7. PUBLIC CONSULTATION 7.0 Introduction

The Ministry of Environment, Forest and Climate Change, (MoEFCC) Government of

India issued Environmental Impact Assessment notification S.O. 1533 dated September

16, 2006 mandating prior environmental clearance for manufacture of agrochemicals

under category A for projects located outside notified industrial area/estate. The

proposed project is located at Sy Nos. 163, 164 and 165, Udumulapadu Village, Dhone

Mandal, Kurnool District, Andhra Pradesh. The proponents obtained the terms of

reference from the MoEFCC, which mandated public consultation. Accordingly the

draft Environmental Impact Assessment was submitted to Regional Officer, Andhra

Pradesh Pollution Control Board, Regional Office Kurnool District for conducting

public hearing. The public hearing for the proposed Agro chemicals manufacturing unit

was conducted on 01-10-2015 at 11.00 AM in the premises of the proposed project site.

The public hearing was chaired by Sri C. Hari Kiran, I.A.S, Joint Collector & Addl.

District Magistrate, Kurnool District. and the member convenon was Sri P. Prasad Rao,

Environmental Engineer, A.P. Pollution Control Board.

7.1 Advertisement

Press notification regarding the date, time and venue of the Environmental public

hearing for the proposed unit was issued in Andhra Jyothi (Telugu daily) and The New

Indian Express (English daily) newspapers on 31.08.2015. Copy of the advertisement is

enclosed.

Minutes of the meeting

The minutes of the public hearing is enclosed along with the attendance sheet. Concerns

expressed by speakers during public hearing and responses of the proponent are

presented in table 7.1. Response to written representations is presented in table 7.2.

Stated that most of the villagers are depending on cultivation of land and also informed that the area is drought prone and depending on rain. There are apprehensions about the industry regarding pollution. He informed that the Agro Chemicals project management has committee for providing job opportunities to the villagers, development of surrounding villages and completely to control the pollution. He requested the management to operate the unit without any harm to the cattle, people, crop and environment. He requested the management to provide job opportunities to their villagers, educated students and labour. He also informed that the management should not create any pollution in the surrounding area and for any issues in future also, the management should do justice.

Proponent assured that they will implement zero liquid discharge based wastewater treatment system and that the treated wastewater is resued for utility makeup, and that there will not be any discharge out side the premises. The Effluent Treatment Facility consists of stripper, Multiple Effect Evaporator, Biological Treatment plant and Reverse Osmosis plant. The treated waste water will be re-used for utility makeup. The air pollution from boilers is controlled by providing bag filters. Management is going to implement remote monitoring system and also there would not be any adverse effect to the surrounding villagers, cattle and environment. Employment shall be given to the local people based on the qualification and skills.

Sri Sunkanna, Udumulapadu Village

Stated that there are 400 Nos. of Masons, the management should not get any outside people from Ongole or any other places for their construction activities.

Proponent informed that the construction activity will be for about 18 months in the first phase and 9 to 14 months for Phase –II, the local villagers will be used for construction activity.

Sri Nagabhushanam, Ward Member, Udumulapadu Village

Stated that as it is a drought area, crops are not yielding properly. He welcomed the project and stated that after bifurcation of the State, this is the

first project to come in their Udumulapadu village. He requested them to provide job opportunities to their villagers and also their villagers in construction activity of the buildings. He stated that they are in the very backward area and they should adopt and develop their village. He anticipated that there will be water pollution due to the proposed project by releasing the waste water in nearby canal. He apprehended that the cattle may drink the canal water. Therefore, he insisted that the management should promise not to pollute the surroundings or cause damage to cattle; people and crops

The management will allocate Rs.75 Lakhs towards Corporate Social Responsibility activities.

Sri Narayanamma, Udumulapadu Village

She requested the management should provide employment to the local villagers.

Employment shall be given to the local people based on the qualification and skills.

Sri. P. Madhu, S/o Ramana, Udumulapadu (V), Dhone (M), Kurnool (Dist.), Rayalaseema (AP)

He stated that, he is resident of Udumulapadu, neighboring village of proposed project. He hopes that the company will ensure that there is no impact due to wastes, and hope that the company will be responsible in environment management.

Proponent assured that they will implement zero liquid discharge based wastewater treatment system and that the treated wastewater is resued for utility makeup, and that there will not be any discharge out side the premises. The air pollution from boilers is controlled by providing bag filters. He said that the management is going to implement the remote monitoring system and also stated that there would not be any adverse effect to the surrounding villagers, cattle and environment.

Sri. P. Ranag Swamy, S/o Chandrashekar, Udumulapadu (V), Dhone (M), Kurnool (Dist.)

He stated that, he is resident of Udumulapadu, neighboring village of proposed project. He is welcoming the industry stating that company should ensure that the generated wastes have no impact to the population and hopes that the industry will provide employment to locals.

Managment assured that employment shall be given to the local people based on qualification and skills.

Sri. G. Prabhakr, S/o G. Ganganna, Udumulapadu Village.

He stated that, he is resident of Udumulapadu. He is welcomes the industry. He stated that our area has no industry; establishment of proposed industry will provide live hood opportunities and shall develop the local area.

Employment shall be given to the local people based on the qualification and skills. The management will allocate Rs.75 Lakhs towards Corporate Social Responsibility activities.

Sri M.E. Srinivasulu, S/o M.E. Dasthagiri, Udumulapadu Village

He stated that, he owns the neighbor land with sy. No. 138 adjacent to the proposed industry. He is welcomes the industry. He stated that our area has no industry; establishment of proposed industry will provide live hood opportunities and shall develop the local area.

Employment shall be given to the local people based on the qualification and skills. The management will allocate Rs.75 Lakhs towards Corporate Social Responsibility activities.

Sri Bangi Ellaramudu, S/o Bangi Ramana,

He request to ensure effective environmental management by the factory.

Proponent assured that there will will be no impact due to wastes generated. Proponent informed that they are adopting zero liquid discharge system for treatment of effluents.The air pollution from boilers is controlled by providing bag filters connected to remote monitoring system. These measures will ensure mitigation of adverse impacts on human health and livelihood of the surrounding villages.
