ZAMBOANGA CITY – Muslims have flocked the house of former police- man Rizal Alih in Zamboanga City to pay their last respect follow- ing his sudden death at a police detention facility in Camp Crame in Quezon City last week. For many Muslims who knew Alih said he was a good man. Alih was accused of killing Brig. Gen. Eduardo Batalla and his aide Col. Romeo Abendan after a three-day, hostage- drama inside a police camp Zamboanga City in January 1989. He held the two officers at gunpoint after overpowering his guards while being inves- tigated on graft allega- tions Alih escaped to Sabah after the siege, but was arrested there in 1994 for illegal possession of weapons and munitions. A Malaysian court sen- tenced him 12 years in jail for possession of four rifles, and five years for possession of 1,271 bul- lets and 43 magazines. He was handed over to the Philippine authori- ties in 2006. “I’m very thankful they have allowed me to return to my family. I still want to live and be close to my 24 children,” Alih was quoted as telling reporters in Manila after disembarking from the plane at the Ninoy Aquino International Airport. The 70-year old Alih reportedly died Friday night after complaining difficulty in breathing at Camp Crame, the main na- tional police headquarters. “Narito kami upang magbigay ng huling respeto kay Rizal Alih at mabait siyang tao,” (We are here to pay our last respect on Rizal Alih. He was a good man.) said Esmael Abubakar. No one from Alih’s family gave any statement to the press. One relative, Nur, said Alih would be buried immediately in ac- cordance to the Islamic custom that upon death, his body should be washed and shrouded it in white cloth. “Sayang si Rizal at namatay siya ng walang hustisya. Ipinagtanggol niya ang mga Muslim noon nasa sa serbsisyo siya mula sa abusadong mga sundalo at ngayon ay siya pa ang minasama,” (It’s a pity that Rizal died without getting justice. He defended the Muslims during his time from abusive military men and now they maligned his reputation and name.) one of Alih’s supporters, Abdullah, said. It was thought that Alih died along with more than a dozen other during a bungled military rescue op- eration that resulted in the burning of the police camp, but his capture in Sabah shocked Philippine au- thorities. The military also impli- cated Alih in the alleged as- sassination of Zamboanga City Mayor Cesar Climaco, a staunch critic of President Ferdinand Marcos, in Sep- tember 14, 1984. But both Alih and Climaco’s families believed the mayor’s killing was perpetrated by the mili- tary. Climaco, then 68, was gunned down in broad day- light in downtown Zamboanga. THE PHILIPPINE military continued its operation against the Abu Sayyaf in the southern region in an effort to flush out the rebels and rescue remain- ing kidnapped victims be- ing held by the dreaded group. Just last week, troops as- saulted the stronghold of the Abu Sayyaf in Indanan town and rescued two kid- napped Filipino Coast Guard members - Gringo Villaruz and Rodlyn Pagaling – who escaped from their captors in the vil- lage of Buanza. Security forces killed at least 15 Abu Sayyaf gunmen in the firefight, but 7 sol- diers were also wounded in the clash, according to mili- tary spokesman Capt. Roy Trinidad. Troops were sent to the area to rescue the victims when they encountered the rebels. Both Igasan and Misaya are notorious com- manders of the dreaded group tagged by the mili- tary as behind the spate of deadly attacks and ransom kidnappings in the troubled region. “Villaruz was safely re- covered by the operating troops of the 1st Scout Ranger Battalion under Lieutenant Colonel Eugene Boquio. The other Coast Guard is now also with gov- ernment troops,” Trinidad told the regional newspa- per Mindanao Examiner. The rescue came days after rebels beheaded vil- lage chieftain Roberto Buligao after his poor fam- ily failed to pay ransom. The Abu Sayyaf said they will also decapitate the two hos- tages if ransom is not paid. The Abu Sayyaf had de- manded P10 million for the freedom of the three men who were kidnapped to- gether on May 4 in Aliguay Island off Dapitan City in Zamboanga del Norte prov- ince. The rebels are still holding several Filipino and foreigners they kid- napped in other areas in southern Philippines and brought to Sulu. (With a report from E. Dumaboc) Media Groups Condemn Killing of Veteran Journo DAVAO CITY – Media groups and various press clubs have condemned the recent mur- der of a veteran journalist in Tagum City in Mindanao. Ciriaco Conejos said po- lice are investigating the shooting of Gregorio Ybañes, president of the Davao del Norte Press and Radio Club. He said the 65-year old veteran was shot outside his house in Mirafuentes Subdi- vision in Magugpo North vil- lage on Tuesday evening and died in the hospital the next morning. “It was a sad day for us,” Conejos, the club’s vice president, told the regional newspaper Mindanao Ex- aminer. Conejos said journalists and media workers were pre- paring a rally to condemn the killing of Ybañes, who was also a board director at the Davao del Norte Electric Cooperative at the time of his murder. The motive of the killing remains unknown, but Conejos said the victim just came from the cooperative’s board meeting at the Big 8 Hotel in Tagum. “The gun- man, who was waiting in a car outside Ybañes’ house, shot him as he was about to open the gate. The assailant escaped after the shoot- ing,” Conejos said. Cesar Lanos, also a colleague of Ybañes, said the journalist was shot sev- eral times. “He was shot several times while enter- ing his house at around ten o’clock in the evening,” he said, adding, “Ybañes was rushed to hospital, but was pronounced dead this morning at six o’clock by attending physicians.” No individual claimed responsibility for the kill- ing of Ybañes. His family did not issue any state- ment. (Mindanao Exam- iner) Insurgents still holding 3 tribal leaders DAVAO CITY – Three tribal leaders in southern Philippines are still being held captive by commu- nist rebels despite the re- lease of the fourth hos- tage, the military said. It said troops were searching for the leaders Jovanie Angcomog, Danilo Angcomog and Laris Landakay who were seized while travelling to the town of Talaingod in Davao del Norte province just this month. Their companion, Datu Kulumput Dalon, 70, was reportedly freed by the New People’s Army, but details sur- rounding his freedom re- main unclear, although the military was insisting that the tribal leaders are being held by rebels to prevent the from testify- ing against the insur- gents. The victims, all members of the Manobo tribe in Bukidnon province, were supposed to join peaceful talks between warring tribes in Davao del Norte. It was unknown why the rebels captured the elders. Troops hot on Sayyaf trailBASILAN – Governmentforces were tracking downAbu Sayyaf rebels in thesouthern Philippine prov-ince of Basilan followingclashes in Sumisip town,officials said.

Captain Roy Trinidadsaid troops assaulted arebel strong hold inBaiwas village in Sumisiptown and clashed withabout 60 gunmen. Thefighting killed one soldierand two rebels, he said,adding another soldier

and six more Abu Sayyafgunmen were reportedwounded.

“One soldier waskilled and another iswounded in the clash.Two Abu Sayyaf were alsokilled and six otherswounded in the armedencounter in Sumisip,”Trinidad said. “Troops arestill pursuing the AbuSayyaf.”

Trinidad said the mili-tary operation is aimed atweakening the Abu Sayyaf

in Sumisip, a knownstronghold of the rebelgroup. “The encountertranspired on the identi-fied stronghold of the AbuSayyaf,” he said.

5 NPA rebels killed in Bukidnon clashDAVAO CITY – At least 5communist rebels werekilled and two army sol-diers wounded in a clash inBukidnon province insouthern Philippines, offi-cials said.

Captain Alberto Caber,a spokesman for the East-ern Mindanao Command,said the fighting broke outin the village of Mendiz inPangantucan town onTuesday afternoon. He saidtroops also recovered an as-sault rifle and 19 backpacksleft behind by New People’sArmy rebels.

“At least five NPA mem-bers of the North CentralMindanao Regional Com-mittee were killed while twosoldiers, of the 3rd SpecialForces Company, were alsowounded in the fighting,”Caber told the regionalnewspaper Mindanao Ex-aminer.

He said the fightingerupted after rebels at-tacked patrolling soldiers inthe village.

“The wounded soldierswere immediately broughtto a medical facility fortreatment. The troops are

still on their pursuit opera-tions in the area,” Cabersaid.

He did not say if soldierswere able to retrieve thebodies of the slain rebels,but his report of alleged en-emy casualties was largelyattributed to unidentifiedcivilians in the area andcould be part of propa-ganda.

Police, military probeshootout in Zamboanga

ZAMBOANGA CITY- Policeand military authoritieswere investigating the clashbetween cops and soldierson a village in ZamboangaCity that killed two officersand a marine.

Security officials re-main silent over the deadlyencounter, saying bothsides were investigating theincident.

Marine Captain MariaRowena Muyuela, a spokes-woman for the WesternMindanao Command, saidthey will release an officialstatement as soon as the in-vestigation is completed.

“As of now, the police andmilitary are conducting ajoint investigation on the in-cident. We will issue a pressstatement,” she told the re-gional newspaperMindanao Examiner.

Navy Captain RoyTrinidad, a spokesman for ajoint military task force, saidthe shooting occurred at themarket in the village ofLabuan on Tuesday night.He said the incident in-volved members of the Re-gional Public Safety Battal-ion (RPSB) and Marine Bat-talion Landing Team 9(MBLT).

“Members of the RPSB-9 and MBLT-9 engaged in ashootout that resulted to thedeath of two policemen –Police Officer 1 MuhsinJainul and Police Officer 3Alkashmir Lipae, and onefrom the Philippine Ma-rines – Corporal JasonMarqueses,” Trinidad saidin a separate report.

ARMM employees getperformance-based bonus

COTABATO CITY – Morethan 30,000 employees inthe regional governmentare entitled to receive thebonus that mirrors the “up-grading of professionalismand delivery of services” inthe Autonomous Region inMuslim Mindanao, lawyerLaisa Alamia, ARMM Ex-ecutive Secretary said.

“This is the first time inthe 25-year history of theARMM. Isa itong malakingkarangalan at malakingaccomplishment. Morethan the incentiveskailangan mapanatili ngbawat ahensiya, ng bawatempleyado ang ganungklaseng level ng profes-sionalism at klase ng levelng performance (This is abig honor and a major ac-complishment. More thanthe incentives, everyagency, every employeemust maintain that kind oflevel of professionalismand that kind of level ofperformance),” Alamiasaid.

The Department ofBudget and Managementhas affirmed AutonomousRegion in MuslimMindanao’s compliancewith the requirements ofthe Performance-BasedBonus (PBB), a system thatrewards “exemplary per-formance in government.”

The regional govern-ment passed the GoodGovernance Conditionsand the performance indi-cators in all its targetdeliverables for 2014 whichqualified the region for thebonus.

“Proud ako dahil na-acknowledge ang perfor-mance ko at part ako ngreporma (I’m proud be-cause my performancewas acknowledged andthat I’m part of the re-form),” said MaritessGalindo, 56, an adminis-trative officer at the Officeof the Regional Governor.

Galindo has been

working in the ARMMsince its inception in 1990.

“What ARMM shouldbe proud of is its accom-plishments. It’s an inde-pendent verification thatthe reforms in the autono-mous region wereachieved and that thesereforms improve peoples’access to services,” saidMaricris Valte of the De-velopment Academy of thePhilippines (DAP).

The DAP serves as thesecretariat and technicalresource institution of theAdministrative Order 25Inter-Agency Task Forcethat oversees the perfor-mance monitoring, evalu-ation, information and re-porting of essential com-ponents of performancemanagement system of agovernment office, de-partment, or instrumen-tality.

“( The performance-based bonus) is meant notjust compliance with therequirements, but is alsomeant to encourage andensure that the agency ac-complishes what it haspledged to accomplish,”Valte affirmed.

The fact that ARMMmet all the Good Gover-nance Condition accord-ing to Valte, “is proof thatthe governance reformunder the leadership ofARMM Governor MujivHataman is really work-ing.”

B u d g e tUndersecretary RichardMoya, in a letter, said“more than grant of thebonus, we hope that thePBB has significantly con-tributed to your agency’sorganizational and theemployee performancethat led to concrete andvisible improvements inthe delivery of goods andservices to the public.”

The PBB system is amerit-based incentiveprogram that recognizes

and rewards exemplarypublic service. Employees’performance is assessed,including how they con-tributed to the accom-plishment of theirdepartment’s overall tar-gets and commitments.

Under the system, anemployee may receiveP5,000 minimum to asmuch as P35,000. Employ-ees are rated whether theyperformed ‘good’, ‘better’,or ‘best’.

To qualify, the agen-cies must pass certain re-quirements to include theachievement of at least 90percent of their 2014 tar-gets, compliance with theTransparency Seal underthe General Provisions ofthe 2014 General Appro-priations Act, and compli-ance in posting, or publi-cation, of the Citizen’sCharter – all required un-der the Good GovernanceConditions.

“The budget for thebonus will be downloadedfrom the Department ofBudget and Management(DBM) to the regional gov-ernment this year aftercompletion of the pro-cess,” said Alamia.

Through Administra-tive Order No. 25, the Of-fice of the President cre-ated the Inter-Agency TaskForce that will harmonize,unify, streamline and sim-plify all existing monitor-ing and reporting require-ments related to thegovernment’s perfor-mance-based bonus sys-tem.

3 people injured in grenade explosionTHREE people were injuredin a grenade explosion dur-ing a firefight between se-curity forces and AbuSayyaf rebels in the south-ern Filipino town of Patikul,reports said.

It said the civilians werecaught in the crossfirewhen the two groupsclashed last week in Taglibiwhere Abu Sayyaf rebels at-tacked an army detach-ment.

There were no reportsof casualties from either themilitary or the Abu Sayyafgroup, but troops contin-ued its hunt for rebelsblamed for the recent kill-ing of Rodolfo Boligao, a vil-lage chieftain they kid-napped in Aliguay Islandoff Dapitan City early thisyear.

The gunmen, whotailed Tan on a separatemotorcycle, fled after thekilling, according to Super-intendent Glenn Dulawan,the city police chief.

He said Tan was shotwith a .45-caliber pistol.“The victim was shot sev-eral times by the gunmenarmed with .45-caliber pis-tol. Police recovered twobullet casings in the area,”he said.

Dulawan said Tan wasshot in the back and neck.

“The Pagadian City Po-lice Office is now conduct-ing a follow-up investiga-tion on the incident to pos-sibly identify the suspectsand to determine the mo-tive of the incident,” he said.

U.N. expert criticizes Chinaover handling of Tianjin blast

A TOP United Nations experthas criticized China over itshandling of the chemicalblasts in the northern city ofTianjin, saying a better flowof information may havelessened or even preventedthe disaster.

Baskut Tuncak, theU.N.'s special rapporteur onhuman rights and hazardoussubstances and wastes,called on the Chinese gov-ernment to ensure completetransparency in the investi-gation of the disaster, whichkilled at least 114 people.Some 65 people remainmissing.

"The lack of informationwhen needed -- informationthat could have mitigated orperhaps even prevented thisdisaster -- is truly tragic,"Tuncak said in a statementreleased.

"Moreover, the reportedrestrictions on public accessto health and safety informa-tion and freedom of the pressin the aftermath are deeplydisturbing, particularly tothe extent it risks increasingthe number of victims of thisdisaster."

The blunt rebuke comes

after China's State Councilformed an investigativecommittee to "give a respon-sible answer" on the cause ofthe disaster and promised"serious punishment" forthose responsible.

The explosions im-pacted a huge swathe of thecity: 17,000 homes damaged,more than 170 companiesaffected and 3,000 cars de-stroyed.

Tianjin Mayor HuangXingguo addressed the me-dia for the first time, sayinghe bore "an unshirkable re-sponsibility" for the blasts.

The company thatowned the site had a licenseto handle dangerous chemi-cals but only since June. The

company's previous licenselapsed in October 2014.

"After the first licenseexpired, we applied for anextension. We did not ceaseoperation because we didnot think it was a problem.Many other companies havecontinued working withouta license," Yu Xuewei, chair-man of Rui Hai InternationalLogistics was quoted by statenews agency Xinhua as say-ing.

Yu, along with nineother executives, is in deten-tion.

The Xinhua report alsosaid that the company's ma-jor shareholder, DongShexuan, was the son of aformer police chief forTianjin Port and the con-nection helped the busi-ness.

Angry residents inTianjin with homes near theblast site have shared con-cerns about the long-termenvironmental and healthconsequences of the blasts.

ISIS beheads expert who refusedto reveal location of valuable antiquities

KHALED al-As'ad spenthis life on the painstakingtask of preserving antiqui-ties, saving the relics of ourancestors for generationsyet to come.

He was working inPalmyra, a Syrian city fullof ancient monumentsand temples -- a city thatwas, in the second millen-nium B.C., a caravan stopfor people making theirway across the desert.

But over the pastmonth al-As'ad, 82, raninto a very modern men-ace -- ISIS, the most bru-tal terrorist group in re-cent memory.

He was beheaded inthe public square of thecity whose heritage he hadworked so hard to save,said Rami Abdulrahmanof the Syrian Observatoryfor Human Rights.

Al-As'ad, a universityprofessor and the formergeneral manager for an-tiquities and museums inPalmyra, was decapitatedas militants watched,Abdulrahman said, citingal-As'ad's relatives in thecity.

His crime? Refusing topledge allegiance to ISIS -- and refusing, under ISISinterrogation, to reveal thelocation of archaeologicaltreasures and two chestsof gold the terroriststhought were in the city,Syria's director of the Gen-eral Department of Antiq-uities and Museums,Maamoun Abdulkarim,

told CNN.For protecting the an-

tiquities he had spent de-cades preserving, al-As'adpaid with his life.

When ISIS enteredPalmyra in May,Abdulkarim, certain thatthe terrorists would kill al-As'ad, pleaded with him toleave the city.

"He refused,"Abdulkarim said. "He said,'Whatever happens, hap-pens. I cannot go againstmy conscience.' He had avery strong personalityand refused to yield toanyone."

Instead, he died in thecity where he was born.

ISIS posted a photo ofhis body on social mediasites. It was tied to a pole,with the head between thelegs.

On the body was awhite poster with red let-ters spelling out in Arabicthe word "Heretic."

ISIS seized the city -- aUNESCO World HeritageSite dating to the Neolithicera -- in May. ISIS fightersdestroyed two ancientMuslim shrines andposted photos of the de-struction on Facebook, theSyrian government said.

One of the tombs de-stroyed was that ofMohammed bin Ali, a de-scendent of Ali bin AbiTaleb, the ProphetMohammed's cousin, ac-cording to Syria's Direc-torate-General of Antiqui-ties and Museums

website. It lies in a hillyarea 4 kilometers (2.5miles) north of Palmyra.

"ISIS militants alsoblew up the shrine ofShagaf, known as AbuBehaeddine, a religiousfigure from Palmyra, datedto 500 years ago. Theshrine is located in the oa-sis 500 meters away fromthe Ancient City's Arch ofTriumph," read a state-ment emailed in June onbehalf of Syria's antiqui-ties chief, MaamounAbdulkarim.

Images posted on theDirectorate-General of An-tiquities and Museumswebsite showed dust anddebris flying into the air asthe shrines were destroyed.

Other monuments,temples and historic build-ings have been mined, anda statue of a lion at the en-trance to Palmyra's mu-seum has been destroyed.

As it has conqueredterritory, ISIS has de-stroyed archaeologicalsites, claiming that it con-siders religious shrinesidolatrous.

Now, another defenderof those sites has beenkilled.

Goin’ to places proves so dif-ficult, especially if ain’t got aride, and at our office inDavao, vehicles are a prob-lem. Getting a taxi is so ex-pensive and riding a jeep ormulti-cab for that mattermakes it worse for a big guylike me. Thanks to somefriends that I get to ride theirluxurious pick-up trucks andSUVs while in Davao, wheredurian nowadays sell for aslow as P20 a kilo.

But how can I enjoy thesweet taste of durian? I likeeating it cold, but the officehas no refrigerator and ap-plying for credit at appli-ances stores also proves fu-tile, especially if you are deal-ing with idiots.

Well, for one I walked inat EMCOR branch in SanPedro and was trying to get a6-cubic foot refrigerator foraround P9,000 plus and pay-able in 6 months. Confidentof my credit standing sinceI’ve been a regular customerof 3 EMCOR branches inZamboanga in the past, butthe credit guys were askingme to issue post-datedcheques for the simple rea-son that, according to them,is that I am a busy man dueto my job and hectic sched-ules.

Brought the matter tothe attention of EMCOR of-

fice in Bajada and whilesome guys there are sympa-thetic to my predicament,they can’t do nothin’. I waseven trying to bring this issueto their regional manager,Grace Fernandez, throughher secretary, I supposed –during my telephone con-versation – but all I get wasan apology from the soft-speaking secretary, and not aword from their manager.

It was really very disap-pointing and the decision torequire me to issue post-dated cheques seems toomuch for an old customer. Ieven asked the guys over atSan Pedro if all customers arerequired to issue post-datedcheques and they say “no, it’snot, but it’s a case-to-case ba-sis and you are a busy man.”

I did not know that be-ing a busy man is now a validreason for them to requirepost-dated cheques. I guessthe credit manager and hisstaff should undergo re-fresher courses on credit andcollection guidelines. Notonly they lost a valued cus-tomer, their decision wassurely a poor judgment.

Anyway, thanks toAbenson Appliances atNCCC in Matina, and thepeople there offered me aPanasonic refrigerator pay-able in 12 months – and good

as cash! But I got to enjoy theP1,000 discount for straightpurchase. ThanksAbenson...and forget aboutEMCOR, it’s a pain in the ass!

Letters to the Editor: Releasing prisoners innon-bailable crimes; the Enrile precedent

Dear Editor,It is claimed that the

courts have the discretion

to grant bail in non-bail-able offenses. Note,though, that it’s Congress,

exercising its constitu-tional power to legislate,that determines whichcrimes are bailable andnon-bailable.

If the law is clear, itneeds only to be applied,not interpreted, more sowhen the law sets no ex-ceptions. May the SC judi-cially legislate and im-pose its own exceptionswhen a penal law is clearas to its scope and appli-cation?

Is the matter of bail asimple Remedial Law pro-cedure that is reservedonly to the Judiciary todetermine? As we con-sider the pro hac vice bailruling of the SC in thecase Enrile, let’s not forgetthe thousands of old, sick,mentally disturbed andhopeless inmates lan-guishing in our hellishprisons nationwide.

If we follow the SC’sapplication of humani-tarianism in the case ofEnrile, shouldn’t the Judi-ciary now take the proac-tive stance of studying therelease of these sufferingand dying inmates?

That is, if the SC be-lieves that discriminationhas no place in our justicesystem.

Report good performing civil servantsCEBU CITY - The Civil Ser-vice Commission (CSC)has called on the public toreport good performinggovernment agencies orindividuals as part of itscampaign to promotetransparency and showappreciation to civil ser-vants.

Prolaine Daclan, CSCHuman Resource Special-ist, said it will be inspiringthe rest of the civil servantswhen they hear also of re-ports of fellow governmentemployees whose worksare being appreciated.

Daclan said the CSC isnow receiving thousandsof reports of various agen-cies since the start of the

more accessible feedbackand complaint mecha-nisms. “However only onepercent of these reports arepositive ones, the rest arecomplaints,” Daclan said.

In Central Visayasalone, Daclan said the CSCreceived around 50 reportsand this tripled in 2015.

Most of these com-plaints, according to her,were from those agencieswith higher density clientssuch as the Land Transpor-tation Office, National Sta-tistics Office, Registry ofDeeds, among others.

“That’s why we call onthose who catch govern-ment employees doing agood job to please tell us

because we will documentthem,” Daclan said.

Myra Fortuna, CSCspokesperson, also said rec-ognizing good perfor-mances of civil servants arehighlights of next month’s115th year celebration of thePhilippine Civil Service.

She said they will giveout Honor Awards and Sealof Excellence for govern-ment agencies. Negosyo Centers in Cebu get huge supportCEBU CITY – The Depart-ment of Trade and Industryhas launched “NegosyoCenters” in Cebu which aimsto catalyze small mediumenterprises to grow, com-pete, and excel.

DTI said has the supportof local governments inCebu, including the busi-ness sector. It said theNegosyo Centers envision toprovide general business ad-visory and capability devel-opment services to the localwould-be and existing mi-cro, small and medium en-terprises.
