The group had this discussion about the presentation….

Imad said that most violent crime was between gang

members.

People who were not involved in gangs are much less

likely to be victims of violence

However, people can be victims of non-violent crime.

Imad said that people should report phone theft to the

police.

If you lose your phone report it to reportmyloss.com.

Sue asked what people would do if they did not use

computers.

People could ask for support from a Library, One-to-

One or ILDS.

Wendy said that there was an issue with people not

remembering phone numbers, so won’t know who

to call if their phone gets stolen.

This is why it’s important to have them written down

somewhere safe.

Fay asked about people knocking at your door who

do not have ID

Imad said this would almost certainly be a criminal, and to

never let anyone in without ID.

Naomi said she always asks to see the ID.

She phones the company to ask if they sent the person.

Sometimes the company asked for a description of the person.

Imad said genuine callers will write first saying when they will call.

If you are not sure do not let people in.

Ask them to come back when you have a supporter

with you.

Cllr Anderson said it was best to avoid cash

machines in the street. These can be targeted by

criminals.

Action – Niel suggested the Board create a list of

indoor cash points that are opened out of hours,

for example in shops.

Wendy said you can ask for ‘Cash Back’ in some of the

supermarkets.

This is even safer than cashpoints.

Cllr Anderson asked if the top up machines for

oyster cards were safe

Sarah asked if using a cash card instead of an

oyster card was safe.

Imad said TFL have some of the best security available,

and their machines are very safe.

Some Board members asked what to do if someone

asked for money.

Imad said begging is against the law.

He also said many people who beg are not homeless.

Some people have homes and make their living this way

If someone wants to help people in need it is best to give

to a charity helping the homeless.

Wendy said she has reported a beggar who had

aggressively targeted an autistic person twice.

High Imad said it is important to report this but be aware

some offences are not as high a priority.

Police will always deal with violent crimes first.

Cllr Anderson told the group about Public Space

Protection Orders.

A list of local Public Space Protection Orders is on the

Enfield Council website.

These are areas where people can be given fixed

penalties (fines) for things like begging.

Penalties can be issued by Police Officers and some

council officers like Anti-Social Behaviour Officers.

Imad said that to issue a fine the officer needs to

confirm the person’s name and address.

This is not possible if the person is homeless and does

not have an address.

Imad said there is now a dedicated police force for street

crime.

Wendy said that some people are targeted because

they have a learning disability.

For example, a criminal might just ask someone to see

their phone, and then run off with it.

Leslie thought this should be reported as a hate crime.

Wendy asked if there was an issue with Blue Badge

theft

Imad said that only a small issue.

There is an area of quit back street around the North

Middlesex Hospital where this happens.

If people park in well-lit busy areas, they should be

Niel said that he is aware of more of an issue with

freedom passes being stolen.

Jane asked about the ‘New Ring’ door bells.

These have a camera that links to a mobile phone.

Imad said these were very good and can even be used

to send a picture to the police!

Elizabeth said she always has someone walk with her

when she goes through an underpass.

Naomi said she has got to know her local cab firm and

asks for specific drivers she trusts by name.

Imad said not to worry about being rude to

strangers – this is London, people expect rude!

Wendy said that there are two ‘CAPE’s’. The carers group

and ‘Community Action Partnership Enfield’.

Everyone greed it was important to get your valuables

insured!

Sheila said that it’s important to lock doors and windows

at night as well as when you go out.

Andrea offered to work with the board to make an

accessible book about staying safe.

The board thought this was a very good idea!

Action – Chris will arrange a reference group

Jane said we needed to relaunch the ‘Getting out and

About’ card.

This card has a phone number that connects directly to

‘Safe and Connected’.

This can be part of the reference group.

Wendy asked if there was any information about

telephone scams

Board members were aware not to answer phone calls from

unknown numbers.

Imad had a leaflet about scams he shared with the group.

Cllr Anderson said that if someone called saying they were

from, for example, a phone company, ask them a

security question!

For example – they should know what your last bill was!

Andrea also told people that they should be very wary of

people they know bringing strangers into their homes.

A real friend would not ask you to do something you were

uncomfortable with.

Andrea also suggested that people try new journeys

with someone they knew first.

Niel said the Community Help Point Scheme has

been relaunched.

Action – Chris to circulate information with these minutes.

Imad said that ‘Smart Water’ is replacing the UV pens in

Andrea’s Presentation.

The police have sent some samples of ‘Smart Water’ to

some homes in Enfield.

This has paused for now, but they are hoping to start again

soon.

Bill said they do not see police on the street in their

area any more.

Not seeing police on the street can make people nervous.

Imad said police numbers have reduced, so they are

focusing on specific areas.

Board members have seen police on the street in

Tottenham.

Workshops – What have we missed and what will we do

next

What have we missed

The Board were interested to see how the new police funding will be spent.

Will it include Community Police?

Will it include more ‘Pop up’ police stations?

Sue told people about street pastors.

They are often in town on Friday and Saturday nights helping people stay safe.

Faye told the group about Autism Police UK.

This is a group for police officers with Autism.

Dial -a - Ride have changed their criteria – some members have said they can get outward journey’s but cannot guarantee homeward journey’s.

Action – Chris will find out about the new criteria and

tell the board.

There was no information about staying safe on line.

There was no mention of ‘Modern Slavery’.

There was no mention of illegal drugs

There is work on safety in schools, we need to make sure this continues into adult services.

There should be training for carers and supporters.

How do we get the message across to people not known to the ILDS?

People feel much more vulnerable since the police station/ windows have closed.

People were not sure how to report things they were worried about.

Action – Chris will circulate information on Crime stoppers.

Any Other Business

Wendy told the group about the ‘Charging Reference Group’ (CRG)

This was set up after the ‘Disability Related Expenditure’ (DRE) Group completed its work.

Cllr Cazimoglu asked for the DRE group to be set up after

comments from the Charging Policy Consultation.

The Group had good engagement, including carers, the Carers Centre, the Citizen’s Advice Bureaux, Enfield Connections, EDA and council officers from Finance, Transformations and Adult Social Care

The group spent 18 months developing new guidelines.

Wendy thinks this is something the council should be very proud of.

After the group finished, Wendy met with Fay Hammond (Executive Director of Resources) and they agreed to set up

a ‘Charging Reference Group’ to look at the wider issues around Care Charging.

The first meeting was in July.

The agenda included;

People who did not have a DRE reassessment this year

did not have an inflationary rise – it was agreed this

will be corrected next year.

The group also discussed the DWP error putting some

people in the wrong ESA group.

This meant some people were paying too much in Care Charges, sometimes for many years.

£1,000 Two examples were looked at. Both had paid about £1,000

too much in Care Charges.

The problem for the Finance team is they have no way of

knowing who will have paid too much, unless

people tell them.

Many people do not know themselves.

The CRG will write to people explaining the situation and asking them to get in touch.

The Board thought this was a very helpful group and

were pleased it was getting started.

The Board were also very pleased to see visiting officers back in post.

Leslie said this year’s autism conference is on the 11th September. There are some very good presenters so book you place!

Leslie said that on the 25th September there will be a

celebration of the end of the Living Healthy Life programme.

The Healthy Living drop ins will continue, but

IWEnfield will be supporting the Community Nurses, rather than One-to-One.

Leslie said there will be a performance of the Lion King

on the 29th August at 12:30 at the Enfield Baptist Church

Bernadette said the University College Hospital London now have an Acute Liaison Nurse.

Naomi and Sue have delivered awareness training to

15 front line receptionists at the North Middlesex Hospital.

Matt Casey said that he is doing a joint 3-year strategy with Niel and will circulate to the Board for comment.

Jane said she has seen an advertisement for the Acute Liaison post at the North Middlesex Hospital.

Jane is also working with the hospital to produce a DVD

on the Mental Capacity Act from a carer’s perspective.

Finally – Geoff will be retiring, and this is his last Board.

The Board thanked him for his commitment over the last 12 years and wished him very well for the future.

Geoff said he was privileged to be part of the board and see it’s every growing engagement and good work.

Current Financial Situation

£1,600,000 Niel said that there is a projected overspend for 2019/20 of

£1,600,000.

This included some over spend from last year, plus new

care packages for people coming through transition.

Niel said that families are reporting that they are finding it difficult getting an assessment for Continuing Health Care.

There is a risk that some people may no longer be considered eligible if reassessed.

The council are aware of this risk.
