1.0 PROJECT OVERVIEW
1.1 INTRODUCTION
1.1.1 BACKGROUND
National Highways Authority of India (NHAI), under Ministry of Shipping, Road Transport& Highways (MOSRT&H), Government of India has embarked on the ambitious NationalHighways Development Project (NHDP) comprising phases including development of theGolden Quadrilateral connecting the four metros of the seven country as well as the North-South and East-West Highways. The Government of India has mandated the NationalHighways Authority of India (NHAI) to implement the National Highway DevelopmentProject (NHDP). The National Highway-24 (NH-24) connects the national capital, Delhi andbordering Historical city of Locknow. Upgrading the existing two lane highway to fourlanes between these two major cities is a major and an integral component of theGovernment of India’s NHDP. The project is to be executed under DBOT pattern underNHDP Phase-III.1.1.2 DESCRIPTION OF PROJECT
The Project Highway is a section of the National Highway-24, starting from km post 148.000and ending at km 262.000 on NH-24, in the states of Uttar Pradesh, India (hereinafter,referred to as the Project Highway), and making a total length of 121.800 km (Index MapFig. 1.1). This existing segment is two lanes for last decade. Project road lies between 28°47’N, 78°45’ E to 28°25’ N, 79°26’ E.The Project Highway passes through three districts of Uttar Pradesh, viz. Moradabad,
Rampur and Bareilly. There are major urban centers like Rampur, , Mirganj, Fatehganj etc.and many semi-urban centers along the Project Highway. The Project Highway is joinedand/ or intersected by some National Highways and a number of State Highways (SH),Major District Roads (MDR), and Other District Roads (ODR). The Project Highway is alsocrossed at seven locations by railway lines. This highway in its immediate influence areaserves as the main arterial road on which small traffic streams merge at different locations ofthe Project Highway.1.1.3 WIDENING PROPOSALS
The existing alignment of the road is generally retained except realignment at sensitivereceptor location or bypasses at very congested location. The project road is conceived aspartially access controlled.The typical widened cross-section would consist of the following salient features:
4-lanes of 3.5 m width each
1.5 m wide paved shoulders
1.5 m wide earthen shoulders
4.5 m wide median in rural stretch and 1.2 wide median in urban stretches

For the Construction purpose the Project Highway is divided into three sections andConcessionaire has deployed the 3 separator construction contractors for 3 Sections.

1.2 SCOPE OF THE PROJECT
The Project Highway is a section of the National Highway-24, starting from existing
km post 148.000 and ending at km 262.000 on NH-24, in the states of Uttar Pradesh,
India (hereinafter, referred to as the Project Highway), and making a total length of
121.800 km. All the major and minor bridges and culverts are proposed to be widened to four
lane widths. The project involves new four laning construction of 8 major bridges, 9 minor
bridges, 144 culverts, 23 pedestrian / animal crossing and 12 vehicular underpasses, 82 nos of
Junctions, 5 nos. of bypass & 4 nos .Realignments.

GPS based VTS has not yet been implemented in any of the project vehicles (Crane,Ambulance and Petrol Vehicles).
During discussion between KPIT & Concessionaire, KPIT has ensured that VTS will beinstalled in the first weak June,2015.
The details of planned and executed quantities indicate that work progress is laggingbehind. Non-availability of work front is major reason of short fall in progress.Concessionaire is waiting for handing over the ROW (0.128 km length hindered) inMoradabad District.

2.2 DESIGN REVIEWThe status of Design Review has been attached separately as Appendix –C.
2.3 PRE CONSTRUCTION ACTIVITIES2.3.1 Mobilization
For the convenience of construction, the entire length has been divided into three
sections. Layout of 3 Sections and locations of base camp is depicted Appendix -A
Mobilization by all three Contractors has been completed and camps are fully
operational. 3 HMP, 4 WMM Plants and 7 Batching Plants are operational.

One Crusher has been installed at LHS 25 km from highway Ch. 177+380.
Aggregates are being procured from Quarry Location Mullakheda, Lalkuan and
source from Uttarakhand. These aggregates are crushed from the river born
boulders. The Aggregate Source has been approved by IE.
Detail status for Mobilization of all major Plants by Contractor is enclosed at
Appendix -D
Other resources i.e. equipments and manpower has also been mobilized by
Contractors and Concessionaire. Further mobilisation shall be commensurate to the
work programme and progress of work. The list of manpower deployed by
respective agencies (Concessionaire & Contractor) is given in Appendix - H
Mobilisation for various procurement of specialized items such as bearings, geogrids,
etc. is in progress
2.3.2 Field Laboratories
In house equipped with modern laboratories with qualified manpower have been set
up at 2 base camps locations and the mobilisation of laboratory equipment is
completed. Laboratories with necessary equipments have been established at all sub
camps for routine testing. Regular testing of all material and mixes of WMM, DBM,
BM and Mix design of different grades of concrete is also completed/in progress and
is being supervised by the team of ITNL & IE. The list of Laboratory tests conducted
in the month is given in Appendix - F.
The quality assurance system has been established to ensure the effective
implementation indicated in the Quality Assurance Plan. Third party test for
conformance is also being carried out as and when need arises for various critical
material/mixes. Regular calibration of all the equipments installed in laboratories is
being ensured. It is to reiterate that ITNL and all the three construction contractors
are following the ISO 9001-2008 for Assurance Quality Assurance and Procedures for
all part of work which is being audited internally and externally.
2.4 CONSTRUCTION ACTIVITIES
Road work activity is in progress in all sections wherever land free from
encumbrances is available. A Graphical representation of the road activities is given
in Appendix-G and structural work in Appendix –E.
The Construction is taken up in accordance with the Project Specifications and
methodology adopted for the various processes and type of equipments/
machinery.

Safety of Road Users and Construction workers are reasonable at site. ITNL and all
the 3 contractors have to ensure the compliances of safety requirements mentioned
in the Safety Manuals and Guidelines.
2.5 CLEARANCE & APPROVALS
The land acquisition for all realignments & bypasses completed except 0.128 km of length,
hindrances like religious structure.
Environmental Clearance of the Project has been obtained from MOEF
Approval from Forest department for cutting of trees for Rampur and Bareilly – Moradabad
district has been obtained. Completed in Bareilly and Rampur including Moradabad.
Concessionaire has paid on the request of the Authority for various statutory charges
demanded by Forest Department on reimbursable basis.
GAD of 6 ROBs has been approved by Railways
2.6 SHIFTING OF UTILITIES
Completed as per areas available & as per consultation and direction given by the concerneddepartment.
A) Electric Utilities
Estimate for shifting of electricity lines and poles have been obtained from
Respective electricity divisions for respective districts and 2 Nos. of HT line tower
shifting is in progress.
B) Water Pipe Line
No water pipe line is noticed yet, but likely to be existed in the urban portions.
2.7 SURVEY WORKS
Detail survey has been completed for entire Project Highway. Horizontal and
Vertical alignment have been designed based on feasibility drawings, considering
land plans as at many locations land plan is deferring with the alignment given in
feasibility drawings provided by NHAI.
Temporary Bench Marks have been established at every 250m interval. The stacking
of centre line is completed in full length except Bareilly Bypass and Milak.
Coordinates of structures and foundations has been marked on the ground.
Survey work is completed and layout of horizontal alignment has been completed,
control point, TBM has been established.

Survey work for identifying the encumbrances has been completed and list has been
provided to NHAI for necessary action.

2.11 MATERIAL TESTING AND CERTIFICATION
Material status is attached as per Appendix F.
2.11.1 TESTING
Regular monitoring of materials in compliance to the NHAI policy matters.
Basic and routine tests for earthworks, granular materials, W.M.M, Bituminous mix and
concrete works are carried out at Project laboratory.
Tests for pipes, cement, water, reinforcement steel and bearings tests are being done at
approved independent laboratory.
Bearings manufacturing plant has been visited by IE representative and concessionaire
representative.
Update Calibration for testing apparatus and laboratory equipment has been carried out
by Certified Independent Testing agency.

2.11.2 QUALITY CONTROL TEST
Material testing is carried out as per requirements of the Contract Agreement and MORT&H.
Summary of quality control for the reporting months is shown in Appendix –F.
2.12 IMPLIMENTATION OF ENVIROMENTAL SAFEGUARDS
During execution of works and thereafter, the Concessionaire is required to take allreasonable steps to protect the environment on and off the site and avoid damage ornuisance to persons or to property of the public or other resulting from air, noise, waterpollution, or other caused during Construction. The Concessionaire is responsible forabiding all existing enactments on Environmental Protection under the prevailing actsrules. Regulation, notifications and bye laws of the State, Central Government and localauthorities shall be followed.
The concessionaire will take the following steps to mitigate environmental consequences andimprove safety measures:

Top soil (upper crust about 150 mm which is the fertile part of soil) along the road sideremoved should be preserved in stock piles of maximum depths 2 m and slope 1:2 (vertical:horizontal) while clearing and grubbing operation.
Top soil of borrow area up to depth 150 mm has to be preserved in stock piles of maximumdepths 2 m and slope 1:2 (vertical: horizontal).
Borrow areas should be selected from non-fertile land as far as possible along the projectcorridor. However, making of pond may be preferred, which is a very useful tool forimproving ground water table by recharge of water.
The depth of borrow pits are to keep 1.5 m as per MORT&H specification for non-agricultural land.
The depth of borrow pits are to keep 0.45 m as per MoRST&H specification for agriculturalland. It is required to be followed strictly considering multi-crop productive land utilized forborrow areas.
Cut slopes of the borrow areas to be kept within 1: 4 (vertical: horizontal).
Excavation of material borrow area shall not be started from without proper agreement withthe land owner. Material shall be excavated within the limit of agreement.
Exhausted borrow pits shall be reclaimed at earliest and as per norms.
Dust emission/generation is to be controlled by sprinkling of water at crusher area andapproach roads from crusher area and stone quarries.
Periodically water sprinkling is required to be carried out to minimize dust generation alongthe project road, approach road to camps and within the camps.
Construction material lying at site should be kept moist for suppression of dust.
Construction material during transportation should be covered to avoid dust generation.
It must be ensured that the dust emission from the vibration screen andCrushers at the stone quarries do not exceed the emission standard set by Central PollutionControl Board.
All Construction Equipments, Plants, Machinery and Vehicles will followprescribed noise standards of CPCB. Periodical checking of pollution under control isrequired as per the guidelines of CPCB for all Machinery and Vehicles.
Workers in the vicinity of high noise levels must wear Ear plugs, Helmets and should beengaged in diversified activities to prevent prolonged exposure to higher noise levels for 8hour shift.
Waste materials/ debris generated during construction need to be disposed of at safe place ineco-friendly manner to avoid run off problem.
Concessionaire will dispose of all debris only at the identified places to avoid any kind ofadverse environmental impact.
All the operational areas such as Quarries, Crusher sites etc. under the project developmentwill be regularly monitored for air quality parameters viz. SPM, SO2, NOx, HC, CO etc.
The concessionaire will take precaution at all times to ensure that the entire existing drainswithin and adjacent to the site are kept safe and free from any debris.
Concessionaire will utilize effective water sprays during the delivery and handling ofmaterials when dust is likely to be generated and to dampen stored materials during dry andwindy weather.
During the debris disposal Concessionaire shall take care of surrounding features and avoidany damage to it.
While disposing debris / waste material the Concessionaire shall take into account the winddirection and location of settlements to ensure that dust problems are avoided.

Ensure that the Dust and Noise emission will not exceed the prescribed limits at allConstruction camps and along the habitation and follow the instruction issued by the StateEnvironmental Appraisal Authority.
Ensure that first aid facilities are available along with necessary medicine in the camps.
Trained nurse should be employed & available at the base camps.
Plant and equipment will be maintained in proper condition with the purpose of reducingnoise and vibration output.
Erection of barriers as necessary around items such as generators or high duty compressors.
HIV/AIDS awareness campaign needs to be carried out in the package.
Concessionaire shall submit ambient air and noise monitoring results quarterly to IE.
Concessionaire should ensure that natural flow of water could not be obstructed at all crossdrainages structures during construction operation.
The haulage road should be kept in proper maintained condition. Dust suppression should bedone properly so that adjacent agricultural land may not be affected.Shrubs should be planted in accordance with the specification and arrangements suggested in
IRC:SP:21-2009 in the median in left out portion. The median plants (shrubs) should be irrigatedproperly to save and improve shrubs/grasses.
The side slope of the embankment should be kept maintained 1:2 (depth:horizontal).
Storage of storage of fuel/lubrication should be done only on impervious layer.
Sound level should be measured by sound level meter. If the sound level exceeds 85 dB(A),then preventive measures should be taken. Personnel awareness should be ensured for noisyareas by using suitable warning signs and insisting that ear protectors should necessarily beworn.
Hazardous/dangerous chemicals should be kept in the goods stores with the appropriatelabeling, display of the material-safety-data-sheet (MSDS) and other precautionary measures.
Display ‘no smoking’ signs in areas with significant fire risks, e.g. paint stores, woodworking area and other fire prone zones.
The concessionaire has to comply all regulations regarding safe scaffolding, ladders, workingplatforms, gangway, stairwells, excavations, trenches and safe means of entry and way out.
Precaution against fire is insufficient in all the camps. The base camps should be equippedwith fire fighting equipments, buckets etc.
Cleaning of bathroom & toilets of all the base camps should be maintained regularly.
At the construction of structures, stairways should be provided stiff, having comparativelygentle slope with hand rails.
Avenue plantation should be followed with ‘Tree Plantation Scheme’ as per IRC:SP:21-2009guideline through out the project area.
The Concessionaire shall comply all environmental laws, rules and C.A. provisions forenvironmental safeguards.
2.13 ROAD SAFETY
The safety plan in work zone comprises of advance warning zone, approach transition zoneand terminal transition zone. The advance warning zone is the area to warn the road user ofthe approaching hazard and to prepare them for the change in driving conditions. It isessential for traffic control in the construction zone.
The guiding principles as per IRC-SP55 and CA stipulations for safety in road constructionzones are to:
i) Warn the road user clearly and sufficiently about the presence of hazard in advance.ii) Provide safe and clearly marked lanes for guiding the road users.iii) Provide safe and clearly marked buffer and work zones.

Extent and type of Hazard
Provide adequate measures that control drivers’ behavior while driving through constructionzone. The reduction in the speed of vehicle is to be notified in the advance warning zone. Thedrivers should be advised to reduce their speed so that the speed of vehicles at theconstruction zones is reduced to the posted speed limit. This information is to be conveyed tothe road users through a series of traffic signs along the length of the zone.
Speeds are to be controlled at the working zone, because of close proximity of movingconstruction plant and site operatives. In addition, there are locations where difference inelevation of the existing carriageway and the new construction site is high. The path of thevehicles is to be clearly defined and delineated through suitable traffic control devices toavoid vehicles intruding into the work zone. Delineators and channelizes play an importantrole in enhancing safety at the construction site.
The above Guidelines will be monitored for compliance as per the specific site requirements.
Concessionaire has submitted Safety Plan for review.
If the Concessionaire does not follow the Safety measures as per IRC guidelines/any otherguidelines which are relevant; the IE can recommend to the Authority for suspension ofworks. The reason for preparing the safety report is because the concessionaire needs tofollow the safety procedure as per NHAI various circular like NHAI/2008/RoadSafety/VIP/760 dated 28.1.2011 and as per IRC:SP:55-2001. The concessionaire needs tofollow the safety measures at following 3 stages:
1. During Development Plan2. During Construction3. During Operation and Maintenance
The Concessionaire needs to submit the details of accidents for each month in prescribedformat as per IRC guidelines separately. However, the same details may be included in theMonthly Progress Report as additional information.
Whenever, the Authority will engage a Road Safety Consultants (Public Education) for theMoradabad Bareilly Project, they will prepare a safety report as per contract agreementbetween the Authority. This report will be reviewed by the IE’s representative andcomments will be submitted to the Authority for inclusion or exclusion (if Authority feelsany constraint) in the report and this will be consulted with the concessionaire beforefinalising the document. Then the Concessionaire will follow the document to take care ofthe safety measures and suggestions provided by the Safety Consultant and agreed by theAuthority upon receiving the comments from IE.
The Concessionaire can arrange safety awareness meeting in the Panchayat office/ schoolpremises to train the local people. During such Safety Awareness meetings, the followingactivities are required to be taken up for users’ safety:(A)The agency used to distribute brochures to the students of some Schools within theproject road corridor and explain on road safety precautions to Class students.(B)They used to conduct meeting with Auto drivers and distribute brochures to change theirbehaviour to avoid safety risk and accident.
From time to time IE carries out safety inspection on project highway to identify thepotentially high-risk areas where in the construction activities are in progress and remindingthe Concessionaire-EPC Contractor to act on it by way of providing proper safety deviceslike delineators, safety ribbons, safety cones etc. Concessionaire should take care of theobservations and suggestions of the IE and improve the safety standard of the project.

2.14 CHANGE OF SCOPE
Change of Scope in accordance with MOM dated 21-10-2010 under examination and
preparation, based on reviewed drawings, the Change of Scope due to additional
Culverts, Minor Bridges, addition/changes in PUP/VUPs shall be evaluated and
submitted to NHAI in due course of time.
Additional underpass at km 162+800 has been approved from Authority and work
has been completed.
New Bridge at km 178+235 has been constructed after approval from competent
authority.
Change of Scope estimates for the additional structure of Millak Bypass has been
approved from competent authority and works in progress on 3 Minor Bridges, 1
Retaining Wall and 3 Box Culverts.
New COS of PUP at Ch: 174+995 demanded by local, tentative amount of Rs,69 Lacs
has been forwarded to Authority for principal approval on 30/07/2015.
2.15 MAINTENANCE OF EXISTING CARRIAGEWAYThe Concessionaire is maintaning the existing road in good and safe condition. Pot holes arecontinuously rectified as per CA.
