Who Benefits from Community Association Funds?• Residents who have concerns within the community.

Volunteers with the community association handle these concerns and liaise with The City of Calgary, the province of Alberta, or the government of Canada.

• Residents who have children who use the hockey and free-skate rinks, tennis and basketball courts, play ar-eas, parks, and Park ‘n Play programs. These items are very expensive to maintain and replace.

• Residents who have children in organized sports that are affiliated with the Citadel Community Association. The community association pays for the insurance for these sports. Therefore, it is mandatory that parents must purchase a Membership if their children wish to register for organized sports.

• Residents who enjoy the safety of traffic lights at major intersections along Country Hills Blvd. It was the Cita-del Community Association that was instrumental in getting the city to install these traffic lights.

Green Cart Schedule Changes This WinterThe seasons are changing and so is green cart collection. Starting the week of November 6th, your green cart will be collected once every other week.

There are no changes to blue or black cart collection.

Carts need to be put out by 7 a.m. on collection day and properly spaced. Weekly green cart collection will resume in the spring. Visit calgary.ca/collection to find your new green cart schedule.

Winter Is Coming!Winter can be a time for family fun, but what happens when it’s not? Knowing the risks ahead of time will help keep you and your family safe this winter.

Winter storms create a higher risk of car accidents, hypo-thermia, frostbite, carbon monoxide poisoning, and heart attacks from overexertion. Winter storms and blizzards can bring extreme cold, freezing rain, snow, ice and high winds. They can last a few hours or several days, knock-ing out heat, power and communication services.

Here are some ways to prepare for a winter storm ahead of time:• Know the risks. Include your kids in the discussion

about emergencies, how you will communicate and how to evacuate the house, if needed.

• Winterize your home. Insulate pipes and allow faucets to drip a little to prevent pipes from freezing. Cover windows with plastic. If you’re using a space heater for added warmth, please be aware that they pose a fire hazard.

• Pay attention to weather reports and warnings from Environment Canada. Sign up for Alberta Emergency Alert or Alert Ready for notifications.

• Gather supplies in case there is a power outage. Keep in mind each person’s specific needs, including medica-tion. Don’t forget the needs of pets. Have extra batteries for radios and flashlights.

• Create a 72-hour kit for your car: include jumper cables, sand, flashlight, blankets, water and non-perishable food. Make sure to always keep your gas tank full!

The Fun Starts After The Bell With Calgary AfterschoolThis school year the fun starts after the bell. After school programs are offered by The City of Calgary for FREE or low cost. Youth are provided positive, fun and supervised after school programs in schools, recreation buildings and community facilities across Calgary. Children and youth grades 1-12 can drop into a weekday program in their community and take part in a variety of activities from 3-6 p.m. Activities may include basketball, swim-ming, arts, leadership, skating, sports and much more. At Calgary AfterSchool, it’s more than just getting children and youth active. In Our Community In Our CommunityCitadel Community Center Construction Update:Many will have noticed that the Construction of the New Citadel Community Center has begun in earnest. The start of the construc-tion was hampered with the onset of unseasonal weather conditions. The build is scheduled to be complete in May / June of 2019 – but remains weather dependent until we have completed the framing structure.

The most disruptive phase “deep excavation” for ser-vices connection has been completed and services es-tablished have been estab-lished to the building site.

The next phase of this build will be a race to prepare

and pour the concrete foundations before the winter freeze sets in and establish some of the other services

to the building. Residents are reminded that this re-mains a construction zone with heavy duty machin-ery and haulage trucks.

Please maintain cau-tion and patience when you are in the vicinity of the construction site and watch for signs indicating closures. We apologize for any inconvenience – but this build is for the benefit of the entire Community of Citadel and the disrup-tions will prove to be worth it when we have

our own Community building.

Councillor ReportOn September 11th City Council voted to continue

pursuing the 2026 Olympic bid. I voted to stop pursuing the Olympic Bid as it has become increas-ingly clear to me that bidding on the Olympics is the wrong thing for our City and for taxpayers. The new cost estimate in the draft plan for hosting the Olympics is $5.23 billion. This is nearly $1 billion more than the previous estimate of $4.6 billion from June 2017 and does NOT include a new Arena, or any LRT expansion. I am also very opposed to the proposal to have part of the Olympic Games in Whistler, British Columbia – paid for by Calgary taxpayers. I think that this sends the wrong message considering British Columbia’s hostility towards our energy sector.

All Calgarians will get an opportunity to vote in the Olympic plebiscite which is scheduled for November 13th. There will also be an advance vote on November 6th and 7th. For more information on the vote, please visit: http://www.calgary.ca/vote2018

City Council has approved funding to complete Symons Valley Parkway between 37th Street NW and Symons Valley Road NW (Missing Link). Construction is project-ed to begin in early 2019. This $9 Million Dollar project will connect our communities and reduce traffic cutting through Kincora and Sage Hill. I appreciate the patience of the surrounding communities while we went through this long process to get the land acquired and funding approved.

The green cart schedule will be changing this winter. Starting the week of November 6th, your green cart will be collected once every other week. There are no changes to blue or black cart collection.

In Our CommunityMulti-Use Community Building FundraisingThe Citadel Community Association (CCA) is embarking on a new Multi-Use Community Building – this being the first Community funded ground-up capital construction project since 1992. The CCA has collected capital from Casino volunteering for a number of years and have received matching grant funding from the Alberta Department of Culture and Tourism. As such – this project is receiving a high degree of exposure and publicity from the City of Calgary and Provincial Government as a role model of a Multi-Cultural Community working together to provide a facility to be used by all.

Although we have the funding for the construction of the building shell, we are still looking for additional funding to make up the shortfall for furnishings, fittings and an outdoor entertainment area with firepit to host winter events. The CCA is therefore introducing the opportunity for businesses to contribute to this building project and the Community of Citadel. We have three ways in which a Business and / or Individual can contribute:

(1) Sponsorship of Building Materials: – e.g. Paint, Roofing, Siding, Bricks, Windows, Doors etc. Any Company that sponsors all or a portion of the materials towards the construction of the building will be rewarded with a permanent plaque / advertisement on the building indicating the company’s contribution. Contributions of materials and/or labour will help to reduce the construction costs and allow the CCA to apportion the capital funds towards other building enhancements, furniture and fittings.

(2) Buy-a-brick Campaign: We have introduced a cash-based sponsorship program to raise additional funds towards the building and furnishings. We will receive cash donations and recognize the contribu-tor in the form of advertising on plaques on the outdoor entertainment area. Everyone or every Company that donates towards the Com-munity building will have a “brick” on which we

will engrave the name of the sponsor / Company. We will have Bronze ($50 to $200), Silver (>$200), Gold (>$500) and Platinum (> $1000) plaques for different donation amounts.

(3) Membership Incentives: The Citadel Community Association is actively embarking on a member-ship drive to increase our current Membership base – which in turn will introduce a capital injection into the Community and facilitate new programs. We would like to provide members with additional incentives to make a membership more attractive and financially beneficial. The image alongside is a sample of a membership card which is issued to all our members. The suggestion is that, upon presenta-tion of an active membership card, the CCA member would receive a nominal discount, coupon or promo-tional incentive from participating businesses. Nu-merous other Communities in Calgary have adopted this incentive opportunity model for their members and have proven to not only increase the associa-tion memberships, but also increase the traffic to the businesses participating in the program (Win-Win).

Participating companies will receive a notice which can be presented at the entrance, shop window or checkout counter and will receive the recognition / publicity from the CCA website, Facebook Group, Citadel Link and email communique to the entire membership base.

Yielding to Emergency VehiclesTime is the enemy in an emergency. For everyone’s

safety, it is important for motorists to understand how to correctly yield right of way to emergency ve-hicles with lights and siren activated. You can help EMS, police, and fire get to the scene quickly and safely by following these rules of the road:

When an emergency vehicle approaches with lights and siren activated: • If you’re in the middle of an intersection when an

emergency vehicle approaches with lights and siren activated, safely clear the intersection;

• On a one or two lane road, motorists should move to the right side of the road, slow down, and then stop. Remember to signal;

• On a road with three or more lanes, motorists should move to the nearest side of the road and stop. If driv-ing in the centre lane, move to the right side of the road and stop. Remember to signal;

• Come to a complete stop and wait for the emergency vehicle to pass. Shoulder check for more emergency vehicles (there is often more than one) before re-enter-ing traffic flow. Remember to signal;

• Emergency vehicles might use any available road

space to maneuver. This could include the shoulders, turning lanes, in order to pass other traffic.

When operating a vehicle:• Drive attentively and defensively at all times. Be cog-

nizant to sirens and be prepared to yield the right of way;

• It is Alberta law for motorists to slow down to at least 60 km/hour (unless a lower speed is posted) when driv-ing past a stopped emergency vehicle. This includes EMS, police, fire, and tow trucks with their lights activated;

• Do not break the rules of the road in order to give right of way to an emergency vehicle. This could include proceeding through a red light, or making an illegal turn. Actions such as these jeopardize all motorists in the area;

• Drivers must place their full attention on the road-way and toward the safe operation of their vehicle at all times. The fine for distracted driving in Alberta is $287.00;

• Always leave plenty of space between your vehicle and an emergency vehicle, should it be required to stop suddenly.
