In a propaganda video released by the Abu Sayyaf and picked up by international and local media, more than two dozen gunmen - includ- ing child warriors - led by rebel leader Isnilon Hapilon were seen hiking in the hinterlands of Basilan while chanting the “Dawlah Islamiyah (Islamic State)” after which they recited an Ara- bic script of bayah or pledge of allegiance. Thousands of civilians flee homesafter deadly rebel attacks

SULTAN KUDARAT –Thousands of civiliansremain in differentevacuation areas insouthern Philippines fol-lowing recent attacks byseparatist rebels on mili-tary posts.

Many civilians wereafraid of returning homesfor fear that rebels wouldlaunch another attackson the military or villag-ers in Sultan Kudaratprovince as well as innearby Maguindanao,one of five provinces un-der the restive Muslimautonomous region.

About a dozen peoplehad been killed in attackslaunched by the

Bangsamoro IslamicFreedom Fighters (BIFF)who are fighting for theestablishment of a strictIslamic state in southernPhilippines.

The rebels alsopledged allegiance to theIslamic State of Iraq andSyria and have attracteda number of sympathiz-ers and recruits, althoughthe army continues todownplay the capabilityof the BIFF to launch amajor assault.

The army had theBIFF on the run followinga massive campaign lastyear, but the rebels man-aged to regroup andrecruit more members

and armed them with au-tomatic weapons boughtfrom illegal gun dealers.

There were sugges-tions from various groupsto open peace talks withthe BIFF, whose memberswere mostly former guer-rillas of the larger MoroIslamic Liberation Frontwhich signed a peacedeal with Manila in 2014.

But many BIFF mem-bers were alsoradicalized with links toMalaysian and Indone-sian jihadists beingcoddled by rogue MILFcommanders in thetroubled region. (With areport from markNavales)

In 2001, Misuari’sloyal forces and formerMNLF rebels who joinedthe Philippine Army fol-lowing the September1996 peace deal with Ma-nila, attacked a keymilitary base in Jolo townand civilian targets inZamboanga City in an ef-fort to stop thegovernment from callingan election in the Muslimautonomous region inMindanao where Misuariwas then the governor.

Misuari then escapedby boat to Malaysia,where he had been ar-rested and deported tothe Philippines and waseventually pardoned andreleased by PresidentGloria Arroyo in exchangefor MNLF support to herelection bid as well as her

allies in the Senate andCongress in 2004.

But Misuari was alsoousted by his Foreign Af-fairs chief Parouk Hussin,who along with MusliminSema, a senior leader;and other senior leaders,made up the so-calledCouncil of 15.

Sema’s group previ-ously appointed Misuarias chairman emeritus,but he rejected the posi-tion. Sema had criticizedMisuari for dragging theMNLF into disarray. TheCouncil of 15 also ac-cused Misuari of beingincompetent as governorof the Muslim autono-mous region inMindanao.

Misuari’s fall had se-verely affected the MNLFwhich is now heavily di-vided and rift among itsleaders is becoming moreapparent. Misuari alsoran thrice for governor inSulu province even whileunder detention, but lostmiserably. (Mindanao Ex-aminer)

BFAR-ARMM implements sardine fishing banin Sulu Sea and Basilan Strait until March

COTABATO CITY – To allowsardines to spawn freely, theBureau of Fisheries andAquatic Resources in theAutonomous Region inMuslim Mindanao (BFAR-ARMM) is strictlyimplementing a three-month closed season forsardine fishing in the SuluSea and the Basilan Strait.The closed fishing seasonwould last until March.

“The annual ban is in-tended to conserve thepopulation of (sardines),”Jerusalem Abdullahim,chief of the Fisheries Regu-latory and LawEnforcement Division ofBFAR-ARMM said.

Pursuant to Section 2 ofRepublic Act (RA) 8550, orthe Philippine FisheriesCode of 1998, sardine fish-ing in the area, whichcovers the waters of EastSulu Sea, Basilan Strait, andSibuguey Bay is tempo-rarily suspended to giveway to the fish species’spawning period. The banalso includes the selling,buying and possessing ofsardines caught within theconservation area.

The area closed to sar-dine fishing coversapproximately 6,481.80square miles in nauticalterms, or 22,260.36 squarekilometers. For the fourthconsecutive year, the Fish-eries bureau conducted theannual ban in the area dur-ing the sardine spawningperiod that starts in Decem-ber and ends in March.

Abdullahim reiteratedthat the measure will helpincrease sardine stockswithin the closed sardinefishing area. “Our office(BFAR-ARMM) has de-ployed patrol vessels in theisland provinces in collabo-ration with the PhilippineNavy, Coast Guard andMaritime Police to enforcethe closed season,” headded.

Under Section 86 of RA10654, violators of the fish-ing ban will be penalizedwith confiscation of catchand gear, and an adminis-trative fine equivalent tofive times the value of thecatch, or a penalty rangingfrom P50,000, for small-scale commercial fishing,to P5 million for large-scale

commercial fishing.The waters of

Zamboanga and the islandprovinces in the ARMM,specifically Sulu andBasilan, are not the only ar-eas where sardine fishingban has been imple-mented. BFAR alsoreinforced a sardine closedseason in the Visayan Seaand its surrounding wa-ters.

The country’s largestconcentration of sardinesis in the Zamboanga Pen-insula, Sulu Sea and theBasilan Strait. These watersare also spawning groundsfor yellow fin tuna andother tuna-like species.

Based on data from thePhilippine Statistics Au-thority coveringJuly-September 2015,ARMM produced 1,328.17metric tons of Indian sar-dines, or ‘tamban’. As ofJanuary 6, data fromBFAR’s national officeshowed ARMM has221,784 registeredfisherfolks out of the na-tionwide total of 1,645,013fisherfolk. (Bureau of Pub-lic Information)

Gov't prosecutors, NBI now have own edifice in Sulu province

SULU – Government pros-ecutors in the southernPhilippine province ofSulu now will have theirown edifice which alsohouses the office of theNational Bureau of Inves-tigation.

The two-storey build-ing in the capital town ofJolo was funded by theSulu provincial govern-

ment and inaugurated onJanuary 12 by GovernorTotoh Tan and other gov-ernment officials led byVice Governor Sakur Tanand municipal mayorHussin Amin.

The ceremony wasalso attended by policeand military officials andleaders of the businessand religious sectors in

Sulu.Judge Alsad Alfad, Jr.,

of the Regional Trial Courtand Fiscal Annie MarieLedesma, together withlawyer Alkhaisar Saydil,the provincial prosecutorand other members of thejudiciary, praised the Sulugovernment for the newbuilding, saying, it willhasten the hearing of

court cases and providebetter services to the pub-lic.

The National Bureauof Investigation alsothanked provincial offi-cials for allowing it tooccupy at least 2 rooms inthe edifice for use in offi-cial transactions.

Governor Tan said theproject is part of the com-

mitment of the provincialleadership to bring gov-ernment services closer tothe people. The new build-ing was only one of manyinfrastructure projects ofthe provincial governmentin an effort to hasten eco-nomic progress, peaceand development and sta-bility in Sulu.

El Niño, rat infestationsplague Cotabato provinces

KIDAPAWAN CITY –Nearly 2000 hectares offarm lands have been at-tacked by rats insouthern Philippines andagriculture experts haveblamed El Niño for theinfestation that is nowplaguing at least 4 townsin South Cotabato prov-ince.

And the damage toagricultural lands nowruns into millions of pe-sos – at least P13 millionworth of rice and corncrops, according to theofficial Philippines NewAgency. The governmentis doing to control the ratinfestation in the townsof Tampakan, Tupi,Polomolok andTantangan which is thehardest hit by the attacks.

Justina Navarrete, theprovincial agriculturist,said in Tantangan alone,an estimated 1,000 hect-ares of crops have beendamaged. Navarrete said theyhave also launched afood-for-work programwhich provides one kiloof rice to farmers for ev-ery 10 rat tails they turnin. But the problems donot stop there as blackbugs and worm infesta-tion were also reported inat least 2 more towns –Surallah and Banga inSouth Cotabato – and inKoronadal City and this isexpected to worsen in thecoming weeks because ofthe drought, Navarettetold the news agency. Just this week,Zamboanga City also de-clared a state of calamitydue to El Niño.Zamboanga City MayorBeng Climaco said thedry spell has affected thelocal water supply. Wateris now being rationed inmany areas inZamboanga after thePasonanca diversiondam reached criticallevel due to the dry spell.

She said the local Di-saster Risk Reductionand Management Coun-cil recommended thedeclaration of the state ofcalamity to allow theZamboanga City WaterDistrict to use its calam-ity to mitigate the effectof El Niño.

“Given the continu-ous decline in the waterlevel, the water firm’s ca-lamity fund could not beaccessed unless a state ofcalamity is declared bythe local governmentthrough the City Councilupon the recommenda-tion of the CDRRMC,”Climaco said.

The City Council ap-proved this on January 12.

The Abu Sayyaf is nowusing the Daesh flag and alsothe Khilafah IslamiyahMovement and other radicalgroups in Lanao del Sur, alsoin the Muslim autonomousregion where local militantsof the Ghuraba (Strangers) -both the Ghuraba and

Khilafah Islamiyah Move-ment are headed by a leadercalled Humam Abdul Najid,who was implicated in the2013 Cagayan de Oro Citybombings.

In October 2014, thejihadists Ghuraba hadclaimed that they estab-lished the Khilafah aftercourting other radicaljihadists in the South to vowtheir allegiance to the Mus-lims’ caliph al-Baghdadi.

The Ghuraba is report-edly harboring foreignmilitants, including an agentof the Jama'at al-Tawhid wal-Jihad, a group believed to bethe original name of now in-famous international threatgroup ISIS.

2. Istrok – Kapagtumaas ang presyon,posibleng pumutok angugat sa utak. Ang tawagdito ay brain hemorrhagena madaling makamatay.

3. Atake at sakit sa puso– Narinig mo na siguro namay taong inatake sa pusopagkatapos magalit.Sobrang stress po angdahilan nito.

4. Pagdurugo ng mata- Maraming pasyente naang nabulag ang matadahil sa matinding galit.Pumutok kasi ang ugat nilasa loob ng mata.

RECIPE: Sweet Orange Chicken

In a large saucepan, combine thechicken broth, orange juice, zest, vinegar, soy sauce, brown sugar, garlic, gingerand cayenne pepper; whisk until the sugar is fully dissolved. Measure out ¾ cup ofthe mixture and pour it into the bag with the chicken; press out as much air aspossible and seal the bag, making sure that all pieces are coated with the mari-nade. Refrigerate 30-60 minutes, but no longer.2. Bring the remaining mixture in the saucepan to a boil over high heat. In a smallbowl, stir together the cornstarch and cold water; whisk the cornstarch mixtureinto the sauce. Simmer, stirring occasionally, until thick and translucent, about 1minute. Off the heat, stir in the orange peel (if using); set the sauce aside.For the coating1. Place the egg whites in a pie plate and beat with a fork until frothy. In a secondpie plate, whisk together the cornstarch, baking soda and cayenne until combined.Drain the chicken in a colander or large mesh strainer; thoroughly pat the chickendry with paper towels. Place half of the chicken pieces in the egg whites and turn tocoat. Transfer the pieces to cornstarch mixture and coat thoroughly. Place thedredged chicken pieces on another plate or a baking sheet.2. To fry the chicken, heat the oil in an 11- to 12-inch dutch oven or straight sidedsauté pan with at least 3 qt. capacity over high heat until the oil reaches 350° on aninstant read or deep fry thermometer. Carefully place half of the chicken in the oil;fry to golden brown, about 5 minutes, turning each piece with tongs halfwaythrough cooking. Transfer to a paper towel lined plate. Return the oil to 350° andrepeat with the remaining chicken.3. To serve, reheat the sauce over medium heat until simmering, about 2 minutes.Add the chicken and gently toss until evenly coated and heated through. Serveimmediately (with steamed broccoli and white or stir-fried rice).

TAWI-TAWI – Touristswho visited the islandprovince of Tawi-Tawi insouthern Philippines in2015 spent close to P1billion and the Depart-ment of Tourism in theAutonomous Region inMuslim Mindanao (DOT-ARMM) said it recorded atotal of 55,085 foreignand domestic visitors inthe province – a 14.3% in-crease in number fromthe previous year andposted some P965 mil-lion in gross tourismreceipts.

Over 48,189 touristscame to the province forholiday or business pur-poses. Tawi-Tawi is thesouthernmost provincein the country and coverssmall islands in the SuluSea and to the northwest,the Cagayan de Tawi-Tawi Island and TurtleIsland.

To connect Tawi-Tawi’s islands and urbanareas, the ARMM govern-ment is building moreroads in the province. Forinstance, ARMM’s PublicWorks and Highways(DPWH-ARMM) has ear-marked P55 million forthe construction and de-velopment of Tawi-Tawi’sfamous peak, BudBongao.

Tourism projects inBud Bongao include amulti-purpose hall, aview deck, a stationpoint, a concrete path-way, a parking area, anda billboard. “After the de-velopment of Bud

Bongao, tourist arrivalsand gross receipts inTawi-Tawi, will furtherincrease,” said Engr.Marites Maguindra,ARMM’s Tourism depart-ment (DOT-ARMM)Secretary.

Sec. Maguindra saidDOT-ARMM will developecotourism packages inTawi-Tawi and some ofthe activities to be pro-moted are scuba diving,island hopping, and vis-its to local communities.

Among the province’smajor tourist sites are thePanampangan Island,the white beaches in themunicipalities of Sapa-Sapa and Sitangkai,Boloboc Cave in Sanga-Sanga Island and TurtleIsland.

Meanwhile, officialfigures from ARMM’sTourism departmentshowed a total of 192,307visitors in 2015 with P3.4billion in gross receipts.In 2014, tourist arrivalswere placed at 168,178with gross receipts ofP2.9 billion. The figuresshowed a significant in-crease of 14.3% in touristarrivals and 17.2% ingross receipts.

Based on the regionalTourism department’sannual report, much ofthe increase came duringthe last quarter of theyear especially duringthe Agal-Agal Festivaland Sheikh KarimulMakhdum. The region iscomposed of the main-land provinces of

Maguindanao and Lanaodel Sur and the islandprovinces of Basilan,Sulu and Tawi-Tawi.

The estimated grossreceipts from tourism inthe region were generatedfrom cultural and nature,sun and beach, divingand marine sports, andother relevant events.“The achievement is be-cause of the beautifulbeaches, scenic spots andthe improved securitymeasures in the region,”Sec. Maguindra said.

Engr. Don MustaphaLoong, DPWH-ARMMSecretary, said his office isproviding assistance tothe tourism industry withthe construction of accessroads to various sites inthe region. To strengthentourism linkages, theDOT-ARMM gatheredhundreds of tourism of-ficers and industryplayers across the regionfor a tourism assemblyheld last year.

“It’s more fun inARMM, so tayo mismoang dapat maunangmagdevelop nito dahiltayo lang sa ARMM angmakakapagsabi nito (It’smore fun in ARMM thus,we should be the firstones to develop this sincewe are the ones who knowthis well),” Sec.Maguindra said. “With allthe efforts of the ARMMgovernment, we are con-fident that we will exceedour tourism achieve-ments this year.” (Bureauof Public Information)

El Niño wreaking havoc in ZamboangaZAMBOANGA CITY – InOctober last year, the De-partment of Agriculturesaid Western Mindanaoin southern Philippines isstill free from the effectsof global weather phe-nomenon called El Niño,but it continues to moni-tor the oceanic andatmospheric conditionsthat could bring dry spellin the region.

And three monthslater, Zamboanga Cityhas declared a state of ca-lamity after its water levelin the dam continues togo down and is now incritical level forcing thelocal water utility firm toenforce ration in manyvillages.

“So far, we are still ex-periencing rainfalls,although we expect ElNiño to begin this Octo-ber and probably untilJanuary next year and sowe are closely monitor-ing the weather

conditions, but we arebelow normal conditionnow though we cannotfeel it because of the con-tinued rainfalls in thepast weeks,” she said thisin October and true toher words, El Niño ishere.

This was also con-firmed by the PhilippineAtmospheric, Geophysi-cal and AstronomicalService Administrationwhich reported a signifi-cant increase in seasurface temperaturesince April last year.

El Niño is character-ized by unusually warmocean surface tempera-tures in the central andeastern equatorial Pacificand could affect the nor-mal rainfall pattern in thecountry generally result-ing in reduced rainfall.

Weather experts saiddifferent parts of thecountry may experiencevarying rainfall impacts.

Edgar Tabal, of theRice Program Division ofthe Department of Agri-culture, said other areasin the country may bereeling from the effects ofwarm weather. He saidthere are at least 120,000hectares of rice farmsand over 136,000 hect-ares of lands planted withmaize in westernMindanao, aside fromcoconut plantationswhich can withstand theeffects of El Niño, but co-conut scale insects.

“As the water level atthe Pasonanca diversiondam has reached criticallevel due to the dry spell,the City Council during itsmaiden session Tuesdayapproved the declarationof Zamboanga City undera state of calamity,”Climaco said.

She said the local Di-saster Risk Reduction andManagement Councilrecommended the decla-ration of the state ofcalamity to allow theZamboanga City WaterDistrict to use its calam-ity to mitigate the effect ofEl Niño.

“Given the continu-ous decline in the waterlevel, the water firm’s ca-lamity fund could not beaccessed unless a state ofcalamity is declared bythe local governmentthrough the City Councilupon the recommenda-tion of the CDRRMC,”Climaco said. (MindanaoExaminer)
