters
resoundingly rejected the proposal to repealthe state’s 2011 casino law by a 20 percent-age point margin.Spending on the ballot question for bottle
deposit expansion was the second priciest,coming in at about $10.3 million.That question, which failed, would have
extended the state’s 5-cent bottle deposit onbeer and soft drink containers to bottledwater, sports drinks and other bottled bever-ages.Opponents, including local supermarket
chains and the Washington, D.C-basedAmerican Beverage Association, spentabout $8.8 million. Supporters, includingthe Massachusetts chapter of the SierraClub, spent about $1.5 million as of Nov. 1.The ballot question that successfully
repealed a state law indexing the gas tax toinflation generated about $2.7 million inspending. And the question to allow mostworkers in the state to earn paid sick time,which also passed, generated just over$800,000 in spending.

said Lawrence J. Spellman III, owner of North Country
Auctions. “The sales of the snow time equipment, the load-ers, the excavators surprised me, given the time of year,before winter. The numbers were higher than I thought.”Based in West Ossipee, N.H., North Country Auctions has
sale sites in New Hampshire, Vermont and Massachusetts.The Oct. 18 event drew hundreds to the company’sWrentham, Mass., site at 591 Washington St. (Rte. 1) astone’s throw from Gillette Stadium in Foxboro, where theNew England Patriots play.The auction included the liquidation of all the trucks and
equipment of BKT Trucking, Ayer, Mass., the surplus liqui-dation of a major petroleum company, quali-ty consignments from local contractors andarea dealers, like Richard’s Automotive thatwas shutting its comprehensive automobileshop after 30 years.“The clean stuff is really nice. We had so
much of it,” said Spellman. “The classic cars;we had a really nice line up.”Spellman’s company, which he purchased
in 2008, is expanding rapidly south of hisheadquarters in New Hampshire, especiallyin Massachusetts. “We are really growing our southeastern
market,” said Spellman. “We’ve seen strong,strong growth in Massachusetts, my homestate.”Spellman is a native of Dighton, Mass.“We have a good group of bidders, here
and online,” said Spellman.
“As technology continues to expand, it expands for everybusiness, including our auction business,” said Spellman.“The technology allows people to get pictures and informa-tion about each item instantly to potential bidders anywherethey are, bidders who cannot be here in person.”Spellman wanted to give special thanks to his staff,
