Committee for Action in Politics (CAP) Update

In this extremely important election year, Pennsylvanians will elect a governor, 25 of our

50 state senators, and all 203 of our state representatives. These people will determine

our future—they will set the funding rates for our state-owned PASSHE universities, they

will make the laws that make it possible for unions to exist (or not), they will make laws

that either gut or enhance our pensions, and they can create new laws that affect almost

any aspect of our work. There is a direct link between who makes the decisions in

Harrisburg and retrenchment. I cannot underestimate how important it is to be politically

involved, especially this year.

One way you can make your voice heard is by donating to CAP—APSCUF’s lobbying arm.

This is the best donation you can make. The CAP Committee, made up of one leader from

each campus, works hard on our behalf: they create questionnaires for political

candidates (254 candidates this year!), send them out, and then review and rank each

person’s answers. They look at voting records. They interview candidates in person. Only

after doing all of this research do we make endorsement recommendations to state

APSCUF.

In making its endorsements, APSCUF CAP only considers issues that are relevant to the

union, which is a comfort to me. You may be a liberal and want stricter environmental

restrictions. You may be a conservative and want candidates who support your stance on

abortion. Those issues matter, but they do not come into the discussion with CAP. CAP

looks for candidates who support public higher education in real and relevant ways. They

look for candidates who are not seeking to bust unions, candidates who see the right to

organize as important for workers. The CAP Committee endorses both Democrats and

Republicans, and actively works to create good relationships with all of our elected

officials.

You can donate to CAP in two ways, and we hope you will do both this year. First, you can

assign your $25 APSCUF “rebate” to CAP. This “rebate” is the primary way CAP raises funds, so

please be sure that you are making this minimal donation to the cause. Second, you can fill out

the sheet below to assign a small part of your pay to CAP. You can give $3 a pay, or any

amount you wish. (I like the number $15.) You can increase your giving now for this important

election and then reduce it later. You probably won’t miss this money, but with each dollar

you give, you will empower our union to have a stronger voice in Harrisburg. Every single

penny you donate goes to supporting candidates who support your union and your livelihood.

Every penny goes to people who support our work and our universities. None of the money

gets wasted. We seek good politicians from both parties. You can make a donation to CAP by

filling out the donation form below, and sending it to the APSCUF Office today!

FACULTY ACCOMPLISHMENTS

Dr. Jannis Floyd and Professor Rick Lucero, associate professors in the Education and Special

Education Department at Mansfield University presented at the Division for International

Special Education and Services (DISES) Conference at the University of Minho in Braga,

Portugal on July 15, 2014. Their poster session focused on effective practices for teaching

children from diverse ethnic and linguistic backgrounds. The conference provided

opportunities for the participants to visit local educational, cultural and historical sites in the

region. Floyd and Lucero also wrote an article entitled “Effective Teaching Practices for

Teaching Children from Diverse Ethnic and Linguistic Backgrounds” for the conference

presentation. This article was published in the conference proceedings eBook.

Granpa Phil: A Classroom Note on the Duality Properties o f Various Transforms in Differential

Equations. (Accepted). Mathematics and Computer Education Journal, 2014. ISSN: 0730 – 8639.

Kristen Decker was selected to be the chair of the NCAA Softball Committee.

Dr. Justin Crowl, an assistant professor in the Criminal Justice Administration Department, is

working on a quantitative study that examines, through a comparative analysis of two

samples, the relationship between student perceptions of the police and fear of

crime. Publication in a peer-reviewed journal will be sought once the study is complete. Dr.

Crowl also recently joined the Board of Directors for the Big Brothers Big Sisters program of

Bradford County.

FACULTY ACCOMPLISHMENTS

Dr. Shaker Ramasamy and Dr. Michele Conrad have received a $34,000 grant to study the effect of

hydro fracking on the water quality in the county. Four students will be involved in the research

project. This third phase of the study will commence late spring 2015.

Peggy Dettwiler, Director of Choral Activities, presented two interest sessions entitled "Overtone

Singing as a Choral Art" at the World Choral Symposium in Seoul, Korea, in August. She

collaborated with overtone specialist, Stuart Hinds, from Lubbock, Texas, for both presentations.

Dettwiler and Hinds have worked together on the topic for six years, and the Mansfield Concert

Choir has sung three of Hinds compositions for choral overtone singing. Approximately 1,000

delegates from five continents attended the 8-day conference.

In July, Peggy led 53 singers in the Mansfield University Concert Choir on their seventh European

Tour, traveling to Germany, Poland, Lithuania, and Latvia, where they participated in the 8th

World Choir Games in Riga. The group won three gold medals and placed second among 16

choirs from 8 countries in the Spiritual Category and third among 23 choirs from 14 countries in

the Mixed Youth Choir Category. Almost 500 choirs from 61 countries attended the ten-day

festival.

The MU Horn Club is sponsoring the world-famous Turtle Island String Quartet for a two-day

residency at Mansfield University 9/29-30/2014. The quartet will perform a free clinic at Elmira

High School on Monday, September 29, and a free concert in Steadman Theater at 7:30 that

evening. The group will also give a clinic for MU music students (open to the public) on Tuesday,

September 30 at 12 noon, also in Steadman Theater.

OVERLOAD AND RELATED PAYMENTS

Overload and related payments must be submitted locally between now and by no

later than October 10, 2014.

Overload and related payments will be included in the October 31, 2014 pay, if

the schedule is followed.

If a faculty member has not received an overload payment in his or her October 31,

2014 paycheck, there are three likely possibilities: either (1) the faculty member has

not yet earned credit overload (see explanation below); or (2) the paperwork to au-

thorize the payment was not sent to your Payroll Office; or (3) your Payroll Office has

questions about the paperwork.

In any case, please keep in mind that the affected faculty member will have forty

(40) days from October 31 , 2014 to file a grievance if he or she has not received an

overload payment or disputes the amount paid. This means that such grievances

must be filed at Step Two of the Grievance Procedure by no later than December 10,

2014, in order to be timely.

Please remember that most faculty members who teach 15 credits in the fall do not

earn credit in the fall even if they are scheduled to teach 12 credits this spring, as

their workload could be modified to 9 credits in the spring, making them ineligible for

overload compensation. If the faculty member actually does teach 12 credits this

spring, he or she will have then earned the credit overload in the spring.

DISTANCE EDUCATION PAYMENTS

Distance education payment must be submitted locally between now and by no later

than November 7. 2014.

Distance Education payments will be included in the November 26, 2014

paychecks.

If a faculty member as not received a distance education payment in his or her No-

vember 26, 2014 paycheck, either the paperwork to authorize the payment was not

sent to your Payroll Office or your Payroll Office has questions about the paperwork.

In any case, the affected faculty member will have forty (40) days from November

26, 2014 to file a grievance if he or she has not received a distance education pay-

ment or disputes the amount paid. This means that such grievances must be filed at

Step Two for the Grievance Procedure by no later than January 5, 2014 in order to

be considered timely.

MEMBERS ONLY FORUM

The Members Only Forum has been upgraded. It still has all of same features, but

with an enhanced interface and easier registration. Members will continue to access

the forum in the same way via the Members Forum link in the upper right corner of

www.apscuf.org.

The APSCUF.org homepage has also been updated to advertise the forum upgrade.

There is one caveat. All members with active accounts will need to re-register since

this is a completely new platform. Registration is simple. Members can simply click

on the register button in the Members Forum; agree to the terms; and then

complete the registration information.
