The Chairman of the Sub-Committee called for the meeting at 11.30 AM.
On realization of quorum, the Subcommittee has reviewed the item wise agenda and
examined the proposals for alienation of Government land and the decisions taken
after deliberations are as follows:

Visakhapatnam District and filed requisition with the District Collector,

The land requisitioned for alienation is for establishment of
Industrial Parks. In turn, APIIC shall allot the land basing on the land
allotment Regulation, 2015 as amended from time to time after assessing

APIIC is obtaining Pollution Control Board clearances at Industrial Park
level and the allottee companies will obtain necessary clearances from the

Compensation, Transparency in Land Acquisition and Rehabilitation and
Resettlement Act,2013 wherever necessary through the District Collectors
concerned.
Allotment of land shall be made to individual industries based on APIICs
Land Allotment Regulations 2015.APIIC shall monitor implementation of
the project time to time. If the allottee company fails to implement the
project within the stipulated period, action shall be taken for cancellation
of allotment and resumption of the land.
I & C Dept., has fixed norms for allotment of land to Industrial units
broadly, which is included in Annexure to New Land Allotment Policy.
However, assessment of Land requirement for industry shall be made by
APIIC on scientific basis as explained in item No.3 of Annexure-I.
Project site does not fall under environmental sensitive area. DTCP
regulations apply. Necessary permissions/approvals will be obtained
wherever required from the competent authorities.

APIIC has informed that the Zonal Manager APIIC, Visakhapatnam Zone has stated that as per the instructions of the District Collector, Visakhapatnam requisition has been filed for alienation of Govt.land Ac.60.00 in Sy.No.1/P of Tarluvada Village, Anandapuram Mandal, Visakhapatnam District for establishment of Industrial Park. The land requisitioned for alienation is for establishment of Industrial Park . In turn, APIIC shall allot the land basing on the land allotment Regulation, 2015 as amended from time to time after assessing the land requirement of the unit and Ac. 60.00 Cts. of Govt. land.

requisition with the District Collector, Visakhapatnam for alienation of
land mentioned above for establishment of Industrial Park.
The land requisitioned for alienation is for establishment of Industrial
Parks. In turn, APIIC shall allot the land basing on the land allotment
Regulation, 2015 as amended from time to time after assessing the land
requirement of the unit and 200.00 cts. of Govt. land.

In view of the above, the sub-committee may take a view for land alienation on the proposed extent of Ac. 70.00 cts of Govt. land in Sy.No.486 of Meliaputti (V) & (M) in Srikakulam District in favour of APIIC.

Srikakulam District.
APIIC has informed that the Zonal Manager, APIIC, Visakhapatnam (R)
has identified and filed requisition with the District Collector, Srikakulam
for alienation of land of Ac. 13.82 cts of Govt./DKT lands in Sy.No.230/8,
230/10(P) in Sancham (V), Ranasthalam (M)in Srikakulam District for
establishment of Industrial Park.
The land requisitioned for alienation is for establishment of Industrial
Parks. In turn, APIIC shall allot the land basing on the land allotment
Regulation, 2015 as amended from time to time after assessing the land
requirement of the unit and Ac.13.82 cts. of Govt./DKT land.
APIIC is obtaining Pollution Control Board clearances at Industrial Park
level and the allottee companies will obtain necessary clearances from the
concerned Depts.
There are no project displaced families (PDFS) in this project. Hence,
there is no need for R&R in this case. However, APIIC is implementing
R&R as per G.O.Ms.No.68, Irrigation and CAD (Project Wing-LA-IV-
R&R) Dept, dt.8.4.2005 and will implement as per provisions of Fair
Compensation, Transparency in Land Acquisition and Rehabilitation and
Resettlement Act,2013 wherever necessary through the District Collectors
concerned.
Allotment of land shall be made to individual industries based on APIICs
Land Allotment Regulations 2015.APIIC shall monitor implementation of
the project time to time. If the allottee company fails to implement the
project within the stipulated period, action shall be taken for cancellation
of allotment and resumption of the land.

The Sub-Committee has examined the proposal of APIIC in detail and decided to recommend for alienation of the proposed land to an extent ofAc. 13.82 cts of Govt./DKT lands in Sy.No.230/8, 230/10(P) in Sancham (V), Ranasthalam (M)in Srikakulam District in favour of APIIC
broadly, which is included in Annexure to New Land Allotment Policy.
However, assessment of Land requirement for industry shall be made by
APIIC on scientific basis as explained in item No.3 of Annexure-I.
Project site does not fall under environmental sensitive area. DTCP
regulations apply. Necessary permissions/approvals will be obtained
wherever required from the competent authorities.
In view of the above, the sub-committee may take a view for land alienation on the proposed extent of Ac. 13.82 cts of Govt./DKT lands in Sy.No.230/8, 230/10(P) in Sancham (V), Ranasthalam (M)in Srikakulam District in favour of APIIC.

The GM,DIC furnished the Detailed Project Report, Sanctioned order received from Govt.of AP, Location sketch, Google Map, and recommended for alienation of 12.04 Acres of land to the Company. The Government in the Memo No. 19792/Infra/A2/2016, Dated 17/11/2016 requested this office to examine and furnish report on the proposal of M/s. Kothavalasa Infra Venture Pvt Ltd., Datti Village, Kothavalasa Mandal, Vizianagaram District for alienation to an extent of Ac. 3.20 cts of Land in provisions with Land Allotment Policy on 03.11.2016. The GM,DIC was requested to examine the proposal and furnish compliance report on 26.11.2016.
The GM,DIC has furnished the report on 09.12.2016 along with the Annexure-XI for land alienation to M/s. Kothavalasa Infra Venture Pvt. Ltd to an extent of 3.20 Acres in Sy. Nos. 27/1, 27/9, 29/2, 29/5, 29/6 and 29/8 in Datti Village, Kothavalasa Mandal, Vizianagaram District towards approach road and truck parking area for development of Private Industrial Park at Chinnapalem Village, Kothavalasa Mandal of Vizianagaram District. The proposal was place before the 19th Sub-Committee on Land
alienation held on 7-3-2017 and decided to deferthe case for want of a)
DPR, b) combined Sketch.

Kalva (V), Orvakal (M), Kurnool Districtfor alienation to an extent of Acs.
10.00 cents of Land in provisions with Land Allotment Policy on 23/07/2016. The GM,DIC was requested to examine the proposal and furnish compliance report on 18.08.2016. The GM, DIC has furnished the report on 19.1.2017 along with Annexue-XI, Project Report and Topo Sketch for land alienation to Smt Mallela Jyothi W/o Sri M. Raja Sekhar for establishment of Ginning Mill in the name and style of M/s Tejeswani Cotton Ginning and Pressing Industry.
The proposal was place before the 19th Sub-Committee on Land alienation held on 7-3-2017 and decided to deferthe case for want of a) Combined Sketch along with approach road. b) DPR (Whether TMC Technology. c)APPCB representative to come With details of land allotted to similar units.
