1. Provide a link between the Autism

Steering Group and the Learning

Disability Partnership Board

Lesley Walls is the link. This will be strengthened by service user representation once the Learning Difficulties and Autism Council is Established.

2. Increase awareness and

understanding of autism

Have delivered presentation on the Strategy and presentations by people with autism on their personal experiences at 2 sessions of GP Protected Learning Time.

Autism Conference 6th April 2016. Feedback has been very positive. Lots of new connection made.

End of project Conference booked for 22nd March at Dugdale Centre. This will be combined with an Autism exhibition in the Dugdale foyer.

Still to make contact and offer training to Enfield front of house

3. Develop a clear and consistent

pathway for diagnosis

The membership open to people who want to bring their skills and experience to achieving the stated aims and may include:-

Psychiatry, Psychology, Occupational Therapy, Speech and Language Therapy, Social Work, Commissioning, Nursing,

Customer Pathway, Children’s and Transition, Forensic and Criminal Justice.

At the Conference there was a presentation about what they are doing in Tower Hamlets and debate about diagnosis

Commissioners Peppa Aubyn (Learning Disabilities) and Keith Dean (Mental Health) working on identifying resources for local diagnosis.

This group is now combined with the Steering group.

4. Improving access for adults with

autism to the services and support they

need to live independently within the

community

A Providers Network is being established to take this forward

5. Local partners to develop relevant

services for adults with autism to meet

identified needs / priorities

One-to-One has successfully bid for Lottery funding for an Enfield Learning Disabilities and Autism Council

Enfield National Autistic Society have gained grant from LBE Wellbeing Fund to increase activities for people with High Functioning Autism

6. Increased numbers of adults with

autism working and/or taking part in

meaningful activity’

Initially this is being led by the Learning Disability Partnership Board Employment sub-group.

Attendance from target agencies e.g. Job Centre Plus and DWP is poor.

It is hoped that this work will be taken up by a Borough wide employment group which would include Disabilities and Autism as agenda items. This has been discussed at the Learning Disabilities Partnership Board and the Voluntary Sector Strategy Group and has their support.

One volunteer with Autism has started paid employment

Drop-in sessions started.

Monthly meetings at Baskervilles Café

Monthly Social Group.

Six people with Higher Functioning Autism have joined and actively participating in One-to-One’s activities of these three have trained as volunteers with Higher Functioning Autism are also volunteering with One-to-One

Membership of One-to-One now opened up to include people with Higher Functioning Autism

A group to look at IT support is being established.

Peer support and Social Media groups are being established.

7. Make Enfield an Autism friendly place.

Conference held on 6th April well attended and lots of people committed to making Enfield autism friendly

1. Develop a learning disability council.

One-to-One (Enfield) has achieved funding from the Big Lottery for this as part of their ‘Let’s Speak Out’ project.

Project is being supported by Claude Gajadhar and Leyla Cag from One-to-One’s staff team. All current representatives have been contacted and they will lead the work on electing now representatives.

2. The council will be a transparent way

of selecting members of the Partnership

Family Carers

1. Develop sustainable support for

family carers in their caring role by -

No Progress on securing future of L.D. specific carers’ groups. Groups (CAPE and Carer 2 Carer) continue to function but the future of these groups is uncertain. Funded support for carers is primarily via Enfield Carers Centre (ECC).

2. To ask about the views and

opinions of family carers and

represent them at meetings and

forums including – L.A. meetings and

Voluntary Sector meetings

L.D. Carers have monitored L.A. documents and have written to the Leader of the Council and to other senior council members and officers to request clarification of information being sent to Councillors. This clarification has been passed on to other carers

and carers’ responses have been received and reported. Carers’ representatives continue to attend many meetings to obtain other carers’ views and represent these effectively. LD Carers supported and participated in the ‘Make Enfield Autism Friendly’ event.

1. Implement the “Staying Healthy” part of

the joint Self-Assessment framework

NHS England, the Care Quality Commission and their partners have decided that the priority this year is ‘Transforming Care’ rather than a Self-Assessment.

Transforming Care is a programme that has grown out of the Winterbourne View concordat. It is a strategy to improve services for people with learning disabilities and/or autism, who display behaviours that can be challenging, including those with mental health conditions.

Although many areas have struggled to do everything required by the Winterbourne Concordat, Enfield did very well.

The Community Interventions Team have been shortlisted for a municipal journal local government achievement award for their work.

Enfield also did very well on the use of medication, with medication being used correctly and regularly reviewed.

Although we are not doing a Self-Assessment this year, the health sub group will still be monitoring the standards from the last assessment. They are highlighted in bold below.

Training on Learning Disability Annual Health Checks was delivered at a recent GP protected learning time event. Some GP’s were still unaware of Annual Health Checks and their remuneration for doing them. Some Practices have asked for direct training.

The Community Nursing Team is aiming for everyone to have a hospital passport by the end of the year.

There is now a full time acute liaison nurse at the Royal Free Hospital (Sarah Lally), as well as a full time post at Barnet and Chase farm Hospitals (Tamara McNamara). There is an acute liaison nurse at the North Middlesex Hospital three days a week (Paulette Blackwood).

Tamara told the health sub group about her progress at Barnet and Chase Farm –

‘Purple Safeguarding Folders’ have been handed out to all wards.

There will be stands promoting awareness throughout the hospital for learning disability awareness week in June.

The hospital training strategy has been redeveloped to include Learning Disability awareness.

Tamara is delivering corporate inductions once a week, which include learning disability awareness for health care assistants and newly qualified nurses.

Tamara will be developing specific learning disability champions over the next six months.

Tamara is looking at improving the friends and family test, to include more details of what works and what needs improving.

Tamara is looking at putting a case together to purchase ‘sensory boxes’ to help people reduce anxiety with appropriate stimulation.

The ‘See Ability’ website now lists opticians who support people with learning disabilities, including non-verbal tests. There are two in Enfield.

The steering group has delivered some bespoke training, which

can now be rolled out to carers groups, or carers could attend

future sessions.

The End of Life Care steering group has delivered its first session of the revised training course. Future dates will now be rolled out to providers.

access to appropriate advocacy support

We continue to provide an advocacy service to individuals by referral on a spot-purchase basis. Providing Advocacy to Formont Centre, Community Link Enfield and Edmonton and facilitating a Saturday Self Advocacy Group.

We continue supporting individuals on forums and at meetings and sign-posting where necessary. Ongoing.

2. To monitor that local advocacy

support is provided within legal

guidelines and good practice guidelines

Good practice guidelines have been written by Enfield Disability Action and are available. Work has been done in

conjunction/partnership with other agencies to ensure good practice guidelines have been adopted. However there is no remit to monitor the quality of the advocacy provided by other agencies from EDA. As the Learning Difficulties and Autism Council develops, the representatives may have a role here.

Transport

1. To survey local transport services.

Survey completed and launched at a meeting with Transport Providers, including Transport for London, Safer Transport Police and the local authority. Easy read summary in process of completion.
