As the 2010 legislative session dragged on, GVCC leaders worked hard to stay on top of issues and speak out on behalf of members on everything from the Columbia Crossing I-5 bridge project to the impending tax

hikes, economic development funding, the sales tax exemption repeal and other matters of importance to local business. It was a tough session for all involved. But in the end, the business community was very well represented with the Chamber even getting a full half-hour meeting with Governor Gregoire prior to the special budget session. Despite challenges, our voice in Olympia this year was strong. That is just the beginning, however. Now that the session is over it’s time to roll up our sleeves and work even harder for the next go ‘round. The economy will improve. Business will pick up. The state will recover. But the Greater Vancouver Chamber of Commerce isn’t willing to wait. We’re always looking for opportunities to help our members be successful NOW. Regardless of the economy, woeful employ-ment figures, or the like. By remaining steadfast and engaged, we can make a difference now. When we do find ourselves in the midst of the economic upswing that’s certain to happen eventually, you, our members, will already be light years ahead of the game and in very good company. There couldn’t be a subject that I know less about than golf. I have golfed 18 holes ONCE in my life.It seemed like a nice way to get a walk in, coupled with 20-30 temper tantrums between myself and the other

three rookies. I’m more of a sky diving, scuba diving, mountain hiking kind of sportsman. Most people that say that they only want to cover up the fact that they are bad golfers, which is highly probable in this case.

Now on to some other issues that I can discuss intelligently. Recently I received an e-mail from a Chamber member who was surprised to see and hear that the Chamber had taken a position on the repeal of the sales tax exemption for out-of-state shoppers. The member didn’t think the Chamber should be involved in political issues. I realized at that point that we had not done a good job of explaining what the Chamber is all about and what we do to ensure a “business friendly” environment in this community.

To be honest, when I joined the Chamber staff, I wasn’t exactly sure what the role of this organization was, but I knew they had it figured out when it came to networking and some other services such as the Retrospective Ratings program known as Retro (Workers’ Comp premium rebates for members). I also knew that the Chamber fought against the B&O tax several years back, but I really didn’t understand the depth that this organization has for dealing with legislative issues an behalf of the business community.

Fighting for a business friendly community is probably one of the most critical issues that we can tackle for our members. Without that environment, we wouldn’t have to worry about special services or networking opportunities, as there would be no business to promote.

Why is a rail project so important to bringing new jobs to Clark

County? It’s like opening a jammed windowtoincreasetheflowofair– and business, in and out of the Port of Vancouver.

The West Vancouver Freight Access rail project is one of the region’s most effec-tive ways to re-energize the economy and create jobs. This $137 million proj-ect will help generate between 1,000 and 2,000 new jobs, while priming another 1,900 jobs to support, design and build it. Businesses and custom-ers at the port have plans to ship more cargo by rail, and new companies are eyeing the port’s rail connections –in large part due to the rail improvements now under way.

The project also means more cargo for trade with countries all over the world. The port relies on rail to transport more than 70 percent of its cargo, and has plans to increase that to over 80 percent in the future. With access to both BNSF RailwayandUnionPacificRailroadservice, international customers are connectedtothemostefficienttrans-portation network in the country.

traveling from as far away as Houston and Chicago, up to the Puget Sound.

Thefirstphasesoftheport’srailimprovements are nearly complete. Thefirstsectionwasconstructedin2008 to relocate a rail line that bisected the City of Vancouver’s future west waterfront. Today, 100 workers are busy constructing rail track at the port’s new Terminal 5. Due for comple-tion this June, this new section of track will allow the port to bring in “unit trains” that are nearly a mile and a half in length.

With some of the most intensive work ahead, the port will need to relocate grain silos, a malt house and a mineral loading facility in order to lay new tracks into the port. A new access line that carries trains underneath thecurrentUnionPacificrailbridgealong the Columbia River will also be constructed.

New tracks at Terminal 5 have already attractedtheport’sfirstcustomer.Key-era Energy, a local propane distributor will be relocating its facility to T-5, with plans to lease four acres to receive and distribute propane. The port is work-ingtofindmorebusinessandattractnew customers as the rail project is completed.

Sen. Maria Cantwell, D-Wash. attended a Chamber luncheon April 6 where she discussed economic policy and other is-sues. She also toured the Port and prom-ised to push federal lawmakers to create a national freight strategy that includes dedicated funding for project such as the ones described above.

Multimodal freight transportation must become a national priority, Cantwell said, especially in light of President Obama’s goal to double exports from the U.S. within five years.

Port officials said if Cantwell succeeds in getting dedicated funding, they will seek $25 million for the freight access project.

President & CEO, announced the GVCC has joined a statewide alliance offering an employee benefit program through Associated Employers Trust (AET).

“Approximately 80 percent of our Chamber members are small- to medi-um-sized businesses,” Kim Capeloto explained, “providing affordable health-care employee benefits is rated as one of our members’ top business concerns. We are so pleased that – through our alli-ance with AET – we will now be able to give our members the buying power and affordable options they need to attract and retain a quality workforce. And in the process, we’re helping our small businesses succeed.”

The Greater Vancouver Chamber of Commerce (GVCC) announced that

the membership has unanimously elect-ed three nominees to the GVCC Board of Directors.

The new directors are: Winston Asai, Vice President – Finance and Administration & CFO, Columbia Machine; Jonathan Avery, Chief Administrative Officer, Legacy Salmon Creek Medical Center; and Kristy Weaver, Senior Vice President and Southwest Washington Team Leader, Pacific Continental Bank.

Kim Capeloto, GVCC President & CEO said, “We are thrilled that Winston, Jonathan and Kristy accepted the nomi-nations and that our members agreed. These new members will further expand the depth and breadth of expertise, business knowledge & experience, and community commitment already represented by current GVCC Board members. We thank them for their service and look forward to their partici-pation in this dynamic organization.”

The newly elected members will serve three-year terms.

Associated Employers Trust, founded in 1952, is headquartered in Spokane, Wash. “AET was established as an inno-vative alternative for small employers to purchase medical coverage,” offered Senior Vice-President Ted Blotsky. “Since then, the Trust has grown to offer numerous benefit plans covering medical, dental, vision, life insurance, disability, wellness, long-term disability, accidental death and dismemberment and more.”

According to the Bureau of Labor Statistics, in January 2010, a ratio

of 5.5 workers competed for every job opening. With all of the competition for jobs out there, more and more applicants may be tempted to “enhance” their resumes and credentials during the hiring process. It has always been a good idea to confirm information from job candidates, but with the current economic climate, it becomes even more important.

Key areas to identify include work experience, education, and reasons for leaving a former employer. Typical methods for verification involve refer-ence checking and background checks. Under specific circumstances related to key job functions, credit checks may be appropriate as well.

It is recommended that reference and background checks be conducted as part of a thorough recruiting process. Typically verification efforts occur later in the process with finalist candidates in order to contain costs and save time. It is appropriate to advise applicants early in the process – perhaps within the application and/or job posting itself – that references/background checks are conducted prior to hiring. Another help-ful application statement communicates that providing false information during

the application/hiring process is grounds for either invalidating an offer or dismissal.

Beware of potential legal pitfalls. There are state and federal laws that need to be considered before moving forward with the verification process, including: Fair Credit Reporting Act; Federal and State Fair Employment Practice Laws/Non-Discrimination; state credit check laws; state inquiries regarding criminal records laws.

■ First Independent’s Board of Directors announced it has appointed executive vice president and chief operating officer Jeanne Firstenburg as bank President. The bank’s former president, Bill Firstenburg, will remain CEO and chairman of the board.

■ Identity Clark County recently elected to leadership positions Board Chairman Scott Horenstein, Vice-Chairman Lisa Lowe, Secretary Pat Sheaffer, and Treasurer Keith Wallace. In addition, Matt Olson, President and CEO of Robertson Olson Construction, Mark Feichtinger, Partner in Stoel Rives, Brad Carlson, President of Evergreen Memorial Gardens and Steve Kenny, President and CEO of Columbia Credit Union were elected to the board. ■ Member MacKay & Sposito, Inc. (M&S) announced that Matt Faulkner, PLS has recently passed his Certified Federal Surveyor (CFedS) exam, joining only 300 surveyors in the nation. The CFedS is a federal surveying program that provides extensive training for Professional Land Surveyors in dealing with federal survey processes, and surveying of tribal lands. Faulkner, located in the Vancouver, WA office has been with M&S since 2007, and has 10 years of surveying project manage-ment experience.

■ Barbe West, director of the Free Clinic of Southwest Washington, and Community Services Northwest’s Wellness Project has received the 2010 Clark County Public Health Commun-ity Award. West was

recognized in the individual category for her leadership in health care delivery and tireless efforts to address the root causes of poor health. She previously served as president of Kaiser Permanente’s Northwest region and executive director of Community Choices, where she led the Steps to a Healthier Community grant.

■ Debbie Picard has accepted a new position with the Vancouver USA Regional Tourism Office as Convention Sales Manager. Picard has been with the organiza-tion for just over two years focusing on tour-

ism development and group tour sales. As Convention Sales Manager, she will be responsible for generating leads and bringing meetings, conventions and group tours to Vancouver Washington and Clark County.

■ Scott Milam has been named as the interim executive director of The Vancouver Symphony Orchestra, Betty Sue Morris, VSO Board Chair, announced today. Milam returns to the position he held June

through November of 2009 while a search was conducted for an executive director. Milam has been a VSO Board member since 2008 and is a principal in Milam-Imse Consulting, founded in January 2010 and in which he continues. Over the past twenty years, Mr. Milam has worked as a senior manager in the Northwest, highlighted by positions as executive director of the Salvation Army and district manag-er and manager of sales and marketing of NW Natural.

Making Headlines ■ Serenity Lane Health Services has opened its Vancouver outpatient facility. The facility is Serenity Lane’s first Washington state site. Its staff includes long-time Chamber volunteer, Shirley Madison, CCDC, CDP. Shirley is a Washington substance abuse treatment professional. Shirley has been active for more than 18 years.Located at 4305 NE Thurston Way, Suite E, Serenity Lane-Vancouver provides assessments and outpatient treatment for alcohol and other drug dependencies. Treatment includes up to 24 months of recovery support as part of the intensive outpatient program. Serenity Lane-Vancouver helps patients who voluntarily seek treatment. The non-profit meets requirements for Washington’s deferred prosecution program. ■ The Port of Ridgefield Board of Commissioners voted unanimously April 28 to approve purchase of property at the southeast quadrant of Pioneer St. and S. 45th Ave., west of I-5. The purchase price of the property will be $4M spread out over the next 10 years. Of that, the seller has committed to reinvesting at least $1M into property within the port district with-in the next 24 months. The parcel, 17 acres owned by Elie Kassab, will be combined with 13 adjacent acres owned by the port, into a single 30 acre plot of developable land. Initial plans for the property call for preparation of the land and the installation of infrastructure, while marketing the site to similar businesses as those targeted for the Discovery Corridor.

■ Jeff and Joyce Glaser announced that they are new owners of the Vancouver Hotrod Shop. The couple said they are dedicated to continuing to provide top shelf automotive restoration and customi-zation services under new ownership while retaining its beloved founder Lance Von Prüm.
