Description Bid Floor Cap of Negative 150 - TD 2/20

ISO Actions

ISO will manually lower the load forecast ISO to create over generation conditions in ISO control area such that the system price goes down to around negative 150.

SC Actions

MP’s to submit bids on desired resources between the previous bid floor of negative 30 and the negative 150 bid floor. MP’s should also attempt to submit bids below the negative 150 bid floor.

Expected Outcome

Resources dispatched by the real time market, resolving the over generation condition economically. SIBR should not allow MP’s to submit bid segments priced below the negative 150 bid floor. MP’s should observe that dispatches for their resources are consistent with their bid prices.

Anticipated Settlement Outcome

Since the LMP is negative, market participants will see how the negative bid price will work with the negative LMP in the bid cost recovery. CC# - 6620, 6470 and 6460
