Now cars, autos too occupy neighbourhood platformsBy N Rathi Chithra

Forget two-wheelers, now even cars and auto rickshaws are

occupying the footpaths in some parts of the neigh-bourhood, especially in Anna Nagar.

Quite Often pedestrians have complained about being denied their legiti-mate walking space on the platforms due to encroach-ments of varying degrees. Mogappair Mail had in the last three years highlighted many such instances where the footpaths have been taken over by com-mercial establishments, vendors, construction companies and even park-ing of two-wheelers in commercial zones and

campaigned for freeing up these precious spaces for the common men and women who believe in traversing by foot.

Despite such cam-paign, residents of the Mogappair and Anna

Nagar neighbourhoods complain that there has been no let up in illegal occupation of the pave-ments by those who care two hoots for the common citizens as well as the law enforcing agencies.

Of late, residents have begun to complain about platforms being used as illegal parking spaces by large and medium vehicles such as cars and auto rick-shaws. “When two-wheel-ers are parked on the plat-

form we are put to hard-ship, no doubt, but we manage to squeeze our way out since there is still some leeway to walk on the fringe of the pavement. But when auto rickshaws are parked on the pave-ments in areas such as Shanthi Colony, Seventh Main Road Anna Nagar and other places, the entire pedestrian path is off bounds. This is most irri-tating,” said Ahalya, a college-going student in Anna Nagar.

Asked about such ille-gal parking of bigger ve-hicles on the platforms, an official of the Greater Chennai Corporation in Anna Nagar Zone, said, “Though the pavements are owned and maintained

by the civic agency, it is for the officials of the Greater Chennai Traffic Police to crack down on such illegal parking on the footpaths. If they undertake a sus-tained crack down then I am sure there will be some fear among vehicle owners and they would also desist from parking their vehicles on the pavements.”

Nonetheless, he said the civic agency is now con-templating imposing fines on its own against such vehicle owners. “There is a proposal to impose a penalty of up to Rs 80 per hour of illegal parking on footpaths,” he said but did not reveal with the pro-posal would take shape or if it would be implemented effectively at all.

A furniture shop in Mogap-pair west was completely gut-ted in a fire that broke out on Tuesday evening.

The fire started at the first floor around 6 pm and on in-formation, four fire tenders and 32 personnel from JJ Nagar, Ambattur, Kilpauk rushed to the spot. However, the entire furniture kept inside the shop was gutted.

The fire soon spread to the

nearby mobile phone show-room, but its employees pre-vented the fire from affecting the valuables, it is learnt.

The fire was put off after three hours of fighting said Mr Vasudeven, fire station officer of JJ Nagar. None were in-jured. Goods worth lakhs of rupees is estimated to have been lost. An electrical short circuit is suspected to have caused the fire.

Cattle straying on the road are increasingly be-coming a common sight in many parts of Mogappair and its surroundings. These cattle, which are being raised by milkmen in the community, are being allowed to stray on the road instead of being teth-ered to a spot and being fed hay and grass.

As per law, the Greater Chennai Corporation has to crackdown on those al-lowing their cattle to roam astray on the roads. Usu-

ally these cows are im-pounded by the workers of the civic body and taken to a cow shed maintained by the Greater Chennai Cor-poration itself. Later on the cows are freed and given back to their owners once they pay a penalty and given an undertaking that they will not allow their cattle to roam on the roads. However, of late, people say there are no signs of the civic body re-sorting to any such action.

According to a section of the residents of Mogap-pair and Padikuppam

Main Road, the cattle are often seen standing on the roads and foraging the garbage bins looking for food. In the process they also end up ingesting plas-tics and other foreign ma-terials which hurts their intestines. Some of these cows can also be seen mak-ing an effort to munch on tomatoes and cabbage stored outside the provi-sion and vegetable shops in the neighbourhood of-ten inviting the wrath of the shopkeepers, who chase them away.

“Instead of allowing

That way these cows will be healthy and the milk supplied by them will also be of higher quality. When they end up eating from the garbage bins, there is every possibility of the quality of the milk too being affected or even con-taminated. When they roam on the streets, they also become a hurdle for motorists who have to sud-denly apply the brakes of

their vehicles upon en-countering a cow,” said Vidya Dharini, a house-wife living in a street off Maraimalai Adigalar Salai in Mogappair East.

However, Elumalai, a cattle breeder in Padikup-pam, said there is no space to tie these cows. “People want fresh milk but they complain about stray cattle menace. Where will we poor people go to find fod-der in large quantities to feed the cows? There is no question of the milk being

contaminated at all. Free ranging cows eat healthier as they chew on what they like,” he argued.

A new Integrated Waste Segregation cum Compost-ing Centre has been estab-lished on the Padikuppam Burial Ground Road along the Otteri Nullah off Padi-kuppam Main Road. The centre has been construct-ed by the Greater Chennai Corporation and lies under the jurisdiction of the civic body's zone 7, Division 20 and Ward 90.

According to locals, work on the constructing the integrated centre was undertaken only a couple of months ago and was completed recently. When Mogappair Mail visited the spot recently, the centre was found to be under lock and key indicating that full scale operations were yet to commence.

The local people, how-ever, were also surprised by the fact that the centre has been set up next to the Padikuppam Canal that serves as a flood carrier. "At the integrated centre, efforts will be taken by

conservancy workers en-gaged by the Greater Chennai Corporation to segregate the biodegrad-able and non-biodegrad-able waste that is gener-ated in and around the Padikuppam neighbour-hood. The biodegradable waste that is thus segre-gated by workers will then be put thorough a process to convert it into compost. The manure generated could be used for garden-ing," explained an official of the civic agency’s Divi-sion 20.

Some of those residing in Padikuppam were,

nonetheless, amused at the location of the integrated centre.

However, when asked about this an official of the Greater Chennai Corpora-tion’s Division 20 said what matters is the pur-pose of the facility and not its location. "The idea of creating this facility is to ensure that biodegradable waste is segregated and converted into manure. How does the location matter? Besides, we can't go hunting for prime real estate space to set up such facilities," he said request-ing anonymity.
