Addus HealthCare and SEIU Sign GroundbreakingNational Agreement

On February 10, 2009, in Chicago, Labor Leaders and Home Care Aides joined Service Employee International Union (SEIU)President Andy Stern and Mark Heaney, President and CEO of Addus HealthCare, Inc., in signing a renewed nationalagreement that will further improve home care for seniors and people with disabilities.

This agreement expands the groundbreaking 2003 agreement between the two organizations which was the first nationalhome care contract in SEIU history. It protects workers and raises the standards for quality care. The national contract ad-dresses non-economic issues and provides workers with the right to organize nationally, streamline negotiations, and sethigher standards for thousands of home care aides.

The collaboration between Addus and SEIU has improved the employment environment for this typically underpaid sectorof workers across the country.

Lawmakers Hear Concerns OverProposed New State Agency

On April 2, 2009, PHA Executive Direc-tor Vicki Hoak was joined by MikeBrown, Regional Director of AddusHealthCare, to testify before the HouseAging & Older Adult Services Commit-tee regarding a new Department ofAging & Long-term Living which is pro-posed under House Bill 1152. This billwould eliminate the current Dept. ofAging and establish a new Dept. ofAging & Long-term Living. The bill outlines three objectives for thenew department:

Promote the development of along-term living system that in-cludes consumer choice and self-direction.

Be responsive to the needs and

preferences of people with disabili-ties and older adults.

Recognize their cultural differencesand language barriers and assistpeople in attaining and maintain-ing lives of independence, dignity, integration and involvement insocial, economic and political af-fairs of their communities.

Hoak and Brown applaud the goals ofthe new agency stating it would mini-mize duplication of services andstreamline operations, but outlinesconcerns.“Clarification on billing procedures forproviders under the Waiver programmust be a top priority for the new de-partment if we are to use all the toolshomecare agencies have to offer ourconsumers. Without billing clarifica-tion,

Mike Brown,(left) Regional Director Ad-dus with Aging Secretary John MichaelHall

agencies will shy away from providingskilled services for fear of audits, and inthe end consumer and the long-term caresystem will lose. Consumers lose becausethey do not receive the preventive carethey need, and the system loses becauseconsumers’ conditions worsen and theyend up requiring more costly nursinghome care." stated Brown.

Article paraphrased from Pennsylvania HomecareAssociation website: www.pahomecare.org

Name: Robert LewisRank: Specialist E4Branch: U.S. ArmyServed: 1990-1994Gulf War VeteranCurrent Assign-ment: AddusHealthCare, Veter-ans DeserveReporting to:“Private” Duty

I am very honored to be a Vet-eran and to have served our country, and I am also honored to be a memberof the Addus team. I have been as-signed the task of creating with thehelp of many members of the Addusteam, the program we know as“Veterans Deserve.” Currently, Addus isservicing over 307 Veterans. The pro-gram is a special opportunity for anyoneon the Addus team to impact the lives

of Veterans and their families. Thebenefit is administered through the Vet-erans Administration and is called, the“Improved Pension.” It is designed forand was created to help Veterans andtheir families receive home care assis-tance as they age. I am encouragingyou all to read this carefully, share theinformation with your families and com-munities, and provide good stewardshipto this program.

The cost of home care is con-sidered a medical expense by the De-partment of Veterans Affairs. The war-time Veteran or their surviving spousecan have the cost of our home care ser-vices partially or fully reimbursed by theDepartment of Veterans Affairs. Eachcase is unique primarily due to financialcriteria. Below is a list of prerequisites:

Age 65 and older or unable towork.

90 days of active military duty (oneof those days served during a period ofwar).● WWII 12/7/941 – 12/31/1946.● Korea 6/27/1950 – 1/31/1955.● Vietnam 8/5/1964 - 5/7/1975.

Veterans that served after 5/7/1975would have had to complete their entireenlistment in order to qualify. A surviv-ing spouse of a wartime Veteran couldeven qualify for the pension after thedeath of the Veteran as long as the Vet-eran served during wartime.Income and asset information is evalu-ated on a case-by-case basis; all partiesare consulted to determine eligibility.

We at Addus are the stewards, the resource to our families, friends andneighbors. In fact there are 2.2 millionWorld War II veterans living in theUnited States today. The Korean conflictproduced over 3 million Veterans. This15 year period produced over 20% ofall Veterans in the United States, andthis statistic does not include theirspouse! The Addus team has the re-sources and the know-how to offer avaluable service to this group of menand women referred to as “The Great-est Generation.”.

Please join me in positively im-pacting our Veteran’s lives who mostcertainly risked their own to positivelyimpact ours.

Meet OurVeterans

Advocacy - IdentifyingClients at RiskBy Donna McNally,

Vice President IntegratedServices

Most of us joined Addus because weagreed with the Company’s missionand care being provided. We alsowanted to be a part of somethinggreat that we could wrap our armsaround and feel good about at theend of the work day. Our mission isour guiding philosophy which directsour behaviors each day as we travelfrom client to client.

As part of our mission we have a dutyto promote health and wellness. How do we fulfill our mission? Wefollow the plan of care, and when weobserve an adverse sign or symptomor a change in the client’s condition,we report in to the Service Coordina-tor or Care Coordinator. Our clientsand families rely on us to be their ad-vocate.

Here are a few scenarios which high-light the importance of being an ad-vocate:

Change in condition: I have twosimilar situations that occurred in SanJoaquin, CA, and Wheaton, IL. Crys-tal Johnson and Kathie Barthelemy,Care Coordinator (pictured above)and Jennifer Canady, HCA and PetraGarcia were honored with I CAREAward. Each aide noticed the clientwas acting in a peculiar way and verydrowsy. The HCA contacted the CareCoordinator. The Care Coordinatorcontacted the doctor for direction, and the client was sent to the ER with

overdose. In both cases, the aidesaved a life and avoided adverse out-comes. After hospitalization, eachclient received Nursing evaluations, and instruction on the effects ofmedications to prevent any furtherepisodes of overdosing.

An Aide Jacqueline Hawkinsfrom Kankakee, IL, came into the of-fice and said the doctor had calledthe house and asked if the nurse wasstill coming as labs needed to bedrawn. Jennifer came into the officeto relay the message. The Care Coor-dinator, Sharon Townsend, contactedthe doctor and sure enough, the cli-ent needed additional care from anRN. The HCA was an integral part ofthe care team that identified a clientat risk and reported what she ob-served.Below are common risk factors tolook for. Once the change or prob-lem is identified, the Addus CareTeam can mobilize to provide guid-ance. It all begins with us.

You notice the client is experienc-ing more shortness of breath thanusual. It is reported to the Addus CareTeam. The Addus Nurse will evalu-ate whether the lungs are filling withfluid, and contact the MD to adjustmedications, especially the water pill(diuretic). The Nurse will monitorweight and measure the abdominalgirth to assess edema. The goal is tobring the client to their dry weight sothey can breathe easier and feel moreenergetic and avoid a hospitalization.

A client reports recent falls. Weneed to protect our clients from fallsor risk of injury. The Addus Nurseand/or Therapist will perform a fallrisk assessment. We will work col-laboratively with the family to ensurea safe home and secure help in theevening or night hours. We may sug-gest modifying the home with safetybars, bath chair, companion help tothe rest room, and strengthening ex-ercises and assistive devices to assistwalking.

Client is having difficulty transfer-ring and ambulating. The AddusNurse and Therapist can develop ahome exercise program (HEP) for thatclient with specific exercises that theAddus caregiver and family can re-mind the client to perform.

Family reports they cannot handleMom or Dad. Caregiver role fatigue

cannot be underestimated. The Ad-dus Nurse and Social Worker canwork with families to identify commu-nity resources and funding sources.Perhaps the client needs to be reas-sessed for an increase in hours. Wecan complete a benefit check-up tosecure community resources. Perhapsthe family needs a caregiver duringthe night so the family can obtain agood night’s sleep. Coverage may beneeded on the weekend so that thefamily can run their errands.

Family reports they are beginningto look at nursing homes. Manyfamilies disagree over what is best forMom or Dad. I would suggest anAddus Care Manager who is a SocialWorker or Nurse. They are objectiveprofessionals who will perform acomprehensive assessment and dis-cuss care options available to families.

Client is experiencing urinary ur-gency and pain. The Addus Nursecan obtain a urine specimen andwork with Primary Care Physician(PCP) regarding antibiotic treatmentuntil signs and symptoms resolve.

Family reports their loved one isexperiencing forgetfulness and it isincreasing. Many families strugglewith what the next steps of careshould be. An Addus Nurse or CareManager can assist the client andfamily as to the next steps and whatlevel of care is appropriate for theclient along with the appropriate caresetting (home, adult day services, as-sisted living, supportive living, retire-ment community, or nursing home).

The Addus Nurse visits the clientonce weekly. The home has becomemessier, and the client is not able tocare for themselves. The AddusNurse makes a referral to Home CareServices to assist with housekeepingtasks. The Addus Therapist has com-pleted the HEP and is ready to dis-charge the client. The client is iso-lated. The Addus Therapist makes areferral for a free day trial to AdultDay Services.

As an Addus Care Team member, promote Integrated C.A.R.E.C = Care for the client and familyA = Assess client and family needsR = Report changes to the officeE = Evaluate services on going
