Bernadette LAVENTUREfor Scrutiny Panel MemberBernadette has 22 years experience in bothcorporate and small business ventures aswell as running her own business.

She has been part of the Lib Dem team in Watford since 2007 and has been amember on Policy Development Scrutiny and Licensing as well as HealthScrutiny at Hertfordshire County Council. She joined the Cabinet in 2008, withresponsibility for Corporate Services, which includes scrutiny, performancemonitoring, customer services, communications and equalities.

Outside of the Council, Bernadette is a board member of the Watford Commu-nity Housing Trust and Audit Committee member for the same organisation.

“Scrutiny is a vital role if we are to maximise the resources and services thatthe LGA provides, which is there to help and support all councillors as well asinfluencing national policy. One of the LGA's top priorities for this year areefficiency and value for money and where better than to start at home withthis.

I have devoted much of my time to scrutiny roles and I believe that I canpositively contribute to this panel in order to ensure that the LGA continuesand improves its support to Lib Dem councillors in the challenging times wehave ahead of us.”

I have been a Liberal Democrat councillor for 16 years.

1993 - 98: Nottinghamshire County Council,

1997 - current: Nottingham City Council, Group Leader.

2007 - current: Nottinghamshire Police Authority.

I am a qualified accountant (Chartered Institute of Public Finance andAccountancy - CPFA). I worked in finance in various roles andauthorities for 12 years in local government (1978 - 1989).

I then spent just short of 17 years in the NHS (1990 - 2006). Firstly asAssistant Director of Finance at Southern Derbyshire Health Authority.I was part of the Finance Senior Management Team and was responsiblefor providing Internal Audit services for the Health Authority and anumber of Trusts and PCTs in Southern Derbyshire for the whole periodand, at different times, North Staffordshire and most of Nottinghamshire.

I then moved into the HR Dept, spending 10 years in projects andtraining - including Project Manager for the Year 2000 project for theHealth Authority and Project Manager for 5 PCTs for Agenda for Change(bringing in new job evaluation, pay scales, and performance reviewsystems across the organisations). During this time I was part of the HRSenior Management team.

I reported to Boards and Committees of the Health Authority, Trusts andPCTs on a regular basis in a number of roles throughout my NHS service,gaining an understanding of the strategic overview of a number ofdifferent organisations.

My variety of experience at strategic level will enable me to contributepositively to the Panel on the LGA.

It is natural to dismiss candidates thathave not tried before and to “makethem wait”.

Well, I’ve never stood for partyelection before but I have a wealth ofexperience! Not least of which is26 yrs council service since 1983 whenfirst elected to Southend BoroughCouncil, the fighting of two generalelections, a third pending, andnumerous roles in my local association.

I have been Leader of Southend Borough Council, both during twotier and as a Unitary Authority, Mayor, Leader of theLibDem group since 1994, sat on Police Authorities, regional Pan-els - Regional Cities East and more recently partnership boards.

I have never stood for party office before as I was fully employedas a Secondary School Teacher/Head of Business Studies for over32 yrs. This together with the local council kept me away fromParty posts. But I retired, early, in September 2008, went to Par-ty Conference for the first time for 32 years and have graduallystarted taking on additional activities not least of which is East ofEngland Regional Assembly Skills committee. I have recentlygained accreditation for parliamentary candidate assessment hav-ing earlier been added to the IDEA list of party peer assessors.

Councillor Leo MaddenResources PanelLeo Madden is an extremelyexperienced councillor havingbeen Leader of PortsmouthCity Council from 1994-2000and 2001-2.

In the 1990s Leo championed theestablishment of a ResourcesCommittee for Portsmouth CityCouncil to replace 3 sub committees.Leo went on to be Chair of Vice-Chair of this Committee until itsreplacement by the cabinet model.

Since 1991 Leo has been involvedin the budget-making process andcontinues to serve on the localworking group to establish thebudget for next year and beyond.

Leo is a strong advocate of seeking value for money and intransparency and accountability for all aspects of public life;particularly in the use of all resources.

From 1991-4, as part of a Lib/Lab pact, Leo chaired the PersonnelCommittee of Portsmouth City Council and served on other committees.

Leo has previously been a member of the Urban Commission andHuman Resources.

Low attainment inEducation, high number of teenagepregnancies. An increase in youth onyouth crimes – involving knives andguns. Regeneration failing because of alack of vision from Labour and now be-cause of the recession.

Problems that will get worse under a ToryGovernment. Lib Dems in local Govern-ment will be leading the fight for thepeople in our Cities.

Proud to call himself an adopted“Scouser” he is passionate about Liverpool andin particular, Old Swan, the ward he represents.His personal cultural and tourism interestsinclude a recording studio, hotel, offices and aconference venue/bar.Gary is the Cabinet Lead for Enterprise and Tourism (and Culture) atLiverpool City Council. Why I am standing

I believe that the party is great at supporting local parties to winseats at a local level but I feel we can do a lot better in supportinggroups when they look like taking over the Leadership of aCouncil.If elected, in addition to the manifesto pledges below, I will use myposition to argue for, and promote, more measures to support,develop and train groups who are likely to be in a position ofleadership or significant opposition roles on a Local Authority.

Carl is part of the Lib Dem team in Hull thathas gone from one councillor out of sixty in1997 to thirty four today. In 2002/03 he wasexecutive member for lifelong learning, waselected Leader of the Opposition in 2005 andwas elected Leader of the Council in 2006.

ZOÉ PATRICKYour Number 1 Choicefor the LGA Board for

Community Well-being

Zoé Patrick is Leader of the Liberal Democrat groupon Oxfordshire County Council and Leader of theOpposition. She is also a member of the LiberalDemocrat controlled Vale of White Horse District

Council where she was previously Deputy Leader and held the portfolio forhealth and social inclusion. Zoé was elected to the LGA Community Well-being Board two years ago and has thoroughly enjoyed the work she hasbeen doing. She represents the Board on the European and InternationalStrategy Group and last year joined an all-party LGA delegation tochampion equalities and gender balance in public life.

Zoé has been a member of the Oxfordshire Joint Health Overview andScrutiny Committee and recently completed a review with Social andCommunity services looking at the demographics of older people and thechallenges to be faced in the long term with an increasing ageingpopulation. Zoé also pioneered Oxfordshire’s first scrutiny review onSpecial Education Needs which won national acclaim. She also representsOxfordshire County Council on Thames Valley Police Authority.

Zoé worked for Age Concern as manager for the Oxfordshire communitydevelopment team and understands the issues facing older people. Herwork involved bringing opportunities into the lives of those who weresocially excluded. She has a long record of involvement with the voluntarysector for playgroups, scouts and several local schools where she hasserved as a governor.

At national level, Zoé stood as PPC in the Banbury constituency at the lastGeneral Election where she substantially increased our share of the vote.She was also a candidate in the South East region for the recent electionsfor the European Parliament, where we successfully retained our secondseat.

Zoé has had many years of experience serving at local and national level onall aspects of our health and social agenda. She believes that there will bereal challenges to face in the years ahead and that equality in healthand social opportunity is what counts in our society today. I was closely involvedin setting up the Somerset Waste Partnership, a county-wide waste collection service, and a member of theSomerset Waste Board fromits inception in October2007.

Dear Colleague

This is to ask for your renewed support in representing

the Liberal Democrats on the Environment Board.

As lead Lib Dem member for the past two years. I have

spoken up for Liberal Democrat principles, while

respecting the aim of the LGA to work for consensus

between the parties. I have attended all but two

meetings (only a local government leadership course

and surgery after being bitten by a dog while delivering leaflets have kept

me away!).

The Board covers not only the climate change agenda, but also housing and

planning matters. So it needs someone with a good broad understanding of

all these issues. As Lib Dem lead member I have spoken at and chaired

events at LGA and Lib Dem conferences. Indeed a large part of the role is

about being a good ambassador for the party and local government as a

whole. I hope I have demonstrated my ability to do this.

I can also speak with the credibility of leading a successful

administration inWatford that has a strong track record across

the whole range of environmental issues.

In the past two years I have developed good links with the relevant Lib

Dem parliamentary spokespeople (even if they do keep changing) and with

the various quangos and agencies the LGA has to deal with. I have built up

I have been a Councillor representing theAlderney Ward in Poole since 1983. Duringthe 12 years that Liberal Democratscontrolled Poole I served as Vice Chair ofConsumer and Environmental Protection,taking a lead on the development ofPoole’s successful and award winningwaste strategy. I also served as Vice Chairof the Housing and Tourism Committees,and was the founding Chair of theEnvironment Policy Advisory Group, whichpioneered partnerships that gave residentsa strong voice and involvement in policydevelopment. Since 2003 I have beenShadow Spokesperson for SustainableEnvironment, Transportation & Housing.

In my early days as a Councillor I became heavily involved in asuccessful campaign to stop the construction of a major road schemethrough an area of heathland, wetland, and amenity space. This wasultimately thrown out by an Inspector, and the area has since gained fullEuropean protection.I continue to work with our local Agenda 21 to ensure climate change ishigh on the Council’s agenda, and incorporated into the recentlyadopted Core Strategy. Within my Group I have been raising the profileof sustainable development and transport policies, and anunderstanding of the concept of “transition towns”.As a Councillor who has kept up to date by attending regularconferences and seminars, I believe that I can make a valuablecontribution to the work of either Board, sharing and evaluatinginformation and best practice ideas, and giving support to fellow LiberalDemocrat Councillors.
