Minutes of meeting of 5th Joint Co-ordination Meeting of IPPs granted LTA in ER held on 21.01.2015
1. The 5th meeting of the Joint Co-ordination Committee of IPPs in ER associated
with various high capacity power transmission corridors was held in MP Hall,
POWERGRID Township, Gurgaon on 21st January, 2015. The list of participants
is enclosed at Annexure-1.
2. POWERGRID welcomed the participants and it was informed that generation
developers should ensure completion of their dedicated lines to match with the
commissioning of transmission network in order to prevent bottling up of power.
POWERGRID stated that interim arrangements through LILO of existing lines
were provided only as a contingency measure and the IPPs need to focus on
implementing the final dedicated transmission system. Constraints shall be faced
in evacuation of power from the generation projects connected through LILO
arrangement, provided as an interim arrangement. In order to evacuate maximum
power from their power plant by utilizing the available transmission system, IPPs
should connect to pooling station from where High Capacity lines are being
commissioned. Therefore, all the IPPs should expedite the construction of their
dedicated line as well as the terminating bays at the Pooling Station. Wherever
POWERGRID is implementing the bays on consultancy basis, timely payment to
POWERGRID contractor for the same should be made. In case of non-payment,
the work of bays awarded to the contractor shall be cancelled and fresh tender of
the same shall delay the work by 6 months to 1 year. The responsibility of such
delay shall lies with the generation developer. Delay in completion of terminating
bays shall also delay connection to the pooling station and interim arrangement is
liable for removal for efficient grid operation and reliability and security of grid.
3. DGM (CTU), POWERGRID stated that the minutes of previous JCC minutes
were circulated vide letter dated 03.03.2014 and same were uploaded on
POWERGRID website also. As no comments/observations has been received,
the minutes are taken as confirmed.
4. It was said that since the construction of transmission line constitutes a very
small portion compared to the total investment made by the developers, it is
being put on a lesser priority by the generation developers and POWERGRID
emphasized the need to change this scenario as it could lead to a bottleneck for
transfer of power.
5. CTU informed that it has taken initiatives to prevent rejection of LTA/MTOA
applications on the basis of incompleteness/non-conformity with the regulations

by making the necessary guidelines and information available on the
POWERGRID website.
6. POWERGRID mentioned that they are receiving requests from various IPP
generators for change of drawl region due to firming up of beneficiary through
signing of PPA in region(s) other than the target region(s). These requests
amount to relinquishment of LTA quantum in the earlier target regions.
7. The progress of generation projects and dedicated transmission systems of
various IPPs connected to High Capacity Power Transmission Corridors which
have been granted regulatory approval by CERC, was reviewed by
POWERGRID. The detailed list of IPPs is enclosed at Annexure- II.
The review of the progress made by each of the IPP is as under:
(i) Navabharat Power Pvt. Ltd :
Representative from M/s Navabharat Power Pvt. Ltd (NPPL) informed that there is no progress in the project due to unavoidable circumstances. He also informed that NPPL has applied for relinquishment of LTA and the case is pending in CERC. Upon query he informed that there is no feedback on the same from CERC. It was also informed that the construction phase Bank Guarantee is still alive. Additional GM (BDD) communicated that necessary actions and formalities shall be taken to close the project.
(ii) Essar Power (Jharkhand) Ltd. (2x600 MW):
Representative from M/s Essar Power (Jharkhand) Ltd (EPL) informed the status of project as follows:
43% work is completed till date. The project is on hold due to de-allocation of coal blocks. EPL will be participating in the soon to be held auctioning and work will be resumed after the coal allocation. All the required material for project is in place and new target date of completion is December’16 PPA: (450+300) MW with BSEB; 12% of power to JSEB; 240MW with Noida Power Company Ltd. (NPCL)
Further, it was mentioned by M/s EPL that they had already requested CTU in writing to consider the issue of coal blocks as Force Majeure to which CTU had already replied that their request could not be accepted. AGM (BDD) has asked M/s EPL about the payment due of Rs. 5 Crore and EPL assured that the payment issues will be sorted soon

(iii) Jal Power Corporation (Rangit-IV) (3x40 MW):
Representative from M/s Jal Power Corporation (JPC) informed the status of project as follows:
All the clearances related to the generation plant are received and land had been acquired. 60% of the total work is already completed. COD of all three Units is expected by May-June’16. Dedicated line is expected to be completed by December’15. PPA: 60% of Power to WBSEDCL; 40% to TPTCL on merchant basis
AGM (BDD) informed that M/s JPC has produced Letter of Credit (LC) only for 20% and the balance 80% LC is pending because of which manufacturing of GIS equipment could not awarded. M/s JPC informed that the balance LC will be opened by March’15. POWERGRID requested to confirm the same in writing. Further, representative from M/s JPC informed about the change in LTA quantum which is as follows: ER- 72 MW (instead of 88); NR & WR: 24MW each (instead of 12 MW). POWERGRID stated that the request for change in Target Region cannot be entertained unless PPA in the region is firmed up..
(iv) Gati Infrastructure Ltd (Chuzachen) (2x49.5 MW)
Representative from M/s Gati Infrastructure Ltd (GIL) informed the status of project as follows:
Project Declared COD of both the units on 18th May, 2013 It was further informed by M/s GIL that the construction of bays falls under the scope of Govt. of Sikkim to which AGM (CTU) clarified that it is the responsibility of M/s GIL to ensure that bays are ready in time as the LTA Agreement was signed between M/s GIL and POWERGRID. Further, AGM (CTU) has reiterated that the above issue is a matter of serious concern and accordingly has asked M/s GIL to send monthly status on the same. Also, it was advised to M/s GIL to regularly take up the matter with Govt. of Sikkim.
(v) Gati Infrastructure Bhasmey Power Pvt. Ltd. (Bhasmey) (2x25.5 MW)
Representative from M/s Gati Infrastructure Bhasmey Power Pvt. Ltd (GIBPPLL) submitted the status of their project as follows:

COD is postponed to December’17 due to issues with the dam It was also informed that interim connection through LILO arrangement will be provided by Govt. of Sikkim to which AGM (CTU) reiterated that it is the responsibility of M/s Gati Infrastructure Bhasmey Power Pvt. Ltd.
(vi) Lanco Babandh Power Pvt Ltd
Representative from M/s Lanco Babandh Power Pvt Ltd (LBPPL) submitted the status of their project as follows:
Revised COD of the project: the project is stalled therefore the revised COD cannot be confirmed with certainty, however the tentative COD may be taken as Unit 1- Dec’16 & Unit 2- Feb’17. PPAs have been signed for 330 MW with GRIDCO Odisha in 2006; 424 MW with UPPCL in 2013 and 350 MW with RVPN in 2013 Dedicated line: The consultancy contract for line bay work is to be signed between LBPL & PGCIL.
Representative from BDD has reminded M/s LBPPL about the agreement for bays which is yet to be signed. Accordingly, the representative from M/s LBPPL informed that the project work is stalled after completing 40% due to financial problems and agreement will be signed after the same is resumed.
(vii) Adhunik Power & Natural Resources Limited (2x270 MW)
Representative from M/s Adhunik Power & Natural Resources Ltd (APNRL) submitted the status of their project as follows:
The generation plant is already commissioned and dedicated line is operational
It has been clarified to M/s APNRL that their LTA application for transfer of 100 MW to Southern Region was received in January, 2014 and hence prioritized accordingly. Further, it was informed by the representative from M/s APNRL that though they wanted to transfer power through MTOA/ STOA till the start of LTA, they are unable to finalise applications for the same.
(viii) Ind Barath Energy (Utkal) Ltd
Representative from M/s Ind Barath Energy (Utkal) Ltd (IBEL) submitted the status of their project as follows:
Unit1: Synchronization in Mar’15 & COD in Apr’15; Unit 2: COD in July’15

Dedicated line is expected to be commissioned before the synchronization of Unit 1 i.e.Mar’15
It was informed that Connection Agreement has been signed. AGM (BDD) enquired about the balance consultancy payments that are to be paid in the form of Letter of Credit (LC) and it was informed by M/s IBEL that a reply will be sent to POWERGRID.
(ix) GMR Kamalanga Energy Ltd
Representative from M/s GMR Kamalanga Energy Ltd (GMR) submitted the status of their project as follows
Units I, II & III have been commissioned in Apr’13, Nov’13 & Mar’14 respectively PPA of 260 MW is signed with Bihar. The dedicated line to Angul Pooling Station has been commissioned in Dec’14. The dedicated line to Meramundali S/s for delivery of power to the state govt. is under construction
AGM (CTU) stated that the machines should not be connected to the state as well as the ISTS system at the same time. Therefore if any machine is connected to the state system through a dedicated line, then the developer should make sure that the machine is isolated and not connected to the ISTS system. He further asked the project developer to convey the start date of LTA in writing at a later date and also suggested M/s GMR to ensure that all the formalities are completed by that time.
(x) Teesta Urja Ltd. / PTC (Teesta-III) (6x200 MW)
Representative from M/s Teesta Urja Ltd. (TUL) submitted the status of their project as follows:
Work is stalled since Sep’14 due to site problems and is expected to resume in the 1st week of Mar’15. 91% of the work is completed till date. Unit 1 is expected to be commissioned in Dec’15 and COD by Mar’16; The other Units (U#2 to U#6) will be followed with a gap of 20 days in between. Dedicated line: Construction of 79 km out of 216 km is completed till date. PPA for sale of 70% of total Power has already been signed with PTC India Ltd in 2006. The balance 30% Power shall be sold as merchant power on short term basis

Representative from M/s TUL informed that they don’t have any issues with the project
(xi) Madhya Bharat Power Corporation Ltd. Representative from MBPCL did not attend the meeting but has submitted their status through a letter dated 16.1.2015, received on 20.01.2015. The detailed status is as given below:
COD of Unit 1 is expected by June-2018 followed by Unit 2 in July-2018 The PPAs will be signed 6 months prior to the commissioning of project EPC Contract for all the civil works was originally awarded to SEW and has been replaced by M/s Mosh Varaya Infrastructure Pvt Ltd in 2011 27 out of 30 towers for construction of dedicated line are falling under Forest Area for which 1st Stage Clearance order has already been received from GoI. The private land acquisition process for the remaining 3 tower footings is under progress.
8. POWERGRID informed about the status of transmission lines in the Corridors-I, II
& III and the associated other transmission lines which are under the scope of
POWERGRID. It was stated that Odisha & Jharkhand corridors are expected by
June’15. The detailed status of these lines is attached in Annexure-III.
POWERGRID has invited further comments/ suggestions if any from the
participants to which one of the participants has asked if there will be any surplus
corridor in Odisha to which CTU stated that the commitment for all the corridors is
already given to the applicants and any new application will be granted access
according to its priority.
