The purpose of this document is to provide the public users an overview of the MoE eGov-FC Internet module. By

Foreign companies

The Ministry of Economy (MOE) homepage will be displayed, after successful login.

Click “start using the service” of Foreign Companies menu from e-services of Ministry of Economy homepage. A

service page is displayed.

Click on “+” button provided against foreign company. The following services will be listed out.

• Foreign company home

• Issuance of registration certificate for foreign company

• Modification of foreign company registration

• Renewal of foreign company record

• Legal agent – registration

• Legal agent – Manage clients




1. Issuance of Registration Certificate for Foreign Company

A registration certificate is issued to establish Foreign Company in UAE. To issue registration

certificate, the registered online user needs to fill the application for Foreign Company Branch

Registration.

1.1.1. Process Flow

The registered user will come online and fill the registration certificate application form with all required

documents attached.

Filling of Registration Certificate for Foreign Company

Click Issuance of Registration Certificate for Foreign Company from Foreign Company Services. The

following application form will open.

1.1.2. Details of application form

Application status

The current status of application will be highlighted along with a red tick mark against completed steps.

Company Details

• Company name in English

The company name in English is retrieved from IDM. The text type is single line text and

alphanumeric. The field is mandatory.

• Company name in Arabic

The company name in Arabic is retrieved from IDM. The text type is single line text and




alphanumeric. The field is mandatory.

• Activities

The user needs to select the check box provided against the activities. The field is optional.

• Company address

The company address outside UAE is retrieved from IDM. The address provided inside the

text box, should be the address present outside UAE. The field is mandatory.

• Nationality

The user needs to select the nationality from the drop-down menu that is displayed upon

clicking the combo box. The field is optional.

• Telephone

The telephone number is retrieved from IDM. The text type is numeric and single line text. The

field is mandatory.

• Fax

The fax number is retrieved from IDM. The text type is numeric and single line text. The field is

optional.

• Email

The enter email ID is retrieved from IDM. The text type is numeric and single line text. The

field is optional.

• Capital

The user needs to fill the capital in relevance to the provided address, in the text box provided

against the field, capital. The text type is single line text and numeric. The field is

mandatory.

• Currency Amount

The user needs to fill the currency in relevance to the address, in the text box provided against

the field, currency. The text type is single line text and alphanumeric. The field is

mandatory.

• Legal status

The user needs to select the legal status from the options such as individual, company,

establishment from the list box provided against the field, legal status, as shown below. The

text type is single line text and alpha. The field is mandatory.

• Date of establishment

The user needs to enter the establishment date of company, in the text box provided against

the field, date of establishment, by clicking the date selection button at the side of the text box

and selecting the date, as shown below. The date type is date picker. The field is mandatory.

Branch Details

• Emirates where branch requires to be

The user needs to fill the emirates where branch requires to be, by selecting the options from

drop-down menu appearing after clicking the list box provided against the Emirates field, as

shown below. The field is mandatory.

• The activity of required branch

MoE has the right to ask for any other ministry or department’s approval for any activities. The

activities that are not allowed are as follows:

1. General trading

2. General Import/Export

3. General Contracting

4. Export

The user needs to fill the activity of required branch, in the text box provided against the field,

the activity of required branch. The text type is alphanumeric and single line text. The field is

mandatory.




• Building

The user needs to fill the building name of company, in the text box provided against the field,

building. The text type is alphanumeric and single line text.

• Street

The user needs to fill the street name of company, in the text box provided against the field,

street. The text type is alphanumeric and single line text.

• Branch

The user needs to fill the branch name of company, in the text box provided against the field,

branch. The text type is alphanumeric and single line text.

• Fax

The user needs to fill the fax number of company, in the text box provided against the field, fax,

to enable MoE to fax message during emergency. The text type is alphanumeric and single

line text.

• PO Box

The user needs to fill the post box number assigned to company, in the text box provided

against the field, PO box. The text type is alphanumeric and single line text.

• Email address

The user needs to fill the email address, in the text box provided against the field, email

address. The text type is alphanumeric and single line text.

• Record Issuance Emirate

The user needs to fill the record issuance emirate by selecting a nationality from the drop-down

menu.

The options are displayed on pop-up menu that appears on clicking the selection button at

combo box, as shown below.

Foreign company branch manager

The user can add foreign company branch manager by clicking the add button provided below. The field

is mandatory. Select manager nationality and enter manager name in the dialog box and click on “save”.

Foreign company experience

The user can add foreign company experience by clicking the add button provided below. The field is mandatory.

Adding of Foreign company experience

The user needs to click the add button and the following dialog box will open.

Fields

• Period From

The user needs to enter the establishment date of foreign company by selecting the date from the selection

button provided at side of text box. The date type is date picker. The field is mandatory.

• Period To

The user needs to enter the demolish date of foreign company by selecting the date from the selection button

provided at side of text box. The date type is date picker. The field is mandatory.

• Project owner

The user needs to fill the owner of the project, in the text box provided against the field, project owner. The

text type is alphanumeric and single line text. The field is mandatory.

• Project name

The user needs to fill the name of the project, in the text box provided against the field, project name. The text

type is alphanumeric and single line text. The field is mandatory.

Process flow




Click save button after filling all the fields of the dialog box and entered details will be displayed in the form of table,

along with edit and delete buttons.

The Edit button is used to edit the entered details in the dialog box. The delete button is used to delete the table.

A dialog box containing text “Are you sure you want to Delete?” and ok and cancel buttons as shown below, is

displayed, after clicking the delete button of web page dialog box. The entire table will be deleted if ok button is

clicked.

UAE sponsor details

The field contains details of UAE sponsor for establishment of new company in UAE.

• Sponsor name




The user needs to fill the sponsor name in the text provided against the field, sponsor name. The text type is

alphanumeric and single line text. The field is mandatory.

• Fax

The user needs to fill the fax number in the text provided against the field, fax. The text type is alphanumeric

and single line text. The field is mandatory.

• P.O. Box

The user needs to fill the post box number in the text provided against the field, P.O. Box. The text type is


• Telephone

The user needs to fill the telephone number in the text provided against the field, sponsor name. The text type

is alphanumeric and single line text. The field is mandatory.

• Sponsor address

The user needs to fill the sponsor address in the text provided against the field, sponsor address. The text

type is alphanumeric and multi line text. The field is mandatory.

• Sponsor legal status

The user needs to select the sponsor legal status such as individual, company, establishment, from the

drop down menu appearing upon clicking of select button at side of list box, as shown below. The text type is

Foreign company representative details in UAE

The field contains details of foreign company representative in UAE, which are necessary for issuing registration

certificate for foreign company.

• Representative name

The user needs to enter representative name of foreign company, in the text box provided against the field,

representative name. The text type is alphanumeric and single line text. The field is mandatory.

• Fax

The user needs to enter fax number of representative of foreign company, in the text box provided against the

field, fax. The text type is alphanumeric and single line text. The field is mandatory.

• P.O. Box




The user needs to enter post box number of representative of foreign company, in the text box provided

against the field, P.O.Box. The text type is alphanumeric and single line text. The field is mandatory.

• Telephone

The user needs to enter telephone number of representative of foreign company, in the text box provided

against the field, telephone. The text type is alphanumeric and single line text. The field is mandatory.

• Representative address

The user needs to enter address of representative of foreign company, in the text box provided against the

field, representative address. The text type is alphanumeric and multi line text. The field is mandatory.

Attachments

The attachments are required for back office to process each application. The attachments required for issuance of

foreign company registration are as follows:

• Copy of Trade licenses (not required if it was available in identity management system).

• A duly attested and authenticated power of attorney of the manager in charge.

• A statement indicating appointment of an auditor to examine the branch statements of accounts.

• A manager experience

• Local sponsor ID

• Letter for company representative

• Agency contract

• Note:

The attachments should either be a DOC, DOCX, XLS, PDF, RAR, ZIP, JPG, GIF or BMP type and not

more than 1MB in size.

Attaching documents to application form

The user needs to attach the four documents as described before by two ways. One is click each upload button

provided in the attachments table.

A web page dialog box containing update attachments field will be displayed. Click Browse button provided at side of

the update attachments table.

The file containing specific documents will be located with path and displayed in the text box provided under the file.

Click upload button provided in the web page dialog box and the file will be uploaded and the file name will be

displayed against each attachment or Click cancel button to cancel updation of attachments.

Note:

The attachments should either be a DOC, DOCX, XLS, PDF, RAR, ZIP, JPG, GIF or BMP type and not more

than 1MB in size.

Click edit or delete button to perform relevant operations with respect to each attachments.

The other is click upload all button provided at top of the table and the following web page dialog box will be opened.

Click browse button provided to each attachments to locate file containing attachments, as shown below. Click upload

to upload all attachments to application form.

Click save button to save the filled application form. The save button is used to retrieve the filled application form for

further clarifications related to fields, during filling of application. Click submit button after filling all mandatory fields of

the application form.

An application number with a thanks note will be displayed.

1.1.3. What to do next

The user has to see the notifications on the home page, after each successful submission of home page. The

notifications related to the application number will be displayed, as shown below:

An email notification will be sent to user when applicable, so user has to check his email.

Click process payment from notifications. The following window will appear:

Select the mode of payment from the combo box provided against the field, payment method and click enter. The

following window will open.

Click pay button, a disclaimer page will open, as shown below:

Click I agree button provided on the disclaimer page. The following window will open:

Enter card number and expiry month and year, after selecting payment instrument. The payment will be completed.

The payment voucher can be printed, by clicking “print” button.

Select local printer from the dialog box and click on “print”. There will be further notifications on approval for the same

application number on the notification, by the MoE staff.

Goto foreign company home page, to see the status of the submitted application or saved application. The

applications submitted and applications saved are incremented upon each sucessful submission and saving of

applications.




1.1.4. Printing Certificates

The user has the option to get a copy of certificates for the e-services he has applied, after getting notification from

MoE that the application is approved or registered.

1.1.4.1. Process Flow

Go to home page of foreign company and click “Click to view and print certificates” under My certificates, as shown

below:

Select the type of application and application number which you want to print from the table, as shown below:

Click open button to open the file through Acrobat Reader, as shown below:
