Col. Enrico Canaya, a spokesman for the Philippine Air Force, said the chopper was destroyed to prevent rebel groups from getting access to the downed UH-1D. The refurbished chopper crashed on November 7 in Matalam town while transporting soldiers wounded in fighting with communist insurgents. “We have to destroy it because it is a conflict area where rebel groups operate. It is a disposal procedure in all military equipment in conflict areas and we don’t have access to the area that why it was destroyed,” Canaya told the regional newspaper Mindanao Examiner. He said all radio equipment and machine guns and other serviceable items were removed before the chopper was destroyed recently. A street sweeper, Roman Francisco, who works in the market, spotted and chased a masked man who tried to pour gasoline on a store in the market’s Row E last week. Tan recently called a meeting with bank managers at his office in Patikul town to discuss about the deployment of addition ATMs in Jolo to cater not only to government employees and private citizens, but to further enhance the services offered by these banks. Hajja Zeny Masong, of Radio ng Bayan, was also present during the meeting. Among the banks operating in Sulu are the Development Bank of the Philippines, Amanah Bank, Allied Bank, Metro Bank, Philippine National Bank and Land Bank of the Philippines. Tan said many people were queuing up – rain or shine – outside the banks just to be able to withdraw money from ATMS, especially during paydays. “We want these banks to put more ATMs so it can accommodate more clients,” he said. He said the long queue in ATM terminals is also causing traffic problems in Jolo and it is affecting the commuters and the public in general. CRASHED UH-1D CHOPPER BLOWN UPGENERAL SANTOS CITY –The Philippine military hasblew up an air force UH-1Dhelicopter that crashed inthe southern province ofSarangani despite on-going investigations intothe ill-fated aircraft.

Almost 300 farmer-beneficiaries receiveland ownership title from DAR-ARMMCOTABATO CITY - Almost300 farmer-beneficiaries inthe Autonomous Region inMuslim Mindanao(ARMM) received theirCertificate of LandOwnership (CLO).

ARMM Governor MujivHataman and AmihildaSangcopan, secretary of theregion’s Department ofAgrarian Reform (DAR-ARMM), personallyawarded the CLO to 70Agrarian ReformBeneficiaries (ARBs) fromBasilan and 221 ARBs fromMaguindanao. Theawarding was held duringthe opening ceremony ofthis year’s ARMManniversary in CotabatoCity.

The distributed CLOcovers a total of 711hectares of landholdings inthe region wherein 154.5hectares are in Basilanwhile 556.5 are in

said there are still 967pending CLOs in theregional DAR office thatcovers more than 2,000hectares of landholdings inthe provinces of Sulu,Basilan, Lanao del Sur andMaguindanao. Fourhundred eighty one of theseare already for transmittalto the office of the regionalgovernor.

She said thelandholdings awarded onThursday are part of theagency’s distribution targetthis year. “We are workingto distribute 20,000hectares of landholdingsthis 2015. We are assured ofapproved survey plansbefore the end of the year,”she added.

Datu Jan Utto, 35, CLObeneficiary from DatuSaudi in Maguindanaoexpressed his gratitude to

the Autonomous RegionalGovernment noting theland awarded to him willhelp enhance his family’slivelihood and boost cropproduction.

A DAY AFTER thePhilippine militaryannounced the recoveryof a headless bodybelieved that ofMalaysian hostageBernard Then, securityofficials last week saidthey erred in the reportand now claimed thattroops were stillsearching for his cadaver.

The 39-year oldMalaysian man fromSarawak in Sabah wasbeheaded by the AbuSayyaf in the southernFilipino town of Indananon November 17 after hisfamily failed to payransom. Bernard waskidnapped by armedrebels in May this yearalong with the 50-yearold Thien Nyuk Fun,manager of Ocean KingRestaurant in Sandakantown in Sabah, andspirited them to southernPhilippines.

Thien was freed byrebels just this month inwhat Malaysian DeputyPrime Minister DatukSeri Dr Ahmad ZahidHamidi claimed was theresult of successfulnegotiations with hercaptors.

Canaya said they are stillwaiting the formal reports ofthe investigation into thecrash. He said the UH-1Dchoppers are reliable andbeing used by the air force inmilitary campaign in thesouthern Philippines.

“They are reliable

helicopters and we are usingthe aircrafts in Mindanaoand other areas,” he said.

The decision to blow upthe UH-1D chopper wassimilar to what U.S.commandos did to one of itshelicopters during theassault on Osama BinLaden’s hideout inAbbottabad in Pakistan inMay 2, 2011 after it wasdamaged in a hard landing.The only difference was theU.S. Seal Team 6 chopperhad stealth features similar tothose used on advancedfighter jets while the UH-1Dhelicopters is nothingspecial. ARMM distributes farmingequipment to Maguindanao farmers

COTABATO CITY - To helpfarmers increase cropproduction and reducepost-harvest losses, theAutonomous Region inMuslim Mindanao(ARMM) distributedvarious farmingequipment to registeredcooperatives and to MoroNational Liberation Front(MNLF) communities inthe province ofMaguindanao.

ARMM GovernorMujiv Hataman and lawyerLaisa Alamia, ARMM’sexecutive secretary and theconcurrent officer-in-charge of the region’sDepartment of Agricultureand Fisheries, led thedistribution of farmmachineries andimplements on Thursday,November 19, during theopening ceremony of the26th ARMM anniversary atthe ARMM Compound inCotabato City.

The post-harvestequipment, which includefarm tractor withimplements, combineharvester withimplements, hand tractorswith trailers and knapsacksprayers, are estimated tobe worth over P20 million.

Atty. Alamia said thefund used in theacquisition anddistribution of the farmmachineries and

implements comes fromthe Agri-Pinoy Rice and thePayapa at MasaganangPamayanan (PAMANA)programs.

The Agri-Pinoy Riceprogram is one of thebanner initiatives of theDepartment of Agriculturetargeting rice farming anduplifting the lives ofFilipino farmers. ThePAMANA program, on theother hand, is the nationalgovernment’s peace anddevelopment frameworkfor conflict-affected areas.

“We urge the farmersto enhance theirknowledge on farmingtechnologies to furtherboost agriculture in theprovince,” said Atty.Alamia. She reiterated thatthe farming equipmentdistributed will helpincrease agriculturalactivities ofMaguindanaon farmersespecially in rice and cornproduction.

Under the Agri-PinoyRice program, therecipients are theMindanao State University(MSU)-Maguindanao, AlMuizz Farmer andLivelihood Multi-PurposeCooperative, EkssalamFarmers Multi-PurposeCooperative, andKalumenga KadtatabangaFarmers Association.

Siberia's melting permafrost fuels climate changeREYKJAVIK, ICELAND -Over the past year, anumber of giant,mysterious holes haveemerged in Siberia, someas deep as 200 metres.

Scientists say thecraters may be emergingbecause the frozen ground,or "permafrost", thatcovers much of Siberia hasbeen thawing due toclimate change, allowingmethane gases trappedunderground to build upand explode.

Permafrost is groundthat is permanently frozen,where the groundtemperature has remainedbelow zero degrees Celsiusfor at least two years. Itcovers about a quarter ofthe northern hemisphere'sland surface.

When permafrostthaws, microbes digest theplant and animal remainsthat were locked in the

permafrost and releasegreenhouse gases, carbondioxide and methane intothe atmosphere.

The phenomenon is aself-feeding cycle,explained SarahChadburn, from theUniversity of Exeter.

"Permafrost soilscontain vast amounts ofcarbon, nearly twice asmuch as is currently in theatmosphere. As thepermafrost thaws in awarming climate, the soildecomposes and releasescarbon to the atmosphereas carbon dioxide andmethane. These aregreenhouse gases, andthey warm the Earth evenmore. This leads to morepermafrost thawing, morecarbon release, and so thecycle continues,"Chadburn said.

At the recent ArcticCircle Assembly in

Reykjavik, Iceland, MaxHolmes from the US-basedWoods Hole ResearchCenter (WHRC) said in apresentation that theSiberian sinkholes "are anadditional indication thatvast changes are underway in the Arctic".

"I don't worry aboutthem too much in and ofthemselves," theresearcher said. "But theydo reinforce the notionthat big changes arealready happening, andthat we are likely to havemore unpleasant surprisesin the future."

Recent research hasfound that a thirdgreenhouse gas, nitrousoxide (N2O), is alsoemitted in some areascovered by thawingpermafrost.

"We now know that alot of nitrogen is releasedduring permafrost thaw

and that the microbesresponsible for N2Oproduction are present invirtually all Arctic andboreal systems," said BenAbbott, a France-basedscientist who studiespermafrost in Alaska.

He added that it wasunclear whether nitrogengas emissions fromthawing permafrost aresignificant compared withthose of carbon dioxideand methane.

Despite scientists'concern that thawingpermafrost couldexacerbate globalwarming, Chadburn notedthat "most climate modelsdo not include thewarming aspect ofpermafrost emissions",including the models usedby the IntergovernmentalPanel on Climate Change(IPCC).

Although the IPCC hasacknowledged thatpermafrost contributes toglobal warming, a lack ofdata on the phenomenonhas meant that they havenot been able to include itin their reports.

Chadburn estimatedthat thawing permafrostwould raise globaltemperatures by anaverage of 0.3°C, but couldbe as much as 0.7°C.

Given predictions thatpermafrost melt couldcause warming, HuguesLantuit from the AlfredWegener Institute inGermany said that "theobjective for the COP21climate summit shouldreally be a temperatureincrease of no more than1.7°C to take account ofemissions frompermafrost", referring tothe annual globalconference on climatechange to be held nextmonth in Paris.

Walter Oechel fromSan Diego State Universityand the Open Universityand Donatella Zona fromthe University of Sheffieldhave been measuringmethane fluxes in theArctic for more than adecade. "We expectmethane emissions fromthe Arctic to increasedramatically with warmingof the Arctic," they said.

"And, the potential isthere for this release tobecome catastrophic."

Meanwhile, thefrequency of fires has beenintensifying in Arctic areas,noted Scott Goetz fromWHRC. More than twomillion hectares of landhave burned in Alaska thisyear, he said in hispresentation at the Arctic

Circle Assembly."Climate warming and

drying are intensifying thefire regime. These firesburn roots and the treesthen fall over… Firedisturbance deepens thawdepth and mobilisespermafrost carbon," Goetzsaid.

In addition tocontributing to globalwarming, thawingpermafrost also affectswildlife and indigenouspopulations in the Arctic.

Courtney Price, of theArctic Council'sConservation of ArcticFlora and Faunaorganisation, saidcontinued thawing ofpermafrost is one factorendangering thermokarstlakes. These lakes areformed by the thawing ofpermafrost andaccumulation of surfacewater in the depression.

But if permafrostcontinues to thaw, there isno structure to hold thewater, and the lakes candrain completely, Pricesaid.

"Thermokarst lakes

act as 'hot spots' ofbiological activity innorthern regions… Suchbiologically productivesystems are important toArctic peoples forsupporting traditionallifestyles, and forproviding water to rural/urban communities anddevelopment, especiallywhere groundwaterresources areunavailable," sheexplained.

The phenomenonalso affects public safety:Around 70 percent of theworld's permafrost isfound in Russia, and inSiberia, entire cities, ofwhich Yakutsk is thelargest, are built onpermafrost. Whenpermafrost thaws,buildings can tilt andbecome uninhabitable.

The solution? WHRCscientist Sue Natali saidthat "to save permafrost,we have to reduce fossilfuel use and manageforests globally toenhance carbon dioxideuptake by the biosphere".(Lowana Veal, Al Jazeera)

And now the good news...TIRED OF TOO muchpolitical news? Here isthe good news! TheNational Economic andDevelopment Authority(NEDA) said the double-digit increases in theimportation of rawmaterials andintermediate goods,capital, and consumergoods have keptPhilippine merchandiseimports afloat.

Citing reports fromthe Philippine StatisticsAuthority, NEDA saidtotal payments forimports increased by 6.7percent to $6.2 billion inSeptember this yearfrom $5.8 billion in thesame month last year.This is the fourthconsecutive monthsince June this year thatimports have increased.

The Septemberreport is the latest culledfrom the PSA.

“Upbeat sentimentfrom the business sectorand an overallimprovement inconsumer expectationsfor the coming quarterwill likely keep importsafloat, especially thosein the manufacturingand constructionsectors. Improvedpurchasing power dueto low inflation will alsokeep consumer demandvibrant in thesucceeding months, andwill further be ramped-up by holidayspending,” saidEconomic PlanningSecretary ArsenioBalisacan.

“The growthregistered in capital

goods for September(40.7%), which is thehighest for the year, is alsoan indication of robusteconomic activity movingforward,” he added.

Capital goodsincreased to $2 billionfrom $1.4 billion in thecomparable period lastyear. Raw materials andintermediate goods alsoincreased by 20.1 percentto reach $2.7 billioncompared with $2.2billion recorded in thesame month last year.

Raw materials andintermediate goods serveas inputs in theproduction of final goods,while capital goodsinclude equipment andmaterials in which firmsinvest to expandproduction and makeproduction moreefficient. Import bills forconsumer goods alsogrew by 10.1 percent to$876.8 million from$796.4 million inSeptember 2014, mainlyon higher purchases ofdurable goodsparticularly of passengercars and motorized cycle.

However, NEDA saidpayments for non-durable goods, primarilyrice, registered a decreaseduring the periodbecause of lower ricevolume purchased on ayear-on-year basis.

“The drop in riceimports may only betemporary as thegovernment allowed foradditional rice imports inthe fourth quarter of theyear given the prevailingEl Nino, which is stillaffecting domestic rice

production,” saidBalisacan, who is alsoNEDA's director-general.

Among themonitored trade-oriented economies inEast and Southeast Asia,only the Philippines andVietnam recordedpositive imports inSeptember this year.

T r a d e - i n - g o o d sdeficit expanded to $5.6billion for January toSeptember 2015compared with $1.8billion deficit in the sameperiod last year. Theincrease in trade deficitwas due to the 24.7percent decline inmerchandise exportsrecorded in September,the largest contractionsince September 2011.

“On the back ofsluggish global growth,economic policiesshould continue toencourage investmentsthat cater to domesticdemand. Continuousimprovements in productquality, innovation andinfrastructure support tolocal industries shouldbe sustained in order toelevate thecompetitiveness of thedomestic industries, andmake them at par withimported products,”Balisacan said.

Elmaco alsoencouraged governmentagencies to install billboardsin barangay halls that statethe general provisions ofR.A. 9165 which is alsotranslated into Cebuano.“The point there is themassive educationcampaign so that the peoplewho will be apprehended inthe future cannot tell us they
