Paula has been a Councillorsince 1987, on Basingstoke &Deane Borough Council inHampshire.

She is an engineering graduate,went into marketing, had acareer break (ie children!) andlectured at her local college.

Then Council business took overher life and she has become afull-time Councillor.

She has had many localgovernment roles, includingCouncil Leader for 3 years andholding a Planning portfolio.

Abi Bell is orginally from Glossop in Derbyshire.She came to Hull in 1997 to study English andHistory at the university. After working for thethird sector and as a HR Advisor for an electricalretailer, Abi was elected to Hull City Council in2006 for Pickering Ward.

The Liberal Democrats have a strong presence in the urban areas ofEngland and Wales. We are running large cities, big budgets andtransforming our cities to make them vibrant and viable for the future. Daisy was Safer Communitiesspokesperson between 2006 and 2009.

Steve BRADLEY

Steve is one of the group of councillors from the party’s ‘Next Generation’ training programme whoare seeking election to the LGA. The Lib Dems have invested time and money in us over the last

year. We want to repay that through our active involvement within the party nationally

Steve is party spokesperson on Sustainabi l i ty& Cl imate Change in Lambeth counci l , andan active environmentalist for over 25 years.

Steve’s three Key Commitments :

I will establish an online forum to gather the views of the wider

party on Environment Board issues.

I will give 10% of the allowances associated with the Environment

Board role directly to the Lib Dem ‘G8’ campaigning fund.

I will ensure a strong, informed and coherent voice for the party on

environmental issues at all times.

Steve is implementing progressive policies in Lambeth -despite being in opposition. He has made his ward the hub

of a local urban food-growing revolution ; is developing a social enterpriseconcept to train the long-term unemployed in energy-efficient buildingtechnology ; and is pressing for radical change to Lambeth’s planning rules toencourage sustainability.

ACTION :

Steve is studying for an MSc in Urban Regeneration,with a focus on sustainable communities. He has

particular expertise with regards planning and the built environment, havingrun his own consultancy in that field for the last five years. He is also anexecutive member of the Green Lib Dems, and heavily involved with the‘Transition Towns’ concept locally. He is also a long-standing advocate ofelectric vehicles, and the proud owner of a 10yr old electric Peugeot.

EXPERIENCE :

Thrust into public recognition when he and his friend Stephen Lawrence wereattacked by racist murderers, Duwayne survived but for years was a victim of theevent and the system. As well as writing a very powerful book he has also set upa charity to help support victims of crime.

The Macpherson inquiry provided Duwayne with a unique understanding ofwhere policing and community relations break down. Duwayne’s positiveapproach has led to his building strong links with the Police and many youngblack organisations in south London.

Liberal Democrats in local government should take advantage of that invaluableinsight to help better understand and improve safety within local communities.

Before election to Lewisham Council, Duwayne was fully engaged with the LocalPolice Consultative committee and worked for it to reach out to groups and indi-viduals disenfranchised by the establishment.

He has a track record of working with Enough, the campaign to eradicate knifeand gun crimes among our young people.

Duwayne says: “We need to ensure all the agencies are working together.”We understand the communities we represent and we can help agencies ifthey engage with us.”

• Duwayne brings first-hand experience and knowledge of building goodcommunity relations amongst all;

• Duwayne understands the problems caused by anti-social behaviour;

• Duwayne speaks not just for Liberal Democrats, but articulates theneeds of black youth often excluded from our debates.

Eddie Clein - Your 1st choice for the Fire ForumI have been a member of Merseyside Fire Authority since 1996.

For most of that time I have been leader of the group which has been the largestgroup of LibDems on a UK fire authority.

Five years ago, under Labour control, Merseyside was the worst performing fire au-thority in the UK.

Since then it has been a ‘hung’ authority and latterly the Lib Dems have been thebiggest group.

During this period the authority has gone from the worst performing to the best per-forming authority in the country.

Quite a transition. . . thanks to the LibDems.

During recent years I have represented the authority on the fire forum, the Fire Man-agement Board, the NW Regional Board, three LGA task groups and as a director ofthe NW Regional Control Board.

I also represented the UK in the World Firefighter Games in Hong Kong and I had apositive and practical role in the organisation of the Games held in Liverpool in 2008described by the organisers as “the best games ever”.

Since graduating, Mark has been heavily involved in Youth Work, predomi-nantly in local government authorities and the voluntary sector. When workingas a Youth Participation and Development Officer for a Local Authority, Markgained vital experience working to protect, develop and promote children andyoung people; working in partnership with schools, the CYPSP - Children andYoung People's Strategic Partnership, the LSP, the Police, the County CouncilYouth Service and a wealth of other Youth based organisations.

Mark's voluntary work has revolved around the needs of children and youngpeople, specifically engagement and participation within the local communityand running community-based activities, in particular setting up a New YouthClub in his ward. Recently, Mark was elected by the Young People of Col-chester as their Youth Champion 2008-2009, something which he is extremelyproud of.

Mark Cory's abundance of knowledge of the subject, combined with his youth-ful outlook and enthusiasm, makes him highly suited to becoming a memberof the Children and Young People Panel at the LGA.

The Lib Dems with the Leadership Centre for Local Government have invested inintensive training for this group of councillors known as “Next Generation 3”.We are

Dear fellow Liberal Democrat councillor,The talent and commitment of our staff is the single most important factor in thesuccess of any council.

As a local government sector we employ over 2.2 million staff at a cost of almost£60bn a year, so there is huge value in getting our HR policies right. This will beespecially true over the next few years, as the growing financial squeeze will requireevery council to work with its staff to achieve ever higher levels of productivity.

As your representative on the HR panel, I will work closely with the group leadershipto ensure we put forward the agreed views of the LGA Lib Dem group, especiallyonresource critical issues such as the annual pay negotiations.
