CHAPTER – 1

INTRODUCTION

1.1 Project Brief:

The Government of India has taken policy initiatives to promote Public Private

Partnership (PPPs) on Design, Build, Finance, Operate and Transfer (DBFOT)

basis for upgrade and maintenance of highways. The Committee or Infrastructure

has prepared a Model Concession Agreement (MCA) for PPPs.

The National Highways Authority of India (Authority under NHDP Phase – III B

programme of four/six laning) has resolved to augment the existing road from Km.

18.700 to Km 165.000 (Approximately 148.770 Km.) on the Jaipur – Deoli Section

of National Highway No. – 12 (NH-12) in the state of Rajasthan to four lane on

Design, Build, Finance, Operate and Transfer basis through Concessionaire in

accordance with terms and conditions set forth in Concession Agreement.

The Highway Road is a Section of National Highway – 12, starting at Jaipur in the

State of Rajasthan and traversing through the States of Rajasthan and Madhya

Pradesh. Total length of NH-12 is about 915 km with stretches lying in various

states as under:

Rajasthan - 416 km

Madhya Pradesh - 499 km

Important cities and town’s enroute are Jaipur, Tonk, Deoli, Bundi, Kota, Bhopal

and Jabalpur and in the state of Rajasthan, NH-12 passes through the districts of

Jaipur, Tonk and Bhilwara.

The project traverse between latitude 25 45’ & 26 45’ and longitude 75 15’ & 75

45’ respectively. Project stretch runs in mostly plain terrain and has mostly flat

gradients which have 1 - Major Bridge and 26 - Minor Bridge, 4 - Flyovers, and 2-

ROB's on the main Carriageway.

1.3 EXECUTIVE SUMMARY:

The Highway Project described in this report is in construction and operation period, and runs from km 18+700 to 165+000 between Jaipur and Deoli on NH-12 in the State of Rajasthan.

The project was awarded to the M/s. IRB – MRM Consortium and created SPV for Concessionaire M/s IRB Jaipur Deoli Toll Way Pvt. Ltd. and the LOA was issued on 14th Oct. 2009. The Concession agreement was signed in between M/s IRB Jaipur Deoli Toll Way Pvt. Ltd., and National Highways Authority of India on 16th Dec. 2009 for Concession Period of 25 years including construction period of 910 days. The financial closer had to be completed within 180 days from the date of Agreement. The financial closer has been achieved & appointed Date is 14 June. 2010. The concession Agreement specifies project completion schedule & the Project Mile Stones are described in chapter 2.

Aarvee Associates Architects, Engineers & Consultant Pvt. Ltd has been appointed as Independent Engineer (IE) of the project .The LOA was issued on 23rd Oct-2010. Contract for Consultants Service was signed in between M/S Aarvee Associates Architects, Engineers & Consultant Pvt. Ltd and National Highways Authority of India on 6th Sep. 2010. Independent Engineer mobilized since September 2010. The IE has established their office and all of the key professionals & sub professional staff have been appointed and placed.

The Concessionaire has established himself and with his nominated EPC contractor. M/s IRB Infrastructure Developers Ltd. Concessionaire has deployed M/s. Halcrow Consulting India Pvt. Ltd. as Design Consultant for Highways & Structures. Concessionaire has deployed M/s. Stup Consultants Pvt. Ltd., as Supervision Team for construction-supervision and operation-maintenance.

CHAPTER – 2

SCOPE OF PROJECT

2.1 Scope of Work:

The scope of the Access Controlled Highway Project as detailed in the Concession

Agreement shall be broadly classified as follows: -

Four-Lane Access Controlled Highway N.H. 12 from Km. 18.700 to Km. 165.00

in the State of Rajasthan

Exit & Entry ramps on the project highway to be provided

A length of Km 18.381 service road is to be provided on either side of Project

Highway.

4 nos. of flyovers, 11 nos. of VUP, 5 nos. of CUP and 3 nos. of PUP are to be

constructed.

09 nos. of RCC Box culverts are to be newly constructed, 34 nos. of Box

culverts are to be widened and 81 nos. of pipe culverts are to be improved.

26 no of Minor Bridges and 1 no of Major Bridge on LHS Main carriage way are

to be constructed.

At 25 locations at grade junctions are to be improved.

29 Kms of drain is to be constructed.

During the entire construction period, the Highway Project is to be maintained

by the Concessionaire at his cost from the appointed date.

Traffic Management and Safety of Workers and the public shall be maintained

at all times in accordance with the relevant IRC/IS Codes as stipulated in the

Concession Agreement without any deviations.

CHAPTER – 3

ORGANIZATION

3.1 Authority

In terms of Concession Agreement, National Highways Authority of India is working

as Authority. Project Implementation Unit at Tonk is headed by Project Director

followed by Managers (Technical) and other Administrative staffs overall

Organization Chart of project is given in Fig 3.1.

3.2 Independent Engineer

Independent Engineer took charge of duty in the Mid of Sep-2010. The team at site

is headed by Team Leader. All key staff members and supporting staff have been

mobilized. Part-time / Intermittent staff is visiting site as and when required, basis

apart from reviewing Design, Drawings and Submittals from main/satellite offices.

In addition to above, Project Coordinator works as link between site office and

main office for coordinating issues beyond day to day works. Table 3.2.1 shows the

deployment of IE and Fig: 3.2.2 represents IE organization chart.

3.3 Concessionaire

The organization of Concessionaire’s is represented by its Project Director who is

based at site office. The position is responsible for day to day activities conducted

by EPC Contractor and also provides information to IE as and when necessary.

Monthly review progress meetings chaired by IE the Concessionaire is represented

by the position. Concessionaire has appointed agency (M/s. Stup Consultants Pvt.

Ltd.) for Supervision of Project see Fig: 3.3.1 represents Concessionaire's and

Supervision Team organization chart

3.4 EPC Contractor

The Contractor/Agency is appointed by Concessionaire for the construction of the

project. Contractor is headed by Project Head, followed by construction managers,

senior managers, engineers and other site and administration personnel. EPC

Contractor has separate teams for road works and structures’ works.

CHAPTER – 5

PROJECT INSPECTION

5.1 DEVELOPMENT PHASE In accordance to Concession Agreement, stipulated period of Development

Phase is over.

Pavement Design has been submitted by the Concessionaire and

reviewed by IE.

Plan & Profile of main carriageway are reviewed by IE.

The design, Drawings & calculations of two ROBs have been approved

by the Railway Authority. The construction works of both ROBs are

under progress.

GAD and structural design of a major bridge, minor bridges, vehicular

underpass, pedestrian underpass and flyovers has been reviewed.

The existing major bridge at km 76+499 has been rehabilitated and it is

in operation.

5.2 CONSTRUCTION PHASE

5.2.1 Safety During Construction

Contractor has placed barrier, sand bags, bamboo sticks and warning/safety plastic tapes along the shoulder line where the C&G and earthworks are in progress at few of the locations; a few locations are yet to barricade to be placed.

Concessionaire has been instructed if there any excavation next to the travel way provide temporary barricades along the shoulder line to protect the motorists and pedestrians falling down in the excavation ditch. At a few locations, it is missing.

All workers engaged in the bore muck/flush work shall wear Gumshoes.

Those working with wire rope shall wear Gloves.

All workers shall be provided with safety helmets.

Safety cordon shall be provided at each Pile location and around the under water tanks / Bentonite tanks.

All switch boards shall be kept properly covered and all site electrical shall be carried on bamboo poles with insulated wires

Welders and Gas cutters should maintain Safety Precautions.

All earthings shall be done properly using insulated cables.

All movements shall be carried out with Supervisory staff on constant duty.

Emergency medical kit and other emergency movement facilities shall be maintained at site.

All lighting shall have properly covered insulated wires, Halogen lamps

and hand lamps with wire mesh covering.

All hot cutting scarps shall be announced and removed properly.

No free fire shall be burnt at site.

All oil, fuel installation/stockyard shall be properly protected with temporary firefighting equipment.

5.2.2 Quality Control

Concessionaire has submitted the Quality Assurance Plan and IE have reviewed the same. IE’s representatives have been inspecting and checking the day to day work executed at the site & laboratory as per Concession Agreement.

5.2.3 Environmental Report

During the construction stage the Independent Engineer plays a vital role in

supervising the environmental aspects and adoption of the best suitable

mitigation measures for an effective implementation of the Environmental

Management Plan by the Contractor. As a part of the Independent Engineer

Services and “Schedule I” of compliance, Environmental monitoring has been

carried from 06.02.2014 to 11.02.2014 and report has been submitted to the

Authority vide letter no. 1009/ARV/JTD/NH-12/13-14/1838 dated 17.02.2014.

The joint inspection covers the inspection of borrow areas, crusher plant,

batching plant, wet mix macadam plant, camp site, etc. Based on the field

visit and subsequent discussions had with concerned officials from Contractor

and concessionaire, a standard environmental performs have been prepared

covering all the environmental issues related to major highway project.

5.2.4 Applicable Permits

Concessionaire has obtained the applicable permits from the respective

authority in accordance to the Schedule “E” of CA.

IRB obtained the applicable permits as required and submitted to IE for

review. Permits obtained by concessionaire has been submitted to Authority.

CONSTRAINTS

8.1.1 CONCESSIONAIRE

Concessionaire has obtained CRS clearance from Railway Authority for

construction of ROB at Ch. 7+537 and Ch. 55+293. Concessionaire has

to take blockage for launching of Girders at Ch. 7+537 & existing level

crossing at Ch. 55+293 from Railway Authority.

Concessionaire has to keep ROW free from encroachment.

CONCLUSIONS

Four laning of Km 119.748 have been completed and Provisional Completion

Certificate issued on 27.09.2013 and Project Highway has been put on

Commercial use from midnight at 23:47 PM on 27th Sep 2013 for 119.748 Km.

Concessionaire have submitted request for extension of time for balance

work up to 26th Feb 2014 vide letter no. PD/JTDRP/2013/1413 dated

15.07.2013.
