广州市地下铁道总公司成立于1992年,属于广州

市政府全资大型国有企业。2015年6月30日广州市地下

铁道总公司正式更名为广州地铁集团有限公司。公司秉

承“地铁,为广州提速”的企业使命,践行“服务社

会,造福市民”的社会责任,以一体化的经营模式,负

责广州城市轨道交通的投融资、工程建设、运营管理以

及沿线房产、商业等附属资源的开发与经营。

通过23年的规划、设计、建设、运营和附属资源经

营所积累沉淀形成的核心能力、资产价值以及良好的现

金流,公司目前已初步具备“自我造血功能”,形成了

独特的地铁可持续发展模式。公司以安全、准点、便

捷、人性化的城市轨道交通运输服务,提高市民生活品

质、促进城市功能完善,同时为全国乃至世界其他城市

提供轨道交通规划、设计、建设、监理、运营、咨询和

培训等多业务维度的全方位解决方案,促进轨道交通行

业发展。

Established in 1992, Guangzhou Metro Corporation (hereinafter

referred to as "GMG"), is a large wholly state-owned enterprise by the

People's Government of Guangzhou Municipality and was officially

renamed Guangzhou Metro Group Co., Ltd. on June 30th ,2015. Adhering

to its corporate mission of "The Metro, To Speed Up Guangzhou" and its

social responsibility of "Serve the Society and Benefit the Public", GMG

undertakes investment, financing, engineering construction, operation

and management of the urban rail transit system in the city with the

integrated operation mode, and also engages in the development and

management of metro-related resources such as properties and

commercial entities.

Depending on its strong core competence, asset value and healthy

cash flow accumulated during 23 years of planning, design, construction,

operations and affiliated resources management, GMG has basically

become self-sufficient and developed its own sustainable development

model. By providing safe, punctual, speedy and convenient transport

service, GMG has enhanced the life quality of citizens and facilitated the

urban functions. Meanwhile GMG has provided the country and even the

other cities around the world with all-round solutions for many

businesses, such as rail transit planning and design, construction,

supervision, operation, consulting and training, so as to promote the

development of rail transit industry.

1994年入司,自2003年至2015年任广州地铁总公

司党委书记,负责党委全面工作。

作为广州地铁党建思想政治工作的掌舵人,他坚持

着眼地铁长远发展,致力建设平安地铁、民心地铁、廉

洁地铁,以“理想在岗位、岗位创佳绩”、“创先争

优,岗位闪光”、“诚信友善、岗位出彩”等为载体,

组织开展一系列党建活动,将广州地铁打造成为城市名

片。在他带领下,公司党委被中央组织部、中央创先争

优活动领导小组授予“广州亚运会创先争优先进基层党

组织”荣誉称号,赢得了广泛赞誉。

作为广州地铁文明和正能量的传播者、践行者,他

贴近企业中心任务组织开展对外宣传,让市民更加了解

地铁、支持地铁,有效提高地铁的社会美誉度,实现

“和谐随轨道延伸”。他坚持带队深入基层调研,有效

协调和解决各单位工作中的问题和难点。他与一线员工

心连心,当面听取意见建议,倾注满腔热情排忧解难,

在员工中形成了一股向心力和凝聚力,激励着员工建设

好、运营好、经营好广州地铁、服务好社会。

作为全国建设系统纪检监察先进工作者、广东省五

一劳动奖章获得者、2013年度廉洁广州人物,他以实

际行动当好党风廉政建设带头人,带出了一支严于律

己、诚信务实的团队,确保广州人民投入地铁建设的上

千亿资金安全。

首批“全国文明单位”、“全国学雷锋活动示范

点”、“全省培育和践行社会主义核心价值观示范点”、

“广州市落实‘两个责任’实施意见示范点”等一个个荣誉

见证了广州地铁的发展与辉煌,也见证了他的付出和奉献!

He joined the company in 1994, and worked as Party Secretary of

Guangzhou Metro Corporation and was responsible for party issues from

2003 to 2015.

As the commander of party building and ideological political work of

Guangzhou Metro Corporation, he insisted on long-term metro

development and was dedicated to the construction of safe metro, popular

metro and incorruptible metro. Besides, taking "Career aspirations in work,

Achievements made", "Be Advanced, Outstanding in Work", and "Honesty

and Friendliness, Excellent in Work " as the carrier, he organized series of

Party building activities and made Guangzhou Metro the city name card.

Under his leadership, GMC Party committee was awarded the title of

"Excellent Party Organization in Guangzhou Asian Sports Games", by

Organization Department of the CPC Central Committee and leading group

of Excelling in performances activity under the Party Central Committee,

winning wide acclaim and appreciation.

As a communicator and practitioner of Guangzhou Metro civilization and

positive energy, he carried out external publicity work close to the central

mission of the company, enabling citizens to better know the metro and

support the metro, effectively improving the social reputation of Guangzhou

Metro and realizing "harmony extends with metro lines". Besides, he kept

taking the lead to deepen the grass-root research, helping different units to

coordinate and deal with problems and difficulties in an effective way.

Emotionally linking with the front-line employees, he listened to their advice

in person and spared no efforts to help them, thus forming a cohesive force

among the employees and motivating them to better construct, operate and

manage Guangzhou Metro and serve the society.

As an advanced discipline inspection and supervision individual in national

construction system, a winner of Labor Day Medal in Guangdong Province

and Annual Man of Integrity 2013 in Guangzhou, he played a leading role in

the promotion of anti-corruption and integrity administration with concrete

actions and developed a team renowned for discipline and integrity, hence

assuring the safety of the investment worth tens of billions of yuan in

Guangzhou metro construction.

The first group of National Civilized Company, National Model of

Learn-From-Lei Feng Activities, Provincial Model in Cultivating and

Practicing Core Socialist Values, Model Site of Guangzhou in Implementing

Two Responsibilities(It refers to that Party committees shoulder the major

responsibility and the commission for discipline inspection takes the

responsibility for supervision)… All these honors have witnessed the

development and glory of Guangzhou Metro and also his efforts and

dedication.

吴书记于2015年正式荣退,二十多年为广州地铁拼搏奉献,取得卓越的成就。

胡春华调研广州有轨电车海珠试验段线路

并乘坐有轨电车。广东省委常委、广东省

委秘书长林木声,广东省副省长陈云贤,

广东省委常委、广州市委书记任学锋,广

州市市委副书记、广州市市长陈建华陪同

调研。

On January 26, Hu Chunhua, Member of the Political Bureau of CPC Central Committee and Secretary of CPC Guangdong Provincial Party Committee, accompanied by Lin Musheng, Member of the Standing Committee of the CPC Guangdong Provincial Committee and Secretary-general of CPC Guangdong Provincial Party Committee, Chen Yunxian, Vice Governor of Guangdong Province, Ren Xuefeng, Member of the Standing Committee of the CPC Guangdong Provincial Committee and secretary of CPC Guangzhou Municipal Committee and Chen Jianhua, Deputy Party Secretary of Guangzhou and the then mayor of Guangzhou, had a research on the new tram experimental section in Haizhu District and took the tram afterwards.

站,476个出入通道口设置安检点,有效保障公共

安全。

On September 25, intensified security check was implemented and security checkpoints were set up in 476 entries and exits of all the 158 metro stations, effectively protecting the public safety.

11月 November

19日�广州地铁集团首次迈出国门,走向世界,成功

注册30亿美元境外发债计划并发行6亿美元,首次成

功注册广东省内第一笔永续债券70亿元。

On November 19, Guangzhou Metro made its first debut abroad by successfully registering $ 3 billion foreign debt issuance plans and issuing altogether $ 600 million foreign debt, , being the first company to register 7 billion perpetual bond in Guangdong Province.

On September 29, Guangzhou Metro released its first social responsibility report.

4月 April

9日 住建部部长、党组书记陈政高率

调研组一行调研广州有轨电车建设、

运营经验,并乘坐有轨电车考察海珠

试验段。广东省副省长许瑞生,广州

市市委副书记、广州市市长陈建华,

市委常委、广州市常务副市长陈如桂

陪同调研。

On April 9, Chen Zhenggao, Minister &Party Secretary of Department of Housing, Buildings and Construction, accompanied by Xu Ruisheng, Vice-governor of Guangdong Province, Chen Jianhua, Deputy Party Secretary of Guangzhou and the then mayor of Guangzhou, and Chen Rugui, Member of Standing Committee of CPC Guangzhou Municipal Committee and the then Executive Deputy Mayor, led a research team to make survey on Guangzhou tram construction, operation experience. Then they took the tram and inspected the tram experimental section in Haizhu District .

On August 9, Metro finance city in Foshan, the commercial project independently developed and run by Guangzhou Metro Group, officially opened.

10月 October

8日 广州地铁城轨采购网正式上线,

成为全国首个面向城市轨道交通行业

的专业物资商务平台,使轨道交通物

资采购更加便捷高效。

On October 8, Guangzhou Metro Procurement went online, and became the first commercial platform of professional materials for urban rail transit industry, making the rail transit materials procurement more convenient and efficient.

12月 December

28日 广佛线西朗至燕岗段开通试运营。该线开通

后,广州地铁线网换乘站点达22个,线网总里程

达266公里。

On December 28 , Xilang-Yangang section of Guangfo Line went into trial operation, after which the interchange stations of the entire metro network amounted to 22 and the whole network length reached 266 kilometers.

26日 广州地铁金融城富豪酒店开业。

On October 26, Regal Financial Center Hotel under Guangzhou Metro opened.

28日 广州地铁六号线一德路站开通。

On January 28, Yide Lu Station of Guangzhou Metro Line 6 officially opened.

2015年,我们紧密围绕市委市政府“营造干

净整洁平安有序城市环境,建设现代化国际大都

市”的决策部署,从服务广州发展大局中找动力,

从国际轨道交通体系中找标杆,团结一心、奋勇拼

搏,在羊城轨道交通发展进程中实现了又一次精彩

跨越!全年完成建设投资177亿元,安全运送乘客

24亿人次,广佛线西朗至燕岗段开通试运营,首个

大型综合体上盖项目金融城商场和酒店成功开业,

行业服务创出新业绩、科技创新得到新突破、党建

工作开拓新局面。这些成绩,代表着广州地铁坚定

向前的步伐和锲而不舍的精神,是全体地铁人精诚

团结、共同奋斗的结果。

2016年,是国家和广州市“十三五”规划的

开局之年,也是广州地铁第四个五年规划的起步之

年,我们必须认真贯彻落实市委、市政府关于加快

轨道交通建设的战略部署,坚持创新、协调、绿

色、共享、安全、廉洁,以开放的心态、顽强的斗

志,扎扎实实做好地铁建设、运营、经营等各项工

作,确保广州地铁新一轮发展开好局、起好步,为

广州经济社会的全面发展和广大市民的幸福生活作

出更大的贡献。

In 2015, focusing on the decision of “creating a clean, safe

and orderly urban environment, and building a modernized

international metropolitan city” by Guangzhou Municipal Party

Committee and Government, we sought motives while serving the

development of Guangzhou and looked for benchmarks while

learning from international rail transit system. By concerted efforts

and working together, we made a new breakthrough in

Guangzhou rail transit development. We made 17.7 billion yuan

investment in metro construction and securely transported 2.4

billion person-times. Xilang-Yangang Section of Guangfo Line

went into trial operation. The first large-scale complex project

above metro depots, Financial Center Mall and Regal Financial

Center Hotel opened. In a word, new accomplishments were

made in industry services; new breakthrough was realized in

technological innovation and new perspectives were developed in

Party building. All these achievements indicated Guangzhou

metro’s firm steps forward, its spirit of perseverance, and the

solidarity and efforts of all the Guangzhou metro staff.

2016 is not only the opening year of the thirteenth five-year

plan for both China and Guangzhou, but also the starting year of

the forth five-year plan for Guangzhou Metro, and therefore, we

have to earnestly carry out the strategic planning by Guangzhou

Municipal Party Committee and Government to speed up the rail

transit construction. Adhering to the principle of safety,

coordination, innovation, sharing, integrity and harmony with an

open mindset and persistence, we will get the metro construction,

operation and management done in a down-to-earth manner,

thus making sure that Guangzhou Metro can make a good start in

a new-round development and contribute more to the social and

economic advancement as well as the well-being of Guangzhou

citizens.

2015年是实现新一轮线网建设目标的关键之年。一年

来,面对11条超260公里线路同时建设,土建和机电工程全

面推进的超大规模建设局面,广州地铁强化管理,开拓创

新,克难奋进,顽强拼搏,全力推进新线建设。新线建设安

全总体可控,各项管理工作取得突出成绩。截至2015年底,

已累计完成征地321万平方米、借地340万平方米,拆迁71

万平方米,管线迁改工点88个,新一轮线网征拆工作已基本

完成;攻坚克难,力保各线工期目标,面对多线建设任务

重、难点多、风险高的形势,广州地铁动态调整工期,充分

调动各方资源,加大过程管控力度,攻克了一系列工程难

题;精抓细管,动态防范,严格管控安全质量,铁腕治理安

全,打造精品工程;为进一步提高建设效率,广州地铁结合

工程实际积极探索先进技术、先进设备、先进工艺和新型材

料,并推广应用;深入开展“4+1”监管活动,和谐建设,

共建共享,营造良好建设氛围,不断提升文明施工水平;全

面落实“三个在一线”,增强建设管控能力,强化工程建设

战略谋划,切实加强基础管理。在新一轮地铁线路建设中坚

定信心、鼓足干劲,再掀轨道交通线网建设新高潮。

2015 was crucial to achieve the new-round network construction goal.

During the entire year, in the face of the super-large scale construction challenge

that 11 lines with over 260 kilometers long were under construction in the same

period, and both civil work and electrical and mechanical work have been

comprehensively promoted, Guangzhou Metro strengthened management,

sought innovation and overcame difficulties with all strength to promote the new

lines construction. The safety of construction of new lines was generally under

control and management work led to remarkable achievements. By the end of

2015, a new-round land requisition and demolition work had almost been

completed, including land use of 3.21 million square meters, land acquisition of 3.4

million square meters, house demolishing of 710,000 square meters, and pipeline

removal of 88 stations. Guangzhou Metro resolved all the difficulties and strived

to guarantee the short-term goal to be realized. While encountering numerous

difficulties like heavy tasks and high risk caused by multi-line construction,

Guangzhou Metro made a dynamic adjustment to the schedule and made full use

of all the resources available to intensify procedure control and thus overcame a

series of construction difficulties. By fine management and dynamic prevention,

we strictly controlled the safety quality and took strong measures to manage it in

order to create quality projects. To improve construction efficiency, Guangzhou

Metro, based on project practice, actively explored advanced technology,

equipment, techniques and materials and further promoted and applied them in

the projects. Besides, Guangzhou Metro continued to consolidate the “4+1”

supervision system (It refers to actively accept government regulation,actively

introduce discipline inspection and integrity supervision, actively accept public

supervision,actively accept media’s supervision and strengthen internal

supervision) to collaboratively and harmoniously create a favorable construction

atmosphere and elevate the civilized construction level. Moreover, Guangzhou

Metro fully implemented the concept of Three Front-lines ( It refers to focus at the

frontline, service management at the frontline, and training at the frontline) to

enhance the capabilities of construction management and control, strength

construction strategic planning and intensify foundational management. In a

new-round metro network construction, we shall be confident and exert our

utmost efforts to bring a new upsurge in rail transit network construction.

土建工程累计完成86%。全线10座车站主体结构封顶;

10个区间中,9个(长湴至植物园、植物园至龙洞、龙洞至柯

木塱、柯木塱至高塘石、黄陂至金峰、金峰至暹岗、暹岗至

苏元、苏元至萝岗、萝岗至香雪)双线贯通,1个(高塘石至

黄陂)进行土建施工;萝岗车辆段出入段线进行土建施工;

共有2台盾构机正在掘进。萝岗车辆段累计完成52%,施工1

标地基处理基本完工,试车线暗挖施工全部完成,施工2标进

行桩基础、承台、立柱施工,上盖进行盖板浇筑,综合楼进

行主体结构施工。机电系统工程7座车站(植物园、龙洞、黄

陂、金峰、暹岗、萝岗及香雪站)进行车站设备安装施工,

柯木塱站部分主体移交机电安装;植物园铺轨基地开始轨道

工程施工。

Ten stations along the line have been sealed roof atop the main structure.

Among the ten intervals, 9 intervals (Changban to Botanical Garden, Botanical

Garden to Longdong, Longdong to Kemulang, Kemulang to Gaotangshi,

Huangbei to Jinfeng, Jinfeng to Xiangang, Xiangang to Suyuan, Suyuan to

Luogang, Luogang to Xiangxue) were drilled through while other intervals

(Gaotangshi to Huangbei) are under construction. The entrance and exit

section line of Luogang Metro Depot is under construction; two shield tunneling

machines are excavating. 52% of construction work in Luogang Metro Depot

has already been completed; foundation treatment construction of ZHS-1 has

almost been completed; and the trial operation line has been finished

completely. The pile foundation, cap, and support column of the ZHS-2 is now

under construction. The area above metro depot is now roofed with concrete

and the main structure of the comprehensive building is under construction. 7

metro stations (Botanical Garden, Longdong, Huangbei, Jinfeng, Xiangang,

Luofang and Xiangxue) in the electrical and mechanical work system are now

undergoing the station equipment installation. Main body of the Kemulang

Station is partly delivered for electrical and mechanical installation while

track-laying base of Botanical Garden Station is now under track construction.

土建工程累计完成84%。9座车站中,8座(广州南、石

壁、谢村、汉溪长隆、鹤庄、官堂、南村和大学城南站)主

体结构封顶,1座(钟村站)进行土建施工;8个区间中,7个

(广州南至石壁、石壁至谢村、谢村至钟村、钟村至汉溪长

隆、官堂至南村、鹤庄至官堂和南村至大学城南)双线贯

通,1个(汉溪长隆至鹤庄)进行土建施工;大洲车辆段出入

段线双线贯通;共有1台盾构机正在掘进。大洲车辆段累计完

成86%,施工1标地基处理基本完成,施工2标进行综合楼、

库房和运转楼主体结构及轨道工程施工。机电系统工程2座车

站(广州南和鹤庄站)主体已移交开始机电安装施工,大洲

车辆段出入段线开始轨道工程施工。

Among the nine stations, eight stations (Guangzhou South Railway Station,

Shibi, Xiecun, Hangxichanglong, Hezhuang, Guantang, Nancun and Higher

Education Mega Center South) have been sealed roof atop the main structure

while the other one station (Zhongcun) is under construction. Among eight

intervals, seven intervals (Guangzhou South Railway Station to Shibi, Shibi to

Xiecun, Xiecun to Zhongcun, Zhongcun to Hanxichanglong, Hanxichanglong to

Hezhuang, Hezhuang to Guantang, Nancun to Higher Education Mega Center

South) were drilled through while the other interval (Hanxichanglong to

Hezhuang) is under construction. The entrance and exit section line of Dazhou

Metro Depot was drilled through; 1 shield tunneling machines is now

excavating. Construction work of Dazhou Metro Depot is 86% completed.

Foundation treatment of ZHS-1 is almost coming to the end while track

construction and the main structure of comprehensive building, depot and

operation building of ZHS-2 is under construction. Main body of 2 metro

stations ((Guangzhou South Railway Station and Hezhuang) has been

delivered for electrical and mechanical installation, and the entrance and exit

section line of Dazhou Metro Depot is under track construction.

土建工程累计完成73%。10座车站中,9座(飞鹅岭、

花都汽车城、花城路、花果山公园、花都广场、马鞍山公

园、莲塘、清布和高增站)主体结构封顶,1座(广州北站)

进行土建施工;9个区间中,5个(飞鹅岭至花都汽车城、花

都汽车城至广州北、花城路至花果山公园、马鞍山公园至莲

塘、清布至高增)双线贯通,4个(广州北至花城路、花果山

公园至花都广场、花都广场至马鞍山公园、莲塘至清布)进

行土建施工;岐山车辆段出入段线进行土建施工;共有7台盾

构机正在掘进。岐山车辆段继续推进征地事宜,累计完成

68%,施工1标除轨排井外已完成验收;施工2标运用和检修

库主体完工,进行综合楼主体施工。机电系统工程3座车站

(飞鹅岭、清布及高增站)主体已移交开始机电安装施工,1

个区间(清布至高增)开始轨道和供电系统施工。

Among the ten stations, nine stations (Fei'eling, Huadu Motor Town,

Huangchenglu, Huaguoshan Park, Huadu Square, Ma'anshan Park, Liantang,

Qingbu and Gaozeng) have been sealed roof atop the main structure while the

other one (Guangzhou North Railway Station) is under construction. Among the

nine intervals, five intervals (Fei'eling to Huadu Motor Town, Huadu Motor Town

to Guangzhou North Railway Station, Huangchenglu to Huaguoshan Park,

Ma'anshan Park to Liantang, Qingbu to Gaozeng) were drilled through. The

other four intervals (Guangzhou North Railway Station to Huangchenglu,

Huaguoshan Park to Huadu Square, Huadu Square to Ma'anshan Park,

Liantang to Qingbu) are under construction; the entrance and exit section line of

Qishan Metro Depot is under construction with a total of 7 shield tunneling

machines being excavating. Qishan Metro Depot Section continues to promote

land acquisition by the troops and the accumulated percentage of completed

civil work has reached 68%. Except the track skeleton well, ZHS-1 has been

examined and accepted; the main structure of application and overhaul shed of

ZHS-2 is finished while the main body of the comprehensive building is under

construction. The main structure of three stations (Fei'eling, Qingbu, Gaozeng)

has been delivered for electrical and mechanical installation and one interval

(Qingbu to Gaozeng) is under rail and power supply construction.

西朗至燕岗段12月28日建成开通试运营。燕岗至沥滘段

土建工程累计完成65%。3座车站中,2座(南洲和石溪站)

主体结构封顶,1座(沥滘站)仍不具备进场施工条件;3个

区间中,2个(燕岗至石溪、石溪至南洲)双线贯通,1个

(南洲至沥滘)进行土建施工,其中南洲至中间风井已贯

通,沥滘至中间风井进行前期准备。

Xilang to Yangang Section, completed on December 28, 2015 is now

under trial operation. The accumulated percentage of completed civil work from

Yangang to Lijiao has reached 65%. Among the three stations, two stations

(Nanzhou and Shixi) have been sealed roof atop the main structure while the

other one (Lijiao Station) is still lack of conditions for construction. Among the

three intervals, two intervals (Yangang to Shixi, Shixi to Nanzhou) were drilled

through, and the other one (Nanzhou to Lijiao) is under construction. To be

specific, the section between Nanzhou to wind wells has been cut through and

the section between Lijiao to wind wells is now in the preliminary preparation for

construction.

土建工程累计完成21%。2座车站中,1座(文化公园

站)已与六号线首期同期建成,1座(同福西站)进行土建施

工;2个区间中,1个(凤凰新村至同福西)进行土建施工,1

个(同福西至文化公园)进行前期准备。

The accumulated percentage of completed civil work has reached 21%.

Among two stations, one station (Cultural Park Station) is completed together

with Phase I of Line 6 while the other one station (Tongfuxi Station) is under

construction; among two intervals, one interval (Fenghuang Xincun to Tongfuxi)

is under construction while the other one (Tongfuxi to Cultural Park) is in

preliminary preparation for construction.

线贯通,4个区间(金洲至金隆、大涌至塘坑、塘坑至资讯

园、资讯园至南沙客运港)均进行土建施工;南沙停车场东、

西出入场线进行土建施工;共有6台盾构机进行掘进。南沙停

车场累计完成24%,施工1标进行地基处理、东侧边坡防护及

河涌改移施工,施工2标进行综合楼和联合检修库基础施工。

been sealed roof atop the main structure while the other two stations (Guanglong

and Nansha Passenger Port) are under construction. Two intervals (Jinlong to

Guanglong, Guanglong to Dachong) were drilled through while other four

intervals (Jinzhou to jinlong, Dachong to Tangkeng, Tangke to Zixunyuan,

Zixuyuan to Nansha Passenger Port) are all under construction. The entrance

and exit section lines on the east and west sides of the Nansha parking lot are

under construction with a total of 6 shield tunneling machines being excavating.

The accumulated percentage of completed civil work of Nansha parking lot has

reached 24%. Foundation treatment, eastside slop protection and river surge

diversion are under construction for ZHS-1 while for ZHS-2, the comprehensive

building and joint overhaul shed are under foundation construction.

土建工程累计完成20%。13座车站中,12座(华林寺、

陈家祠、彩虹桥、鹅掌坦、同德围、上步站、聚龙、平沙、小

坪、石井、亭岗和白云湖站)进行土建施工,1座(西村站)

进行前期准备;13个区间和白云湖车辆段出入段线均进行前期

准备。白云湖车辆段累计完成24%,施工1标进行场区软基处

理、湖滨南路主体结构及电力隧道施工,施工2标进行上盖基

础施工。

Among the 13 stations, 12 stations (Hualin Temple, Chen Clan , Caihong

Bridge, E’zhangtan, Tongdewei, Shangbu, Julong, Pingsha, Xiaoping,

Tinggang and Baiyun Lake) are under construction, and the other one (Xicun) is

in the preliminary preparation. Thirteen intervals and the entrance and exit

section line of Baiyun Lake Metro Depot are all in preliminary preparation. The

accumulated percentage of completed civil work of Baiyun Lake Metro Depot

has reached 24%. For ZHS-1, soft ground treatment, main structure of South

Hubin Road Station and power tunnel are under construction while for ZHS-2,

the area above metro depot is under construction.

间中,8个(鱼珠至丰乐路、丰乐路至文园、文园至庙头、夏

园至南岗、南岗至温涌路、温涌路至东洲、东洲至新塘、新

塘至官湖)进行土建施工,其余进行前期准备,共有14台盾构

机正在掘进。官湖车辆段累计完成42%,施工1标进行地基处

理及加固施工,施工2标进行盖体桩基础、承台、墩柱施工及

物质库结构施工。

Among the eleven stations, three stations (Wenchong Lu, Dongzhou, Xintang)

have been sealed roof atop the main structure while the other eight stations

(Yuzhu, Fengle Lu, Wenyuan, Miaotou, Xiayuan, Nangang, Guanhu and

Xiangjingling) are under construction. Among the ten intervals, eight intervals

(Yuzhu to Fengle Lu, Fengle Lu to Wenyuan, Wenyuan to Miaotou, Xiayuan to

Nangang, Nangang to Wenchong Lu, Wenchong Lu to Dongzhou, Dongzhou to

Xintang, Xintang to Guanhu) are under construction while the remaining

intervals are in preliminary preparation with14 shield tunneling machines being

excavating. The accumulated percentage of completed civil work of Guanhu

Metro Depot has reached 42%. For ZHS-1, it is under foundation treatment and

reinforcement construction while for ZHS-2, the cover pile foundation, cap, pier

stud and material shed are under construction.

主体结构封顶,11座(街口、邓村、神岗、太平、新和、黎

家塘、钟落潭、竹料、石湖、东平和嘉禾望岗站)进行土建

施工,1座(太和站)进行前期准备;全线12个区间均开始土

建工程施工;共有3台盾构机正在掘进。石湖停车场累计完成

42%,施工1标基坑土方开挖已完成,进行主体结构施工,施

工2标进行基础、主体结构构施工。邓村车辆段累计完成

43%,施工1标进行北侧排洪渠、高边坡及挡墙施工,施工2

标进行运用库基础、电缆沟结构及接触网基础施工。

Among the thirteen stations, one stations (Jiangpu) has been sealed roof atop

the main structure; eleven stations (Jiekou, Dengcun, Shengang, Taiping, Xinhe,

Lijiatang, Zhongluotan, Zhuliao, Shihu, Dongping and Jiahewanggang) are

under construction and the remaining one station (Taihe) is in preliminary

preparation. All the twelve intervals are under construction and three shield

tunneling machines are excavating. Shihu parking lot has completed 43%. For

ZHS-1, foundation pit digging has been already done and the main structure is

under construction while for ZHS-2, the basic and main structure are both under

construction. What’s more, the accumulated percentage of completed civil

construction of Dengcun Metro Depot has reached 43%. For ZHS-1, north-side

drainage channel, high slope and barricade are under construction while for

ZHS-2,application infrastructure, cable duct structure and overhead contact line

foundation are under construction.

拆迁工作动员大会,启动全线前期准备工作。

On June 18, 2015, the project feasibility study report was examined and

approved by National Development and Reform Commission of Guangdong

Province. From August 26 to 30, preliminary design scheme passed the

technical (pre)examination by experts from municipal construction committee.

On December 8, Guangzhou Municipal Government held land requisition and

house demolishing kickoff meeting and launched preliminary preparation work.

土建工程累计完成33%。20座车站中,4座(棠东、世界

大观、智慧城和钟岗站)主体结构封顶,16座(员村、天河

公园、黄村、神舟路、科学广场、暹岗、水西、长平、金

坑、镇龙南、镇龙、中新、中新东、朱村、象岭和增城广场

站)进行土建施工;19个区间中,15个(员村至棠东段2个区

间、智慧城至镇龙段8个区间、中新至增城广场段5个区间)

进行土建施工,其余区间进行前期准备;镇龙车辆段出入段

线、水西和象岭停车场出入场线进行土建施工;共有10台盾

构机正在掘进。镇龙车辆段累计完成34%,施工1标地基处理

完成,进行敞口段施工,施工2标进行库房、控制中心和盖板

桩基础施工;水西停车场累计完成53%,施工1标土石方和地

基处理完成,施工2标进行综合楼、河涌和承台基础施工;象

岭停车场累计完成31%,施工1标地基处理已完成,施工2标

进行综合楼和运用库主体结构施工。

Among the twenty stations, four stations (Tangdong, Grand World Scenic Park,

Zhihuicheng and Zhonggang) have been sealed roof atop the main structure

while the other sixteen stations (Yuancun, Tianhe Park, Huangcun, Shezhou

Lu, Science Square, Xiangang, Shuixi, Changping, Jinkeng, Zhenlong South,

Zhenlong, Zhongxin, Zhongxin East, Zhucun, Xiangling, and Zengcheng

Square) are under construction. Among the nineteen intervals, fifteen intervals

(two intervals from Yuancun to Tangong, eight intervals from Zhihuicheng to

Zhenlong, five intervals from Zhongxin to Zengcheng Square) are under

construction while the remaining intervals are in preliminary preparation; the

entrance and exit section line of Zhenlong Metro Depot, Shuixi and Xiangjing

parking lot are under construction with ten shield tunneling machines being

excavating. The accumulated percentage of completed civil work of Zhenlong

Metro Depot has reached 34%. For ZHS-1, foundation treatment is almost

done and open section is under construction while for ZHS-2, depot, control

center, cover pile foundation structure are under construction. Besides, the

accumulated percentage of completed civil construction of Yongxi parking lot

has reached 53%. For ZHS-1, it is under earth-rock work and foundation

treatment while for ZHS-2, comprehensive building, river surge and cap are

under basic construction. In addition, the accumulated percentage of completed

civil construction of Xiangling parking lot has reached 31%. For ZHS-1,

foundation treatment is already done while for ZHS-2, the main body of

comprehensive building and application shed are under construction.

北、枫下和康大站)主体结构封顶,7座(新和、马头庄、

知识城、知识城南、旺村、镇龙北和镇龙站)进行土建施

reached 39%. Among the ten stations, three stations (Knowledge Town North,

Fengxia and Kangda) have been sealed roof atop the main structure while the

remaining seven stations (Xinhe, Matouzhuang, Knowledge Town, Knowledge

Town South, Wangcun, Zhenlong North and Zhenlong) are under construction.

Among the nine intervals, eight intervals (Knowledge Town North to Xinhe,

Matouzhuang to Knowledge Town North, Fengxia to Matouzhuang, Fengxia to

广州地铁认真履行建设监管责任和社会责任,积极落实

“三个在一线”(工作重点在一线,服务管理在一线,培训

指导在一线),严抓风险管控,夯实安全基础,创新管理思

路,督促参建单位落实企业安全主体责任,确保了全年安全

生产形势总体可控。

以预防为主,严抓安全风险管控主线。落实“四个报

告”(《地质补勘报告》、《房屋调查鉴定报告》、《管线

调查评估报告》、《周边环境调查报告》)。推行法人管风

险,督促施工法人单位开展重大安全风险评审评估,安全风

险辨识共辨别出797个风险,评估分级,制定并落实防控措

施。开展风险动态排查更新,对所有在建或即将开工建设的

工点进行安全风险排查、分析与评审,判定风险等级(1~4

级)和管控等级,从设计、施工、监理、监测等方面提出防

控措施。强化现场检查和责任追究,对安全文明施工差的工

地,实行挂牌曝光,并纳入诚信考核。严肃查处违反安全管

理规定的单位及人员,全年共约谈40家施工、监理法人单

位。与中国中铁、中国铁建、省建筑、省水电、市建筑等5家

单位建立高层定期沟通机制,有效协调解决安全质量问题。

全年举办了4期安全培训、24次各类管理和技术培训,共

约3400多人次参加培训,多层次、多样式的培训极大地提高

了参建方的风险管控和安全意识,提升技术管理水平。

Guangzhou Metro earnestly fulfilled the supervisory responsibility and

social responsibility during construction and actively carried out the working

principle of "Three Front-lines". Besides, we strictly strengthened risk control,

consolidated the foundation of safety on the construction sites, innovated on

management ideas and urged contractors to commit enterprise safety liability

so as to make sure that the safety on the construction sites for the whole year

was generally under control.

Putting prevention first, Guangzhou Metro took safety risk prevention and

control as main line and implemented the "Four Reports" (namely,

Supplemental Geological Prospecting Report, Housing Survey and

Identification Report, Pipeline Investigation and Evaluation Report, Surrounding

Environment Investigation Report) practice. We promoted the legal person to

manage risk by urging the construction legal entity to conduct major safety risk

identification, review and evaluation, and as a result, we identified a total of 797

risks.By evaluation and rating, we made and then carried out preventive

measures accordingly. What's more, we conducted risk dynamic check and

updating. To be specific, safety check, analysis and evaluation were done for all

the construction sites under construction or to be constructed soon and then we

decided the risk levels (1-4) and control level, after which preventive measures

in terms of design, construction, supervision, monitoring and so on would be put

forward. On top of that, we strengthened onsite inspection and responsibility

accountability and had those construction sites with bad safety performance

listed and exposed in the public, which also would be incorporated into integrity

assessment. For contractors and their staff that violated safety management

rules, the company would take stern actions. For the whole year, we have a

serious talk with 40 contractors and supervision legal entities. In order to deal

with the safety and quality problem more effectively, the company established a

regular senior management communication mechanism with 5 companies,

namely, China Railway Engineering Corporation, China Railway

Construction,Construction Engineering Group of Guangdong Province,

Hydropower Group of Guangdong Province, and Guangzhou Municipal

Construction.

Altogether 4 safety training sessions and 24 management & technical

workshops were held throughout the whole year, involving a total of more than

3400 person-times, which, to a great extent, helped to improve the risk control

and safety awareness for the contractors and promoted their technical

management.

在有序开展本轮新线建设的同时,为满足城市发展对轨

道交通的需求,广州市启动了轨道交通线网规划优化和新一

轮城市轨道交通建设规划方案的研究工作。

根据“适度超前、合理负债、效益优先、从容建设,以

及有利于支持南沙新区发展”的总体要求,新一轮线网确立

七个线路选取原则:一是优先建设客流需求大、缓解交通拥

堵明显的线路;二是支持南沙自贸区等重点发展区域的线

路;三是完善线网架构、加密中心城区的线路;四是强化综

合交通枢纽功能的线路;五是促进区域交通衔接的线路;六

是支持外围组团发展、兼 顾与中心区联系的线路;七是量力

而行、分期有序建设。

根据上述原则,从远期线网规划线路中,选取15条

(段)、共413.5公里新线纳入新一轮建设计划。按照国家的

审批要求,结合线路建设的迫切性、城市道路交通条件及建

设资金的承受能力等综合因素,分期向国家申报,并将根据

最终批复情况组织好项目实施。目前,《广州市轨道交通线

网规划优化方案》和《广州市新一轮轨道交通建设规划方

案》已通过了广州市市人大常委会审议。

While promoting a well-organized new line construction, Guangzhou

launched rail transit network planning optimization as well as a new-round of

study on the urban rail transit construction planning in order to meet the needs

of urban development towards rail transportation.

Based on the general requirements of "proper advancement, reasonable

liability, benefit priority, unhurried construction and favoring Nansha New District

development", 7 principles of line selection in a new-round of network

construction are established: firstly, giving priority to lines with big passenger

flow to mitigate severe traffic congestion; secondly, supporting lines in key

development area like Nansha Free Trade Area; thirdly, improving network

framework and thickening lines covering in central urban area; fourthly,

strengthening lines featuring comprehensive transport hub function; fifthly,

accelerating lines that helps regional traffic connection; sixthly, developing lines

that benefit peripheral group development as well as the connection with

downtown; seventhly, be realistic and well-organized in metro construction.

According to these principles, we, for the long-term network planning,

selected 15 lines (sections) with a total length of 413.5 kilometers for the

new-round of construction plan. Considering national examining and approving

requirements, and the combination of factors including line construction

urgency, urban transportation condition and construction funds, the company

has made national report by stages and organized project implementation

based on the final reply. Currently, Guangzhou Rail Transit Network Planning

Optimization Scheme and A New Round of Rail Transit Construction Planning

of Guangzhou have been approved by the Standing Committee of People's

Congress of Guangzhou.

客运表现SERVICE DELIVERY

2015年,线网总客运量达到24亿,较上一年上升5.67%,

地铁出行量占广州市全市公共交通出行总量42%。其中,单日

最高客运量879万人次,客流强度达2.6万乘次/公里·日,居国

内首位。市民地铁出行需求持续上升。

在实现运力提升的同时,行车质量进一步提高,列车开

行公里与5分钟以上延误件数的比值达到514万车公里/件,

创历史最优水平。根据世界地铁协会(CoMET)2015年公

布的数据,全球32家大型地铁同行KPI业绩表现中,广州地

铁的运营安全表现排名第一、行车服务可靠性排名第三、运

能利用率排名第四。

In 2015, the total passenger boarding reached 2.4 billion, rises 5.67% over

the previous year. Metro trips accounted for 42% among all the public transport

in the city with the highest daily passenger boarding of 8.79 million

person-times and passenger flow intensity of 26 thousand ride-times/km per

day. Evidently, more and more passengers chose metro for travelling.

In addition to the capacity improvement, the train driving quality has been

further improved. The mean distance between delay to train service of five

minutes or above) reached a record high of 5.14 million/car km. According to

statistics released by CoMET in 2015, for the KPI performance among 32

large-scale metro counterparts all over the world, Guangzhou Metro ranked first

in operation safety performance, third in train service reliability and fourth in

capacity use.

广州地铁坚持以满足乘客需求为导向,兼顾经济效益与

社会效益,有计划地提升运力供给。年内,开展三号线设备

改造,压缩行车间隔至2分08秒,实现高峰期部分线段运能

提升13%,有效缓解拥堵情况。四号线实现大小交路运营,

高峰期运能平均提升31%,黄村至新造段满载率由103%下

降至87%,提高运能与运量匹配度。

与此同时,广州地铁开展大客流下的预警数据专题研

究,逐步开发和优化拥堵报警系统,建立更为精确的大线网

客流信息化预警系统。建立线网联控分级制度,将线控、网

控细化为4个梯度、6个等级,强化现场客运组织。圆满完成

春运、广交会、亚冠决赛、广州马拉松、灯光节等重大活动

的运输任务。

Insisting on the passengers' demand-oriented guideline, GMG has taken

both economic and social benefits into account and then increased transport

capacity in a planned way. Within the year, equipment upgrading of Line 3 was

carried out, and interval between trains was cut to 2 minutes and 8 seconds,

which helped to improve the transport capacity of part lines or sections by 13%

during the rush time and effectively alleviate the congestion. In addition, Line 4

has realized long and short routes, which increased the peak time capacity by

an average of 31%, decreased the passenger load of Huangcun to Xinzao

Section from 103% to 87% and improved the match between traffic capacity and

volume.

In the meantime, Guangzhou Metro started special study of early warning

data under circumstances of huge passenger flow, gradually developing and

optimizing congestion warning system and establishing more precise integrated

network passenger flow warning system based on information technology.

Besides, network joint control and rating system has been built by refining metro

line and network control into four grads and six levels in order to strengthen the

onsite organizations of transport, making GMG possible to successfully fulfill the

transportation missions of major events, including Spring Festival Transport,

Canton Fair, Asia Champion League Finals, Guangzhou Marathon and Festival

of Lights.

In response to the transport safety risk brought by increasing passenger

flow, Guangzhou Metro paid attention to consolidating equipment management

foundation and adhered to quality supervision and failure check and treatment.

For instance, 40 special check programs were organized and a total of 430

safety flaws were found throughout the whole year, all of which were rectified.

Besides, the company put emphasis on publicity. In collaboration with

China Central Television to produce safety educational film called Responding to

Metro Emergency, GMG launched passenger safety and civilization activities,

such as safety and civilization in painting, YOYO Escalator Star and so on, which

effectively raised people’s safety awareness and improved sense of security

for passengers as well. GMG continuously carried out the collaboration between

Public Security Organs, School, Fire Protection Organs, Communities and

metro stations and hired 600 passengers to be voluntary safety supervisor to

form joint forces to ensure metro safety.

2015年,针对严峻的公共安全形势,根据市有关部署,

广州地铁全面升级常态化安检,在“人、机、犬”安检的基

础上,在广州市线网的158个车站,476个出入通道口设置

安检点,有效保障公共安全。

广州地铁狠抓安保措施,提升安防级别,全年共启动一级

安保响应10次,历时105天,投入安检力量超2万人次,建立

“点、线、面”立体防控体系。同时,联合市公安局、城管委

及各区政府,开展地铁车站及周边秩序专项整治超1000次,

劝离、处理非法摆卖、搭客等人员近6000人次,地铁车站周

边环境明显改善,形成了整治城市环境的有效做法。

In 2015, response to the severe public safety situation and the decisions by

Guangzhou municipal government, GMG fully upgraded normal

inspectionBased on the security check by inspector, machine and dog,

checkpoints were set up in 476 entrances and exits at all the 158 stations.

Guangzhou Metro took stern security measures and upgraded security

levels. For the whole year in 2015, a total of 10 times of level 1 security response

were launched in 105 days, and 20,000 person-times of security forces were

engaged, establishing a “point-line-surface”3-D prevention and control

system. Meanwhile, integrating with Municipal Public Security Bureau, City

Management Committee and district governments, GMG developed more than

1000 special programs to deal with the public order at and near the metro

stations, handled and persuaded almost 6,000 person-times to quit illegal

vending and lift, which, as a result, significantly improved the environment near

metro stations and formed an effective method for urban environment

improvement.

位列全省交通行业第一。

Guangzhou Metro, during the national college entrance examination,

equipped the stations next to exam sites with “Free Stationary”, Convenient

Medical Kit, Free Umbrella services to make sure examinees could finish the

exams smoothly. What’s more, Guangzhou Metro put scan code on over ten

passenger promotional items at all metro stations, better facilitating

passengers to search operational service information, and making smart

terminal be the interaction junction between the passengers and metro to

achieve informationalized online service.

According to the monitoring results provided by the third-party research

company, the passenger satisfaction towards Guangzhou Metro in 2015

remained 8.74 in a 10-point system, a rather excellent level. Meanwhile,

according to the survey results by Canton Public Opinion Research Center,

the satisfaction evaluation towards Guangzhou Metro ranked first in the

GMG offered fare discounts equivalent of 1.285 billion yuan for passengers,

including ordinary discount throughout Guangzhou , senior citizen discount,

为更好地响应市民需求,广州地铁开展了“智慧地铁”

的规划。该规划聚焦数百万乘客围绕地铁线网产生的“吃、

驻、行、游、购、娱、健”巨大衍生需求,利用最新信息技

术,力求将客流、商品流、信息流、资金流融为一体,实现

从“运输客流数据积累”到“乘客消费、生活习惯的大数据

构筑”,从“乘客出行行为分析”到“乘客价值需求掌握”

的转变。通过“智慧地铁”项目,让市民享受地铁为其带来

的“轻松生活”模式。

根据“智慧车站”项目计划,广州地铁在2015年重点落

实智慧地铁服务中的智慧票务建设。包括在全国首次推出在

线购买地铁车票服务,相继在线网40个车站安装了智慧售票

机,乘客从广州地铁官方APP、官方微信和支付宝平台即可

通过移动支付实现在线购票,大大优化了车票购买流程,方

便乘客出行。另外,在APM线率先推出“智慧闸机”,乘客

只需用手机支付,凭系统生成的二维码即可实现“刷码过

闸”。与此同时,广州地铁官方服务号及官方APP新增的

In response to the needs of the citizens, GMG has started “smart

station” program, which, to be specific, focuses on huge extensive needs of

millions of passengers around metro networking, including “eating, housing,

transportation, travelling, shopping, entertaining and exercises”, and

applies latest information technology to best integrate passenger flow,

commodity flow, information flow and capital flow to realize transformation

from “passenger flow data accumulation” to “passenger consumption

and preferences data construction” and from “passenger travel behavior

analysis” to “passengers’ value demand mastery”. The “smart metro”

program will bring citizens the “easy life” mode offered by Guangzhou

Metro.

In line with “smart station” program, GMG majorly developed smart

ticketing among all smart metro services in 2015. For instance, online ticket

purchasing was first launched nationwide with 40 stations equipped with

smart ticketing machine.Passengers could use mobile payment to buy the

tickets from GMG official APP, official WeChat account and in Alipay platform,

which, to a great extent, optimized ticket purchasing process and provided

convenience for passengers. Besides, APM Line took the lead in offering

“smart check-in”. Passengers could just pay by phone, get the

systematically generated scan code and check in by code scanning.

Meanwhile, ticket purchasing function on GMG official WeChat account and

official APP was brought online officially, so people could buy single tickets in

advance once they have followed official WeChat account or logged in the

official APP.

作为国内首条跨越两个城市的城际地铁,广佛地铁继

2010年11月3日首通段(魁奇路至西朗段)开通运营后,后

通段(西朗至燕岗段)于本年12月28日正式开通运营,至

此,广佛地铁也在真正意义上实现了将广州海珠区、荔湾区

与佛山南海区、禅城区四区串联。

与首通段车站相比,新建的鹤洞、沙涌、燕岗3个车站

的站厅公共区更加宽敞,如鹤洞站面积增加了124平方米,

燕岗站增加约100平方米,降低了人流密集程度。同时,新

建的3个站都设有洗手间,公厕男女蹲位比例为1:2,同时

设置无障碍厕所,以满足乘客的需求。

开通后首月广佛线共运送乘客639.3万人次,日均20.6

付购票,为乘客节省排队购票时间。

As the first intercity metro line in China, after first section from Kuiqi lu

to Xilang went into operation on November 3, 2010, Xilang to Yangang

section officially opened on December 28, 2015. Till now, Guangfo Line has

realized the connection of four Districts in a real sense, namely, Haizhu

District and Liwan District of Guangzhou, Nanhai District and Chancheng

District of Foshan.

Compared with the open stations at the first stage, newly-built Hedong,

Shachong, amd Yangang station halls have wider public space. For instance,

Hedong station increased 124 square meters while Yangang station

increased about 100 square meters, which helped to reduce the passenger

flow density. In the meantime, 3 new stations were all equipped with

bathrooms, with 1:2 ratio of female and male squats toilets and barrier-free

toilets were built for passenger needs.

In the first month after operation, Guangfo Line transported 6.393 million

person-times with average daily boarding of 206,000 person-times, a 28.8%

increase (160,000 person-times) than that of the previous year. The total

operation trains amounted to 12,126 (including 2 extra), with safe

transportation length of 1.222 million kilometers, 99.98% punctuality rate and

100% diagram service delivery.

In order to improve the efficiency of ticket purchase, Xilang, Hedong,

Shachong, Shayuan and Yangang station were all equipped with 1 cloud

ticket purchasing machine so that passengers could buy the tickets by Alipay

network, which saves time of queuing for ticket.

2015年,广州地铁革新经营模式、开拓新型业务,在提

升企业形象与社会效益等方面取得一系列新的成绩。在保障

传统商业业务稳定发展的基础上,通过微信平台、APP等媒

体渠道,积极与客户开展联合营销活动,提升了乘客及客户

满意度;积极开展商铺环境改造,开展星级客户颁奖活动,

共建美好商业经营环境。大力推进3G/4G网络建设,为乘客

提供优质的通信服务,同时为地铁通信资源经营收益提供了

保障。主动应对广告业务出现的变化与调整,审慎开展媒体

招商工作,加强合作事务管理,实现业务平稳过渡,同时为

实践社会责任感,开展 “安全文明乘车”、“社会主义核心

价值观”、“抗战胜利70周年”等多场公益宣传工作,并制

作近2000幅公益广告画面遍布于地铁线网各车站发布,营造

了良好的社会氛围。

完成广州地铁WLAN试验段建设验证工作,成立WLAN

移动互联项目合作公司,为信息咨询这一全新地铁附属资源业

务的运作奠定根基;推出“一路摇”出行服务,促使广州地铁

成为全国轨道交通行业中第一个全线覆盖iBeacon信号、并提

供乘客服务的地铁公司。拓宽定制票市场,发行了海上丝绸之

路主题、抗战70周年主题等10款文化票,其中与广州美术馆

等单位合作开发“童年·广州”主题地铁日票创造了上市仅4

小时销售一空的纪录。通过同步配套开展地铁票面设计大赛,

有力提升了广州地铁文化品牌的社会影响力。

Guangzhou Metro completed WLAN construction and verification in trial

section and established WLAN mobile internet project cooperation company,

hence laying a foundation for the operation of information consulting, which

was a new metro-related resource; internet service named “Shake and Win

Tickets”was promoted to make Guangzhou Metro the first metro company

in the national rail transit industry to have iBeacon signal cover the entire

network and provide passenger services as well. Besides, customer-tailored

metro ticket market was further explored. For instance, 10 types of culturally

thematic ticket were released, such as Sea Silk Road, 70th V-Day

anniversary, etc, and one-day ticket themed of “childhood Guangzhou”,

jointly developed by organizations including Guangzhou Art Gallery, was sold

out four hours after its release. Meanwhile, metro ticket cover design

competition was developed accordingly, which substantially enlarged the

social influence of Guangzhou Metro cultural brand.

In 2015, GMG innovated on operation mode, explored new business and

made new achievements in promoting enterprise image and social benefits

and so on. While ensuring steady development of traditional business, we

actively developed joint marketing activities with customers through media

channel like WeChat, App and etc. to increase passenger and customer

satisfaction and launched store environment renovation and star customer

awarding activities to co-build better business operation environment. We put

great efforts to 3G/4G mobile service construction to bring premium mobile

services for the passengers as well as ensure the operation profits from

metro telecommunication resources. GMG actively responded to changes

and adjustment in advertising business by prudently developing media

business partnership and strengthening cooperative business management

so as to achieve smooth business transition. In the meantime, a couple of

public benefit promotion activities, such as “Safe and Civilized Travel”,

“Socialist Core Values”, “70th Anniversary of V-Day ”, were developed

and near 2000 public service advertising pictures were put at all metro

stations in order to fulfill social responsibility, thus cultivating a good social

atmosphere.

有轨电车GUANGZHOU TRAMS

海珠有轨电车试验段全长7.7公里,东起万胜围,西至

广州塔,共设11座地面车站。试验段于2014年12月31日开

通,目前已经转入试运营期。

在开通第一年,有轨电车共安全运送乘客291.6万人次,

列车准点率达到99.92%,运输组织和服务水平逐步提升。行

车间隔由开通初期的13分32秒,提升至8分25秒,旅行速度

20.4公里/小时提升至24.3公里/小时,在既有条件下提升运能

60.8%;同时,工作日早高峰特别采用非均衡运输组织方

式,高峰最小行车间隔压缩至6分30秒,有效满足早高峰通勤

乘客乘车需要。运营服务时间从初期的9:00-17:00,通过分

阶段运行逐步调整为如今的7:30-22:00,并在未来根据客流

实际需求逐步延长服务时间。试验段2015年全年有责乘客投

诉0件,乘客整体满意度得分9.25分,处于行业领先水平。

在安全运送旅客的同时,有轨电车公司注重列车与线路

周边公共空间的氛围打造,希望借助音乐、运动、创意等各

类文化元素,倡导环保、公益、健康、乐观的生活理念,同

时通过各种文化活动促进客流增长和项目收益。年内,广州

有轨电车公司联动各行业知名品牌,包括广东省美术馆、时

代美术馆、广州交响乐团、广州市广播电视台、保利地产、

广东长隆集团、Nike、乐高教育中心等约80个知名品牌,统

筹打造13列主题列车,策划执行了100多场线下品牌活动,

共同打造广州城市文化名片、创建文创艺术空间。官方微信

平台一年内吸纳活跃粉丝近4万名,全国知名乃至世界媒体

的争相报道,包括中央电视台、人民日报、新华社、中新

社、Discovery频道、美国全美公共广播电台等,报道千余

篇,正面报道比例逾98%,其中,对有轨电车的正能量评价

达90.3%,在轨道交通满意度调查中名列前茅。

The new tram experimental section in Haizhu District, with 11 ground

stations, has a total track length of 7.7 kilometers, stretching from

Wanshengwei in the east to Guangzhou Tower in the west. This

experimental section was opened on December 31, 2014 and now it is under

trial operation.

In the first year of its operation, the tram securely transported 2.916

million person-times with the punctuality rate reaching 99.92%, and

transportation structure and service level were improved gradually as well.

Interval between two trains has decreased from 13’32”at the early

operation to 8’25”; driving speed has increased from 20.4Km/h to

24.3Km/h, enhancing the transport capacity by 60.8% based on the existing

condition. Meanwhile, unbalanced transportation structure was adopted to

condense the minimum interval to 6’30”during morning peak hours on

weekdays, which accordingly met the needs of commuting passengers.

Operational service duration was also prolonged from 9:00-17:00 at the

beginning to 7:30-22:00 adjusted by stages, and might be further prolonged

according to the real passenger flow in the future. No effective complaint

occurred at the experimental section in 2015, and the overall satisfaction

scored 9.25(10-point system), indicating an industry-leading level.

Besides safe transportation of passengers, Guangzhou Trams paid

attention to creating living atmosphere between trams and public space near

the lines, by integrating cultural elements like music, sports and creativity to

promote living concepts of environmental protection, public welfare, health

and optimism, and meanwhile it also increased passenger flow and project

profits by various cultural activities. Within the year, Guangzhou Trams,

working with 80 famous industry brands, including Guangdong Museum of

Art, Times Museum, Guangzhou Symphony Orchestra, Guangzhou

Broadcasting, Poly Real Estate, Guangdong Chimelong Group, Nike and

Lego Education Center, created 13 themed trams and planned and executed

more than 100 off-line brand activities, thus collaboratively creating cultural

name card as well as cultural and innovative space for Guangzhou.Its official

WeChat account has attracted about 40,000 fans for one year, which was

reported by well-known media at home and aboard, such as China Central

Television, People’s Daily, Xinhua News Agency, China New Agency,

Discovery Channel, and National Public Radio of U.S. and so on. Of more

than a thousand reports, 98% was positive coverage, among which 90.3%

was commented positively on the tram, proving a high ranking among

satisfaction survey of rail transit industry.

2015 is of great importance for extensive property development. GMG

deeply implemented the development strategy of “Metro+Property”, fully

carried out enterprise restructuring and consolidated management

foundation.As a result, “Three Standards Integration”(Quality Management

System, Environemnt Management System and Occupational health safety

management system) was implemented successfully, Financial Center Mall

and Regal Financial Center Hotel opened; Yuejiang Shangpin project sold well

and the development program above metro depot section was also promoted in

an organized way. Besides, the contract sales of of Yuejiang Shangpin Project

reached 0.8 billion yuan; the total investment was equivalent to 1.866 billion

yuan; the full-year fund payment was 1.614 billion yuan; business property at

Yantang area was transferred; 0.4 billion yuan was raised for metro

construction, all of which laid a solid foundation for the metro construction and

operation and accumulate power for metro property business development.

total floor area of about 356,000 square meters. It is located above the Financial

Hi-tech Zone Station of Guangfo Line, the rail transit line in Pearl River Delta

Wansheng Square, located above of Wanshangwei Station, the interchange

government, GMG closed the Jiangjundong Electrical Center and had it

dismantled onOctober 30, 2015.

This plot will be used for large business commercial complex with a total

floor area of 23,000 square meters. Since the plot ratio has been reduced greatly

with a height limit of 30 meters, construction is estimated to start in 2017.

RJ-8地块位于中山六路以南、解放中路以西地段,规

划用地面积约9212平方米。完成约1000平方米用地的拆迁

安置工后外租,成为了广州重要电器零散经营场所之一的誉

隆电子城。广州地铁响应市、区两级政府关于限期整治临时

经营场所的相关要求,将誉隆电子城于2015年12月31日关

停清场拆除。

该地块将与越秀区政府合作将现有临时建筑改造为政府

服务中心及地铁项目展示中心,总建筑面积约1500平方米,

预计2017年完成改造工作。

RJ-8 Plot , located in the south of Zhongshanliu Road and in west of Middle

Jiefang Road,covers an area of 9212 square meters. RJ-8 Plot has been

rented out after completing the demolition resettlement on the land of 1,000

square meters and now it is an major scattered operation base of electrical

appliances in Guangzhou. In response to renovating temporary sites for

business operation within a definite time required by municipal and district

government, GMG closed the Yulong Electrical Center and had it dismantled on

December 31, 2015.

GMG, collaborated with Yuexiu District government, will renovated the

temporary buildings on this plot into governmental service center and metro

projects display center with a total floor area of 1500 square meters and is

estimated to complete in 2017.

HR-3/4/5地块位于长寿西路两侧,共4.3万平方米。经

过十多年的临时经营,原大笪地商业城已成为广州重要的生

活用品零散经营场所。广州地铁响应市、区两级政府关于限

期整治临时经营场所的相关要求,将大笪地商业城于2014年

4月20日关停清场拆除。

HR-3地块计划开发建设大型商住综合体,总建筑面积

约7.6万平方米,预计2020年完成开发。HR-4/5地块因存

在大量未拆迁建筑物,且地块陆续发现古建筑保护群等原

因,可行性改造方案论正在研究中。

HR-3\4\5 Plot,located at the both sides of West Changshou Road, covers

35,145 square meters. After over a decade temporary management, former

Dadadi Business Town has become a scattered major business base of daily life

supplies. In response to temporary operating sites renovation within a definite

time required by municipal and district government, GMG closed the Dadadi

Business Town and had it dismantled on April 20, 2014.

HR-3 Plot is planned for large commercial and residential complex with a

total floor area of about 76,000 square meters and estimated to be completed in

2020 while HR-4/5 Plot is still conducting study on the feasible renovation plan

as large amount of buildings are still not removed and historical buildings are

continuously found for conservation on the plot.

为南北两座塔楼,建成后将成为广州西南部的标志性建筑,

对提升广州西南门户形象将产生积极作用。同时,周边路网

密集,紧邻是芳村客运站,交通畅达。是集购物、餐饮及娱

乐消费休闲配套为一体的区域性商业中心及相应规模的甲级

写字楼。

目前正在进行主体结构施工,预计2017年开业。

Li Sheng Square Project,located in an important area of Guangzhou

urban development strategy called “communication with west”, covers

about 32,000 square meters with floorarea of about 180,000 square meters.

it is closeto Kengkou Station of Line 1 in the west, which is connected with

the station hall. The project is divided to the northern and southern tower

buildings. It will become the landmark building of Southwestern Guangzhou

after completion, which will effectively improve the image of the

southwestern gateway of Guangzhou City. Meanwhile, with the intensive

road network around and close to Fangcun coach station, the transportation

is fluent. It is a regional shopping center and Grade A office building

gathering shopping, dining, leisure and entertainment facilities.

Now, the main structure is under construction and it is estimated to

open in 2017.

开 发 地 铁 车 辆 段 上 盖 物 业 是 T O D ( T r a n s i t -

Oriented-Development)—“以公共交通为导向”开发模

式的一种,既符合城市经济增长、集约用地的需求,又有效

缓解筹集轨道交通建设资金压力,同时能够减少车辆段对周

边环境的影响,提高车辆段周边的城市景观形象。

广州地铁目前规划中的车辆段上盖有七个,其中在建五

个,分别为萝岗车辆段、水西停车场、白云湖车辆、官湖车

辆段、镇龙车辆段,累计开发净用地面积达120万平方米,

建筑面积达408万平方米。

目前,正在积极开展规划报批、工可立项、施工图设计

等开发前期工作,预计2016年萝岗车辆段上盖项目开工。

Development Program above Metro Depots is one kind of the development

modes based on the orientation of public transportation, namely TOD

(Transit-Oriented-Development). It meets the requirements of intensive use of

land with the smart growth policy in city and relieves the collection stress of

metro construction capital as well as decreases the traffic influence on the

surrounding environment and improves the sightseeing image of the

surrounding cities.

So far, there are seven programs above the metro depots that is in the plan

and five of them are under construction that are waiting for development in our

company; they are Luogang Metro Depot, Shuixi Parking Lot Metro Depot,

Baiyun Lake Metro Depot, Guanhu Metro Depot and Zhenlong Metro Depot,

accumulating totally 1,200,000square meters of net use land and

4,080,000square meters of floor area under development.

Now, it is in the preliminary preparation, including planning, applying for

approval, engineering projecting, plan designing, etc. and the program above

Luogang Metro Depot section is estimated to start in 2016.

2015年,广州地铁设计研究院设计业务拓展至全国28

个城市,有序开展27条在建线路总体总包、22条线路设计咨

询工作,全年新签合同13.5亿元,实现经营收入9.56亿元,

较2014年分别增长26.03%。

在城市轨道交通优势业务方面,在保证广州本地业务设计

质量、进度的同时,重点开拓省内及省外的地铁新线总包业务

和新型有轨电车业务。积极开拓海外市场,目前设计院正密切

跟踪马来西亚轻轨三号线、巴拿马地铁二号线、摩洛哥轻轨及

美国洛杉矶轨道交通等海外项目,与中国港湾工程公司、中国

机械进出口公司、中国北方工业公司开展合作洽谈。

在承担政府科研项目方面,设计院在研的政府项目数量

上升到8个,达到历史最高水平。其中,《地铁多线换乘站与

市政路、桥、隧合建关键技术研究与应用》科研项目通过科

技成果鉴定,研究成果达到国际领先水平。

在专利申请方面,年内专利授权数量持续增长,获得1项

发明专利授权和6项实用新型专利授权,另有19个专利申请项

目获得专利局受理,其中13个项目申请发明专利。设计院专

利项目“应用于城市轨道交通的火灾联动控制系统及方法”

荣获“2014年广东省专利奖优秀奖”。

In 2015, Guangzhou Metro Design &Research Institute expanded its

professional services to 28 cities and orderly developed the overall contracts of

27 lines under construction and design consulting service of 22 lines. The

amount of new contract in 2015 reached 1.35 billion yuan with 956 million of

operating income and 135 million of profit before tax, increased by 26.03 % and

33.54% respectivelyover the last year.

In terms of superior urban rail transit business, we mainly explored overall

contract of new metro lines and new trambusiness within Guangdong Province

and outside of Guangdong Province while guaranteeing the local business

design quality and schedule. Besides, the institute actively developed overseas

market. For instance, the institute is now closely following several overseas

projects, such as light rail Line 3 in Malaysia, Metro Line 2 in Panama, Morocco

light rail,and LA rail transit in United States, and also discussing cooperation

with China Harbor Engineering Company, China National Machinery Import &

Export Company and China North Industries Corporation.

For governmental research projects, the number of the projects

undertaken by the institute has reached 8, a historical height among which

Research of Combined Building Technology and its Application for

Interchanges of Multi-Lines, Roads, Bridges and Tunnels was technologically

examined and reached a worldwide advanced level.

For patent application, the number of patent licensing kept increasing

within the year, with one authorized with patent for invention and six for utility

models. Besides, 19 patents application projects were accepted by Patent

Office, 13 of which applied for invention patent. The institute patent project Fire

Alarm and Linkage Control System and Methods Applied in Urban Rail Transit

won “2014 Excellence Awards of Patent of Guangdong Province”.

2015年,广州轨道交通建设监理有限公司业务拓展至全

国22个城市,获得环境监理甲级、公路、铁路工程监理乙级

资质并成功进入供电系统及环境监理领域,全年新签合同

1.99亿元,实现经营收入1.49亿元。

2015年全年共申请专利2项、软件著作权13项;获得总

公司科技进步奖2项;独立自主开发的管片检查手机APP系

统已上线。BIM项目“轨道交通信息模型管理系统”荣获

2015年“第一届全国BIM学术论文大赛优秀奖”和第四届

“龙图杯”全国BIM大赛一等奖。

监理公司再度入围“全国监理行业收入百强企业”,连

续七年荣获“守合同重信用”企业, 被评为“广东省建设监

理行业先进工程监理企业”、 “广州市安全文化建设示范企

业”、 “黄花岗科技园优秀单位”。

In 2015, Guangzhou Mass Transit Engineering Supervision Co., Ltd.

In 2015, Guangzhou Zhongzi Metro Engineering Consulting Co., Ltd.

expanded its business to 21 cities, covering project construction, operational

preparations, urban rail operation and maintenanceand other fields. The

newly-concluded contracts were worth 130.95 million yuan, with the

operating income reaching 66.09 million yuan.

The company further has explored joint debugging drills and

operational preparation market, and thus won projects of Zhengzhou,

Nanning and Fuoshan apart from the existing ones. To be specific, the

Contract on the Cooperation of Operational Service for Nanning Rail Transit

Line 1 went on successfully. The structural construction of the rail transit

company, and the compilation of the operating system, regulations and

广州南车城市轨道装备有限公司是根据广东省人民政府

与中国南车确立的战略合作关系,由广州地铁总公司与中国

南车株洲电力机车有限公司共同投资组建,主要是为解决广

东城市轨道车辆大修和组装本地化问题,进而培育和建立城

市轨道现代化、产业化车辆装备基地,大大节约轨道交通的

建设和运营成本。

2015年,广州南车城市轨道装备有限公司全年完成

GZML7项目列车生产交付13列,在线生产8列,广佛线车辆

架修1列。积极开展广州128号线列车油漆翻新10列、

GZML3行李架改造29列、A1型车端墙焊缝修复1列,新车

各工序产能利用率接近50%。全年营业收入4.17亿元,实现

盈亏平衡后创利60万元。

年内公司基础建设和业务结构得到改善。完成对第三轨

改造,扩建了停车线和部修厂房,通过了ISO14001环境管

理和OHSAS18001职业健康安全管理体系复审,初步形成

了批量生产、修造并举的大生产格局。

首次引入现代学徒制,首次将城轨车辆装配劳务与技术

输出至国外,技能员工100%持证上岗,员工总数近400人,

且实现了本地化,为后续的生产经营、做好人员的储备。

Guangzhou CSR Mass Transit Co., Ltd., based on the strategic

partnership between People’s Government of Guangdong Province and

China South Railway, is jointly invested and established by GMG and CSR

Zhuzhou Electric Locomotive Co., Ltd.. It is majorly responsible to cope with

urban rail transit vehicle overhaul and assembly localization so as to cultivate

and build a modernized and industrialized urban rail vehicle equipment base

and reduce the metro construction and operation cost .

In 2015, Guangzhou CSR Mass Transit Co., Ltd. completed 13 sets of

GZML7 project vehicle delivery, 8 sets of vehicle production, 1 set of

Guangfo Line vehicle un-wheeling repair. And the company actively carried

out repainting of Guangzhou Line1\2\8 for 10 sets, renovation of GZML3

baggage holder for 29 sets and end wall welding joint repair of A1 type for 1

set. The capacity utilization rate of new trains at different procedures was

close to 50%. The operating income of the company in 2015 reached 417

million yuan with 600,000 yuan profit after the balance of profit and loss.

In 2015, the company’s infrastructure construction and business

structure were improved. For instance, the company finished the renovation

of the third rail, expanded stop line and repair workshop and passed the

reexamination of ISO 14001 Environment Management System and ISO

14001 Occupation Health Safety Management System, basically shaping a

mass production pattern of productionand maintenance.

The modern apprenticeship system was introduced for the first time and

urban rail vehicle assembly labor and technology were also exported abroad

as well. A total number of nearly 400 technical workers were all certified for

the post, and realized the employee localization, which helped to make good

personnel preparation for the future production and management.

广州南车时代电气技术有限公司是根据广东省政府与中国

公司和广州地铁设计研究院有限公司共同投资成立的。公司投

产初期将打造以地铁牵引系统为核心的先进制造业产业链,今

后还将陆续引进信号、制动、屏蔽门、供电等地铁相关配套产

业,形成以广州番禺为核心的产业集群,解决广州及珠三角地

区城轨车辆牵引系统组装和大修的本地化需求。

2015年,广州南车时代电气技术有限公司围绕“十二

五”发展规划,实施并完成第一个五年计划,实现营业收入

8672万元、利润总额1217万元,利润率为14%,获取市场新

签订单突破15亿。

其中,市场部依据市场开发管理办法,全程参与客户采

购过程,积极交流,引导客户需求与采购标准制定,成功中

标两台钢轨探伤车订单,中标金额为3800万元,中标一台网

轨检测工程车项目订单,合同金额为1460万元,实现高端工

程车于城轨领域的市场突破,中标广州4号线、9号线供电系

统,合同金额为1900万元。同时完成广州市轨道交通一号线

屏蔽门技改协议签订。

Guangzhou CSR Times Electric Technology Co., Ltd. is jointly invested

and established by CSR Zhuzhou Times Electric Co., Ltd. and Guangzhou

Metro Design & Research Institute Co., Ltd on the basis of strategic

cooperation agreement between People’s Government of Guangdong

Province and China South Railway Group. At the beginning, the company is

planned to create an advanced manufacturing industrial chainwith metro

hauling system as its core, and in the future, it will bring in the supporting

industries, such as signal, braking, shielding gate, power supply and so on,

aiming to shape an industrial cluster with Fanyu District of Guangzhou as its

core so as to deal with localized need of urban rail vehicle hauling system

assembly and overhaul in Guangzhou and Pearl River Delta region.

In 2015, in line with the 12th five-year development plan, Guangzhou

CSR Times Electric Technology Co., Ltd. carried out and completed the first

five-year plan, achieving 86.72 million yuan of operating income, 12.17

million yuan of total profit and over 1.5 billion yuan of new signed orders.

Based on market development management, the company participated

in customer procurement process from the beginning to the end by

conducting activecommunication and guiding customer need and

procurement standard formulation and thus won a 38-million- yuan order of

two rail-defect detector vehicles and a 14.6-million-yuan order of one rail

inspection vehicle project, making a breakthrough of high-end project

vehicle in the urban rail field.The company won the bid of power supply

system for Guangzhou Metro Line 4 and 9, and meanwhile signed technical

upgrading agreement on shielding gate of Guangzhou Metro Line 1.

2015 was the final year of the third five-year development strategy for

Guangzhou Metro, In line with national “thirteenth five-year plan”and in

response to the future 5 years of economic and social development situation,

the company is now working out the fourth five-year development strategy.

During the new five-year strategic period, Guangzhou Metro will, based on

“Metro+”development idea, upgrade Guangzhou Metro, ensure its

industry-leading position in terms of core operation indicators and core

technical indicators of various business projects and double the new line

operation length, passenger flow and operating income; besides, the

company will, linked by capital, establish a domestic model metro industry

ecosphere by resource integration of market, products and partners, and

2015年,广州地铁强化作风建设。开展“三严三实”专题

教育,组织班子成员专题讲学11场次,正反面典型专题学习研

讨243场,落实“不严不实”问题整改措施47条,梳理党的规

章制度、工作台账53项,推动作风建设规范化、常态化、长效

化,打造对党忠诚、干净干事、敢于担当的干部队伍。

打造党建品牌。建设“互联网+党建”等创新“书记项

目”,开展“我是党代表”主题活动,建立企业“菜单式”党

建课件库,推广党代表服务站、党建云平台、党员量化评价体

系等地铁党建品牌,“六型国企党组织”项目被评为“广州党

建十大品牌”。

弘扬地铁正能量。深化“全国学雷锋活动示范点”及“全省

培育和践行社会主义核心价值观示范点”建设,开展“图说我们

的价值观”、“道德讲堂”活动,设立“善行义举榜”,推行

“爱心服务项目”,全年共收到乘客表扬信1643封,选树宣传

李天明等一批先进道德模范。

建设廉洁地铁。深化“全市‘两个责任’示范点”建设,厘

清“两个责任”清单,完善责任制考核评价体系。

In 2015, GMG strengthened working style building, developed a themed

education in a streamlined protocol, organized party committee members to

give a total of 11 themed lectures and attend 243seminars on positive and

negative issues, carried out 47 corrective measures towards non-strict and

non-steady problems, sorted out 53 Party rules, regulations and work ledgers,

which promoted a standardized, normalized and long-term style construction

and built a loyal, uncorrupted and responsible contingent of cadres.

GMG created Party building brand by establishing innovative secretary

projects like "Internet+ Party building", developing "I am Party representative"

themed activities, establishing "menu-styled" enterprise Party building courses

pool, and promoting metro Party building brands, such as Party representative

service station, Party building cloud platform and Party member evaluation

system and so on. Its "Large state-owned enterprise Party organization"

project was awarded the title of "Top Ten Brands of Party Building in

Guangzhou".

GMG carried forward positive energy of Guangzhou Metro by promoting

"National Model Pilot in Learn-from-Lei Feng Activities" and "National Model

Pilot in Cultivating and Practicing Socialist Core Values", developing activities

such as "Values in the Pictures" and "Lectures of Moral Values", establishing a

list of good and fair deeds, promoting "caring services" and selecting models of

GMG constructed metro of integrity by deepening "two responsibilities"

In 2015, the company promoted human resource management with an

annual theme of “supporting development, reducing cost and improving

efficiency”, and with more professional management and

customer-oriented service idea, the company made initiative summary and

took measures in sticking to the strategy guidance, paying attention to

employee experience, controlling staff size, strengthening echelon building,

deepening talents cultivation, and perfecting incentive and restraints

mechanism, which helped to support and develop various business projects

and made employee share the fruits with the company and grow with it.

In addtion, GMG innovated ways of training, summarized years of

类别,涵盖了新线建设、运营业务、房产项目等业务的合同范

本的修订,同时进一步加大合同管控授权力度;继续推进法律

风险防范指引工作,2015年共发布和修订法律风险防范指引8

份;配合集团公司改制,完成集团公司级全类规章修编,累计

梳理、审核规章285份,修订颁布247份;建立投资、法律、

公关、财务等7类专业风险管理子体系及运作及经营风险管理

子体系。

In 2015, GMG continuously enhanced the risk management,and

completed the standard business contract revision covering 8 professions

and including new line construction, operation business, and real estate and

so on. Meanwhile, GMG further strengthened contract control and

authorization, and kept promoting legal risk prevention and guidance. In

2015, GMG issued and revised 8 copies of prevention guidelines of legal

risk.In accordance with the Group restructuring, the company completed the

revision of various rules and regulations at Group level, totally sorting out and

checking 285 copies and revising and releasing 247 copies of rules and

regulations, and established 7 professional risk management sub-systems

and operation and management risk sub-systems covering investment, law,

public relations, finance and so on.

2015年,广州地铁持续开拓创新融资渠道,全力确保公

司建设及经营资金需求。首次迈出国门,走向世界,通过设

立香港投融资平台公司和维京投融资平台公司,成功注册30

亿美元境外中期票据发债计划并成功发行6亿美元。同时抓

住政策窗口,向国家发改委、外汇管理局等多个政府部门积

极争取,实现境外资金直接回流,是国内首批实现境外资金

直接回流的企业之一。首次成功注册广东省内第一笔永续债

券70亿元;首次成功争取国开行中央贴息专项投资基金28.5

亿元,融资成本低至1.2%;首次成功获批停车场专项债券

100亿元,获批额度为广东省内最高。在做好融资开拓的同

时,广州地铁高度重视融资成本控制,年内融资综合成本控

制在人民银行贷款基准利率下浮24 %以下,并通过提高资金

使用效率以及把握央行五次降息时机,使用低成本贷款置换

高成本贷款等多种措施节约财务利息6733万元。

Affected by the policy thatthe nation strengthens debt management

towards local government and under the circumstances of limited financial

funding and governmental bond issue, Guangzhou Metro has actively

developed diversified financing in order to fully ensure the completion of

annual construction and operational objective. By various ways of financing

and borrowing money in the name of metro company operation innovatively,

Guangzhou Metro has solved the financial problem. In 2015, Guangzhou

Metro was approved to issue 7 billion yuan of equity renewable bonds for the

first time; it actively introduced low-cost equity capital and won 800 million

yuan of CDB (China Development Bank) development fund; and meanwhile,

actively explored overseas financing channels, such as participating to

establish platform company in Hong Kong, BVI company and financial leasing

company, to prepare for overseas band issue.

加强对投资企业监事会管理,通过驻地办公、重大事项

跟踪,各专职监事积极履责,组织开展了合同、预算、薪酬

管理及三重一大等专项监督检查和调研工作。配合外派财务

总监开展风险防控、物资采购系统运用、BIM系统在建设线

路中应用等专项跟踪及检查工作。

In 2015, GMG actively carried out "two responsibilities" exemplary base

building, clarified the main body responsibility of Party committee and the

supervision responsibility of discipline inspection committee, made six detailed

responsibility lists and sorted out 39 rules and regulations and 14 ledgers. The

implementation of "two responsibilities" won highly affirmation of Guangzhou

municipal Party committee and municipal discipline inspection committee.

Therefore, as an only state-owned enterprise representative, the company

shared experience at city conferences. GMG deepened the building on working

style, fulfilled 10 practical things to serve people's livelihood with integrity,

started Working Style Building on the Way program in response to social

concerns. GMG strengthened corruption risk control, and deepened efficiency

supervision by promoting electrical supervision of "three important and one big"

(….), corruption warning evaluation of crucial projects and evaluation of

system's integrity. GMG built Liede "Man of Integrity" themed station to

createintegrity cultural projects, and held activities like integrity-themed speech

contest, knowledge contest to implement culture of integrity.

The internal auditing in GMG was guided by the idea of "risk +value". We

made performance appraisal, management auditing and information system's

benefit auditing on the high value and high risk fields that influence value chain

management, engineering construction and real estate development and. In

accordance with auditing programs, we developed internal control evaluation

on the high and medium level risk projects,. The company creatively held

inspection auditing case analysis meeting and enhanced transformation as well

as application of supervision and evaluation results by analyzing typical cases.

GMG kept theoretical studies, among which Utilizing Internal Control and

Exerting Internal Auditing Function won the second prize of 2015 national

auditing theory and the first prize in Guangdong Province, and Special Auditing

of Material Consumption in Subsidiary Company Y of Guangzhou Metro won

the second prize of excellent auditing cases of Guangdong Province.

We strengthened board of supervisors' management towards investing

company. By working in the filed office, major projects tracking, special

supervisors who took active responsibility, we organized contract, budget,

salary management, "three important and one big" special supervision and

inspections and research work. Coordinating with financial officer for external

assignment, we developed special tracking and inspection work, including risk

prevention and control, material procurement system application, BIM system

application in metro construction.

2015年,召开职工代表大会审议通过《广州市地下铁道

总公司企业年金管理办法(第四版)》、《广州市地下铁道总

公司济难基金管理办法(修定版)》等与员工切身利益紧密相

关的规章制度,充分体现了企业的厂务公开。

广州地铁工会组织劳动竞赛490多项,参与员工24000多

人次,新创建9个劳模(职工)创新工作室。劳动竞赛形式新

颖,竞赛主办单位由原来的建设、运营两大部门,变为所有总

部单位,结合业务实际内容开展劳动竞赛,也是一次员工岗位

练兵。工会举办了广州地铁级首届才艺大赛,充分展示了广州

地铁的阳光文化和员工的靓丽风采。组织员工积极参加广州市

女职工庆“三八”摄影比赛、“主力军杯”广州市职工书画集

臧展及摄影展,共获得3个一等奖及30多个奖项。联合22个新

线建设参见单位举办“和谐地铁杯”篮球邀请赛。组队参加省

市的羽毛球、长跑、足球等邀请赛,并获得省城市公交运动会

羽毛球团体冠军、广州城市乐跑赛团体第二名等荣誉。

In 2015, GMG passed some rules and regulations, which were closely

related with employees interests, including Guangzhou Metro Corporation

Annuity Regulations (Fourth Edition) and Guangzhou Metro Corporation Aid

Fund Regulations (Revision), fully indicating the transparency of the company.

GMG labor union organized more than 490 labor competitions, with over

24,000 person-times joined, and set up 9 labor model (employee) innovative

workshops. With unique forms of competition, major hosting divisions were

increased from operation and construction division originally to

headquarter-level divisions. The work competition, integrated with practical

business, is also a practice for front-line employees. Labor union held the first

GMC talent show, fully showing the sunshine culture of GMG as well as the

spirit of the employees, organized female employees to participate in the

International Women's Dayphoto contest of Guangzhou, Guangzhou “Main

Force Cup” staff painting, calligraphy and photo display, wining 3 first prizes

and 30 other prizes and held “Harmonious Metro Cup” basketball game with

22 new line construction companies. In addition, labor union also organized

teams to participate provincial and municipal badminton, long-distance

running, football games, wining badminton group champion in the city public

transportation sport games and second prize of group in happy running of

Guangzhou.

此外,公司全年科技创新投入21297万元,牵头和参与

国家、省、市重大科技项目14项,获国家专利授权23项。

Guangzhou Metro successfully declared “national project laboratory of

urban rail transit system safety and operation and maintenance support”,

becoming the first proprietary company in the national metro industry to build

national project laboratory, provided major support for the company to stay

industry-leading position in terms of technological innovation and is of great

importance to fully upgrade metro security and supporting techniques and

improve corporate technological innovation capabilities and core industrial

In addition, the company put 212.97 million yuan into technological

结合轨道交通经营的全过程去支持城市发展战略、改善环境、

带动产业发展、促进就业和城市经济增长、传播社会文明,从

而体现政府建设轨道交通的整体社会效益。因此,立足本身主

业,追求社会效益,积极履行社会责任是广州地铁作为城市轨

道交通经营企业的内化基因。2015年,广州地铁构建与企业

属性相适应的社会责任管理体系,内部成立企业责任管理委员

会,并发布国内地铁行业第一份社会责任报告。

As a quasi-public enterprise sponsored by government, Guangzhou

Metro sets its core to support the urban development strategy, improve

environment, boost industry development, promote employment and

economic growth, and disseminate social civilization ,reflecting the overall

social benefit that government invest in rail transit industry. Therefore, on the

basis of the major business, pursing social benefits and actively fulfilling

social responsibility are the internalized gene of Guangzhou Metro as a urban

rail transit operating enterprise. In 2015, Guangzhou Metro, compatible with

the enterprise attribute, established a social responsibility management

system, set up enterprise social responsibility management committee

internally and published the first social responsibility of rail transit industry in

China.

In order to satisfy the cultural and artistic needs and improve the cultural

taste of citizens, the company was actively engaged and made use of metro

stations and trains to develop various public cultural activities. For instance,

according to the serial cultural plan of “taking the metro• enjoying Traditional

Chinese Culture”, the company launched serial activities, such as “a-

thousand-year-long Maritime Silk Route, civilized Guangzhou”, wining

extensive attention and praise from citizens and media.

25% at metro stations while on the wall of construction sites it accounted for

over 70%. Over 100 kinds of thematic public benefit advertising were

Guangzhou”, and “waste sorting”.

2015年,公司全年组织志愿者12万人次,为市民提供近

person-times and provided 665,000 hours of voluntary service for citizens,

company and parent company on December 31, 2015, the profit statement of merged company and parent company in 2015, change statement of owners’ equity of

merged company and parent company, cash flow statement of merged company and parent company, and foot-notes to financial statements.

1. Management’s Responsibility for the Financial Statements

It is GMG management’s responsibility to prepare and fairly present the financial statements. The responsibility includes: (1) prepare financial statements

according to the enterprise accounting principle and realize fair presentation; (2) design, implement and maintain necessary internal control so that there is no major

misstatement resulting from fraud or mistake.

2. Responsibility of the CPA

Our responsibility is to issue audit opinions on financial statements on a basis of the performance of the audit. We conducted the audit in accordance with the

Chinese CPA Auditing Standards. It requires that we comply with the code of professional ethics, plan and conduct the audit to obtain reasonable assurance as to

whether there is existing major misstatement of the financial statements.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The auditing procedures selected

depend on the judgment of the certified public accountants, including the risk assessment of major misstatement of the financial statements resulting from fraud or

mistake. During the course of risk assessment, the certified public accountants have considered the internal control related to the preparation and fair presentation of

financial statements so as to design the proper auditing procedures. However, the goal is not to issue opinions on the effectiveness of internal control. The audit also

includes the assessment of the appropriateness of management’s selected accounting policies, the rationality of accounting estimate and overall presentation of

financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

3. Opinion

From our perspective, the financial report of GMG is prepared based on the accounting standards for business enterprise in terms of all key aspects, truly and fairly

indicating the financial situation of GMG on 31, December, 2015 as well as the business performance and cash flow in 2015.
